6、nsure that VTS messages are:清晰的;Clear;簡明的;Simple, and 僅包含必要的信息。Only contain essential information.應(yīng)注意報文的結(jié)構(gòu)和特征,如:Due attention should be given to the composition and character of the messages, such as :目的;Objectives;緊迫性;Urgency;權(quán)限級別;Level of authority;傳播范圍;Distribution;傳輸模式,如:介質(zhì)選擇;頻道選擇;通信程序;所用語言。Mode

7、 of transmission, such as : medium selection; channel selection; communication procedures; language used.第二章 總則 GENERAL2.1 程序 procedure一次完整的通信包括以下內(nèi)容:稱呼和識別;指定工作頻道/頻率;在工作頻道/頻率上通信;結(jié)束通信。A complete communication normally consists of the following: Address and identify; indicate working channel/frequency;

8、 message transmission on working channel/frequency ; end procedure.上述過程如果有海岸電臺(例如VTS臺站)介入,則由海岸臺站控制,否則可由發(fā)出初始呼叫的臺站控制。This procedure should be controlled by a coast of shore radio station (such as a VTS station) as soon as it becomes involved in the communication, or controlled by the station that make

9、s the initial call.2.1.1 交換程序 exchange procedure 兩個或更多臺站間相互完成了通信即為進(jìn)行了一次交換。交換程序包括以下內(nèi)容:This applies when two or more stations achieve communication with each other. An exchange is then said to be taking place. It consists of the following:初始呼叫:稱呼+“我是”+識別+“請回話”;Initial call : Address + “this is”+ ident

10、ify+ “over”;工作頻道/頻率轉(zhuǎn)換:請轉(zhuǎn)“*”頻道/“*”頻率;Indicate working channel /frequency : change to VHF channel “*” /frequency “*” ;信息交換;Message exchanging;終止:結(jié)束通信。End procedure: out.2.1.2 廣播程序 Broadcast procedure 廣播程序適用于一個臺站發(fā)射時不期待其他臺站的回答或不知道其他臺站是否會收到的情況。廣播程序包括以下內(nèi)容:Broadcast procedure applies when a station transmi

11、ts without expecting a response from any other station or a station transmits without knowing if a response from another station will be received or not. It consists of the following;初始呼叫:稱呼+“我是”+識別; Initial call : address +“this is ”+identify;廣播主題;Indicate content of the broadcast;頻道轉(zhuǎn)換:請轉(zhuǎn)“*”頻道/“*”頻

13、fety communication procedures (1)遇險通信程序distress communication procedure 遇險指船舶或飛機遇到嚴(yán)重和迫切的危險,需要立即援助。遇險通信由Mayday標(biāo)識,它包括以下內(nèi)容。A ship or aircraft is threatened by grave and imminet danger ,and requests immediate assistance. A distress message is marked by Mayday. It consists of the following.Example:Exampl

Over.注意:遇險通信應(yīng)在VHF16頻道上優(yōu)先進(jìn)行,進(jìn)行遇險通信時,不允許任何電臺發(fā)送與遇險情況無關(guān)的報文。(2)緊急通信程序 Urgency communication procedure緊急指有關(guān)船舶、飛機、其他運載工具或者個人的安全方面需要發(fā)送得十分緊急的報文。緊急通信由Pan-Pan 標(biāo)識,它包括以下內(nèi)容。T

18、序相同。The station sending it has a message to transmit containing an important navigational or meteorological warning . A safety message is marked by Securite. OUT.2.2 VTS 標(biāo)準(zhǔn)用語信文標(biāo)題的應(yīng)用是否使用其中某一個信文標(biāo)題,由岸上人員或船舶駕駛?cè)藛T決定,并根據(jù)使用者對情景的正確評估而決定選用哪一信文標(biāo)題。It is at the discretion of the shore pers

20、onnel or the ships officer whether to use one of the message markers and if so which of them to apply depending on the users qualified assessment of the situation.信文標(biāo)題(MESSAGE MARKERS)2.2.1 指示(INSTRUCTION)這表示以下信文含有發(fā)話人企圖通過規(guī)章制度影響他方的意圖。說明:這意味著發(fā)話人諸如VTS臺或軍艦,必須擁有全權(quán)發(fā)布這樣的信文。收話人必須遵循這一合法的約束性的信文,除非他具有悖于安全的理由,并

WHAT IS YOUR PRESENT MAXIMUM DRAFT?”2.2.6回答(ANSWER)(技巧有:YES,NO/STANDBY/NO INFORMATION/I WILL /CAN OR I WILL /CAN NOT)這表示以下信文是對前面咨詢的答復(fù)。說明:注意一個回答中不應(yīng)包含另一問題。EX:“ANSWER. MY PRESENT MAXIMUM DRAFT IS 8 METRES.”2.2.7請求(REQUEST)這表示以下信文是請求他方采取與船舶有關(guān)的行動。說明:這一標(biāo)題用于示意:我希望有關(guān)事項得到安排或提供

24、,如拖輪、引航員、醫(yī)療隊等。注意:請求不準(zhǔn)用于涉及航行規(guī)則或不準(zhǔn)用于更改避碰規(guī)則(COLREGS)。EX:”REQUEST. I REQUIRE ONE PILOT AND TWO TUGS.”2.2.8意圖(INTENTION)這表示以下信文是通知他方關(guān)于即將要采取的航行活動。說明:這一信文標(biāo)題原則上僅限用于發(fā)信船發(fā)布航行活動的信文。EX:“INTENTION. 25、ngthHow do you read me?I read you bad/poor/fair/good/excellent.極弱/很弱/還好/較好/很好。4.2 選擇工作頻道 selecting working channel保持守聽 Stand by on VHF channel轉(zhuǎn)到另外一個頻道:Change to VHF Channel 4.3 改正 corrections 當(dāng)信息出現(xiàn)錯誤時,說:“。錯誤”,隨后說:“改正。”加上正確信息。例如:“我現(xiàn)在的速度是14節(jié),錯誤。改正,我現(xiàn)在的速度是12kn,12kn。”When a mistake is made in a message,

26、 say: “Mistake”- followed by the word: “correction” plus the corrected part of the message. Example: “My present speed is 14 knots , mistake. Correction, my present speed is 12, one-two knots .”4.4 重復(fù)repetition(1)如果你認(rèn)為某些信息非常重要,為確保無誤,可說:“重復(fù)?!保S后是信文的相應(yīng)部分。例如:“我的吃水為12.6,重復(fù),12.6米?!薄安坏米吩?重復(fù)-不得追越?!盜f some

27、messages are considered sufficiently important to need safeguarding, say: “Repeat”-followed by the corresponding messages. Example: “My draft is 12.6, repeat, one-two decimal 6 meters.” “Do not overtake repeat-do not overtake.” (2)如果信息沒有確切聽到,說:“請再說一遍?!盜f a message is not properly heard, say: “Say ag

28、ain (please)”.4.5數(shù)字Numbers數(shù)字逐位讀出:150應(yīng)讀作“一五零”,2.5應(yīng)讀作“二點五”。Numbers are to be spoken in separate digits: “one-five-zero” for 150, “two decimal five” or “two point five” for 2.5.注:注意!當(dāng)讀舵角及舵令時,應(yīng)按以下示例:15讀作“十五”,20讀作“二十”。Note:Attention! When rudder angles e.g. in wheel orders are given , say: “fifteen” for

29、15 or “twenty” for 20.4.6位置 Positions(1)當(dāng)使用緯度、經(jīng)度時,應(yīng)以度、分(如果需要,可以用分的小數(shù))來表示,并應(yīng)標(biāo)出北緯或南緯;東經(jīng)或西經(jīng)。例如,“警告:在北緯1534西經(jīng)6129處有危險沉船。”When latitude and longitude are used , these shall be expressed in degrees and minutes (and decimals of a minute if necessary),North or south of the Equator and East or West of Greenw

30、ich.Example, “WARNING: dangerous wreck in position 15 degrees 34 minutes North 061 degrees 29 minutes West.”(2)當(dāng)位置相對于某一標(biāo)志時, 該標(biāo)志必須是海圖上明確標(biāo)出的物標(biāo)。方位應(yīng)從物標(biāo)位置的真北起算,以360表示。例如:“你的位置在Big Head燈塔137,距離2.4海里。”When the position is related to a mark , the mark shall be a well-defined charted object. The bearing shal

31、l be in the 360 degrees notation from true north and shall be that of the position from the mark.EX: “Your position bearing 137 degrees from Big Head lighthouse distance 2.4 nautical miles.”注:船舶報告船位時, 總采用從物標(biāo)到船的方位。Note : Vessels reporting their position should always quote the bearing from the mark.4

32、.7方位Bearings除相對方位的情況外,物標(biāo)或船舶的方位是從真北(除非另有說明)起算以360表示。方位可以從物標(biāo)起算,也可以從船舶起算。例如:“引航船在你船215方位上?!盩he bearing of the mark or vessel concerned is the bearing in the 360 degrees notation from true north (unless otherwise stated), except in the case of relative bearings. Bearings may be either from the mark or f

33、rom the vessel.EX: “Pilot boat is bearing 215 degrees from you .”相對方位 Relative Bearings相對方位可以用相對于船首的度數(shù)表示。比較常用的是從船首方向起算向左舷或右舷的度數(shù)。例如:“浮筒在你船左舷前方30度.”Relative bearings can be expressed in degrees relative to the vessels head. More frequently this is in relation to the port or starboard bow.EX: “Buoy 030

34、 degrees on your port bow.”4.8 航向 courses航向總是采用由真北起算,以360度表示??烧f明是駛往物標(biāo)的航向,還是駛離物標(biāo)的航向。Always to be expressed in 360 degrees notation from true north .Whether this is TO or FROM a mark can be stated.4.9距離distances距離通常用海里或鏈(1/10n mile)、公里或米表示。Preferably to be expressed in nautical miles or cables otherwi

35、se in kilometres or meters.4.10 速度Speed速度用節(jié)(kn)表示。To be expressed in knots.若無其他說明,則表示是相對于水的速度;Without further notation meaning speed through the water;“對地速度”表示相對于地(海底)的速度?!癵round speed ” meaning speed over the ground.4.11時間Times時間應(yīng)以當(dāng)?shù)貢r間24小時來表示。Times to be expressed in the 24 hours local time.4.12 地理

36、名稱geographical names使用的地名必須是海圖或航路指南所使用的名稱。否則,應(yīng)給出經(jīng)緯度。Place names used should be those on the chart or in Sailing Directions in use .
