UE向gNodeB發(fā)送Msg1,發(fā)起基于競爭的RA。gNodeB向UE發(fā)送Msg2,發(fā)送RA響應(yīng)。UE向gNodeB發(fā)送RRCSetupRequest消息(在初始的RA中,Msg3傳輸?shù)氖荝RCSetupRequest消息),RRCSetupRequest消息攜帶RRC建立原因和UE標(biāo)識,請求建立RRC連接。其中;RRC連接建立原因由上層設(shè)定。UE標(biāo)識可以是S-TMSI或隨機數(shù)。如果上層提供了S-TMSI,則攜帶S-TMSI信息給gNodeB。如果沒有S-TMSI信息,則生成一個0~239-1之間的隨機數(shù)給gNodeB。gNodeB為UE建立上下文。當(dāng)gNodeB在gNBConnStateTimer.UuMessageWaitingTimer時間窗內(nèi),收到同一個UE的多次RRCSetupRequest消息,則gNodeB只處理近一次的RRC連接建立
