ThisCooperationAgreementismadeandenteredintobyDongyingVocationalCollege，Shandong，YellowRiverDeltaHumanResourcesDevelopmentCenter，Dongying，ShandongandUrbanaUniversity,USA。Onthebasisofthetripartiteagreementandthroughfriendlynegotiations，thethreepartieshavereachedthefollowingagreementsonissuesofthe“3+1"and“2+2”educationalpatternsoftop—upundergraduatedegreeprogramaswellasundergraduatedegreeprogram:

Patternsofthecooperation

BasedontheregularcoursesoftheassociatedegreeofferedbyPartyBandinconsiderationoftheeducationallevelsandcharacteristicsofbothparties,PartyAandPartyBherebyagreeonthepatternsofcooperationasfollows:

1。Studentswhohavespentthree(3)yearsstudyingtheassociatedegreecoursesofPartyBandobtainedthecertificatewillbedeemedbyPartyAashavingcompletedthefirstthree(3)yearsoftheundergraduatecoursesofPartyA，whichalltogetheraccountfor94credits(mustberecognizedbyEducationalCredentialEvaluators(ECE))；andafterhavinggotmorethan5。5pointsinITELS，passedtheinterviewheldbyPartyAandobtainedthevisa,suchstudentswillbetransferredtotheUniversityofPartyAandfinishtheone(1)yearundergraduatedegreecoursesof32credits,thenhe/shewillbeawardedboththeundergraduatecertificateandthebachelordegreebyPartyA。

Studentswhohavespenttwo(2)yearsstudyingtheassociatedegreecoursesofPartyBandobtainedthecertificatewillbedeemedbyPartyAashavingcompletedthefirsttwo(2)yearsoftheundergraduatecoursesofPartyA，whichalltogetheraccountfor94credits(mustberecognizedbyEducationalCredentialEvaluators(ECE));andafterhavinggotmorethan5.5pointsinITELS，passedtheinterviewheldbyPartyAandobtainedthevisa,suchstudentswillbetransferredtotheUniversityofPartyAandfinishitstwo(2)yearsundergraduatedegreecoursesof32credits,thenhe/shewillbeawardedboththeundergraduatediplomaandthebachelordegreebyPartyA.

Incasethatthesituationpermitsandthestudentsorequires,studentswhohaveobtainedthebachelordegreeofthe“3+1”or“2+2”top—upundergraduatedegreeprogram，he/shecanextendthestudytoone(1)additionalyear(i.e.the“3+1+1"or“2+2+1"pattern),andthenapplyforthemasterdegree。PleaserefertoAttachmentIIformoreinformation。

Contentsofthecooperation

1。Coursesoffered.(1)Coursestobeofferedforthe“3+1”top—upundergraduatedegreeprogramandthe“3+1”undergraduatedegreeprogramshallbedeterminedaccordingtotheactualsituationofthecoursesavailablefromPartyAandtherequirementsofPartyB；(2)Coursestobeofferedforthe“2+2"top-upundergraduatedegreeprogramshallbedeterminedthroughfriendlynegotiationsbybothpartiesaccordingtotherequirementsofPartyA。

Enrollmentandadmission.(1)GraduatingorgraduatedstudentsoftheassociatedegreefromPartyB，numbersunlimited；(2)Undergraduatesoftheassociatedegree，numberstobedeterminedbyPartyA；(3)GraduatingorgraduatedstudentsoftheundergraduatedegreefromChineseuniversities,numbersunlimited。

3。Creditacceptance.Credittransfermethodisadoptedforthe“3+1”and“2+2”educationalpatternsoftop—upundergraduatedegreeprogramaswellasundergraduatedegreeprogram。Studentswhotakeundergraduatecoursesoftheaforesaidprogramsmustfinishallthecourseswhichalltogetheraccountfor126credits。Inonecase,studentsmustcompletethree(3)yearsofassociatedegreecoursesandobtainthecertificate,orcompleterelevantassociatedegreecoursescertifiedbyPartyAwithintwo(2)years,thenhe/sheisdeemedashavingcompletedthefirstthree(3)yearsoftheundergraduatecoursesofPartyA,whichaccountfor94credits(mustberecognizedbyEducationalCredentialEvaluators(ECE))，andthenhe/shemustcompletethe32—creditundergraduatecoursesofPartyAwithinone(1)year,orprolongthestudyincaseofinsufficientcredits。Intheothercase，studentsmustcompletethree(3)yearsofundergraduatecoursesofPartyBwhichwillbedeemedashavingfinishedthefirstthree(3)yearsof94—creditundergraduatecourses(mustberecognizedbyEducationalCredentialEvaluators(ECE))ofPartyA，andthenhe/shemustcompletethe32-creditundergraduatecoursesofPartyAwithinone(1)year，orprolongthestudyincaseofinsufficientcredits。

Procedureandqualificationforapplication

1。Studentswhoapplyforthe“3+1”top-upundergraduatedegreeprogrammustcompleteallofthethree(3)yearsassociatedegreecoursesofPartyBandobtainthecertificate，bequalifiedinEnglishlanguagewithnotarizedacademictranscriptdemonstratingthathe/shehasfinishedatleasttwo(2)yearsEnglishcoursesofPartyBwithexcellentperformances，inaddition,he/shemustpasstheEnglishinterviewheldbyPartyA.InMarchofthegraduatingyear，thestudentshallproposeapplicationfortheoverseasstudy,andgothroughqualificationexaminationfromPartyB；fromMarchtoJulyofthesameyear,thestudentshallreceiveintensifiedEnglishtrainingfromPartyC；byendofJuly，PartyAshallorganizetheEnglishinterview(theplaceforinterviewisatPartyB's)anddelivertheadmissionnotice;inAugust,PartyCshallassistPartyBinhandlingthepassport，visa,formalitiesoncampusandotherissuesforstudyingabroad；andthecoursesofPartyAstartfromSeptember。

Studentswhoapplyforthe“3+1”undergraduatedegreeprogrammustcompletethethree(3)yearsofassociatedegreecoursesofPartyB;studentswhoapplyforthe“2+2"top—upundergraduatedegreeprogrammustcompletealltheassociatedegreecoursesofPartyBcertifiedbyPartyA；inaddition，he/shemustbequalifiedinEnglishlanguagewithnotarizedacademictranscriptdemonstratingthathe/shehasfinishedatleasttwo(2)yearsEnglishcoursesofPartyBwithexcellentperformances，andpassestheEnglishinterviewofPartyA。

Studentswhoapplyforeitherthe“3+1”or“2+2”top-upundergraduatedegreeprogramandrelevantundergraduateprogrammustfillouttheEnglishapplicationform,provideanofficialcertificateofhis/herbankaccounts，healthcertificateofthephysicalexamination,hardcopyofthepassport，andlodgingintention(dormitory,apartmentoroutsidetheuniversity)，etc.。

Obligationsofeachparty

ObligationsofPartyA

Providethestudentswithhigh-qualityeducationalenvironmentandconditionsof“3+1"and“2+2”undergraduatecourses，aswellasguidancefortheessentialundergraduatecoursesofPartyA.

Carryouttheexaminationandcertificationofthe32—creditcoursesofthelastyearof“3+1”and“2+2”programs,aswellasadmitthatthetwo(2)yearsassociate

degreecoursesofPartyBisequivalenttothefirstthree(3)yearsof94—credit

undergraduatecoursesofPartyA(mustberecognizedbyEducationalCredentialEvaluators(ECE)).

OrganizeexaminationandinterviewtotesttheEnglishproficiencyofthestudents(theplacefortheinterviewisatthePartyBandPartyC's)

DelivertheadmissionnoticetostudentsinatimelymannerbyexpressmailserviceandnotifyinwritingtheAmericanConsulateinChinatoassistthestudents

withthevisainterview.

5。PickupthestudentsflyingtoAmericaattheairport；provideassistancewith

theapplication，payment，registrationandinsuranceformalities。

Providethestudentswithnecessaryinformationconcerningboard，lodgingandtransportation,etcinAmerica。

ObligationsofPartyB

1。Organizeandassistthestudentswiththesigningupandapplicationaswell

asobtain1—20applicationformsformPartyA。

2。Takechargeoftheenrollmentqualificationexaminationandapprovalfor

studentswhoapplyforthe“3+1”or“2+2”undergraduateprograms.

3。Carryouttheexaminationandcertificationofthetwo—yearandthird—year

associatedegreeandundergraduatecourses(includingtheawardoftheassociate

certificateofPartyBafterthetwoyears'study),andassistPartyAwiththe

examinationandcertificationofthefirstthree(3)years'94—creditundergraduate

courses(mustberecognizedbyEducationalCredentialEvaluators(ECE)).

ObligationsofPartyC

1。Provideassistancewiththesigningupandotherrelatedissues。

Provideassistancewiththequalificationexaminationandapproval.

3。ProvidethestudentswithintensifiedEnglishtrainingpriortothevisa

4。Ensurethatthestudentswhohavepassedthevisainterviewremitthetuition

feestoPartyAontime。

Takechargeofthepassport，visa,studentstatusfile，forms-fillingandotherformalities.

Relevantfees

1。Tuitionfee：USD15，000peryear（including10monthsofboardandlodgingfee，withallstudentslivingoncampusforthedurationoftheireducationatUrbanaUniversity）.ThestudentsmustpayinadvancetuitionfeesforthefirsttwosemesterspriortogoingtoAmericaforthecoursesofthefirstsemester；eachsemesterlastsabout15weeks；sincethethirdsemester,thestudentneedtopaythetuitionfeeonthefirstdayofeachsemester。Studentswhofailtocompletethecourseswithinthespecifiedtimecanextendthestudywithoutpayinganyadditionaltuitionfee.

3。Insurance:USD500?1000peryear.

4。Otherfees

（1）FeesforstudyingatPartyB'sshallbechargedbyPartyBaspertheregulations。

（2）FeesfortheintensifiedEnglishtraining，signingup，visaandotherservicesshallbechargedbyPartyC.

Miscellaneous

1。Incaseanypartyheretodeterminestoterminatetheagreement,itshallnotifytheotherpartiesinwriting90daysinadvance，undertheconditionthatsuchterminationwillnotaffecttheon-goingprogramsandthecommitmentsmadetostudents.

2。Anyamendmenttothisagreementshallbeeffectiveonlyafterbeingapprovedandsignedbythethreeparties。

Thisagreementismadeinsix（6）originalsoftheChineselanguageandsix（6）inEnglish,andeachpartyholdstwo（2）copiesofbothlanguages.IncaseofdiscrepancyoftheChineseandEnglishversion,theChineseversionshallprevail。

Theagreementbecomesvalidasofthedaywhenitissignedandremainsvalidwithinatermoffive（5）years，andcomesintoeffectafterbeingapprovedbytheChineseeducationaladministrativedepartment。

I。Patternsofthecooperation

Thetwopartiesshallregularlyhaveexchangesandcooperationintermsofteachingmodes，teachingideologies，andteachingmethodologies；shallexchangeinformationpertainingtodevelopmentsinteachingandresearch;mutuallysendvisitingscholarsforlecturesand/orteachingresearchactivitiesandregularlyholdsymposia，academicconferencesandmeetingsonteachingandresearchissues.

2。TeachersfromPartyBaredeemedtoapplyforvariousteachingtraininganddevelopmentactivitiesforaperiodofone（1）tosix（6）months。

3。Withanaimofimprovingtheireducationaldegrees，teachersfromPartyBcanapplyforfurtherpostgraduatestudyandpostgraduatediplomatrainingintheUniversityofPartyA。

II。Contentsofthecooperation

Coursestraining:TeachersfromPartyBparticipateinsingleormultipletrainingcoursesofthesamecategoryofPartyA，whichlastsaperiodofthree（3）tosix(6)months。

Professionalskillstraining：TeachersfromPartyBcanparticipateintrainingactivitiesheldbyPartyA(overseasadvancedskillstrainingactivitiesincluded)intermsofprofessionalpracticalproceduresandskillsadvancedskills,andtherebyobtaintheprofessionalvocationalqualificationcertifications.Theterminationisthree

months.

3。Visitingscholars:Scholarsofthetwopartiescanexchangevisitsormutuallydeveloporresearchacertainsubjectintermsofadisciplineoraresearchproject。Theterminationisone(1)month.

Academicexchangesandteachingseminars：Thetwopartiesregularlyorganizeteachers'exchangingactivities，sendeitherEnglishorChineseteacherstotheotherpartyforlecturing，andactivelyseekopportunitiestoholdacademicconferencesorteachingseminarsinlocalareas.Theterminationisseven(7)toten(10)days.

Diploma-relatedadvancedstudies：TeachersfromPartyBcanapplyforfurthertrainingofpostgraduatedegreewithmaster'sdiplomaintheUniversityofPartyA。Theterminationisonetotwoyears。

Shortand/orlongtermcoursestobeofferedforteachersofPartyBshallbedeterminedaccordingtotheactualsituationofthecoursesavailablefromPartyAandtheteachingstaffrequirementsofPartyB;PartyBshallputforwardanannualproposaltobeexaminedandapprovedbyPartyA.Majorsforteachers'diploma—relatedadvancedstudiesofPartyBaredefinedas：(1)MasterofEducation;(2)MBA—MasterOfBusinessAdministration.

Proceduresandqualificationsforapplication

ItisuptoteachersofPartyBtoplanandapplyforfurthertrainingsabroad。WiththeassistanceofPartyCtoidentifyandagreeontheirqualifications，PartyCshalldeterminethenamelistofteachersgoingabroadforfurthertraining。

2。PartyAshalldelivertheadmissionnoticesorinvitationletterstoteacherswhogoabroadforfurthertraining.

ItisuptoPartyCtoorganizeandhandletheformalitiesofteachersgoingabroadfromPartyBandprovidethemwithintensifiedEnglishtraining.

PartyAshallorganizetheEnglishinterviewonteacherswhoapplyfordiplomapromotionwiththeassistanceofPartyC(theplaceforinterviewisatPartyB's).

PartyBandPartyCshallsendteachersforfurthertrainingintheUniversityofPartyA。

TeacherswhoparticipatefurthertraininginPartyA'scanbethoseofPartyB's,ortheteachingstaffofotherhighschoolsandabove,agesunlimited,sexesunlimitedandnumbersunlimited，specificallydeterminedastotheorganizationofPartyC。

AstoteacherswhoparticipateinpostgraduatedegreefurthereducationprogrammustbethestaffofPartyBorteachersofotherhighschoolsabove，graduatedfromfull-timeundergraduateuniversities,havingbachelor'sdegrees,withproficientEnglishandrelevantcertificatesoflevelsofEnglishexamsandpassedtheEnglishinterviewbyPartyAaswell。

TeacherswhoapplyforfurtherdiplomatrainingmustfillouttheEnglishapplicationform,provideanofficialcertificateofhis/herbankaccounts,healthcertificateofthephysicalexamination，hardcopyofthepassport，andlodgingintention(dormitory,apartmentoroutsidetheuniversity),etc。.

Obligationsofeachparty

Apartfromtheregulationsdefinedinthecooperationagreementonrunningschoolsbythethreeparties,eachpartyshallcarryoutthefollowingobligationsaswell：

Provideteacherswitheducationalactivitiessuchasgoodqualitycoursesforfurthereducation,professionalskillstraining，academicexchangesanddiplomapromotion,etc。

Provideteacherwhoparticipateinshortorlongtermtrainingandfurthereducationwithcertificatesofcompletion,professionalvocationalqualificationcertificationsandotherrelevantacademiccertificates。

3。Assistteacherswhoparticipateinfurthertrainingtopublishtheiracademicresearchachievementsonitsjournals(butwithwordsspecifiedas“ByateacherforfurthertrainingabroadfromDongyingVocationalCollege”)

OrganizeexaminationandinterviewtotesttheEnglishproficiencyoftheteachers(theplacefortheinterviewisatthePartyBandPartyC's)。

Deliverthetrainingnotice,theadmissionletterortheinvitationlettertoteachersinatimelymannerbyexpressmailserviceandnotifyinwritingtheAmericanConsulateinChinatoassisttheteacherswiththeirvisas.
