6.CONSTRUCTIONCOMPLETION建筑完成Constructioncompletionpermitsthesoftopeningofthehotel.AFourSeasonsHotelsoftopeningwillrequireallareasofthehotel,supportfacilitiessuchasstaffhousing,pools,landscaping,etc.tobecomplete,includingdeficiencycorrection,FF&Einstallationandtrainingfinished,withthepossibleexceptionofsomeguestrooms.Hence,softopeningcanbedefinedasthepointintimewhenallpre-openingactivitiesareconcluded.Fromaconstructionpointofview,thepre-openingperiodconsistsofthreemilestoneeventsforeachareaofthehotel:建筑完工后酒店才可進(jìn)行試營(yíng)業(yè)。四季酒店的試營(yíng)業(yè)需要使用整個(gè)酒店;酒店的配套設(shè)施,如員工宿舍、泳池、景觀美化等必須完工,缺陷得到修補(bǔ),F(xiàn)F&E安裝完成,培訓(xùn)結(jié)束;但某些客房可作例外處理。因此,試營(yíng)業(yè)開始的時(shí)間就是所有籌建工作完成的時(shí)候。從建筑工程的角度來看,酒店里每一部分的籌建期均包含三個(gè)階段:a)Construction建筑Thefirstisthatconstructioniscompleted,deficienciesrectifiedandtheareainquestionisturnedoverforFF&Einstallation.建筑工作完成,缺陷已改正,所涉區(qū)域已移交作FF&E安裝用。b)FF&EInstallationFF&E安裝ThesecondisthatFF&Einstallationiscompleteandtheareainquestionisturnedoverfortraining.第二,F(xiàn)F&E安裝完成,所涉區(qū)域已移交作培訓(xùn)用。c)Training培訓(xùn)Thethirdandlastisthattrainingiscompleteforallareasduringthepre-openingandhotelisreadytobeoperatedina“softopening”mode.第三個(gè)也是最后一個(gè)是,籌建期間各區(qū)域的培訓(xùn)結(jié)束,酒店可進(jìn)入試營(yíng)業(yè)。TheFourSeasonsphilosophyisthatguestsmustreceivealevelofserviceequivalenttoahotelthathasbeeninoperationforyears.Thesoftopeningmode,whichislikelyabouttwomonthslong,isthatoperatingperiodoftimewhenFourSeasonscontrolsthenumberofhotelguestsandrestaurantpatronsand,hence,effectivelycontrolstheirexperience.Asanexample,initialoperationoftherestaurantslimitsthenumberofcoversto25%ofcapacity.Thenumberofcoversisincreasedgraduallyasthestaffdemonstratestheabilitytoprovideappropriateservice.Thesameapproachappliestotheguestrooms.Whenmanagementdeterminesthatstaffisadequatelytrainedtooperatethehotelat100%,thenthesoftopeningperiodhasconcludedanda“hardopening”isachieved,whichcoincideswiththe“GrandOpening”party.四季酒店的理想是酒店顧客享受到的服務(wù)水平應(yīng)與運(yùn)營(yíng)多年的酒店的服務(wù)水平相當(dāng)。試營(yíng)業(yè)期間(大約2個(gè)月),四季酒店將控制住客和使用酒店餐廳的人數(shù),以保證他們?cè)诰频昀锏捏w驗(yàn)。比如,在開始的時(shí)候,餐廳將用餐人數(shù)控制在總?cè)萘康?5%左右。隨著員工表現(xiàn)出他們的技能足以提供適當(dāng)?shù)姆?wù),這個(gè)比例將逐漸提高。同樣的策略也將應(yīng)用于客房方面。如管理層認(rèn)為員工已得到足夠的培訓(xùn),能運(yùn)作整個(gè)酒店時(shí),試營(yíng)業(yè)結(jié)束,迎來正式開業(yè),并舉行開業(yè)慶典。Whilethesoftopeningmayalsoappearasatrainingperiod,itisnottobeconfusedwiththespecifiedtrainingtimeduringthepre-opening.Thesoftopeningperiodiswherestaffrefinetheskillslearnedduringtraininganddeveloptheirconfidencetooperateatfullcapacity.雖然試營(yíng)業(yè)似乎也是一種培訓(xùn),但這不應(yīng)與度營(yíng)業(yè)期間進(jìn)行的專門培訓(xùn)相混淆。試營(yíng)業(yè)期里,員工將完完善他們?cè)谂嘤?xùn)中學(xué)到的技能,并樹立起運(yùn)營(yíng)整個(gè)酒店的信心。

7.TESTING,ADJUSTING,BALANCINGANDCOMMISSIONING測(cè)試、調(diào)整、協(xié)調(diào)和試運(yùn)行a)General概要Contractorisrequiredtoprovidethefollowingservices:承包人應(yīng)提供以下服務(wù):i)AllHeating,VentilationandAirConditioning(HVAC),electricalandvoiceanddatasystemsarerequiredtobeadjusted,balancedandcommissionedbyalicensedandindependentCommissioningConsultant.Commissioningworkshallnotcommenceuntilallsystemsandinter-relatedsystemsaresubstantiallycomplete.所有供暖,通風(fēng)與空調(diào)(HVAC)系統(tǒng)、電氣系統(tǒng)、聲音/數(shù)據(jù)系統(tǒng)都需經(jīng)獨(dú)立的試運(yùn)行顧問進(jìn)行調(diào)整、協(xié)配和試運(yùn)作。試運(yùn)作應(yīng)在所有這些系統(tǒng)和相關(guān)系統(tǒng)實(shí)際完工后進(jìn)行。ii)ContractoristoengageandpayfortheservicesofanindependentHVACtestingagencytoperformtheworkasspecifiedinpartIIoftheseStandards(Mechanical,ElectricalandPlumbingStandard).Thetestingagencyistobeafirmregularlyengagedinthetesting,balancing,adjustingandcommissioningofheating,ventilationandairconditioning(HVAC)installations.ThetestingagencyshallbesubjecttotheapprovalofFourSeasonsbutwillreportdirectlytoOwnerorhisrepresentative.Theapprovedtestingagencyshallhaveindustrystandardqualificationsandshouldprovideacopyofcurrentlicenseandcertificates.承包人負(fù)責(zé)聯(lián)系獨(dú)立暖通測(cè)試機(jī)構(gòu)進(jìn)行本標(biāo)準(zhǔn)第二部分(機(jī)械、電氣及水暖標(biāo)準(zhǔn))中所列各項(xiàng)工作,并對(duì)其服務(wù)支付報(bào)酬。此檢測(cè)機(jī)構(gòu)應(yīng)是經(jīng)常從事供暖,通風(fēng)與空調(diào)((HVAC)系紡的測(cè)試、協(xié)配、調(diào)整、試運(yùn)作的機(jī)構(gòu)。測(cè)試機(jī)構(gòu)的選擇必經(jīng)四季酒店批準(zhǔn),但其直接向業(yè)主或業(yè)主代表負(fù)責(zé)。經(jīng)批準(zhǔn)的測(cè)試機(jī)構(gòu)應(yīng)具有行業(yè)從業(yè)資格,并要提供有效的許可證和證書的副本。

8.SUBSTANTIALCOMPLETIONANDCLOSEOUTDOCUMENTATION實(shí)際完工與項(xiàng)目完工文件a)SubstantialCompletionDocumentation實(shí)際完工文件Threemonthspriortosubstantialcompletion,FourSeasonsshallbeprovidedwiththefollowing:在實(shí)際完工前3個(gè)月,應(yīng)向四季酒店提供以下材料i)Twosetsofoperatingandmaintenancemanualsforallmechanicalandelectricalequipment.Themanualsshallincludeshopdrawings,descriptiveandtechnicaldata,maintenanceandoperatingprocedures,wiringdiagrams,sparepartslist,localsuppliersforspareparts,andlocalservicerepresentativecontactinformation.Manualshallbeassembledin2”blackloose-leafbindersclearlyidentifiedastotheircontents.Electroniccopyofallabovedocumentationtobeprovidedaswell.各機(jī)械及電氣裝備的操作和維修手冊(cè)各兩份。手冊(cè)內(nèi)應(yīng)包含施工圖、說明性的和技術(shù)性資料、維修與操作程序、電路圖、零件清單、當(dāng)?shù)亓慵┴浬碳熬S修機(jī)構(gòu)的聯(lián)系信息。手冊(cè)將用2英寸厚的黑色活頁文件夾裝訂,文件夾上寫明文件名稱。另還須提供以上文件的電子版本。ii)Twosetsofmanufacturersrecommendedmaintenanceproceduresforallarchitecturalandinteriordesignmaterials.Eachsetofmaintenanceproceduresshallbeboundandindexedinaloose-leaffolder.Electroniccopyofmaintenanceprocedurestobeprovidedaswell.制造商推薦的建筑及室內(nèi)設(shè)計(jì)原料的維護(hù)程序兩套。每一套程序均用活頁文件夾裝訂,并做索引。另還須提供維護(hù)程序的電子版本。b)Completion/CloseOutDocumentation工程完工文件Uponsubstantialcompletion,FourSeasonsshallbeprovidedbyOwner/Contractorwiththefollowingmaintenanceinformation:在工程完工時(shí),業(yè)主/承包人須向四季酒店提供以下關(guān)于維護(hù)的信息:i)Twosetsofarchitectural,mechanical,electricalandinteriordesignasbuiltdrawings.Drawingsshallbeonmylarandshallbeindividuallyboundandclippedinsets.Electroniccopyofalldrawingstobeprovidedaswell.建筑、機(jī)械、電氣和室內(nèi)設(shè)計(jì)的竣工圖紙各兩份。圖紙印在麥拉片(mylar)上,分門別類,單獨(dú)裝訂。另還須提供以上圖紙的電子版本。ii)Twoboundsummariesofallsubcontractsawardedontheproject,detailingtypeofsub-contractandindicatingthename,addressandtelephonenumberofeachsub-contractor.Electroniccopyofabovecontactinformationtobeprovidedaswell.兩冊(cè)裝訂好的分包商概要,記載所有參與工程的分包商的類別、名稱、地址、電話號(hào)碼。另還須提供以上聯(lián)系信息的電子版本。iii)Twoboundcopiesofallarchitecturalandinteriordesignmaterialspecificationsusedintheproperty,includingsmallsamples.ThisdocumentisintendedtoallowpatchandrepairworkbyFourSeasonsmaintenancetoconformtotheoriginalspecificationsforbestblendingeffect.所有工程建筑和室內(nèi)設(shè)計(jì)中使用過的原材料(包括小樣)的說明文件的復(fù)印件,裝訂成兩冊(cè)。這些文件將便于四季酒店在進(jìn)行維護(hù)修補(bǔ)時(shí)選用與原規(guī)格說明一致的材料,取得最佳的修補(bǔ)效果。iv)Twoframedvalvechartslistingeachvalvebynumber,systemandfunction.兩份框裱閥門圖,列明有閥門的編號(hào)、所屬系統(tǒng)和功能。

9.GUARANTEESANDWARRANTIES質(zhì)保a)General概要ContractorshallguaranteethebuildingfreefromdefectsforaperiodofnotlessthanoneyearwiththeexceptionoftheitemsincludedintheseStandardsforwhichalongerguaranteeperiodisspecified.承包人應(yīng)保證建筑在不短于1年的時(shí)間內(nèi)不出現(xiàn)故障;對(duì)于要求更長(zhǎng)質(zhì)保期的部分,本標(biāo)將準(zhǔn)確定質(zhì)保時(shí)間的期限。b)StandardWarranties標(biāo)準(zhǔn)質(zhì)保期Allsystemsandequipmentaretohaveaone-yearwarrantyexceptasnotedbelow.Warrantiesaretocommenceonthedateofsoftopeningandtocontinueforaperiodofoneyear.Contractoristomakeallowanceforsystemsandequipmentbeingputintoserviceforthepurposeofbeneficialusepriortosoftopening.Innocaseist
