castingproductionline.LUUXA主廠區(qū)采用長(zhǎng)流程煉焦、燒結(jié)、高爐、轉(zhuǎn)爐連鑄生產(chǎn)工藝01#EPCpackagemainlyincludesrawmaterialyardproject,cokemaking

project(cokeoven),sinteringproject,ironmakingproject,steelmaking

project,andoxygengeneratingproject,wholeplantutilities(water,

electricityandnaturalgas)atthesecondstageandgenerallayoutand

transportation.EPC工程包括的主車間：原料場(chǎng)；煉焦（焦?fàn)t）工程；燒結(jié)工程；煉總圖布置及運(yùn)輸。1.2CONTENTSOFCONTRACTING1.3合同內(nèi)容TheEmployerusestheEPCbiddingmethod.Thebiddingscopeincludes

mainplantareageologicalexplorationforthesecondstageproject,

engineeringdesign,equipmentsupply,stafftraining,projectconstruction,

equipmentinstallation,test-run,trialproduction,startupofproduction,

acceptancetestandhandover.雇主采用EPC驗(yàn)收交付。1.4ADOPTEDSTANDARDSANDCODES項(xiàng)目規(guī)范和標(biāo)準(zhǔn)Accordingtotherequirementsofthebiddingdocuments,Vietnamor

Chinastandardsandcodesshallbeadopted.按照招標(biāo)文件的要求，采用TISCO提供的越南標(biāo)準(zhǔn)和規(guī)范，如果TISCO采用中國(guó)相應(yīng)的標(biāo)準(zhǔn)和規(guī)范。1.5PROJECTCONSTRUCTIONSHCEDULE項(xiàng)目實(shí)施進(jìn)度表TheEPC’scontractorshallcompletetheirworkwithin30months.

Theprojectconstructionscheduleisarrangedbasedontheactual

situationsofallthemainproductionlinesofsecondstagerevampingand

expansionprojecttomeettherequirementsofwholeprojectstarting

production.承包商應(yīng)在30個(gè)月內(nèi)完成EPC合同中規(guī)定的工作。項(xiàng)目實(shí)施進(jìn)度是根據(jù)二期擴(kuò)建工程各主要生產(chǎn)線在項(xiàng)目整體投產(chǎn)過(guò)程中的需

要來(lái)進(jìn)行安排。IndividualPackageScheduleofVariousMainWorkshops各主要生產(chǎn)車間分標(biāo)段包工程進(jìn)度時(shí)間：1)Therawmaterialyardprojectshallbeputintoproductionat18

constructionforplantbuilding,equipmentfoundationaswellaspiping

network,equipmentinstallation,stafftraining,testrunandtrial

acceptancetestandhandover.承包商根據(jù)各分標(biāo)段的項(xiàng)目實(shí)施進(jìn)度表，分別提供場(chǎng)地的地質(zhì)勘探；工程的基本設(shè)計(jì)、設(shè)備采購(gòu)、供貨；廠房、設(shè)備基礎(chǔ)、管網(wǎng)的施工；

設(shè)備的安裝、調(diào)試；人員培訓(xùn)；各主生產(chǎn)線的試車、試生產(chǎn)；投產(chǎn)；

驗(yàn)收交付。1.6TheContractorwillemployVietnamSub-contractortoundertakethe

worksofdetailedgeologicalsurveyandcarryoutthe1.7foundationtreatment(UnitpriceandnormaccordingtoVietnam

constructionstandard).IfthetotalSub-contractpriceplusthecontractor’s

managementfeedonotexceedtheamountof3,265,200USDwhichis

specifiedandassignedtosuchworksunderContract,theContractorwill

beartheresponsibility;otherwise,theadditionalcostshallbebornebythe

Employer.TheEmployerisentitledtoinspecttheSub-contractfor

technicalandfinancialconditions.承包商如要雇傭越南分包商來(lái)承擔(dān)地質(zhì)勘測(cè)和基礎(chǔ)工作（單價(jià)根據(jù)越款3,265,200USD時(shí)由承包商負(fù)責(zé)，超過(guò)部分由雇主承擔(dān)。雇主有權(quán)

contractorisasthefollows:按照01#EPC合同內(nèi)容，承包商工作范圍如下：NEWLYCONSTRUCTEDRAWFMATERIALYARD新建原料場(chǎng)Rawmaterialyardiscomposedofarawmaterialpilingyardanda

materialevenlyblendingyard,utilityandauxiliaryfacilities,which

undertakesthecomplexjobssuchasmaterialsreceiving&unloading,

storing,evenlyblendingforconcentratedfineore,coal,lumpore,flux,

fuelsetc.anddirectlydeliverqualifiedmaterial,fuelusedforsintering,

cokemakingandironmaking.Allabovementionedincomingmaterials

shouldhavequalifiedparticlesizeandtherewillbenosizingfacilitiesin

theplant.原料車間設(shè)有原料堆場(chǎng)及混勻料場(chǎng)。其承擔(dān)著燒結(jié)、焦化、高爐所施，無(wú)需磨準(zhǔn)器。2.2SINTERINGENGINEERING燒結(jié)工程Inordertomeettherequirementsforproducing500,000t/acastingbillets

fortheTISCOsecondstagerevampingandexpansionproject,onesetof

550m3blastfurnaceandthematchedonesetof100m2sinteringmachine

aswellascorrespondingutilitiesshallbebuiltup.為滿足TISCO二期擴(kuò)建項(xiàng)目500,000t/a連鑄坯規(guī)模要求，新建1臺(tái)500m3高爐，為此配套建設(shè)1臺(tái)100m2燒結(jié)機(jī)及其配套的公輔設(shè)施。Thegradeofthesinteringoreshallbe55%Fecontent,andthecapacityof

sinteringoreshallbe981,000t/atomeettherequirementsforsinteringore

bytheblastfurnace.燒結(jié)礦含鐵品位為56%，燒結(jié)礦生產(chǎn)能力為981,000t/a,滿足高爐所需燒結(jié)礦的要求。2.3COKEMAKINGENGINEERING煉焦工程O(píng)nesetof45-batterycokeovenwiththecapacityof300,000t/a

metallurgicalcokeandby-productsrecoverysystemaswellasmatched

utilitieswillbenewlybuilt.新建一臺(tái)年生產(chǎn)干焦炭300,000t/a的45－battery焦?fàn)t及其副產(chǎn)品回收系統(tǒng)、配套的公輔系統(tǒng)。IRONMAKINGENGINEERING煉鐵工程O(píng)nesetof550m3blastfurnacewillbebuiltupnewlytosupplyhotmetal

requiredforsteelmakingbyconverter,inordertoreachthetargetof

producing500,000t/acastingbilletsannually.新建一座500M3高爐，為煉鋼轉(zhuǎn)爐年產(chǎn)500,000T/A連鑄坯提供所需鐵水。Ironmakingengineeringincludesonesetof550m3blastfurnace,pigcast

machine,coalinjectionsystem,oxygenenrichmentblowingsystem,mud

mill,repairingfacilitiesofhotmetalladles,andmatchedutilities.Annual

outputofhotmetalwillbe543,200tons.煉鐵工程包括：一座500m3高爐、鑄鐵機(jī)、噴煤系統(tǒng)、富氧噴吹系580,000t/a。2.6STEELMAKING&CONTINUOUSCASTINGENGINEERING煉鋼連鑄工程Mainprocessequipmentforthenewlybuiltsteelmakingconverterand

continuouscastingengineeringareasfollows:onesetof600tmixer,one

setof50tLDconverter,andonesetof55tLFrefiningfurnace,onesetof

R8mfour-strand-caster,aswellasmatchedutilitiesandauxiliaryfacilities.

Annualproductioncapacityofcontinuouscasteris500,000tonsbillets.

新建煉鋼轉(zhuǎn)爐連鑄工程，主要工藝設(shè)備為：一座600t混鐵爐、一一座50tLD55tLFR8m4機(jī)4流方坯連鑄

機(jī)及其配套的公輔設(shè)施。年生產(chǎn)能力為500,000t/a連鑄坯。2.6OXYGENGENERATINGPROJECT制氧車間Onesetof6500m3/hoxygengeneratorwillbenewlybuilt,plusthe

existing3200m3/hoxygengeneratoroxygengenerator,theavailable

oxygenamountcanmeettherequirementsforoxygen,nitrogenandsome

partofargonofTISCOsecondstagerevampingandexpansionproject,

withextra1600m3/hoxygen.新建一臺(tái)6500m3/h的制氧機(jī)，再加上原有3200m3/h還富余1600m3/hNewlybuiltoxygengeneratingworkshopconsistsofonesetof6500m3/h

oxygengenerator,matchedutilitiesandauxiliaryfacilities,piping

networkintheplant,aswellasbottlefillingequipmentsystemwith

capacityof2000bottles/dayandnight(Oxygenbottlesexcluded).新建制氧車間包括一臺(tái)6500m3/h的制氧機(jī)和配套工輔設(shè)施，廠區(qū)管

網(wǎng)和日裝瓶2000的罐裝設(shè)備系統(tǒng)。2.7GENERALLAYOUT,TRANSPORTATION,UTILITIESAND

AUXILIARYFACILITIESOUTSIDESHOP2.8廠外總圖運(yùn)輸和公輔設(shè)施。TISCOwillberesponsiblefortheconstructionofpowersupplysystem

110KVstepdownstationandprovidepowersupplysourceforthesecond

stagerevampingandexpansionproject;thewatersourcesfortheproject

willbesuppliedbyexisting70,000m3reservoirandwatersupplyboostingstationwillbenewlybuilt.二期擴(kuò)建工程的供電系統(tǒng)110kv總變電站由TISCO負(fù)責(zé)承建，提供

TISCO現(xiàn)有70,000m3蓄水池的水源并

新建供水站。Themaincontentsincludethegenerallayout,transportation,utilitiesand

auxiliaryfacilitiesoutsidethemainshops,suchasfuelgasfacilities,

watersupplyanddrainagefacilities,powersupplyfacilities,thermal

TISCOpossessescokemakingplant,sinterplant,ironmakingplant,steel

makingplant,rollingmillplantaswellascorrespondingutilitiesand

auxiliaryfacilitiesetc.Itsannualoutputofironandsteelisabout200,000t

andcommoncarbonsteelcastingbilletisabout250,000t.TISCO始建于1958年，是越南國(guó)有重點(diǎn)企業(yè)。TISCO現(xiàn)有焦化、燒20萬(wàn)噸，普碳鋼連鑄坯約25萬(wàn)噸。Intheplanttherearerailwaysandstationyardofrailway,andtotal

railwaylengthinthewholeplantisabout60km(includingrailwayof

mines).Therailwaytransportationisthemaintransportmeansintheplant,

complementarywithroads,sothetransportationintheplantisvery

convenience.廠內(nèi)設(shè)有鐵路及鐵路站場(chǎng)，全廠共有鐵路約60公里（包括礦山鐵為便利。DESIGNCONTENTS設(shè)計(jì)內(nèi)容Rawmaterialyard,cokemakingplant,sinterplant,ironmakingplant,

steelmakingandcontinuouscastingplantformancompletesystemby

themselvestoproduce500,000tsteelbilletsannually.原料場(chǎng)、焦化、燒結(jié)、煉鐵、煉鋼及連鑄，自成體系。4.2GENERALLAYOUT總圖Thenewlybuiltrawmaterialyardislocatedatthenorthwestofexisting

undergroundreceivingbinsofironoreandorepowder,itoccupiesthe

placeoforiginalcoalpilingyardforcokemakingplant.Therawmaterial

yardconsistsofamaterialevenlyblendingyard,pilingyardoforesand

dustcatcher,gascleaningfacility,blowerstation,de-dustingsystemof

arelocatedatthesouthwestofblastfurnace.Stockhouseandmain

controlroomarelocatedatthenorthwestoftheblastfurnace.De-dusting

ofthestockhouse,watergranulatedslagpilingyard,pigironstorage

house,pigcastmachine,repairingshopofhotmetalladlearelocatedat

thenortheastoftheblastfurnace.Turbidwaterpumpstation,deposition

basin,coolingtower,mudmillingroom,switchgearstation,coalpowder

injectionfacilitiesandwagonweigherarelocatedatthesoutheastofthe
