20、2006s improvement in economic growth will have itsimpact in 2007,though the recovery may be ebbing by then.C.The coming year also marks a particular point in apolitical cycle so regular that it almost seems to amount toa natural law.Every four or five years,European countriestake a large stride towa
21、rds further integration by signing anew treaty :the Maastricht treaty in 1992,the Treaty ofAmsterdam in 1997,the Treaty of Nice in 2001.And in 2005 theywere supposed to ratify a European constitution,laying theground for yet more integration until the calm rhythm wasrudely shattered by French and Du
22、tch voters.But the politicalimpetus to sign something every four or five years has onlybeen interrupted,not immobilised,by this setback.D.In 2007 the European Union marks the 50th anniversaryof another treaty the Treaty of Rome,its foundingcharter.Government leaders have already agreed to celebratei
23、t ceremoniously,restating their commitment toever closerunionand the basic ideals of European unity.By itself,and innormal circumstances,the EUs 50th-birthday greeting toitself would be fairly meaningless,a routine expression ofEuropean good fellowship.But it does not take a Machiavellito spot that
24、once governments have signed the declaration(andit seems unlikely anyone would be so uncollegiate as to vetoit)they will already be halfway towards committing themselvesto a new treaty.All that will be necessary will be toincorporate the 50th-anniversary declaration into a newtreaty containing a num
25、ber of institutional and other reformsextracted from the failed attempt at constitution-buildingand hey presto a new quasi-constitution will be ready.E.According to the German government which holds theEUs agenda-setting presidency during the first half of2007 there will be a new draft of a slimmed-
26、downconstitution ready by the middle of the year,perhaps to putto voters,perhaps not.There would then be a couple of yearsin which it will be discussed,approved by parliamentsand,perhaps,put to voters if that is deemedunavoidable.Then,according to bureaucratic planners inBrussels and Berlin,blithely
27、 ignoring the possibility ofpublic rejection,the whole thing will be signed,sealed and anew constitution delivered in 2009-10.Europe will be nicelyback on schedule.Its four-to-five-year cycle of integrationwill have missed only one beat.F.The resurrection of the European constitution will bemade mor
28、e likely in 2007 because of what is happening innational capitals.The European Union is not really anautonomous organisation.If it functions,it is because theleaders of the big continental countries want it to,reckoningthat an active European policy will help them get done whatthey want to do in the
29、ir own countries.G.That did not happen in 2005-06.Defensive,cynical andself-destructive,the leaders of the three largest euro-zonecountries France,Italy and Germany were stumbling towardstheir unlamented ends.They saw no reason to pursue any sortof European policy and the EU,as a result,barelyfuncti
30、oned.But by the middle of 2007 all three will havegone,and this fact alone will transform the Europeanpolitical landscape.H.The upshot is that the politics of the three largecontinental countries,bureaucraticmomentum and the economicsof recovery will all be aligned to give a push towardsintegration
31、in 2007.That does not mean the momentum will beirresistible or even popular.The British government,forone,will almost certainly not want to go with theflow,beginning yet another chapter in the long history ofconfrontation between Britain and the rest of Europe.Moreimportant,the voters will want a say.They rejected theconstitution in 2005.It would be foolish to assume they willaccept it after 2007 just
