這是一場由自然災難造成的難以躲避的悲劇，令人悲痛。而這樣的悲劇，事實上與人類漫長的歷史相伴，如影隨形。遠的不說，1976年的唐山大地震，盡管已經(jīng)過去32年，但至今依然令人心有余悸。1998年的特大洪澇災害、2003年的“非典”危機、2004年底的印度洋海嘯，以及最近發(fā)生在緬甸的熱帶風暴，都造成了大量的人員傷亡和財產(chǎn)損失。人類對于自然災難并不陌生，但是，當汶川大地震現(xiàn)實地擺在眼前的時候，人類在自然威力前的脆弱，顯露無遺。

汶川大地震，給災區(qū)的民眾造成了巨大的身心痛苦，也使得地圖上那樣一個狹小的區(qū)域，成為全國人民最為牽掛的地方。所謂人命關(guān)天，在部分同胞受難之時，舉國的悲慟充分表現(xiàn)了出來。國際社會也迅速表達了關(guān)切與慰問。

當一場大地震已經(jīng)發(fā)生，而且余震不斷，此時的關(guān)鍵詞其實只剩下兩個字，即“救”與“援”。某種意義上，“援”也是“救”的組成部分。毫無疑問，救災已成為當前中國政府與民眾最為重要的任務。

救災救什么？這似乎是一個無須思考的問題。但事實上，救災的真義必須得到厘清。救災的第一要務，當為拯救生命。與生命相比，財產(chǎn)的損失與災后的重建等都已經(jīng)相對次要，或者說，包括搶救財產(chǎn)以及對于地震中出現(xiàn)問題的反思等，都應該退到“拯救生命”這一極端重要的議題之后。

在地震災害現(xiàn)場指揮搶救的溫家寶總理說過一句話，“只要有雙手，家園就能重建”——這句話真切地詮釋出了救災的真義所在。換言之，這也是中國政府將救人作為首要任務的理念之源。正因為生命只有一次，無法以其他之物替代，故救災者必須以最快的速度，以最大的努力，甚至不惜采取任何手段，“不惜任何代價”，拯救災區(qū)民眾的生命。

這意味著，以政府為主導的救援體系須將重心落在對生命的挽救上。隨著時間的推移，傷亡數(shù)字也將會不斷增加。數(shù)萬人的生命安危，其實就是最嚴厲的災情命令。只要有一線的希望，救援者就必須以百倍的努力，從廢墟中尋找可能的生還者，從正在倒塌的建筑物中搶救出每一個生命。

應該看到，救災不僅依賴信心、勇氣與團結(jié)的精神，也依賴專業(yè)的救援隊伍與技術(shù)配置。盡管人人都可為救災盡力，但在一定條件下，救災又是一個技術(shù)活，專業(yè)性強、風險度高、勞動量大。不能不提到，中國軍人又一次發(fā)揮了“鋼鐵長城”的作用，在艱苦的救災條件下，作戰(zhàn)在災區(qū)的精銳部隊充分體現(xiàn)出了威武之師的雄風。年輕的中國軍人在災區(qū)救援的情景，確實令人深切地感到了血濃于水的魚水深情。

將拯救生命視為壓倒一切的首要任務，也意味著，救援者必須爭分奪秒，與死神賽跑。那些廢墟里奄奄一息的生命，正在急切地等待救助。“時間就是生命”的含義，在此時也得到了最真切地體現(xiàn)。救援者早一秒進入受災地區(qū)，就能早搶救出一個生命。在震中地區(qū)交通不便甚至中斷的情況下，溫家寶總理要求救援隊伍“就是步行也要盡快進入受災最嚴重的地區(qū)”，突出強調(diào)了地震救援之時間概念的重要性。

還應該看到，地震救災不僅僅是政府之事。如同面對以往任何一場重大自然災害一樣，在政府之力之外，拯救生命的行動，還依賴于民眾與非政府機構(gòu)眾志成城。包括給予災區(qū)人民的精神激勵、物質(zhì)的支持，以及包括積極獻血等切實的行動等，均會對救援行動產(chǎn)生積極效果。汶川大地震發(fā)生之后，不少企業(yè)與個人，已開始緊急捐贈財物，運往最需要的地方。非災區(qū)民眾發(fā)出的祝福與鼓勵，已讓人充分感受到了溫暖而堅定的民族力量。
