定起草。

村(社區(qū))綜合文化服務中心建設與服務規(guī)范
1范圍
本文件規(guī)定了湖南省村、社區(qū)綜合文化服務中心(以下簡稱“文化服務中心”)總則、基本要求、
場地建設要求、服務內(nèi)容、人員保障、安全管理及服務評價與改進等內(nèi)容。
本文件適用于湖南省村、社區(qū)綜合文化服務中心的建設與服務。
2規(guī)范性引用文件
下列文件中的內(nèi)容通過文中的規(guī)范性引用而構成本文件必不可少的條款。其中,注日期的引用文件,
僅該日期對應的版本適用于本文件;不注日期的引用文件,其最新版本(包括所有的修改單)適用于本文件。

3術語和定義
DB43/T2070—2021界定的以及下列術語和定義適用于本文件。
3.1
村(社區(qū))綜合文化服務中心village(community)comprehensiveculturalservicecenter
建立在村(社區(qū))設立的保障公民基本公共文化權益的服務場所,用以支持村(社區(qū))開展宣傳文
化、黨員教育、科學普及、普法教育、體育健身、文旅咨詢以及其他公共服務等多功能于一體的基層綜
合文化服務中心。
4總則
4.1文化服務中心的建設應堅持合理規(guī)劃和科學布局的原則。根據(jù)區(qū)位條件、經(jīng)濟狀況、人口規(guī)模等
實際情況,因地制宜、整合資源、合理設計。
4.2文化服務中心的服務應堅持公益性、基本性、均等性和便利性的原則。
4.3服務設施設備應便于使用和管理,宜應用信息化技術提供服務。
4.4應提供便捷的服務設施和安全、整潔、舒適的服務環(huán)境,提升群眾滿意度。
5基本要求
5.1設置要求
按行政區(qū)劃分,一個行政村(社區(qū))應設置一個文化服務中心,區(qū)域較大的可設置1個以上文化服
務中心。
5.2基本職能
5.2.1應整合各級各類面向基層的公共文化資源。

5.2.2文化服務中心職能包括但不限于:
——為群眾提供多功能文化服務,包括開展宣傳文化、黨員教育、科學普及、普法教育、體育健身、
文旅咨詢以及其他公共服務等;
——開展基層黨員宣傳教育工作;
——開展文旅咨詢服務工作;
——配合做好其他公共服務。
6場地建設要求
6.1基本要求
6.1.1文化服務中心可依托村(社區(qū))黨組織活動場所綜合服務設施、文化活動室、閑置中小學、新
建住宅小區(qū)公共服務配套設施以及其他綜合公共服務設施進行建設。
6.1.2文化服務中心改建或擴建項目,應充分利用原有場地和設施,采取盤活存量、調(diào)整置換、集中
利用等方式進行建設。
6.1.3文化服務中心宜與旅游景點等當?shù)靥厣宋木坝^融合建設,打造本地特色文化旅游品牌。
6.1.4村(社區(qū))行政區(qū)劃調(diào)整時,應尊重當?shù)匚幕曀?,盡量保留原有公共文化服務設施,方便群
眾參與文化活動。
6.2選址要求
6.2.1文化服務中心宜選擇人口相對集中、輻射功能較強、方便村(居)民辦事、活動的地方;宜與
村(居)民生活中心區(qū)和其他公共服務中心等統(tǒng)籌規(guī)劃、相近安排。
6.2.2建設場地應無地質災害、高壓電纜等安全隱患,符合安全、衛(wèi)生和環(huán)保標準的要求。
6.3建筑要求
6.3.1文化服務中心外觀應簡樸整潔大方,與周邊環(huán)境、村莊風貌等相協(xié)調(diào),宜結合當?shù)孛袼孜幕?/p>
環(huán)境特色進行美學設計。
6.3.2文化服務中心文化活動廣場建筑面積宜不小于500m2,其他各功能區(qū)建筑面積總和宜不小于
200m2,偏遠山區(qū)不具備建設條件的,應根據(jù)實際條件酌情安排。各功能區(qū)的面積配置宜參見表1。

6.3.3文化服務中心應根據(jù)其建設規(guī)模、環(huán)境要求和功能需求合理配置衛(wèi)生設備、電氣設備、通信設
備、信息設施設備、空調(diào)設備、消防與安全設備。
6.3.4建筑的構造、設施設備的配置等應符合相關安全和環(huán)保要求,并考慮老年人、殘障人士、嬰幼
兒、孕婦等群體的特殊需求。

6.4服務設施設備要求
6.4.1基本服務設施設備配置要求見表2。

公共數(shù)字服務設備拍攝設備、公共網(wǎng)絡等
其他設施設備廣播器材一套廣播設備
導游導覽設備文旅咨詢服務臺或導游導覽設施、文旅信息資料展示臺(架)
6.4.2文化服務中心配置的設施、設備和圖書等資源應按照國家和省有關規(guī)定辦理資產(chǎn)登記及相關手
續(xù),依法管理,確保國有資產(chǎn)安全、完整和有效使用。
6.5引用標識
6.5.1服務中心應在主體建筑外設立明顯的單位標識及導向標識,文化服務中心入口應設置場所布局
圖,各功能用房應設有醒目的標識。
6.5.2專用設施設備應在醒目位置標明使用方法和注意事項。
6.5.3無障礙設施應設置專用標識。
7服務內(nèi)容
7.1陣地服務
7.1.1文化服務中心應向群眾免費開放,在醒目位置標明服務內(nèi)容、開放時間、樓層設施功能分布圖、
聯(lián)系方式和注意事項。實行錯時開放,提高利用效率。因設施維修等原因需要暫時停止開放的,應當提
前向社會公示。
7.1.2每周開放時間不應少于42小時、年開放時間應不少于300天,且法定節(jié)假日和學校寒暑假期間,
應適當延長開放時間。
7.1.3每年應組織面向全村(社區(qū))群眾開展綜合性的大型文化活動不少于1次。
7.1.4每年舉辦單項性文體娛樂活動不少于4次,開展各類活動項目可參見附錄A。
7.1.5應設有文化志愿者導引臺,重點圍繞老年人、未成年人、殘障人士、農(nóng)民工和農(nóng)村留守婦女兒

童等群體的特點與需求,提供相應的公共文化服務。
7.2書刊借閱
7.2.1書刊閱覽室應提供閱覽、借閱等服務。
7.2.2年更新圖書種數(shù)應不少于60種,開展閱讀分享活動次數(shù)不少于4次。
7.3數(shù)字化服務
7.3.1應提供應急廣播、農(nóng)村數(shù)字電影放映等服務。
7.3.2宜配備主服務器在內(nèi)的電腦,包括配套桌椅、開通互聯(lián)網(wǎng)、提供免費上網(wǎng)服務等。
7.3.3宜利用數(shù)字化設備或數(shù)字資源,開展線上全民閱讀推廣或藝術普及活動。
7.3.4宜利用多種數(shù)字服務終端使群眾通過掃碼或關注隨時隨地能獲取文化和旅游服務。
7.4文化傳承與創(chuàng)新
7.4.1應積極利用當?shù)貎?yōu)秀文化遺產(chǎn)資源,通過生產(chǎn)性保護等方式,推進文化資源與旅游業(yè)、文化創(chuàng)
意產(chǎn)業(yè)與美麗鄉(xiāng)村建設相結合。
7.4.2宜有一定數(shù)量的民俗文化展品,可利用傳統(tǒng)節(jié)日和當?shù)孛袼谆顒娱_展展示展演活動。
7.4.3有傳承項目或傳承人的每年舉辦非遺活動(含表演、展覽、比賽、傳承培訓)應不少于3次。
7.4.4有傳承項目或傳承人的應建立比較完整的民間藝術、非物質文化遺產(chǎn)檔案。
7.5政策宣傳教育服務
7.5.1應利用宣傳欄、展示墻、文化課堂、道德講堂以及網(wǎng)絡等平臺,采取政策解讀、專題報告、百
姓論壇等形式,開展社會主義核心價值觀學習教育,宣傳重大改革措施及惠民政策。
7.5.2應發(fā)揮黨員干部現(xiàn)代遠程教育網(wǎng)絡以及文化數(shù)字信息服務點、公共服務綜合信息平臺的作用,
開展基層黨員教育活動。
7.5.3應通過舉辦道德模范展覽展示、巡講巡演等活動,以身邊人講身邊事、身邊事教身邊人,培養(yǎng)
人民群眾健康的生活方式和高尚的道德情操,推進文明村鎮(zhèn)、文明社區(qū)創(chuàng)建和鄉(xiāng)賢文化建設,引領社會
文明風尚。
7.6公益便民服務
7.6.1應定期開展科學素質行動、法治宣傳教育和群眾性法治文化活動,提高基層群眾的科學素養(yǎng)和
法律意識。
7.6.2應積極開展藝術普及、全民閱讀、法治教育、科學普及、防災減災知識技能和就業(yè)技能培訓等,
傳播科學文化知識,培育法治觀念,提高群眾綜合素質。
7.6.3宜結合當?shù)攸h委和政府賦予的職責任務,與村民自治等基層社會治理體系相結合,開展就業(yè)社
保、養(yǎng)老助殘、婦兒關愛、人口管理等其他公共服務和社會管理工作,推廣一站式、窗口式、網(wǎng)絡式綜
合服務,簡化辦事流程,為群眾提供便捷高效的服務。
8人員保障
8.1人員配備及要求
8.1.1文化服務中心管理人員應具備相應的組織能力和群眾工作能力,宜具備大專以上文化程度。
8.1.2少數(shù)民族自治地區(qū)文化服務中心宜配備熟悉本地少數(shù)民族語言文字的工作人員。

8.1.3有地方方言需要的地區(qū)應配備一定比例的熟悉方言的工作人員。
8.1.4文化服務中心應至少配備1名以上專兼職工作人員。
8.1.5應鼓勵“三支一扶”大學畢業(yè)生、大學生村官、志愿者等專兼職從事村級綜合文化服務中心管
理服務工作。
8.2人員培訓
文化服務中心專兼職人員應每年繼續(xù)教育和業(yè)務培訓,且培訓時間不少于5天。
8.3群眾業(yè)余文藝團隊
文化服務中心應建立1支以上相對穩(wěn)定并經(jīng)常開展活動的文藝團隊。
9安全管理
應符合DB43/T2070—2021第9章規(guī)定。
10服務評價與改進
10.1服務評價
可采取以下方式開展服務評價:
——召開座談會,征求相關方意見;
——采取發(fā)放調(diào)查問卷、電話回訪、互聯(lián)網(wǎng)征集等方式,定期開展村(居)民滿意度調(diào)查,對村(居)
民反饋得信息進行收集、整理、分析。
10.2服務監(jiān)督與改進
應符合DB43/T2070—2021第10.2、10.3條規(guī)定。
