abiggerreasonforthegrowthischangingattitudes.Centralization,

governmenttargetsandafocusonexamshavemadestateschoolsless

customer-friendlyandmoreboring.Classesarestillstrictlybasedonage

groups,whichishardforchildrenwhodiffersharplyfromtheaverage.Mr.

FortuneWoodnotesthattheNationalHealthServiceisnowfarmore

accommodatingofpatients'wishesabouttiming,venueandtreatment."It's
