Preamble

粵港澳大灣區(qū)包括香港特別行政區(qū)、澳門特別行政區(qū)和廣東省廣州市、

深圳市、珠海市、佛山市、惠州市、東莞市、中山市、江門市、肇慶

市（以下稱珠三角九市），總面積5.6萬平方公里，2017年末總?cè)丝?/p>

約7000萬人，是我國開放程度最高、經(jīng)濟(jì)活力最強(qiáng)的區(qū)域之一，在

國家發(fā)展大局中具有重要戰(zhàn)略地位。建設(shè)粵港澳大灣區(qū)，既是新時(shí)代

推動(dòng)形成全面開放新格局的新嘗試，也是推動(dòng)〃一國兩制〃事業(yè)發(fā)展

的新實(shí)踐。為全面貫徹黨的十九大精神，全面準(zhǔn)確貫徹〃一國兩制〃

方針，充分發(fā)揮粵港澳綜合優(yōu)勢，深化內(nèi)地與港澳合作，進(jìn)一步提升

粵港澳大灣區(qū)在國家經(jīng)濟(jì)發(fā)展和對外開放中的支撐引領(lǐng)作用，支持香

港、澳門融入國家發(fā)展大局，增進(jìn)香港、澳門同胞福祉，保持香港、

澳門長期繁榮穩(wěn)定，讓港澳同胞同祖國人民共擔(dān)民族復(fù)興的歷史責(zé)任、

共享祖國繁榮富強(qiáng)的偉大榮光，編制本規(guī)劃。

BayArea)consistsoftheHongKongSpecialAdministrative

Region(HKSAR),theMacaoSpecialAdministrativeRegion

(MacaoSAR)aswellasthemunicipalitiesofGuangzhou,

Shenzhen,Zhuhai,Foshan,Huizhou,Dongguan,Zhongshan,

JiangmenandZhaoqinginGuangdongProvince(hereinafter

referredtoas"theninePearlRiverDelta(PRD)

onlyanewattempttobreaknewgroundinpursuingopening

uponallfrontsinanewera,butalsoafurtherstepintaking

forwardthepracticeof"onecountry,twosystems”.The

OutlineDevelopmentPlan("thePlan")hasbeenformulated

tofullyputthespiritofthe19thNationalCongressofthe

CommunistPartyofChinaintopractice;fullyandaccurately

implementtheprincipleof"onecountry,twosystems”;fully

leveragethecompositeadvantagesofGuangdong,HongKong

andMacao;deepencooperationamongtheMainland,Hong

KongandMacao;furtherenhancetheGreaterBayArea's

supportingandleadingroleinthecountryzseconomic

本規(guī)劃是指導(dǎo)粵港澳大灣區(qū)當(dāng)前和今后一個(gè)時(shí)期合作發(fā)展的綱領(lǐng)性文

件。規(guī)劃近期至2022年，遠(yuǎn)期展望到2035年。

第一章規(guī)劃背景

改革開放以來，特別是香港、澳門回歸祖國后，粵港澳合作不斷深化

實(shí)化，粵港澳大灣區(qū)經(jīng)濟(jì)實(shí)力、區(qū)域競爭力顯著增強(qiáng)，已具備建成國

際一流灣區(qū)和世界級城市群的基礎(chǔ)條件。

區(qū)位優(yōu)勢明顯?；浉郯拇鬄硡^(qū)地處我國沿海開放前沿，以泛珠三角區(qū)

域?yàn)閺V闊發(fā)展腹地，在〃一帶一路〃建設(shè)中具有重要地位。交通條件

便利，擁有香港國際航運(yùn)中心和吞吐量位居世界前列的廣州、深圳等

重要港口，以及香港、廣州、深圳等具有國際影響力的航空樞紐，便

捷高效的現(xiàn)代綜合交通運(yùn)輸體系正在加速形成。

形成以戰(zhàn)略性新興產(chǎn)業(yè)為先導(dǎo)、先進(jìn)制造業(yè)和現(xiàn)代服務(wù)業(yè)為主體的產(chǎn)

業(yè)結(jié)構(gòu)，2017年大灣區(qū)經(jīng)濟(jì)總量約10萬億元。

設(shè)國際科技創(chuàng)新中心的良好基礎(chǔ)。

andarehometonumerousuniversities,scientificresearch

institutes；high-techenterprisesandlarge-scalenational

scientificprojectsthathaveimportantnationalandevenglobal

influence.TheGreaterBayAreaiswell-placedtoattractvarious

keyfactorsofinnovation,andhasanexcellentfoundationfor

thedevelopmentofaninternationalinnovationandtechnology

hub.

國際化水平領(lǐng)先。香港作為國際金融、航運(yùn)、貿(mào)易中心和國際航空樞

紐，擁有高度國際化、法治化的營商環(huán)境以及遍布全球的商業(yè)網(wǎng)絡(luò)，

是全球最自由經(jīng)濟(jì)體之一。澳門作為世界旅游休閑中心和中國與葡語

國家商貿(mào)合作服務(wù)平臺的作用不斷強(qiáng)化，多元文化交流的功能日益彰

顯。珠三角九市是內(nèi)地外向度最高的經(jīng)濟(jì)區(qū)域和對外開放的重要窗口，

在全國加快構(gòu)建開放型經(jīng)濟(jì)新體制中具有重要地位和作用。

theworld.Macao7srolesasaglobaltourismandleisurecentre,

aswellasaneconomicandtradecooperationplatform

betweenChinaandLusophonecountrieshavebeen

strengthened,furtherdemonstratingitspositioninfacilitating

multi-culturalexchanges.Astheeconomicregionwiththe

highestdegreeofexternalconnectionontheMainlandandan

importantwindowforopeninguptotheworld,theninePRD

municipalitieshavesignificantfunctionsandanimportantrole

toplayinacceleratingtheestablishmentofanewsystemof

openeconomyinthecountry.

合作基礎(chǔ)良好。香港、澳門與珠三角九市文化同源、人緣相親、民俗

相近、優(yōu)勢互補(bǔ)。近年來，粵港澳合作不斷深化，基礎(chǔ)設(shè)施、投資貿(mào)

易、金融服務(wù)、科技教育、休閑旅游、生態(tài)環(huán)保、社會服務(wù)等領(lǐng)域合

作成效顯著，已經(jīng)形成了多層次、全方位的合作格局。

當(dāng)前，世界多極化、經(jīng)濟(jì)全球化、社會信息化、文化多樣化深入發(fā)展,

全球治理體系和國阪秩序變革加速推進(jìn)，各國相互聯(lián)系和依存日益加

深，和平發(fā)展大勢不可逆轉(zhuǎn)，新一輪科技革命和產(chǎn)業(yè)變革蓄勢待發(fā)，

〃一帶一路〃建設(shè)深入推進(jìn)，為提升粵港澳大灣區(qū)國際競爭力、更高

水平參與國際合作和競爭拓展了新空間。在新發(fā)展理念引領(lǐng)下，我國

深入推進(jìn)供給側(cè)結(jié)構(gòu)性改革，推動(dòng)經(jīng)濟(jì)發(fā)展質(zhì)量變革、效率變革、動(dòng)

力變革，為大灣區(qū)轉(zhuǎn)型發(fā)展、創(chuàng)新發(fā)展注入了新活力。全面深化改革

取得重大突破，國家治理體系和治理能力現(xiàn)代化水平明顯提高，為創(chuàng)

新大灣區(qū)合作發(fā)展體制機(jī)制、破解合作發(fā)展中的突出問題提供了新契

機(jī)。

competitivenessoftheGreaterBayAreaandexpandthescope

oftheGreaterBayArea'sparticipationininternational

cooperationandcompetitionatahigherlevel.Followingthe

newvisionofdevelopment,Chinatakesforwardsupply-side

structuralreformandotherreformsaimingatbetterquality,

higherefficiency,andmorerobustdriversofeconomicgrowth,

bringingnewimpetustothetransformativeandinnovative

developmentoftheGreaterBayArea.Majorbreakthroughs

havebeenmadeinthecomprehensivedeepeningofreform.

ThemodernisationofChina'ssystemandcapacityfor

governancehasbeensubstantiallyenhanced.These

developmentsprovidenewopportunitiesfortheGreaterBay

Areatodevelopaninstitutionandmechanismfor,andtosolve

prominentproblemsencounteredin,cooperationand

development.

同時(shí)，粵港澳大灣區(qū)發(fā)展也面臨諸多挑戰(zhàn)。當(dāng)前，世界經(jīng)濟(jì)不確定不

穩(wěn)定因素增多，保護(hù)主義傾向抬頭，大灣區(qū)經(jīng)濟(jì)運(yùn)行仍存在產(chǎn)能過剩、

供給與需求結(jié)構(gòu)不平衡不匹配等突出矛盾和問題，經(jīng)濟(jì)增長內(nèi)生動(dòng)力

有待增強(qiáng)。在〃一國兩制〃下，粵港澳社會制度不同，法律制度不同，

分屬于不同關(guān)稅區(qū)域，市場互聯(lián)互通水平有待進(jìn)一步提升，生產(chǎn)要素

高效便捷流動(dòng)的良好局面尚未形成。大灣區(qū)內(nèi)部發(fā)展差距依然較大，

協(xié)同性、包容性有待加強(qiáng)，部分地區(qū)和領(lǐng)域還存在同質(zhì)化競爭和資源

錯(cuò)配現(xiàn)象。香港經(jīng)濟(jì)增長缺乏持續(xù)穩(wěn)固支撐，澳門經(jīng)濟(jì)結(jié)構(gòu)相對單一、

發(fā)展資源有限，珠三角九市市場經(jīng)濟(jì)體制有待完善。區(qū)域發(fā)展空間面

臨瓶頸制約，資源能源約束趨緊，生態(tài)環(huán)境壓力日益增大，人口紅利

逐步減退。

Meanwhile,thedevelopmentoftheGreaterBayAreafaces

manychallenges.Theglobaleconomyisbesetwithuncertainty

andinstabilityaswellastheriseofprotectionism.The

economicdevelopmentoftheGreaterBayAreaalsoconfronts

issuessuchasovercapacityandtheimbalanceandmismatchof

thesupplyanddemandstructure.Theendogenousimpetusfor

economicgrowthhastobestrengthened.Under"onecountry,

twosystems'1,Guangdong,HongKongandMacaohave

differentsocialsystemsandlegalsystems.Theyareseparate

customsterritories.Marketconnectivityneedstobefurther

improvedandanefficientflowoffactorsofproductionhasyet

tobeattained.Thereremainsarelativelywidedevelopment

gapwithintheGreaterBayAreaandcoordinationand

compatibilitywillneedtobestrengthened.Homogeneous

competitionandmismatchofresourcesexistincertainregions

andsectors.ContinuouseconomicgrowthinHongKonglacks

sustainableandstablesupport.Theeconomicstructureof

Macaoisrelativelyhomogeneouswithlimitedresourcesfor

development.ThemarketeconomystructureintheninePRD

municipalitiescallsforimprovement.Regionaldevelopment

facesvariousbottlenecks,includinggrowingconstraintson

resourcesandenergysupplies,escalatingpressureonecology

andtheenvironment,andagradualreductioninthe

demographicdividend.

打造粵港澳大灣區(qū)，建設(shè)世界級城市群，有利于豐富〃一國兩制〃實(shí)

踐內(nèi)涵，進(jìn)一步密切內(nèi)地與港澳交流合作，為港澳經(jīng)濟(jì)社會發(fā)展以及

港澳同胞到內(nèi)地發(fā)展提供更多機(jī)會，保持港澳長期繁榮穩(wěn)定；有利于

貫徹落實(shí)新發(fā)展理念，深入推進(jìn)供給側(cè)結(jié)構(gòu)性改革，加快培育發(fā)展新

動(dòng)能、實(shí)現(xiàn)創(chuàng)新驅(qū)動(dòng)發(fā)展，為我國經(jīng)濟(jì)創(chuàng)新力和競爭力不斷增強(qiáng)提供

支撐；有利于進(jìn)一步深化改革、擴(kuò)大開放，建立與國際接軌的開放型

ThedevelopmentoftheGreaterBayAreaandofaworld-class
