Theindustrialagehasbeentheonlyperiodofhumanhistoryinwhichmostpeople'sworkhastakentheform.ofjobs.Theindustrialagemaynowbecomingtoanend,andsomeofthechangesinworkpatternswhichitbroughtmayhavetobereversed.Thisseemsadiscouragingthought.But,infact,itcouldoffertheprospectofabetterfutureforwork.Universalemployment,asitshistoryshows,hasnotmeanteconomicfreedom.
Employmentbecamewidespreadwhentheenclosuresofthe17thand18thcenturiesmademanypeopledependentonpaidworkbydeprivingthemoftheuseoftheland,andthusofthemeanstoprovidealivingforthemselves.Thenthefactorysystemdestroyedthecottageindustriesandremovedworkfrompeople'shomes.Later,astransportimproved,firstbyrailandthenbyroad,peopletravelledlongerdistancestotheirplacesofemploymentuntil,eventually,manypeople'sworklostallconnectionwiththeirhomelivesandtheplacesinwhichtheylived.Meanwhile,employmentputwomenatadisadvantage.Itbecamecustomaryforthehusbandtogoouttopaidemployment,leavingtheunpaidworkofthehomeandfamilytohiswife.
Allthismaynowhavetochange.Thetimehascertainlycometoswitchsomeeffortandresourcesawayfromtheimpracticalgoalofcreatingjobsforall,totheurgentpracticaltaskofhelpingmanypeopletomanagewithoutfull-timejobs.
