鄉(xiāng)村振興背景下農(nóng)村土地流轉(zhuǎn)現(xiàn)狀研究

1、    鄉(xiāng)村振興背景下農(nóng)村土地流轉(zhuǎn)現(xiàn)狀研究    摘要 鄉(xiāng)村振興提出農(nóng)村發(fā)展新的目標要求，指明農(nóng)村發(fā)展的方向和路徑?！叭龣?quán)分置”使經(jīng)營權(quán)從所有權(quán)、承包權(quán)中分離中出來，促進了土地流轉(zhuǎn)，盤活農(nóng)村土地資源，解放了生產(chǎn)力，對促進農(nóng)村穩(wěn)定與發(fā)展起到了重要作用。以亳州市為例，對“三權(quán)分置”下農(nóng)村土地流轉(zhuǎn)現(xiàn)狀進行研究，分析了“三權(quán)分置”下影響土地流轉(zhuǎn)的因素，揭示了土地流轉(zhuǎn)中存在的突出問題，提出了保護農(nóng)民利益、理順土地產(chǎn)權(quán)關(guān)系、培育新型農(nóng)業(yè)經(jīng)營主體等解決問題的具體舉措。關(guān)鍵詞 三權(quán)分置;土地流轉(zhuǎn);鄉(xiāng)村振興;產(chǎn)權(quán)關(guān)系f301.2 a0517-6611（2019）21-02
