Introduction:

Hydrogen,asanindispensablepartofachievingcarbonneutrality,naturallyseesEuropenot

lagginginitsdevelopment.AccordingtotheHydrogenStrategyreleasedbytheEuropeanUnionin

2020,thegoalistoachieve10milliontonnesofdomesticrenewablehydrogenproductionand10

milliontonnesofrenewablehydrogenimportsby2030,inadditiontoexpandingtheconstruction

ofhydrogeninfrastructure.

UnderEUstateaidrules,theCommissionrecentlyapproved‘IPCEIHy2Infra’,thethirdImportant

ProjectofCommonEuropeanInterest,withupto€6.9billionoffundingfromMemberStatesto

supporthydrogeninfrastructureandboostrenewablehydrogensupply,aligningwiththe

EuropeanGreenDealandtheREPowerEUPlan.

Intermsofinvestmentand?nancing,theEuropeanCommissionhasseen15EUcountries

incorporatemeasuresrelatedtohydrogenintotheirrecoveryandresilienceplans,withatotal

investmentofatleast9.3billioneuros.TheEuropeanHydrogenBank’s€800millionpilotauction

concludedearlierthisyearalsoattracted132bidsfromprojectsin17Europeancountries.

Furthermore,betweenDecember2022andDecember2023,Europesawanadditionof215

hydrogenprojects,indicatingthatthedevelopmentofhydrogenenergyinEuropehasenteredthe

fastlane.

AnalysisofEuropeanHydrogenEnergyProjects:

AsoftheendofDecember2023,thereareatotalof1,085low-carbonhydrogenprojectsinEurope,

spreadacross31countries.Germanyleadswiththehighestnumberofprojects,totaling198.Thisis

followedbySpain,France,theUnitedKingdom,andtheNetherlands,with143,126,111,and89projects,

respectively.ItisevidentthathydrogenprojectsinEuropeareratherconcentrated,withthetop

?vecountriesaccountingfor61%ofthetotalnumber.Additionally,thereare13countrieswithfewer

thantenprojectseach.

Undoubtedly,mostoftheseprojectsarestillintheearlystages.Thereare218projectsintheearly

conceptphase,makingup20%ofthetotal.Furthermore,441projectsareinthefeasibilitystudyphase,

accountingfor41%.Currently,thereare162projectsincommercialoperation,whichonlyrepresents15%

ofthetotal.Whilethenumberofoperationalprojectsmayseemsigni?cant,theseareprimarilysmall-

scaleinitiatives.Thelargestgreenhydrogenprojectproducesapproximately3,470tonsofhydrogen

peryear(inconversionvalues),andthereareonlysixgreenhydrogenprojectswithanannualoutput

ofover1,000tons.Theremainingoperationalprojectsproduceafewdozentoafewhundredtonsof

hydrogenperyear.Atpresent,107hydrogenprojectsareeitherattheFinalInvestmentDecision(FID)

stageorunderconstruction,representing10%ofthetotal,withanaveragescalethatissomewhat

largerthanthecurrentlyoperationalprojects.

Outofthe1,085Europeanlow-carbonhydrogenprojects,997employelectrolysisforhydrogen

production,comprising92%ofthetotal.Amongthedisclosedprojectsutilizingelectrolysis,204projects

useProtonExchangeMembrane(PEM)technology,accountingfor19%,and171projectsuseAlkaline

Electrolysis(ALK),representing16%.Thegapbetweenthesetwotechnologicalapproachesforgreen

hydrogenprojectsisnotsubstantial.

EuropeanHydrogenProjectsWorthWatching:

OneofthemostnoteworthyprojectsintheearlyplanningstageisBrint?-HydrogenIsland,proposed

byCopenhagenInfrastructurePartners(CIP).Itsuggestsconstructinganarti?cialhydrogen-producing

islandintheDanishpartoftheNorthSea,connectedto10GWofoffshorewindpowerforgreen

hydrogenproduction.Theprojectisexpectedtocommenceoperationsin2030and,oncecompleted,

couldproduceapproximately1milliontonsofgreenhydrogenannually,accountingforabout7%ofthe

EU'sprojectedhydrogenconsumptionby2030.Thegreenhydrogenproducedbythisprojectcouldbe

exportedtothenorthwesternpartoftheEU(e.g.,Germany,theNetherlands,Belgium)throughan

approximately275-kilometer-longoffshorehydrogenpipeline.ThisisalsooneofEurope'slargestgreen

hydrogenprojects.

Inthefeasibilitystudyphase,NortH2standsout.Thisproject,locatedintheGroningenprovinceofthe

Netherlands,isjointlylaunchedbyRWE,Equinor,Eneco,andShell.Additionally,theproject'selectrolyzer

capacityisexpectedtoreach1GWby2027,4GWby2030,andover10GWby2040.Thismeansthe

projectcouldproduce400,000tonsofgreenhydrogenannuallyby2030and1milliontonsby2040.

GiventhattheGroningenprovinceisahubforindustrialandheavytransportparticipants,thisproject

playsacrucialroleintheregion'sdecarbonizationefforts.

AmongtheprojectsintheFIDorconstructionphase,H2GreenSteel(H2GS)isparticularlynoteworthy.

InJanuary2024,H2GreenSteelsigneda?naldebt?nancingagreementworth€4.2billion.Todate,

thecompanyhassecurednearly€6.5billioninfundingtoestablishtheworld's?rstlarge-scalegreen

steelplantinnorthernSweden.Theproject's?rstphasehasacapacityof2.5milliontonsofgreen

steel,withanelectrolyzercapacityof800MW,andisexpectedtocommenceoperationsin2025.
