InaccordancewiththerequirementsofNoticeonDeliveringtheSecondBatchof

Formulation(Revision)PlansofIndustrialStandardsintheFieldofEnergyin2013byNational

EnergyAdministration(No.GNKJ[2013]526),throughwideinvestigationandresearch,the

specificationpreparationgroupcarefullysummarizedpracticalexperienceandhereby

establishedthisspecificationbasedonsolicitingopinionsfromallsides.

Themaintechnicalcontentofthisspecificationcoverstheproceduresandcontentofsafety

pre-assessmentandtherequirementsonpreparationofthesafetypre-assessmentreport.

NationalEnergyAdministrationwasinchargeoftheadministrationofthisspecification

whileChinaRenewableEnergyEngineeringInstitutewasinchargeoftheproposalandroutine

projectsshallbecarriedoutinthedesignstageofengineeringfeasibilitystudy.

projectsshallbeinaccordancewiththeregulationsofthecurrentrelatednational

3ProceduresandContentsofSafetyPre-Assessment

3.1AdvancePreparations

3.1.1Theobjectsandscopeofsafetypre-assessmentofthephotovoltaicpowerprojectshallbedefined.

Theassessmentworkinggroupshallbeestablishedandtheworkingplanforthesafetypre-assessment

shallbeprepared.

3.1.2Relevantlaws,rules,standards,specificationsandregulationsshallbecollected.

3.1.3Thesafetypre-assessmentworkinggroupshallcollecttherelatedbasicinformationandthelistof

themaindocumentstobecollectedforthesafetypre-assessmentshallbeinaccordancewiththe

requirementsofAppendixAofthisspecification.

3.2SiteInvestigation

3.2.1On-siteinvestigationsshouldbecarriedoutonthelandforms,geologicalconditions,

hydrology,meteorology,buildings(structures),surroundingtraffic,sensitivefacilitiesandsocial

environment.

3.2.2Itisadvisabletocarryoutresearchonanalogousprojectsaccordingtotheactualsituationof

photovoltaicpowerproject,analyzethereliability,sufficiencyandapplicabilityofthedatacollected

fortheproject.

3.3RecognitionandAnalysisofHazardous、HarmfulFactorsandMajorHazard

Installations

3.3.1Inaccordancewiththedesigndocuments,findouttheassessmentscopeofthehazardousand

harmfulfactorscorrespondingtotheClassificationandCodeoftheHazardousandHarmfulFactors

intheProductionProcessGB/T13861andtheClassificationforCasualtyAccidentsofEnterprise

StaffandWorkersGB6441withintheboundaryofphotovoltaicpowerprojectsfromthe

accumulatedactualdataandthepublishedtypicalaccidentcasesonsiteselection,surrounding

environment,naturaldisasters,stationlayout,roadsandtransportation,buildings(structures),

productionprocess,equipmentandfacilities,workenvironment,safetymanagement,analogous

projectsandcompletedprojects.Identifyandanalyzetheinherentorpotentialhazardousand

harmfulfactorsinintheproductionprocesswithrespecttohumans,materials,environment,

managementandotheraspectsinproductionprocess.Determinetheexistinglocationsandmodes

ofmainhazardousandharmfulfactorsaswellastheiractionsandpatternsofchange.

3.3.2Identifyandanalyzethehazardousmaterialsanddevicesinvolvedintheproductionprocess

todeterminewhetherthereisasignificantsourceofhazardintheproductionprocess.The

identificationandanalysisofmajorhazardsshouldconformtorelevantnationalstandards.

3.4DivisionofAssessmentUnits

3.4.1Basedontheengineeringcharacteristicsandprocessflow,reasonablydividetheassessment

units.Theassessmentunitsshouldberelativelyindependentandhaveobviouscharacteristic

boundaries.Thedivisionofassessmentunitsshouldcoverallassessmentcontentandhazardousand

harmfulfactorswithinthescopeofassessment.

3.4.2Accordingtotheparticularcircumstancesofphotovoltaicpowerprojects,thesafetypre-

assessmentunitsshouldbedividedintositeselectionandgenerallayoutunit,naturaldisasterunit,

mainbuilding(structure)unit,unitofphotovoltaicpowerequipmentanditssystem,unitofelectrical

equipmentanditssystem,utilityunit,trafficengineeringunit,workenvironmentunitandsafety

managementunit,etc.Thesafetypre-assessmentunitscanalsobedividedbasedontheindividual

projectorthecategoryofhazardousandharmfulfactors.

3.5SelectionofAssessmentMethods

3.5.1Accordingtothepurposeandrequirementsoftheassessmentaswellasthecharacteristicsof

photovoltaicpowerproject,ascientific,reasonableandapplicablesafetyassessmentmethodshallbe

selectedandthereasonsforselectingthemethodshouldbeprovided.

3.5.2Theassessmentmethodfordifferentassessmentunitsshallvarydependingontheneedsof

assessmentandcharacteristicsoftheunit.

3.6QualitativeandQuantitativeAssessment

3.6.1Thepossibilityandseverityofaccidentscausedbydangerousandharmfulfactorsineach

assessmentunitshallbeassessed.

3.6.2Thefollowingquantitativeassessmentsshallbeperformedandrelevantcalculationsshallbe

providedasanappendixtothereport.

1Thecalculationsofholdingcapacity,deformation,overturningandslipofmainbuildings

(structures)shallbecheckedandstructuralstabilityshallbeassessed.

2Thelightninggroundingofmainelectricalequipmentintheplantsiteofphotovoltaicpower

projectshallbechecked.

3.7CountermeasuresandSuggestions

3.7.1Basedontheidentificationresults,thequalitativeandquantitativeassessmentresultsof

hazardousandharmfulfactors,andtheprinciplesofpertinence,technicalfeasibilityandeconomic

rationality,thetechnicalandmanagementcountermeasuresandsuggestionstoeliminateorreducethe

hazardousandharmfulfactorsshallbeproposed.Countermeasuresandsuggestionsshouldbespecific,

detailedandoperable.Accordingtotheirpertinenceandimportance,measuresandsuggestionscanbe

dividedintotwotypes:shouldbeadoptedandcanbeadopted.

3.7.2Accordingtotheanalysisandassessmentresultsofhazardousandharmfulfactors,theproject

requirementsoftheto-be-establishedemergencyplanshallbeproposed.

3.7.3Thesafety-specificinvestmentestimateshallbeproposed,includingthebasisofpreparation,

pricelevelyearandthesafety-specificinvestmentestimatelist.

3.8ConclusionsofAssessment

3.8.1Theassessmentresultsshallbesummarizedandtheconclusionsonconformancewithrelated

laws,regulations,standardsandspecificationsandpredictiveconclusionsonthepossibilityand

severityofvariousaccidentscausedbyhazardousandharmfulfactorsshallbegiven.

3.8.2Thesafetycountermeasuresandsuggestionsthatmustbepaidattentiontoshouldbeclearly

defined.Whetherthepotentialhazardousandharmfulfactorsoftheprojectcanbecontrolledandthe

degreeofcontrolaftertakingsafetyprotectionmeasuresshouldbeclearlystated.

3.8.3Aclearconclusionshouldbemadeonwhetherthephotovoltaicpowerprojectcanoperate

safelyafterestablishmentorimplementation.

3.9PreparationandReviewofSafetyPre-assessmentReport

3.9.1Accordingtorelevantcontentofthesafetypre-assessment,inaccordancewiththerelevant

laws,rules,codesandspecifications,preparethesafetypre-assessmentreport.

3.9.2Thesafetypre-assessmentreportshallbesubjecttothetechnicalreviewbytheexperts.

4SafetyPre-assessmentReport

4.0.1Thesafetypre-assessmentreportshallbeinaccordancewiththeregulationsofthecurrent

industrialstandardsincludingGeneralPrincipleofSafetyAssessment(AQ8001)andGuidelinesfor

SafetyPre-Assessment(AQ8002)andthemaincontentofthereportshallbeinaccordancewiththe

requirementsofAppendixBofthisspecification.

4.0.2Thesafetypre-assessmentreportshallbeprovidedwithmainappendicesincludingapowerof

attorneyforsafetypre-assessment,authorizationfileforprojectdevelopmentorprojectfranchise

agreement,andthereviewcommentsonpre-feasibilitystudyreport.Theappendicesshallbeauthentic,

accurate,completeandvalid.

4.0.3Thesafetypre-assessmentreportofphotovoltaicpowerprojectsshallbeprovidedwiththe

designdrawingsincludingthegeographicallocationmapoftheproject,thegenerallayout,themain

flowchartofthephotovoltaicpowerproject,theprofileinplanofthemainbuildings(structures),the

mainelectricwiringdiagram,andthelayoutofmainelectricalequipment,etc.,andthedrawingsshall

bedulysigned.

4.0.4Thesafetypre-assessmentreportofphotovoltaicpowerprojectsshallbebriefandaccurate,

withnecessarychartsandphotos.
