oureducationalsystemand...inafewyearsitwillsupplantlargely,ifnotentirely,theuseof

textbooks."Well,weallmakemistakes.ButatleastEdisondidnotsquandervastquantitiesof

publicmoneyoninstallingcinemascreensinschoolsaroundthecountry.

Withcomputers,thestoryhasbeendifferent.Manygovernmentshavepackedtheminto

schools,convincedthattheirpresencewouldimprovethepaceandefficiencyoflearning.Large

numbersofstudies,somemoreacademicallyrespectablethanothers,havepurportedtoshowthat

computershelpchildrentolearn.Now,however,astudythatcomparesclasseswithcomputers

againstsimilarclasseswithoutthemcastsdoubtonthatview.

InthecurrentEconomicJournal,JoshuaAngristoftheMassachusettsInstituteofTechnology

andVictorLavyoftheHebrewUniversityofJerusalemlookataschemewhichputcomputersinto

manyofIsraefsprimaryandmiddleschoolsinthemid-1990s.DrAngristandDrLavycomparethe

testscoresfbrmathsandHebrewachievedbychildreninthefourthandeighthgrades(ie,aged

aboutnineand13)inschoolswithandwithoutcomputers.Theyalsoaskedtheclasses'teachers

howtheyusedvariousteachingmaterials,suchasXeroxedworksheetsand,ofcourse,computer

programs.TheresearchersfoundthattheIsraelischemehadmuchlesseffectonteachingmethods

inmiddleschoolsthaninelementaryschools.Italsofoundnoevidencethattheuseofcomputers

improvedchildren'stestscores.Infact,itfoundthereverse.Inthecaseofthemathsscoresof

fburth-graders,therewasaconsistentlynegativerelationshipbetweencomputeruseandtestscores.

Theauthorsofferthreepossibleexplanationsofwhythismightbe.First,theintroductionof

computersintoclassroomsmighthavegobbledupcashthatwouldotherwisehavepaidfbrother

aspectsofeducation.Butthatisunlikelyinthiscasesincethemoneyfbrtheprogrammecamefrom

thenationallottery,andthestudyfoundnosignificantchangeinteachingresources,methodsor

traininginschoolsthatacquiredcomputersthroughthescheme.

Asecondpossibilityisthatthetransitiontousingcomputersininstructiontakestimetohave

aneffect.Maybe,saytheauthors,buttheschoolssurveyedhadbeenusingthescheme'scomputers

fbrafullschoolyear.Thatwasenoughfbrthenewcomputerstohavehadalarge(andapparently

malign)influenceonfourth-grademathsscores.Thethirdexplanationisthesimplest:thattheuse

ofcomputersinteachingisnobetter(andperhapsworse)thanotherteachingmethods.

Thebottomline,saysDrAngrist,isthatMthecostsareclear-cutandthebenefitsaremurky."
