Second,toomanyfinancialinstitutionsandinvestorssimplyoutsourcedtheirriskmanagement.Ratherthanundertaketheirownanalysis,theyreliedontheratingagenciestodotheessentialworkofriskanalysisforthem.Thiswastrueattheinception(初期)andovertheperiodoftheinvestment,duringwhichtimetheydidnotconsiderotherindicatorsoffinancialdeterioration.
