廣西高等教育國際化及對策研究

Abstract

Asglobalizationcontinuestoaccelerate,highereducationinstitutionsinGuangxiAutonomousRegionareincreasinglyseekingtointernationalizetheirprogramsandcurricula.Whiletherehasbeenprogressinthisarea,thereremainsignificantobstaclestothefullintegrationofglobalperspectivesintotheregion’seducationsystem.ThispaperprovidesanoverviewofthecurrentstateofinternationalizationeffortsinGuangxi,identifiesbarrierstoprogress,andrecommendsarangeofmeasurestopromotefurtherinternationalizationwithintheregion’shighereducationsystem.Theresearchinthispaperisbasedonliteraturereviews,interviewingkeypersonnelandexpertsinGuangxihighereducationsystem,anddataanalysis.

Introduction

Inrecentdecades,globalizationhastransformedtheworldintoaninterconnectedandinterdependentcommunity.Theinternationalizationofhighereducationhasbecomecentraltothestrategicdevelopmentofmanycountries.AccordingtotheUnitedNations,increasingthenumberofstudentsstudyingabroadandenhancinginternationalacademicexchangeactivitiesareimportantmeasuresforpromotingglobaleducationandachievingsustainabledevelopmentgoalsineducation.

GuangxiisaprovinceinsouthernChinathatishometomorethan50highereducationinstitutions.Theseinstitutionshavemadevariouseffortstointernationalizetheirprogramsandcurricula.Someofthenotableachievementsincludetherecruitmentofinternationalstudents,theestablishmentofpartnershipswithforeigninstitutions,andtheintroductionofEnglish-languageprograms.

Despitetheseadvances,Guangxi'shighereducationinstitutionsstillfacesignificantchallengesinfurtherpromotinginternationalization.Thesechallengesincludealackoffundingandresources,culturaldifferences,languagebarriers,andinadequatesupportforinternationalstudents.ThepurposeofthispaperistoanalyzethecurrentstateofinternationalizationinGuangxiautonomousregionandtoproviderecommendationsforpromotingfurtherintegrationofglobalperspectivesintothehighereducationsystem.

CurrentStateofInternationalizationinGuangxiAutonomousRegion

Guangxihasmadeprogressininternationalizationeffortsinhighereducation,butmoreworkremainstobedone.Asof2019,therewereapproximately10,000internationalstudentsstudyinginGuangxi'shighereducationinstitutions.Thisrepresentsa14%increasecomparedto2018.TheregioncontinuestoattractalargenumberofstudentsfromneighboringcountriessuchasVietnam,Laos,andMyanmar,withagrowingnumberofstudentsfromAfrica,Europe,andAmerica.

Inturn,Guangxi'shighereducationinstitutionsarealsoexpandingtheirinternationalpresencebyestablishingpartnershipswithforeignuniversities.Theysignedmorethan50exchangeprogramsandcollaboratedwithover100foreigninstitutions,mainlyinSoutheastAsia,Europe,andAmerica.Additionally,someofGuangxi'shighereducationinstitutionsofferEnglish-languageprogramsandcoursesspecificallydesignedforinternationalstudents.

However,theseadvancesininternationalizationarenotenoughforGuangxi'shighereducationsystemtomeettherapidlychangingneedsoftheglobalmarketplace.Thereareseveralreasonswhyprogresshasbeenslowerthananticipated.

BarrierstoInternationalizationinGuangxiAutonomousRegion

1.LackofFundingandResources

FormanyhighereducationinstitutionsinGuangxi,significantfinancialresourcesarerequiredtocreateandmaintaincomprehensiveinternationalizationprograms.Whilesomeentitiesareseekingexternalfundingandsupport,thecurrentleveloffinancialsupportprovidedbylocalgovernmentstopioneeringinternationalizationeffortsinGuangxi'shighereducationinstitutionsisinadequate.

2.CulturalDifferencesandLanguageBarriers

Asidefromfinancialchallenges,culturaldifferencesposeabarriertointernationalizationinGuangxi'shighereducationinstitutions.Understandingthecultureandlearning-styleofinternationalstudentsisparamountforprovidingeffectiveeducation.Challengesinareassuchaslanguagebarriers,varywithindifferentschoolsandprograms.

3.InadequateSupportforInternationalStudents

ManyinternationalstudentsfacedifficultiesinacculturatingwhentheyarriveinGuangxi.Comparedwithinternationalstudentsindevelopedcountries,internationalstudentsinGuangxihavefewerresourcesavailableforadjustingtotheregion'sacademicandsocialnorms.Thepressureofadaptingtoaneweducationalandsocietalsetup,linguisticnuances,andunfamiliarsystemscanbeoverwhelming.ItisnecessaryforbettersupportstructuresanddiversestudentservicesforhighereducationprogramsinGuangxi.

RecommendedMeasurestoPromoteInternationalizationinGuangxiAutonomousRegion

1.ClearerInternationalizationGoals

Guangxi'shighereducationinstitutionsneedcleargoalsforinternationalizationthatarepurposeful.Institutionsshould,therefore,identifyspecificareasinwhichtheywouldliketoenhancetheirinternationaleducationactivitiesordevelopnewones.Moreover,theinstitutionsmustcreateaplatformoradvisorycommitteethatcansupportthedevelopmentofastructuredframeworkforachievingsuchgoals.

2.IncreasedFundingandResources

TheGuangxiprovincialgovernmentandthecentralgovernmentshouldprovidenecessaryfundingandresourcestosupportinternationalizationeffortsintheregion'shighereducationsystem.Institutionsthattaketheleadininternationalizationalsoneedtostrengthentheirownresourcesbybringinginexternalfundsfromtheindustryorforeignbodies.

3.ImprovementinEnglish-languageProficiency

Englishisthecentrallanguageofinternationaleducationcommunication.Assuch,itisvitalforstudentsandeducatorsinGuangxitoimprovetheirproficiencyinEnglish.SchoolsmayprovideEnglishProficiencycoursesforteachersandEnglishpreparatorycoursesforstudents.Furthermore,asophisticatedandcomprehensiveincentivesystemtoencourageEnglishproficiencyshouldbeputinplace.

4.DevelopmentofStudentServices

Thequalityofstudentservicesofferedtointernationalstudentshasasignificantimpactonoverallinternationalizationefforts.Institutionsandlocalgovernmentsshouldprovidemoreresourcesforcreatinglanguageassistanceprograms,studentactivitiesprograms,andinternationalstudentadvisorycenters.

5.PromotionandMarketing

Guangxi'shighereducationinstitutionsmustexpandtheirreachandvisibilityintheinternationalacademiccommunity.Theycanachievethesamebyattendinginternationalacademicconferences,travelingabroadforrecruitmentevents,anddevelopingmarketingmaterialsthathighlightthefeaturesoftheircurriculum.Someinternationalpromotioncampaignsshouldbelaunchedtoattractmorestudentsfromothercountries.
