EACapacityAssessment

執(zhí)行機(jī)構(gòu)的能力評估Purpose:目的:identifythecapacity,proceduralandorganizationalconstraintsthatwillhindereffectiveProjectimplementationandagreeanactionplantoaddresstheseconstraints;確定在能力、程序和機(jī)構(gòu)方面對有效的項(xiàng)目實(shí)施帶來障礙的制約因素,并同意采取相應(yīng)措施的行動計(jì)劃determinetheoverallprocurementriskandputinplaceappropriatereviewandsupervisionprocessesandthresholdstomitigatethoserisks,決定總的采購的風(fēng)險,并采取相應(yīng)的檢查和監(jiān)督程序,來減低這些風(fēng)險Tothemaximumextentpossibleandsensible,ensurethatprocurementisundertakenbytheregularlineunitswithintheEA,agreeingintheactionplanmeasurestostrengthenandsupporttheseunitswhennecessarytherebyensuringthatEAcapacityisbuiltbeyondtheproject’slifecycle.達(dá)到最大程度,以確保采購活動是由執(zhí)行機(jī)構(gòu)的常規(guī)部門來完成,行動計(jì)劃中的措施要加強(qiáng)并支持這些部門的能力建設(shè),如果需要,在項(xiàng)目周期之外繼續(xù)執(zhí)行機(jī)構(gòu)的能力建設(shè)TheCapacityAssessmentwillbecomearequirementofthedetailedprocurementplanguideandbeusedtojustifyreviewprocedures,inc.theintroductionofpostreview能力評估將成為采購計(jì)劃指南的所要求完成的一個部分,并將用來評估亞行的審查程序(包括使用后審查的方式)Untilthedetailedguideisissued,inc.instructionsondoingcapacityassessment,capacityassessmentsarenotrequiredandpostreviewproceduresshouldnotbeproposed.在采購計(jì)劃指南(包括能力評估的方法)頒布之前,能力評估暫不作要求,同時后審查程序也不可以使用2.ProcurementPreparation采購準(zhǔn)備工作
