5．CommentonHSEmanagementandexecutionstatusatweeklymeetingandaskrelatedpersonstorectifydefects,ifany.在項(xiàng)目周施工綜合會議上對項(xiàng)目施工平安管理和執(zhí)行狀態(tài)進(jìn)行講評并責(zé)成相關(guān)人員予以整改和落實(shí)；6．Heshould,togetherwithHSEManager,participateinHSEmeetingsoractivitiesholdbythelocalgovernmentandOwner.會同項(xiàng)目施工平安經(jīng)理參與當(dāng)?shù)卣?業(yè)主主持的項(xiàng)目施工平安會議或活動；7．Heshould,togetherwithHSEManager,makeandimplementemergencyresponseplans,makerecordsandkeepthemonfile.會同項(xiàng)目施工平安經(jīng)理在緊急狀態(tài)下全部響應(yīng)方案事務(wù)的組織和實(shí)施并記錄整理歸檔；8．Heshould,togetherwithconstructionmanagerandprojectengineers,participateininvestigationofallthesafetyaccidents,makerecordsforfiling,andtakeactionstopreventthemfromreoccurring.帶領(lǐng)項(xiàng)目施工經(jīng)理/項(xiàng)目工程師及其他相關(guān)人員參與由平安經(jīng)理組織的全部平安事故的調(diào)查/處理并記錄和整理歸檔，并布置整改舉一反三以防事故再次發(fā)生；2.2HSEManager項(xiàng)目施工平安經(jīng)理1.HeisthetopleaderofHSEmanagement,withoverallresponsibilityforHSEmanagementexecution.項(xiàng)目施工平安經(jīng)理是項(xiàng)目施工平安管理的專業(yè)最高領(lǐng)導(dǎo),全面負(fù)責(zé)項(xiàng)目施工平安執(zhí)行管理工作；2.HeisresponsibleforcoordinatingHSEmanagementteamanddefineprojectconstructionsafetymanagementresponsibility.項(xiàng)目施工平安經(jīng)理負(fù)責(zé)幫忙項(xiàng)目經(jīng)理組建項(xiàng)目平安管理團(tuán)隊(duì)和制定項(xiàng)目施工平安管理責(zé)任定義；3.Heisresponsiblefororganizing,directingandintegratingprojectHSEexecutionplans,anddeveloping,reviewingandsubmittingforapprovalandimprovingHSEproceduresandschedule.項(xiàng)目施工平安經(jīng)理負(fù)責(zé)組織/指導(dǎo)/整合項(xiàng)目施工平安全部執(zhí)行方案和程序/方案的編制/審核/報(bào)批/改進(jìn)工作；4.Heisresponsibleforplanning,organizing,coordinatingandintegratingconstructionresources,makingrecordsandkeepingthemonfile.項(xiàng)目施工平安經(jīng)理負(fù)責(zé)方案/組織/協(xié)調(diào)/整合項(xiàng)目施工平安所需資源及資源平衡并予以記錄和歸檔；5．Heisresponsibleformanaging,training,coordinatingandassessingHSEsupervisors,makingrecordsandkeepingthemonfile.項(xiàng)目施工平安經(jīng)理負(fù)責(zé)對項(xiàng)目施工平安監(jiān)督員的管理/培訓(xùn)/協(xié)調(diào)/績效考核工作并予以記錄和歸檔；6.Heisresponsibleforcollectingqualificationcertificatesofconstructionworkersandorganizingsafetytrainingandassessmentforworkersandvisitors,inspectingandtestingsafetyperformanceofconstructionequipmentandtools,andsubmittingittoOwnerforreviewandapproval,makingrecordsandkeepingthemonfile.項(xiàng)目施工平安經(jīng)理負(fù)責(zé)收集施工人員資格證書，組織實(shí)施項(xiàng)目施工人員/訪客內(nèi)外施工平安培訓(xùn)和考核；施工用設(shè)備和工具的平安性能檢驗(yàn)和試驗(yàn)并報(bào)客戶審查/批準(zhǔn)/標(biāo)示，全部這些記錄必需整理歸檔；7.HeisresponsibleforimplementingHSEplansandholdingsafetyorientationmeeting,puttingupsafetysloganandwarningsandsignsatappropriateplaces.項(xiàng)目施工平安經(jīng)理負(fù)責(zé)組織項(xiàng)目施工平安方案實(shí)施要求交底，張貼項(xiàng)目施工平安宣揚(yáng)和提示并標(biāo)示于合適的地方；8.Heisresponsibleforapplyingforhazardousworkpermitandsafetyanalysisbeforeworkandputtingupacceptablesafetysignsafterrevieworinspectionatsafetyentrancesorhazardousplaces.項(xiàng)目施工平安經(jīng)理負(fù)責(zé)落實(shí)相關(guān)施工工作的平安措施落實(shí)到位后，申請施工危急工作許可證和工作開頭前平安分析，并將全部經(jīng)檢查/檢驗(yàn)/測試合格的平安標(biāo)示張貼在工作區(qū)域的進(jìn)出口或險要位置；9.He,togetherwithHSEsupervisors,shouldmonitorsitesafetystatus,mobilizeororganizealltheconstructionworkerstocomplete“ConstructionHazardousBehaviorObservationSheet”,collectandanalyzethefrequencyofhazardousbehaviors,andtakeactionsforsevereproblemstoensurecontinuousimprovementinHSEmanagement,anddocumentandkeepitonfile.項(xiàng)目施工平安經(jīng)理睬同項(xiàng)目施工平安監(jiān)督員負(fù)責(zé)巡察施工現(xiàn)場平安狀態(tài)，負(fù)責(zé)發(fā)動/組織全體施工人員填寫“施工風(fēng)險行為觀看表”，并負(fù)責(zé)收集/統(tǒng)計(jì)/分析這些風(fēng)險行為的頻次，組織重點(diǎn)問題的專項(xiàng)治理，確保施工平安管理的持續(xù)改進(jìn)并整理歸檔；10.Heisresponsiblefororganizingweeklyconstructionsafetyreviewandassessment,implementingtheresultswhichislinkedtoeconomicprofitsofvariousconstructiongroups,andmakerecordsandkeepthemonfile.項(xiàng)目施工平安經(jīng)理負(fù)責(zé)組織項(xiàng)目周施工平安審計(jì)和評比，落實(shí)/解決審計(jì)結(jié)果并與專業(yè)施工班組的經(jīng)濟(jì)效益審計(jì)掛鉤并予以記錄和歸檔；11.HeshouldparticipateinweeklymeetingorspecialcoordinatingmeetingholdbyProjectManager,SiteManagerandProjectEngineers,andpresentsafetystatustoalltheprojectmanagementpersonnel,analyzecausesforproblemsandtakecorrectivemeasures,andtalkaboutsafetyrisksandkeypointsofmanagementforthenextweek.Heshouldalsotakenotesofsafetyproblemsraisedatthemeetingandkeepthemonfile.項(xiàng)目施工平安經(jīng)理參與由項(xiàng)目經(jīng)理/現(xiàn)場經(jīng)理/項(xiàng)目工程師主持召開的項(xiàng)目周施工執(zhí)行綜合或?qū)I(yè)協(xié)調(diào)會議，向全體項(xiàng)目管理人員通報(bào)本周平安執(zhí)行狀態(tài)，分析問題發(fā)生的緣由和改進(jìn)措施以及下周施工平安風(fēng)險和管理重點(diǎn)；落實(shí)項(xiàng)目經(jīng)理/現(xiàn)場經(jīng)理/項(xiàng)目工程師和周施工協(xié)調(diào)會議提出的全部平安問題并予以記錄和歸檔；12.HeshouldparticipateinHSEmanagementandcommunicationmeetingswiththepresenceofOwner,ManagementCompany,SupervisionCompany,relatedgovernmentdept.andheadoffice,andtakenotesoftheiroralorwrittensuggestionsandrequirements,andfeedbackthemtocertainpersonsforsolutions,andkeepthemonfile.項(xiàng)目施工平安經(jīng)理負(fù)責(zé)參與同業(yè)主/管理公司/監(jiān)理公司/相關(guān)政府部門/公司總部的相關(guān)施工平安管理的會議和人員的溝通，并將他們的口頭或書面的意見或要求記錄/落實(shí)/反饋回相關(guān)人員并予以整理歸檔；13.Heshouldmakeemergencyresponseplansandhavethemimplemented,andmakerecordsandkeepthemonfile.項(xiàng)目施工平安經(jīng)理負(fù)責(zé)緊急狀態
