2、發(fā)展下重新評估他們目前借款人的信用結(jié)構(gòu)。在較少見的不穩(wěn)定的經(jīng)濟社會時代,重組仍然是經(jīng)營商業(yè)的普通課程中的一部分??傆幸环N情況使得重組可能成為必要, 當公司的運作遵循不同的周期,而該周期表現(xiàn)為不同程度的壓力和需求時,我們會為客戶提供更多的融資結(jié)構(gòu)方式?!币訲EOH引用例子,他們公司的中小企業(yè)業(yè)務涉及到合同并且受到開發(fā)材料費用上升的影響,這些影響是由于通過分配合同收益來滿足資金缺口需要額外的費用造成的。在其他情況下,盡管由于其不良狀況,他們現(xiàn)有的銀行家拒絕進一步承諾,但華僑銀行還是在政府合同中為他們的顧客提供過渡性貸款,完成了商品交付。同樣的,馬來亞銀行旨在加強這些困難時期中小企業(yè)的部分。商業(yè)銀行
3、高級副總裁的負責人ozidin Masari說:“我們認識了中小企業(yè)的戰(zhàn)略重要性就如同增長引擎。我們在1992年建立了一個商業(yè)部門,它的目的是集中于解決中小企業(yè)在特殊融資需求和其他方面的發(fā)展需要。從那時候起,為了滿足中小企業(yè)特殊的需求,我們大舉投資人才、專用設(shè)施以及定制產(chǎn)品和服務?!盧ozidin補充說,馬來亞銀行支持中小企業(yè)是通過多種經(jīng)濟周期,例如1997-1998年的亞洲金融危機的辦法,并致力于支持中小企業(yè)在前方時代的挑戰(zhàn)。本著這個思想,馬來亞銀行與客戶端保持開放的關(guān)系,并鼓勵中小企業(yè)的客戶和潛在客戶和銀行討論任何財務問題。Rozidin說:“重要的是中小企業(yè)的會計事項,事實和數(shù)據(jù)應該保持

9、 than abandon SMEs during the current economic environment, some banks have decided to help such businesses ride out the turbulence.During the challenging times ahead amid a global downturn, several banking institutions have underlined their commitment to continue to support small and medium enterpr
10、ises (SMEs). Their rationale is that these industries are the engine of growth for the economy. Among the banks that have stepped forward are OCBC Bank and Maybank, as they feel that based on their long-term relationship with SMEs, SMEs will perform well despite the difficult economic conditions.Say
11、s Jeffrey Teoh, head of commercial banking at OCBC Bank (M) Bhd: We have always maintained close contact with our SME customers and we welcome any request by borrowers to reassess their current credit structure impacted by market developments.Restructuring is part of our normal course of doing busin
12、ess even during less volatile times. There will always be situations when restructuring might be necessary since companies operate along varying lifecycles which exhibit differing levels of stress and needs. We assist our customers by providing additional financing in a structured manner.Teoh cites
13、an example, whereby SMEs involved in contracts and affected by rising building material costs have been provided with additional funding to fill the financing gap secured via assignments of the contract proceeds.In other cases, OCBC Bank has provided bridging loans for customers to complete delivery
14、 of goods on their government contracts despite their existing bankers refusal to further commit due to their delinquent status.Similarly, Maybank aims to bolster the SME segment during these troubled times. Rozidin Masari, Maybank senior executive vice-president and head of business banking says: W
15、e realize the strategic importance of the SME segment as an engine of growth. We set up a business division in 1992 to focus on the special financing requirements and other developmental needs of the SMEs.Since then, we have invested heavily in skilled personnel, dedicated infrastructure as well as
16、custom-designed products and services to support the specific needs of the SME segment.Rozidin adds that Maybank has supported SMEs through the various economic cycles, such as the 1997-1998 Asian financial crisis, and is committed to supporting SMEs during the challenging times ahead.In line with t
17、his, Maybank has maintained an open relationship with clients and encourages SME customers as well as potential customers to discuss any financial problems with the bank.Rozidin says: It is vital that SMEs are transparent with the issues, facts and figures because this will enable the bank to evalua
18、te their problems and their extent, as well as recommend solutions, both financial and in other areas, which can help them to resolve their problems and enable them to take proactive steps and avoid obstacles in the future. SMEs are advised not to withhold key information for fear that this will eli
19、cit adverse reactions from their banker.In uncertain times, the bankers say their credit evaluation process will remain. Says Teoh: We have in place a credit risk process to ensure that, within the limits of the necessary safeguards, we do not miss out on providing assistance to those who are worthy
20、. We will not hold back; rather this is the time for us to demonstrate our commitment to this segment. Through our experience with the SMEs, we know that, given a chance, they can do very well.Rozidin also adds that Maybanks credit evaluation process for approving new and additional loans will be no
21、 more stringent than in the past. The bank will evaluate the key success factors in the SMEs business that can ensure success in difficult times, and this includes the SMEs attitude and commitment, viability of business model, ability to maintain a good reputation among suppliers and customers, know
22、ing customers well and managing receivables or collections effectively.He says the application of fundamental credit principles has not changed, and it is based on four key criteria - management, business, financial management and collateral risks. Over the years, the bank has applied a more statist
23、ical approach by developing a customized credit risk measurement methodology with accompanying credit risk tools and risk systems. The Maybank Credit Risk Rating System (CRRS) provides a statistically based internal risk rating system for the risk grading of corporate, commercial and SME borrowers.D
24、uring this uncertain period, the SME needs to obtain advice and reassess their financial situation to ensure that they do not get caught in this economic upheaval. Maintaining liquidity and good cash flow processes is critical to sustaining the business.Says Teoh: Planning ahead helps project and re
25、view possible business situations which the business may encounter along the way in uncertain market developments. Adaptability to change will be a key step to sustaining a business during these times. We are committed to partnering our SMEs to minimize their business difficulties faced. We understa
26、nd the complexities of business banking and can help remove those difficulties with convenient products and services to meet our customers business banking needs.On a positive note, Rozidin says that there has been strong growth for financing to SMEs granted under government loans schemes in the las
27、t three years, with average growth rate of about 26% per year. Banking institutions and development financial institutions (DFIs) continue to be the largest provider of funds to SMEs, approving RM63.2 billion to over 132,000 SME accounts, exceeding the projected target of RM51 billion to 110,000 SME
28、 accounts. Bank Negara Malaysia embarked on several key initiatives last year to encourage banks and DFIs to provide microfinance facilities, resulting in six commercial banks and three DFIs providing micro financing facilities amounting to RM271 million to over 26,000 micro enterprises as at end-March 2008. Going forward, commercial banks and DFIs are expected to remain the main providers of funds to SMEs in 2008 and beyond with RM70 billion in loans expected to be approved and disbursed to about 1
