14、南川區(qū)小河嘴北岸安置小區(qū)建設(shè)工程三標(biāo)段施工現(xiàn)場(chǎng)消防安全應(yīng)急救援預(yù)案建筑工地是一個(gè)多工種、立體交叉作業(yè)的施工場(chǎng)地，在施工過(guò)程中存在著消防安全隱患。特別是在工程裝飾施工的高峰期間，明火作業(yè)增多，易燃材料增多，極易發(fā)生建筑工地消防安全。為了提高消防安全應(yīng)急能力，全力、及時(shí)、迅速、高效地控制消防安全事故，最大限度的減少消防安全事故損失和事故造成的負(fù)面影響，保障企業(yè)財(cái)產(chǎn)和人員的安全，針對(duì)施工現(xiàn)場(chǎng)實(shí)際，項(xiàng)目部制定施工現(xiàn)場(chǎng)消防安全事故應(yīng)急預(yù)案：一、工程簡(jiǎn)介：本工程為南川區(qū)小河嘴北岸安置小區(qū)建設(shè)工程三標(biāo)段，位于南川區(qū)西城街道辦事處東方紅居委五組和東城街道辦事處北較居委三組，施工總建筑面積為14108.57m2

20、Chine setraditionalvirtue法律依據(jù)：安全生產(chǎn)法第十七條規(guī)定：“生產(chǎn)經(jīng)營(yíng)單位的主要負(fù)責(zé)人具有組織制定并實(shí)施本單位的生產(chǎn)事故應(yīng)急救援預(yù)案的職責(zé)。 ”第三十三條規(guī)定： “生產(chǎn)經(jīng)營(yíng)單位對(duì)重大危險(xiǎn)源應(yīng)當(dāng)制定應(yīng)急救援預(yù)案， 并告知從業(yè)人員和相關(guān)人員在緊急情況下應(yīng)當(dāng)采取的應(yīng)急措施?！苯ㄔO(shè)工程安全生產(chǎn)管理?xiàng)l例第四十八條規(guī)定：施工單位應(yīng)當(dāng)制定本單位生產(chǎn)安全事故應(yīng)急救援預(yù)案，建立應(yīng)急救援組織或者配備應(yīng)急救援人員， 配備必要的應(yīng)急救器材、設(shè)備， 并定期組織演練。第四十九條規(guī)定：施工單位應(yīng)當(dāng)根據(jù)建設(shè)工程施工的特點(diǎn)、范圍， 對(duì)施工現(xiàn)場(chǎng)易發(fā)生重大事故的部位、環(huán)節(jié)進(jìn)行監(jiān)控，制定施工現(xiàn)場(chǎng)生產(chǎn)安全事故應(yīng)

21、急救援預(yù)案。實(shí)行施工總承包的，由總承包單位統(tǒng)一組織編制建設(shè)工程生產(chǎn)安全事故應(yīng)急救援預(yù)案，工程總承包單位和分包單位按照應(yīng)急救援預(yù)案，各自建立應(yīng)急救援組織或者配備應(yīng)急救援人員，配備救援器材、設(shè)備， 并定期組織演練。中華人民共和國(guó)消防安全法規(guī)定： “消防安全安全重點(diǎn)單位應(yīng)當(dāng)制定滅火和應(yīng)急疏散預(yù)案，定期組織消防安全演練?！比⑾腊踩鹿蕬?yīng)急救援的基本任務(wù)：消防安全事故應(yīng)急救援的總目標(biāo)是通過(guò)有效的應(yīng)急救援行動(dòng)，盡可能地降低事故的后果，包括人員傷亡、財(cái)產(chǎn)損失和環(huán)境破壞等。消防安全事故應(yīng)急救援的基本任務(wù)有以下幾個(gè)方面：1 、立即組織營(yíng)救受害人員，組織撤離或者采取其他措施保護(hù)危害區(qū)域內(nèi)的其他人員。搶救受害人

39、充足。救災(zāi)裝備器材的種類(lèi)：倉(cāng)庫(kù)內(nèi)備有安全帽、安全帶、切割機(jī)、氣焊設(shè)備、小型電動(dòng)工具、一般五金工具、雨衣、雨靴、手電筒等。統(tǒng)一存放在倉(cāng)庫(kù)，倉(cāng)庫(kù)保管員24 小時(shí)值班。消防安全器材：干粉滅火器和1211 滅火器。設(shè)置現(xiàn)場(chǎng)疏散指示標(biāo)志和應(yīng)急照明燈。設(shè)置砂池，消防安全栓應(yīng)標(biāo)在明顯位置。急救物品：配備急救藥箱、口罩、擔(dān)架及各類(lèi)外傷救護(hù)用品。其它必備的物資供應(yīng)渠道：保持物資供應(yīng)渠道(電話聯(lián)系)，隨時(shí)確保供應(yīng)。急救車(chē)輛：項(xiàng)目部自備小車(chē)，或報(bào)120 急救車(chē)救助。六、消防安全事故應(yīng)急響應(yīng)步驟：1 、立即報(bào)警。當(dāng)接到發(fā)生消防安全信息時(shí)，應(yīng)確定消防安全的類(lèi)型Fujian w orkduri ng adv ocate

44、morala nd Chine setraditionalvirtue和大小， 并立即報(bào)告防火指揮系統(tǒng)，防火指揮系統(tǒng)啟動(dòng)緊急預(yù)案。指揮小組要迅速報(bào)“119”火警電話，并及時(shí)報(bào)告上級(jí)領(lǐng)導(dǎo)，便于及時(shí)撲救處置消防安全事故。2、組織撲救消防安全。當(dāng)施工現(xiàn)場(chǎng)發(fā)生消防安全時(shí)，應(yīng)急準(zhǔn)備與響應(yīng)指揮部除及時(shí)報(bào)警，并要立即組織基地或施工現(xiàn)場(chǎng)義務(wù)消防安全隊(duì)員和職工進(jìn)行撲救消防安全，義務(wù)消防安全隊(duì)員選擇相應(yīng)器材進(jìn)行撲救。撲救消防安全時(shí)要按照“先控制，后滅火；救人重于救火；先重點(diǎn)，后一般”的滅火戰(zhàn)術(shù)原則。派人切斷電源，接通消防安全水泵電源，組織搶救傷亡人員， 隔離消防安全危險(xiǎn)源和重點(diǎn)物資，充分利用項(xiàng)目中的消防安全設(shè)施器
