4、f the procedure程序適用范圍The procedure is applicable to the quality management of theundertaken EPC projects of the company. 適用于公司承建的EPC項目的質(zhì)量管理。3Procedure performer程序執(zhí)行者Chief (deputy) engineer is responsible for the settlement of qualitymanagement and major quality problems.公司總( 副) 工程師:負(fù)責(zé)公司質(zhì)量管理工作及重大質(zhì)量問題

5、的處理。The Technology Center is responsible for the operation of the qualitymanagement system and responsible for the settlement of qualityaccidents.技術(shù)中心:負(fù)責(zé)質(zhì)量管理體系的運(yùn)行,負(fù)責(zé)組織質(zhì)量事故的處理。The Overseas Business Department is responsible for the project designquality control and responsible for the quality control

6、 during thematerial transport process.海外事業(yè)部:負(fù)責(zé)項目設(shè)計質(zhì)量控制,負(fù)責(zé)物資運(yùn)輸過程中的質(zhì)量控制。The Equipment Supervision Department is responsible for the qualitycontrol during the equipment supervision process.設(shè)備監(jiān)造部:負(fù)責(zé)設(shè)備制造過程中質(zhì)量控制。The Material Management Department is responsible for the purchasingquality management.物資管理部:負(fù)

8、he qualityplanningshall be carried out within the scope of the projectcontactaccording to the contracted scope and characteristicsof theproject. The quality plan shall be prepared as perEPC ProjectPlanning Control Procedure.項目策劃階段的質(zhì)量控制: 在項目合同條件下, 根據(jù)項目承包的范圍和特點進(jìn)行質(zhì)量策劃,編制質(zhì)量計劃。具體執(zhí)行EPC項目策劃控制程序。Quality con

9、trol during the design process: the primary designdocuments shall be prepared for design review and the constructiondrawing design or detailed project design documents shall beprepared. EPC Project Design Process Control Procedureshall beexecuted.設(shè)計過程的質(zhì)量控制: 編制初步設(shè)計文件, 進(jìn)行設(shè)計審查, 編制施工圖設(shè)計或詳細(xì)工程設(shè)計文件。具體執(zhí)行EPC

10、項目設(shè)計過程控制程序。Quality control during the purchasing process: quality control of thepurchased equipments shall be executed as per EPCProject EquipmentSupervision Control Procedure ; the quality control of the purchasedmaterials shall be executed as per EPCProject Material PurchasingManagement Procedure.

11、采購過程的質(zhì)量控制:采購設(shè)備的質(zhì)量控制執(zhí)行EPC項目設(shè)備監(jiān)造控制程序采購材料的質(zhì)量控制執(zhí)行EPC項目材料采購管理程序。Quality control during construction施工階段的質(zhì)量控制Quality plan:質(zhì)量計劃:Project Department shall prepare the project implementation qualityplanbefore startup of the project, which shall be referredto inexternal quality assurance and internal quality c

12、ontrolafterapproval. The project quality plan is prepared by the Director ofProject Engineering Department and approved by the chief engineerof the project.項目部應(yīng)在項目開工前編制項目實施質(zhì)量計劃, 經(jīng)審批后作為對外質(zhì)量保證和對內(nèi)質(zhì)量控制的依據(jù)。 項目質(zhì)量計劃由項目工程部主任組織編制, 項目總工批準(zhǔn)發(fā)布。project quality plan shall reflect the quality management and control

15、quality target, quality index and quality requirements of the project;項目的質(zhì)量目標(biāo)、質(zhì)量指標(biāo)、質(zhì)量要求2) quality management organization and duty of the project項目的質(zhì)量管理組織與職責(zé)3) quality assurance and coordination of the project項目的質(zhì)量保證與協(xié)調(diào)4) standards, criteria and regulations of the project項目應(yīng)執(zhí)行的標(biāo)準(zhǔn)、規(guī)范、規(guī)程5) measures ta

16、ken to realize the quality target and qualityrequirement實施項目質(zhì)量目標(biāo)和質(zhì)量要求應(yīng)采取的措施6) Quality inspection and control measures: the project gradeinspection and assessment form shall be prepared before the startupof the project to clarify the items inspected respectively by thecontractor, the Project Departme

18、 theprocedure, standard, quality inspection and control measures toimprove the quality control level of quality personnel at all levels,which shall be executed as per relevant training procedures.定期對項目部和分包商質(zhì)量管理人員進(jìn)行規(guī)程、 規(guī)范、質(zhì)量檢驗和控制方 法等知識的培訓(xùn), 提高各級質(zhì)量人員的質(zhì)量控制水平, 具體執(zhí)行相關(guān)培訓(xùn) 程序。Quality control質(zhì)量控制project quali

19、ty control shall cover all input information, requirementsand effectiveness of the project to ensure the correctness and effectiveness of the project quality.項目的質(zhì)量控制應(yīng)對項目所有輸入的信息、要求和資源的有效性進(jìn)行控 制,確保項目質(zhì)量輸入正確和有效。Project Department shall organize the technology disclosure before theconstruction to understa

20、nd the technical, quality and criteria requirements in the design purpose and design documents.項目部在施工前組織設(shè)計交底, 理解設(shè)計意圖和設(shè)計文件對技術(shù)、 質(zhì)量和 標(biāo)準(zhǔn)的要求。Project Department is responsible for urging the contract to establisha quality system and responsible for the inspection and supervisionof the operation to ensure

21、that thesite construction requirementsare satisfied.項目部負(fù)責(zé)督促分包商建立質(zhì)量體系,并檢查、 監(jiān)督其有效運(yùn)行,確保滿足對現(xiàn)場施工工藝質(zhì)量的要求。The project quality control includesthe quality controlof thequalitycontracted project. The Project Department supervises the management of the contractor according to the contract.項目部將分包工程的質(zhì)量納入項目質(zhì)量控制范

22、圍, 按合同的約定監(jiān)督分包 商的質(zhì)量工作。The special engineer (special manager) of the Project Departmentsupervises the quality during the construction process,identifying and controlling the special process and key proceduresand keeping the records. The quality records produced during theproject implementation process

23、 shall be identified, collected,preserved and archived in accordance with relevant provisions.項目部專業(yè)工程師 (專業(yè)經(jīng)理) 對施工過程的質(zhì)量進(jìn)行監(jiān)督, 對特殊過程和關(guān)鍵工序進(jìn)行識別與質(zhì)量控制, 保持質(zhì)量記錄。 按規(guī)定對項目實施過程中形成的質(zhì)量記錄進(jìn)行標(biāo)識、收集、保存、歸檔。The quality management personnel (quality assurance engineer)of theProject Department are responsible for the inspe

24、ction, supervision,assessment and evaluation of the implementation of the projectquality plan, and responsible for the validation of implementationand the issue of reports. In case of any problem, defect or failure,the quality analysis meeting shall beheld to make correctivemeasures.項目部質(zhì)量管理人員(質(zhì)保工程師)

25、負(fù)責(zé)檢查、監(jiān)督、考核、評價項目質(zhì)量計劃的執(zhí)行情況, 驗證實施效果并形成報告。 對出現(xiàn)的問題、 缺陷或不合格,應(yīng)及時召開質(zhì)量分析會,并制定糾正措施。Quality supervision and acceptance check質(zhì)量監(jiān)督與檢查驗收Project Department urges the project contractor to carry out the qualitycheck of the items accepted by the contractor according to the itemacceptance grade classified in the qual

26、ity plan.按項目質(zhì)量計劃中劃分的工程項目驗收等級,由分包商自行驗收的項目,項目部督促工程分包商及時進(jìn)行質(zhì)量驗收。The special engineer (special manager) carriesout the quality check ofthe items accepted by the special engineer(special manager) of theProject Department according to theitem acceptance gradeclassified in the quality plan. And the record s

27、hall be filledaccording to EPCProject Documentand Record ManagementProcedure.按項目質(zhì)量計劃中劃分的工程項目驗收等級, 需要項目部驗收的項目, 項 目部專業(yè)工程師(專業(yè)經(jīng)理)實施項目驗收,并按 EPC項目文件資料與記錄管理程序的規(guī)定填寫記錄。the owner, the specialthe projects requiring the participation ofengineer shall apply the owner for quality acceptance check after the check

28、of the special engineer. Technical materials required shall be provided.需業(yè)主參與現(xiàn)場見證的項目, 項目部專業(yè)工程師驗收合格后申請業(yè)主進(jìn)行 質(zhì)量驗收,并提供驗收所需的技術(shù)資料。projects which are not checked shall not be continued; the hiddenprojects shall not be hidden. The construction projects unchecked or failing the check shall not be considered

29、as completed construction projects.未按規(guī)定檢查驗收的項目, 不得轉(zhuǎn)接下道工序; 隱蔽工程不得隱蔽。 未經(jīng) 驗收和質(zhì)量不合格的施工項目不能列為完工的施工項目。The quality control during adjustment and trial operation shall becarried out as perEPC Project Adjustment and Trial OperationManagement Procedure.調(diào)試及試運(yùn)行質(zhì)量控制執(zhí)行EPC項目調(diào)試及試運(yùn)行管理程序Quality control and failure co

30、ntrol:質(zhì)量問題和不合格品控制:for quality problems occurred during construction, the ProjectDepartment shall issueQuality Notice to the responsible party to urge the implementation of corrective measures and close the project.對施工過程中出現(xiàn)的質(zhì)量問題,項目部出具質(zhì)量通知單 ,并發(fā)給相關(guān) 責(zé)任方,督促相關(guān)責(zé)任方整改并關(guān)閉。As for failures found through the che

31、ck, Failure Control Procedure shallbe executed.對驗證中發(fā)現(xiàn)的不合格品,按不合格控制程序處理。Settlement of quality accidents質(zhì)量事故處理Classification of quality accidents質(zhì)量事故的分類:a) quality accidents are classified into major quality accidentsand common quality accidents.質(zhì)量事故分為重大質(zhì)量事故和一般質(zhì)量事故。b) The major quality accidents shall

32、cover one of the following:重大質(zhì)量事故:凡符合下列條件之一者,均屬重大質(zhì)量事故:collapse of the main structures of the building (structure)建(構(gòu))筑物的主要結(jié)構(gòu)倒塌。inclination ofasymmetrical foundation sinking out of the stipulations,the building (structure), structure crackor deficient strength of the main structure超過規(guī)范規(guī)定的基礎(chǔ)不均勻下沉、建(構(gòu))

33、筑物傾斜、結(jié)構(gòu)開裂或 主體結(jié)構(gòu)強(qiáng)度嚴(yán)重不足。permanent defects influencing the structure safety and service life of the building (structure)影響結(jié)構(gòu)安全和建(構(gòu))筑物使用年限造成不可挽回的永久性缺陷。greatly influencing the function of equipments and the corresponding system嚴(yán)重影響設(shè)備及其相應(yīng)系統(tǒng)的使用功能。The direct economic loss of one rework is more than 100,000Y

34、uan (direct economic loss of quality accidents=human expenses+ equipment expen ses + material expen ses + man ageme nt fee-remained value of the recycling)一次返工直接經(jīng)濟(jì)損失在 10 萬元以上 (質(zhì)量事故直接經(jīng)濟(jì)損失金額=人工費(fèi)+機(jī)械臺班費(fèi)+材料費(fèi)+管理費(fèi)-可以回收利用的器材殘值)。c) Common quality accidents一般質(zhì)量事故Accidents fail the conditions of major accident

35、s and the direct economic loss of one rework is less than 100,000 Yuan (or equal to 100,000 Yuan).未達(dá)到重大事故條件,其一次返工直接經(jīng)濟(jì)損失在 10 萬元以下者(含10 萬元)。Investigation and settlement of quality accidents質(zhì)量事故的調(diào)查處理a) The quality managementdepartments at all levels shall establish the quality accident account; settlem

36、ent plan and implementation results of major accidents shall be preserved by the ProjectEngineering Department.各級質(zhì)量管理部門均要建立質(zhì)量事故臺帳; 重大質(zhì)量事故處理方案及實施 結(jié)果記錄應(yīng)由項目工程部歸檔保存。b) Investigation and settlement of major quality accidents重大質(zhì)量事故的調(diào)查處理In case of any major quality accident, the responsible unit shall imme

37、diately report to the project manager, chief engineer and theProject Engineering Department. The Project Department shall report to the company manager, chief engineer and the TechnologyCenter immediately. The leaders at all levels shall take corrective measures to prevent the expansion of the accid

38、ents and organize investigation and analysis.重大質(zhì)量事故發(fā)生后, 事故責(zé)任單位應(yīng)立即向項目經(jīng)理、 總工和項目工程 部報告。項目部應(yīng)隨即向公司經(jīng)理、總工程師、技術(shù)中心報告。各級領(lǐng)導(dǎo) 應(yīng)采取措施補(bǔ)救,防止事故擴(kuò)大并立即組織調(diào)查、分析。The Project Department organizes the investigation and analysis,issuing the investigation report in five days, which shall be handed over to the branch manager an

39、d the Technology Center after approved by the project manager and the chief engineer.項目部組織調(diào)查分析, 五日內(nèi)寫出質(zhì)量事故調(diào)查報告, 經(jīng)項目經(jīng)理和總工 審批后報公司主管經(jīng)理和技術(shù)中心。Presided by the branch manager (chief engineer), the quality accidents investigation and analysis meeting shall be organized by the Technology Center to analysis th

40、e accident reason, to identify the responsibility and to make preventative measures. The quality accident investigation report shall be issued and reported to the superior department in charge and announced in the company.公司主管經(jīng)理 (總工程師) 主持,技術(shù)中心及時組織召開質(zhì)量事故調(diào)查分 析會,分析事故原因,明確事故責(zé)任者,制定防范措施。寫出質(zhì)量事故調(diào) 查報告,經(jīng)公司主管經(jīng)

41、理批準(zhǔn)后報上級主管部門, 同時在公司范圍內(nèi)進(jìn)行 通報。c) Investigation and settlement of common quality accidents普通質(zhì)量事故的調(diào)查處理In case of any common quality accident, the construction special manager shall immediately report to the project manager and the chief engineer. The Project Department shall organize the investigation an

42、d analysis, identify the responsibility and make preventative measures. The investigation report shall be issued in five days, which shall be handed over to the Technology Center after approved by the project the chief engineer.普通質(zhì)量事故發(fā)生后, 施工專業(yè)負(fù)責(zé)人立即向項目經(jīng)理、 總工報告。 項目 部組織調(diào)查分析, 明確事故責(zé)任者, 制定防范措施。 五日內(nèi)寫出質(zhì)量事故

43、調(diào)查分析報告,經(jīng)項目總工審批后報技術(shù)中心備案。Quality improvements質(zhì)量改進(jìn)All technical personnel in the Project Department collect and reflectquality information, which shall be summarized by quality management personnel (quality assurance engineer).項目部所有技術(shù)人員收集和反饋項目的各種質(zhì)量信息,由質(zhì)量管理人員質(zhì)保工程師)匯總。quality management personnel (qualit

44、y assurance engineer) analyze theinformation collected and report the analysis results to the project chief engineer and the Technology Center.項目質(zhì)量管理人員(質(zhì)保工程師)對收集的的質(zhì)量信息進(jìn)行統(tǒng)計技術(shù)分析, 將分析結(jié)果報項目總工及技術(shù)中心。Project Department holds quality analysis meeting every year makepreventive measures for potential reasons

45、influencing the project quality and evaluates the effectiveness periodically to achieve continuous improvement.
