CalledWaitan(外灘)byChinese,meansWaterfront.Butsincecolonialtimes,thispremiermilewasoriginallynamedbytheBritishas“Bund”.“Bund”derivesfromAnglo-Indianwordforanembankmentalongamuddywaterfrontandtodaythistermstillsurvives.在一百五十年前,上海僅是江南沿海的一個(gè)中等縣城,航運(yùn)事業(yè)很不發(fā)達(dá),人們沒必要,也沒能力在沿江修筑堤岸,所以除東門黃浦江岸外大部分江岸是一片自然灘地,退潮時(shí),江水聚滯在河床中心,露出一大片灘地,漲潮時(shí),江水又沒過河灘。黃浦江是上海的主要河道,由于江寬水急,逆水而行的船只就須拉纖行走。幾百年來,纖夫的足跡就在黃浦江灘踩出一條曲折多彎的小道,人們稱之“纖道”,這纖道就是外灘最早的路了。在上海的地名習(xí)慣用詞中,一般把河流的上游叫作“里”,河流的下游叫作“外”,今蘇州河入黃浦江口的第一座橋叫作“外白渡橋”,依次向里的橋也俗稱“里白渡橋”(今乍浦路橋)、三白渡橋(今四川路橋)。進(jìn)入上??h城附近的黃浦江在陸家浜出口處形成一個(gè)急彎,于是上海人就以陸家浜為界,其上游稱為“里黃浦”,下游稱為‘外黃浦”。里黃浦的河灘叫作“里黃浦灘”,又稱“里灘”,外黃浦的灘地就叫作“外黃浦灘”,又稱“黃浦灘”或“外灘”。清康熙二十二年,清軍收復(fù)了臺(tái)灣,二十四年(168年),康熙皇帝頒布了《馳海禁令》,即放松和放寬了從明初開始實(shí)行的禁止近海航運(yùn)和貿(mào)易的“海禁”政策,中國近海航運(yùn)和貿(mào)易又開始活躍起來了。位于中國南北海岸線中點(diǎn)的上海,是長(zhǎng)江的出海日,又背倚中國最富庶的杭嘉湖平原,很快成為中國沿海的重要港口,與上海縣城小東門、大東門、小南門相近的黃浦江灘相繼建起了碼頭、堆棧、商行,從而促進(jìn)了上海的城市經(jīng)濟(jì)和建設(shè)的發(fā)展。大概在康熙四十年后,從陸家浜到方浜(今方浜路)的黃浦江灘地逐漸消失在不斷興建的各種建筑中,從此,‘外灘”的實(shí)際區(qū)域就是今方浜路到蘇州河邊的黃浦江岸。
