18、in Singapore. For exa mple, motorists must buy a sp ecial p ass if they want to drive into the dow ntow n bus in ess district. They can go into the bus in ess district only if they have the p ass dis played on their win dshield. Ano ther thing Singapore has done is to make it difficult to buy cars.

19、People have to apply for a certificate if they want to buy a car. And the nu mber of certificates is limited. Not every one can get one. There is also a high tax on cars. So it costs three or four times as much to buy a car in Singapore as it does in, say, the Un ited States or Can ada. The other th

20、ing Singapore has done is to build an excelle nt p ublic transp ortati on system. Their subway system is one of the best in the world.
