TheTargetandNeimanhackshavealsochangedthecostcalculation:althoughretailershavebeenreluctanttospendthe$6.75billionthatCapgeminiconsultantsestimateitwilltaketoconvertalltheirregisterstobe patible,thepotentialliabilitytheynowfaceisdramaticallygreater.Targethasbeenhitwithclassactionsfromhackedconsumers.“It’stheultimatenightmare,”aretailexecutivefromawell-knownchainadmittedtoTIME.Thecard-paymentcompaniesMasterCardandVisaarepushinghardforchange.Thetwofirmshavewarnedallpartiesinthetransactionchain—merchant,network,bank—thatiftheydon’t pliantbyOctober2015,thepartythatisleastcompliantwillbearthefraudrisk.Intheme ,app-equippedsmartphonesanddigitalwallets—allofwhichcanuseEMVtechnology—arebeginningtomakeinroads(侵染)oncardsandcash.PayPal,forinstance,istestinganappthatletsyouuseyour
