cities.Evenasurbancentersrevive,moreAmericansmove
fromcitycentretosuburbthangotheotherway.
ButtheWesthasalsomademistakes,fromwhichtherestof
theworldcanlearn.Thefirstlessonisthatsuburbansprawl
imposescostsoneveryone.Suburbanitestendtousemoreroads
andconsumemorecarbonthanurbanites(thoughperhapsnot
asmuchasdistantcommutersforcedoutbygreenbelts).But
thisdamagecanbealleviatedbyacarbontax,bytollroads
andbychargingforparking.Manycitiesintheemergingworld
havefollowedthefoolishAmericanpracticeofre-quiring
propertydeveloperstoprovideacertainnuir.berofparking
spacesforeverybuilding----somethingthatmakescommuting

endupweakeningthemselves,asSeoulhasdone.
Awiserpolicywouldbetoplanforhugeexpansion.Acquire
stripsoflandforroadsandrail-ways,andchunksforparks,
beforethecitysprawlsintothem.NewYork,s19th-century
