AboutthisReport:BackgroundandResearchGoals

Forthesixthconsecutiveyear,Nutanixcommissionedaglobalresearchstudytolearnaboutthestateofenterpriseclouddeployments,ITinfrastructure,anddatamanagementinitiativesandchallenges.InDecember2023,U.K.

researcherVansonBournesurveyed1,500ITandDevOps/platformengineeringdecision-makersaroundtheworld.Therespondentbasespannedmultipleindustries,businesssizes,andgeographies,includingNorthandSouth

America;Europe,theMiddleEastandAfrica(EMEA);andtheAsia-Pacific-Japan(APJ)region.

Thisreportissupplementaltotheglobal

6thAnnualEnterpriseCloudIndex

masterreportandfocusesonclouddeploymentsintheglobalpublicsector.Itaccountsfordatasuppliedby409worldwidesurveyrespondentsin

federal/nationalgovernments,stateandlocalgovernments,publiceducation,publichealthcare,andotherpublicsectororganizations.IthighlightscurrentadoptionlevelsofseveralIToperatingmodelsandthetechnologyplans,priorities,andchallengesofITprofessionalsinworldwidepublicsectororganizationsandhowtheycompareto

thefullglobalresponsepoolandotherindustries.

sustainabilityinitiativeswereapriority,sustainabilityrankedcomparativelylowintermsofITpurchasingdecisioncriteriaandbudgetincreases.

TheuseofmultipleITenvironmentshasremainedflatoverthe

pastyearinglobalpublicsectororganizations,thoughthisverticalforeseesasubstantialnear-termboostinusage.

Whetherthey’reusingintegratedprivateandpubliccloudsormultiplepublicclouds,57%ofall

globalpublicsectororganizationsreportedhavingmorethanoneITmodelinoperationthisyear

(Figure1).Respondentsinthisverticalanticipatesignificantgrowthintheuseofmultiplemodels

overthenextonetothreeyears,withusageexpectedtoincrease30percentagepointsto87%

usageduringthattime.

Thesemixed-modeladoptionrates,onaverage,largelyparalleldeploymenttrendsacrossthefullECIglobalresponsepool.Whileglobalcross-industryusageofmultiplemodels(60%)currentlyoutpacesthepublicsectorbyasmallmargin,plannedshort-termincreasesacrossthefullresponsepool—whilehealthy—arenotablylower,with73%usageexpectedwithinthreeyears.

NotethatthedatainFigure1countsallprivatedatacenters/cloudsinuse—regardlessofwhethertheyresideon-premises,inahostedserviceprovider’sinfrastructureorboth—asasingleoperatingmodel.

Hybridmulticlouddeployments,onaverage,trailthose

ofotherindustries.

GenerallyshapinguptobethedominantIToperatingmodel,hybridmulticloudenvironments

involvetheuseofprivateinfrastructure,on-premisesand/orhosted,intandemwithtwoor

morepubliccloudplatforms.Thismodelholdsthegreatestgrowthpotential,amongpublic

sectororganizationsandgloballyacrossindustries.Drivingadoptionisthesteadyincreasein

“cloud-smart”approachestoIT,wherebyenterprisesleveragethebestcloudenvironmentfor

eachworkloadorapplication.

Thevastmajorityofpublicsectororganizations(85%)andthefullcross-industryresponsepool

(90%)agreedthattheirorganizationsnowsubscribetocloud-smartITdeploymentstrategies.

TheattractionisthathybridmulticloudenvironmentsgiveITleadersavarietyofcost,billing,and

deploymentoptionsforoptimizingapplicationperformance,security,timetomarket,and

spending.

Atthisjuncture,however,just8%ofglobalpublicsectororganizationsreportedusinghybrid

multiclouds.ThisfigureisabouthalfthedeploymentpercentagereportedbyallECIrespondents

(15%),asFigure2shows,andthelowestamongallindustriessurveyed(Figure3).Thesame

percentageinthepublicsectorreportedhybridmulticloudusagelastyear.

However,thepublicsectoranticipatesmorethanfour-foldaveragegrowthinhybridmulticloud

usageinthenextthreeyears,whenitexpectstoreach33%penetration.Theplannedgrowth

rateoutpacesthatofthefullglobalresponsepool,whichanticipatesslightlymorethana

two-foldincreaseduringthesametimeframe,albeitwiththeexpectationofattainingslightly

higheroverallusage(35%).Publicsectorplanstousemultiplepubliccloudsasitsmixed-IT

modelalsooutpacetheglobalaverageinthatthisgroupexpectsusagetojumpfromjust4%

usagetodayto31%by2027.

Itshouldbenotedthatthegreatestgrowthpotentialtendstolieinorganizationsand

technologieswithsloweradoptionrates,astheyhavetheirgrowthspurtsstillaheadofthem.

Theaggregateglobalpublicsector,forexample,hasthefarthesttogotocatchuptohybrid

multiclouddeploymentselsewhere(Figure3),soitfollowsthatitsgrowthtrajectorygoing

forwardislargerthaninindustriesthatwereearlyadopters.

Asthefigureshows,thecombinedprivate/publiceducationsectorreportedthehighestuseofhybrid

multicloud(47%)acrossallindustriessurveyedthisyear.Thesecondhighestwasintheenergy,gas/oil,

andutilitiesindustry(37%).Attheotherendofthescale,followingtheglobalpublicsector,the

second-lowestadoptionwasinthemanufacturingandproductionindustry,with10%usingthemodel.

IToperatingmodelsinusevaryamongpublicservicesub-sectors.

AsnotedinFigure2,publicsectorhybridmulticlouddeploymentsremainedflat,with8%

reportinguseofthemodelboththisyearandlast.Thecaveatisthatthesenumbersreflect

averageusageacrossallglobalpublicserviceorganizationssurveyed,whileadoptionin

individualsub-sectorsfluctuates.

Mostnotably,publiceducationappearstobethebiggestadopterofhybridmulticloudwithin

thepublicsectorgroupandgloballyacrossallindustries,withareported62%penetration

(Figure4).Awordofcautionhere,however:Theresponsebaseinthissub-sectorwassmall,

soitisadvisabletoconsiderthehighpercentageasindicativeofthegeneraltrendinthat

sub-groupbutnottointerpretitasstatisticallydefinitive.

Thecomparativelylargeuptakeineducation,whetherprivateorpublic,canbeatleastpartly

attributedtothepandemic-eraneedtosupportsudden,widespreadremotelearningrequirements.

Publiccloudofferingsgaveschoolstheabilitytoquicklytapintoservicesthattheycoulduseto

supplementtheirexistingITinfrastructure,helpingthemleapfrogtheirwaytohybridmodelsof

private/publicinfrastructure.Fromthere,addingasecondpubliccloudplatformtakesthe

organizationtothehybridmulticloudmodel.

Notethatwhenprivateandpubliceducationresponsesarecalculatedtogether,theeducation

sectorpenetrationfallsto47%,aswasshowninFigure3,indicatingfewerdeploymentsinthe

privateeducationalinstitutionssurveyed.However,evenat47%,theprivate/publiceducation

sectorreportsthehighesthybridmulticloudpercentageofallnineindustriessurveyed,ofwhich

theglobalpublicsectorisone,comprisingthefivesub-sectorsshowninFigure4.

Otherpublicserviceentitiesbringtheusageaveragewaydown.TheU.S.federalgovernment

reportsthelowesthybridmulticloudusage,bothwithinthepublicsectorandglobally(5%),

forexample(notshowninthefigure),andallglobalfederal/centralgovernmentstogether,

includingtheU.S.government,aren’tmuchfurtheralong(6%).

Atthesametime,itshouldbenotedthatacrossgovernmentsub-sectors,instancesofthe

hybridcloudmodel—privateinfrastructurecombinedwithasinglepubliccloud—arefarmore

commonandthedominantmodelcurrentlyinuse(45%).Thedataindicatesthatmostpublic

sectororganizationshavereachedthehybridcloudmigratorystepintheirjourneystohybrid

multicloudIT.

Hybridcloudusageisinthedoubledigitsinallpublicsub-sectors,including70%inpublic

healthcareorganizations,52%inaggregatefederal/centralgovernmentssurveyed,and60%

intheU.S.federalgovernment.Hybridcloudisonestepawayfromhybridmulticloud,which

introducesasecond(ormore)publiccloudplatform(s)intothemix.

WhenpublicsectororganizationsareinvestinginITinfrastructure,protectionfromransomwareistheprevailingpurchasecriterion.

ECIrespondentswereaskedtonamethesinglemostimportantfactordrivingtheirIT

infrastructurepurchasingdecisions.Whileadiversearrayofanswersreflectedawide

spectrumofbusinessandITpriorities(Figure5),thoseinthepublicsectormostoftenchose

theinfrastructure’sabilitytoprotectagainstransomwareandothermalwareastheirsingle

toppriority(17%).Thisfactorwasfollowedbytheinfrastructure’sperformance/response-time

potential(15%)anditsabilitytoallowITtoflexiblymoveworkloadsacrossprivateandpublic

cloudplatforms(14%).

Thecriteriachosenareinterrelated.Forexample,themostcommonreasonformoving

applicationsacrossinfrastructureinthepastyear,withinboththepublicsectorandthe

largercross-industryresponsepool,wastoimprovesecuritypostureand/orcompliancewith

regulatorymandates,manyofwhichaddressdataprivacyandarepronetochange.Itfollows,

then,thatdatasecurity,includingprotectionagainstransomware,andtheflexibilitytomove

applicationswithoutcompromisingperformanceledthechargeastoppurchasingcriteria.

Accordingly,thegreatestallocationofITbudgetdollarsinthecomingyearisforsolutions

thathelpprotectagainstransomware(Figure6)andeaseapplicationportabilityand

multicloudmanagement.Whenaskedwhattechnologies/solutionswouldget“significant”

investmentincreasesinthecomingyear,protectionagainstransomwarewasmentioned

mostoften(37%),followedbyITmodernization(35%),whichistheprocessofupdatingIT

infrastructure,tools,practices,andsystemstocapitalizeonemergingtechnologies.

Whencombining“significant”and“slight”investmentincreases,however,80%ofpublic

sectorrespondentsmentionedbothITmodernizationandsupportfortheorganization’s

AIstrategy,whileslightlyfewer(76%)mentionedransomwareprevention.Note,though,

thatITmodernizationandransomwarepreventionarenotnecessarilymutuallyexclusive;

modernizationstrategiescan(andlikelywill)embracemeasuresforcombatingransomware

andothercyberthreats.

Modernizationcanalsoincludetheacquisitionanddeploymentofunifiedmanagement

toolsandprocessesthatworkconsistentlyacrossdisparateITinfrastructures,insupportof

mixedITmodels.Moreover,itcouldinvolvedeployingcontainerizedsolutions,whichvirtualize

softwareapplicationssotheycanrunthesamewayonanyunderlyingcloudplatform,private

orpublic.Assuch,containerizationisacoretenetofhybridmulticloudstrategiesinthatit

easestheportabilityofapplicationsacrossinfrastructuresasIT,business,security,mission,

andcompliancerequirementschange.

It’snosurprise,then,thatcontainerizationfiguredprominentlyinnearlyall6thAnnual

respondents’cloudstrategies.Forexample,64%ofpublicsectorrespondentssaidthat

theyhadcontainerized50%ormoreoftheirapplications.Another22%saidthatbetween

aquarterandhalfoftheirapplicationswerecontainerized.Only1%saidtheyhad

containerizednoneoftheirapplications.

SecurityandcompliancearethebiggestdriversofapplicationrelocationandthetoppriorityforCIO/CTOs,aspublicsectororganizationsrecoverfromhighratesofransomwareattacks.

ThevastmajorityofECIrespondents—92%inthepublicsectorgroupand95%globally—said

theyhadmovedoneormoreapplicationstoadifferentITenvironmentinthepast12months

(Figure7).Theramp-upofmovingworkloadstobestsupporteachapplication’srequirementsas

partofcloud-smartIT,mentionedearlier,iscreatingtheneedforsimpleandflexibleinter-cloud

portability.Shiftingsecurity-relatedrequirements,inparticular,arelargelyfuelingthemovement

ofapplications,asindicatedinthefigure.

Fourin10publicsectorrespondentsand42%ofglobalrespondentswhoreportedhaving

movedoneormoreapplicationstoadifferentinfrastructureduringthepastyearsaidthey

didsoforsecurity/compliancereasons.Regulatorymandatesforprivacy,suchasEurope’s

GeneralDataProtectionRegulation(GDPR),containstrictrulesaboutwherecustomerdata

canbestored,andtheytendtochangefrequently—inturn,drivingworkloadlocationshifts

throughoutenterpriseITinordertocomply.

Inaddition,ransomwareattackscontinuetorise,increasingbyabout73%from2022to

2023,accordingtotheSANSInstitute,andcausingenterprisestopersistentlyrethink

howbesttoprotectthemselves.Infact,95%ofpublicsectorrespondentssaidtheyhad

experiencedanattackinthepastthreeyears,and93%agreedthatthey’dliketoimprove

theirprotectionagainstsuchattacks.

While28%saidtheyhadfullyrestoredoperationsfollowinganattackwithinafewhours,

37%saidittookthemafewdaysorafewweekstodoso.Another25%saidthatthe

impact(s)oftheattack(s)continuedtobefeltfor“l(fā)ongerthanafewweeks”following

restorationofdailyoperations.

It’snowonder,then,thatdatasecurity/ransomwarepreventionwasmentionedmostoften

asthenumberonepriorityofCIO/CTO/leadership.(Figure8).

AIuseisrampingup,thoughissuespersistconcerning

dataprivacyandbestpractices.

ThoughAIsupportrankedfairlylowonpublicsectorinfrastructurepurchasingcriteria

(Figure5),respondentsexpressedhighlevelsofinterestinthetechnologyelsewhere.

Forexample,publicsectorrespondentsgaveAIstrategyimplementationthesame

CIO/CTOpriorityrankingashybridITandoperationsoptimization(14%),reflectedin

Figure8.Securityandappdevelopmentaccelerationwerethetwoprioritiesmentioned

moreoften.

Inaddition,80%ofthepublicsectorsaidtheyexpecttoincreasetheirinvestmentsinAI

technologyinthenextyear.Aboutathird(32%)saidthatthoseinvestmentincreaseswould

be“significant.”Moreover,athird(33%)alsosaidintegratingwithcloud-nativeservicessuch

asAIwasareasonthattheymovedoneormoreapplication(s)toadifferentinfrastructure

duringthepastyear.

AIUseCases

RespondentsmentionedavarietyofAIapplicationsinuseorunderconsideration

intheirorganizations.

TheseniorITmanagerinonefederalgovernmentagencyreportedthat“AIhasalready

beenverysuccessfulinparticularareassuchascybersecurity,weather,climate,andvarious

aspectsofagriculture.”Another,aseniorITmanagerinaU.S.federalgovernmentagency,

said,“Acrosstheboard,theU.S.government[is]lookingtodevelopAIandsmarttechnologies

forthedeliveryofpublicservices.Sustainablelandmanagementandenergyefficiencyare

myareasofinterest.”

AnITprofessionalintheplatformengineering/DevOpsgroupofafederalgovernment

with500to1,000employeesexplainedthat“AIanddataanalyticsarethetoolstodeliver

morevalue.Theycanmakesenseveryquicklyofdata,demographics,[and]historicand

futuretrends,andthisallowspolicyanddecision-makerstomakesmarterdecisions.”

Similarly,amid-levelmanagerintheDevOpsgroupofafederalgovernmentwithmore

than5,000employeesexpressedinterestin“AIapplicationstoassistdecision-makingin

sustainability,foodsafety,foodwasteandloss.”Another,whoworksinITforalocal

government,said,“AIcanhelpusplanthelayoutoflocaltownstomakethemmore

aestheticallypleasing,androadscanbeplannedtoavoidtrafficjams.”

DeploymentObstacles

DespitetheAIenthusiasm,86%ofthepublicsectorsaidtheyconsiderrunningAItobea

challenge:38%describeditasa“significant”one,while48%consideredita“moderate”one.

Theyprovidedafewexamples.

“WhileadoptionofAIbyourgovernmentisgrowing,thesuccessofspecificAItoolshasbeen

inconsistentanderratic,producinginaccurateorbiasedresults,”saidonerespondent.Another

saidthatU.S.federalgovernmentapproachestodeployingAIsofarare“provingtobevery

piecemeal,”despiteaselectcommitteehavingbeensetuptocoordinateandadviseon

consistentadoptionbestpractices.

“AIhasthepotentialtocompletelydisruptwhatwearedoing,”saidaC-levelU.S.federalIT

decisionmaker.However,“forsomeofus,theuseoffacialrecognitionandbiometricprocesses

hasbeencontroversial.Congresshastoruleonexceptionswherebythesetechnologiescanor

cannotbeused.”

Ethicsandprivacyissuesrelatedtotheuseofbiometricsareamongthereasons93%ofpublic

sectorrespondentsagreedthatdataprivacyduetoAIwasaconcernfortheirorganizations,as

did88%oftheglobalresponsepool.

Topchallengesinvolvemulti-environmentstorage,operations,security,andsustainability.

ManagingmultipleITenvironmentscreatesoperationalchallenges(Figures9and10)often

relatedtointeroperabilityanddatamanagementacrossinfrastructureswithdissimilar

underlyingtechnologies.Whenaskedtonametheirnumberonedatamanagement

challengetoday,thegreatestpercentageinthepublicsectoridentifiedcomplyingwith

datastorage/usageguidelines(19%)asthetopfactor.Increasingly,datastoragestrategies

Cloud-agnostictoolshelpensureinteroperabilityamongheterogeneousplatforms,aswellas

consistencyinIToperations,securitypolicy-settingandusageenforcement.Thesecapabilities

helpenterprisesavoidcostlysecuritybreaches,dataloss,resourceoverprovisioning,and

redundantoperationswhilestreamliningtheITskillsetsrequiredtorunthehybridinfrastructure.

InteroperabilityImprovement

Thepublicsectorindicatedamarkedimprovementintheinteroperabilityamongtheirdisparate

infrastructuresoverlastyear.Morethanhalf(53%)reportedthatalltheirITenvironmentswerefully

interoperable,upfrom40%lastyear,andfourpercentagepointsaheadoftheglobal6thAnnual

ECIaverage(49%).It’slikelythatthejumpcanbelargelyattributedtoindustryprogresswith

containerization,increasingavailabilityofintegratedmulticloudtools,andthepublicsector’s

comparativelyrapiddeploymentofthesetechnologies.

WhentheITchallengequestionwasexpandedtoincludemoregeneralITfunctionswith

multipleresponsesallowed,thefactorthepublicsectormentionedmostoftenasa“significant”

challengewasprotectingagainstransomwareandmalware(39%)andthedifficultiesarising

fromhavingIToperationsandmanagementteamsoperatingindependently(39%)inaso-called

“siloed”fashion(Figure10).
