15、遍存在的主要問題(1)系統(tǒng)質(zhì)量不能滿足應(yīng)用的基本需求；(2)工程進(jìn)度拖后延期；(3)項(xiàng)目資金使用不合理或嚴(yán)重超出預(yù)算；(4)項(xiàng)目文檔不全甚至嚴(yán)重缺失；(5)在項(xiàng)目實(shí)施過程中系統(tǒng)業(yè)務(wù)需求一變?cè)僮儯?6)在項(xiàng)目實(shí)施過程中經(jīng)常出現(xiàn)扯皮、推諉現(xiàn)象；(7)系統(tǒng)存在著安全漏洞和隱患；(8)重硬件輕軟件，重開發(fā)輕維護(hù)，重建設(shè)輕使用。2 .產(chǎn)生問題的原因究其原因，自然要具體問題具體分析，而且不同項(xiàng)目之間也往往存在著差異，但概括起來，主要有以下四點(diǎn)。1)不具備能力的單位攪亂系統(tǒng)集成市場(chǎng)2) 一些建設(shè)單位在選擇項(xiàng)目承建單位和進(jìn)行業(yè)務(wù)需求分析方面有誤一些建設(shè)單位對(duì)信息系統(tǒng)集成企業(yè)的實(shí)力、專長等要素不熟悉：還有一些建

34、秀系統(tǒng)集成商2.對(duì)信息系統(tǒng)集成企業(yè)進(jìn)行資質(zhì)認(rèn)證1 999年11月信息產(chǎn)業(yè)部發(fā)出了計(jì)算機(jī)信息系統(tǒng)集成資質(zhì)管理辦法（試行） （信部規(guī)19991047號(hào)文，以下簡(jiǎn)稱1047號(hào)文），決定從 2000年1月1日起實(shí)施計(jì)算機(jī)信息系統(tǒng)集成資質(zhì)認(rèn)證制度。1047號(hào)文明確界定：計(jì)算機(jī)信息系統(tǒng)集成 是指從事計(jì)算機(jī)應(yīng)用系統(tǒng)工程和網(wǎng)絡(luò)系 統(tǒng)工程的總體策劃、設(shè)計(jì)、開發(fā)、實(shí)施、服務(wù)及保障；計(jì)算機(jī)信息系統(tǒng)集成的資質(zhì)是指從事計(jì)算機(jī)信息系統(tǒng)集成的綜合能力，包括技術(shù)水平、管理水平、服務(wù)水平、質(zhì)量保證能力、技術(shù)裝備、系統(tǒng)建設(shè)質(zhì)量、人員構(gòu)成與素質(zhì)、經(jīng) 營業(yè)績(jī)、資產(chǎn)狀況等要素；計(jì)算機(jī)信息系統(tǒng)集成資質(zhì)等級(jí)從高到低依次為一、二、三、四級(jí)。

35、2000年12月28日發(fā)布的北京市人民政府令（第 67號(hào)）第十條規(guī)定： 朱經(jīng)資 質(zhì)認(rèn)證的單位，不得承攬或者以其他單位名義承攬信息化工程 ”：第十一條規(guī)定：建設(shè)單位 不得將信息化工程項(xiàng)目發(fā)包給不具備相關(guān)資質(zhì)等級(jí)的單位”。2001年9月12日國家保密局發(fā)出的關(guān)于印發(fā)（涉及國家秘密的計(jì)算機(jī)信息系 統(tǒng)集成資質(zhì)管理辦法（試行）的通知中，把 具有信息產(chǎn)業(yè)部頒發(fā)的 計(jì)算機(jī)信息系統(tǒng)集 成資質(zhì)證書（一級(jí)或二級(jí)）”作為涉密系統(tǒng)集成單位”的必要條件。利用財(cái)政性資金建設(shè)的信息化工程，用于購買軟件產(chǎn)品和服務(wù)的資金原則上不得低于總投資的30% 。這就進(jìn)一步加大了信息產(chǎn)業(yè)部信部規(guī)2000821號(hào)文中關(guān)于信息系統(tǒng)集成項(xiàng)目中關(guān)

36、于 軟件費(fèi)用應(yīng)占工程項(xiàng)目總值的30%以上”這一要求的貫徹力度。（2）資質(zhì)認(rèn)證過程中要對(duì)企業(yè)的軟件開發(fā)和系統(tǒng)集成的人員隊(duì)伍、環(huán)境設(shè)備、 質(zhì)保體系、服務(wù)體系、培訓(xùn)體系、軟件成果及所占比例、注冊(cè)資本及財(cái)務(wù)狀況、營業(yè)規(guī)模及 業(yè)績(jī)、項(xiàng)目質(zhì)量、單位信譽(yù)等各方面進(jìn)行嚴(yán)格審查，還要進(jìn)行每年一次自檢、每?jī)赡暌淮文?檢和每四年一次換證等檢查。這一方面使系統(tǒng)集成企業(yè)受到嚴(yán)格的社會(huì)監(jiān)督，另一方面也使得企業(yè)的綜合實(shí)力和素質(zhì)有了顯著提高。2002年8月28日，信息產(chǎn)業(yè)部發(fā)出關(guān)于發(fā)布 計(jì)算機(jī)信息系統(tǒng)集成項(xiàng)目經(jīng)理 資質(zhì)管理辦法（試行） 的通知（信部規(guī)2002 382 號(hào)文），決定在計(jì)算機(jī)信息系統(tǒng)集成 行業(yè)推行項(xiàng)目經(jīng)理制度。項(xiàng)

37、目經(jīng)理管理辦法 首先界定了此處所指的項(xiàng)目經(jīng)理的含義，指出：計(jì)算機(jī)信息系統(tǒng)集成項(xiàng)目經(jīng)理是指從事計(jì)算機(jī)信息系統(tǒng)集成業(yè)務(wù)的企、事業(yè)單位法定代表人在計(jì)算機(jī)信息系統(tǒng)集成項(xiàng)目中的代表人，是受系統(tǒng)集成企、事業(yè)單位法定代表人委托對(duì)系統(tǒng)集成項(xiàng)目全面負(fù)責(zé)的 項(xiàng)目管理者。項(xiàng)目經(jīng)理管理辦法 將系統(tǒng)集成項(xiàng)目經(jīng)理分為項(xiàng)目經(jīng)理、高級(jí)項(xiàng)目經(jīng)理和資深項(xiàng)目經(jīng)理三個(gè)級(jí)別，升且分別列出了這三個(gè)級(jí)別的評(píng)定條件。1.1.4 推行信息系統(tǒng)工程監(jiān)理制度1 .在實(shí)施系統(tǒng)集成資質(zhì)認(rèn)證制度的基礎(chǔ)上推行信息系統(tǒng)工程監(jiān)理制度以質(zhì)量為中心的信息系統(tǒng)工程控制管理工作是由三方-建設(shè)單位（主建方）、集成單位（承建單位）和監(jiān)理單位 -分工合作實(shí)施的。信息產(chǎn)業(yè)部

38、2003年3月26日發(fā)出關(guān)于印發(fā)（信息系統(tǒng)工程監(jiān)理單位資質(zhì)管理辦 法）和 < 信息系統(tǒng)工程監(jiān)理工程師資格管理辦法）的通知（信部信2003142號(hào)文），所發(fā)布的這兩個(gè)管理辦法與信部信2002570號(hào)文相配套，自此信息系統(tǒng)工程監(jiān)理開始駛?cè)胍?guī)范健康發(fā)展的軌道。信部信2003142號(hào)文件所發(fā)布的信息系統(tǒng)信息系統(tǒng)監(jiān)理單位資質(zhì)管理辦法的第二章資質(zhì)等級(jí)條件”，闡明了甲、乙、丙各級(jí)監(jiān)理單位所應(yīng)具備的基本條件，對(duì)于推動(dòng)我 國信息系統(tǒng)工程監(jiān)理事業(yè)健康發(fā)展，起到了積極的歷史作用。為了使監(jiān)理企業(yè)資質(zhì)認(rèn)證更具可操作性，使監(jiān)理企業(yè)在加強(qiáng)自身建設(shè)方面有更明確的努力方向和更具體的奮斗目標(biāo)和促進(jìn) 監(jiān)理市場(chǎng)的規(guī)范化和健康發(fā)

39、展，信息產(chǎn)業(yè)部計(jì)算機(jī)信息系統(tǒng)集成資質(zhì)認(rèn)證工作辦公室于2004年5月11日發(fā)出關(guān)于印發(fā) 信息系統(tǒng)工程監(jiān)理資質(zhì)等級(jí)評(píng)定條件（試行） > 的通 知（信計(jì)資2004 010 號(hào)文）。010號(hào)文件從綜合條件、業(yè)績(jī)、監(jiān)理能力、人才實(shí)力 四個(gè)方面共計(jì)18條描述了甲、乙級(jí)監(jiān)理企業(yè)的等級(jí)條件；對(duì)于丙級(jí)監(jiān)理企業(yè)，其條件雖然 也覆蓋了上述四個(gè)方面，但簡(jiǎn)化為10條。1.2信息系統(tǒng)工程監(jiān)理相關(guān)概念1 .2.1什么是信息系統(tǒng)工程監(jiān)理至此，我們已經(jīng)接觸到了關(guān)于信息系統(tǒng)工程監(jiān)理的很多概念，本節(jié)簡(jiǎn)介其中的主要概念。2 .信息系統(tǒng)工程信息系統(tǒng)工程是指信息化工程建設(shè)中的信息網(wǎng)絡(luò)系統(tǒng)、信息資源系統(tǒng)、信息應(yīng)用系統(tǒng)的新建、升級(jí)、改
