1、頁(yè)碼Page: 9/9 安全生產(chǎn)管理制度REGULATION OF SAFETY PRODUCTION MANAGEMENT一、 總則GENERAL PRINCIPLES1.1 為加強(qiáng)公司生產(chǎn)工作的勞動(dòng)保護(hù)，保護(hù)勞動(dòng)者在生產(chǎn)過(guò)程中的安全和健康，促進(jìn)公司發(fā)展，根據(jù)有關(guān)法律及地方規(guī)章、行業(yè)標(biāo)準(zhǔn)的要求，為預(yù)防各類(lèi)生產(chǎn)安全事故，結(jié)合本公司生產(chǎn)的實(shí)際制定本制度。We establish this regulation to protect labor during production actions. This regulation according to the requirements of r

2、elated law, local regulation, trade standard and the real conditions of our company; the purpose is to avoid production accidents. 1.2 各部門(mén)必須貫徹“安全第一、預(yù)防為主、綜合治理”的方針，堅(jiān)持生產(chǎn)必須安全的原則，在全公司范圍內(nèi)的各級(jí)各部門(mén)、所有員工全面實(shí)行安全生產(chǎn)責(zé)任書(shū)管理，做到安全管理不留死角。The principle is “Safety first, mainly prevent, comprehensive control”. Insist the

Sign safety responsibility contract; perform safety management in every corner.1.3 安全管理人員、其他管理人員依照本總則及制定的規(guī)章制度進(jìn)行安全生產(chǎn)管理，同時(shí)，職工也需要按照相關(guān)要求履行安全生產(chǎn)的義務(wù)。Safety management people and other management people must manage the production abide by this

4、 regulation; staff also must do the production abide by this regulation.二、 機(jī)構(gòu)與職責(zé)ORGANIZATION AND RESPONSIBILITY22.1 公司安全生產(chǎn)領(lǐng)導(dǎo)小組是本單位安全生產(chǎn)最高決策、管理機(jī)構(gòu)，其職責(zé)涉及安全生產(chǎn)的各個(gè)方面，主要有以下幾個(gè)方面：Safety production leader group is the top management organization for safety production decision and management in this company. 5、e responsibility of it relates to every section of safety production, mainly are:1) 負(fù)責(zé)貫徹執(zhí)行國(guó)家有關(guān)勞動(dòng)保護(hù)、安全生產(chǎn)的法律法規(guī)和上級(jí)有關(guān)安全生產(chǎn)的規(guī)定。傳達(dá)安全會(huì)議、文件、通知的精神，按要求布置公司的安全生產(chǎn)工作。To perform safety production abides by the law and national regulation. Transfer the spirit of safety meetings, documents and notices; arrange the s

6、afety production work according to requirements.2) 制度、修訂公司的安全生產(chǎn)制度、職責(zé)、操作規(guī)范、責(zé)任書(shū)等相關(guān)資料，并做好安全生產(chǎn)所有資料的收集、整理、建檔。Establish, revise the safety production regulation, responsibility and operation specification, responsibility contract and related document for this company; and also do well the collection, arra

7、nging and filing for all the documents of safety production.3) 組織定期、不定期安全生產(chǎn)檢查，督促整改和落實(shí)檢查中發(fā)現(xiàn)的隱患。Organize regularly or irregularly safety production inspection; supervise and urge the improvement and correction for the risk from inspection.4) 宣傳安全生產(chǎn)、勞動(dòng)防護(hù)、消防等法律法規(guī)，不斷提高全體員工的勞動(dòng)保護(hù)和安全防范意識(shí)。Advertise the law a

8、nd regulation related with safety production, operation protection, fire fighting; to enhance the protection and safety awareness of staff.5) 組織安全生產(chǎn)應(yīng)急預(yù)案的演練，提高員工的自救能力。Organize the exercise of safety production emergency action plan; enhance the self-helping ability of staff. 6) 監(jiān)督各部門(mén)的安全生產(chǎn)工作Supervise

9、the safety production work in every department.7) 依照公司安全生產(chǎn)的規(guī)章制度、操作規(guī)范、勞動(dòng)保護(hù)、治安消防等相關(guān)規(guī)定，對(duì)違章違紀(jì)事件的相關(guān)人員進(jìn)行處理、處罰。Give sanction to who violates the regulation or discipline according to the safety production regulation, operation specification, work protection, fire fighting and other related regulation.8) 組織

10、或參加安全生產(chǎn)事故的調(diào)查。Organize or join in the safety production accident investigation.2.2 安全負(fù)責(zé)人是公司安全生產(chǎn)的直接責(zé)任者，對(duì)公司的安全生產(chǎn)負(fù)總的責(zé)任。其主要職責(zé)如下：Safety responsible person is the direct responsible person for safety production in this company; he takes the general responsibility of safety production. His main duty is:1) 貫

11、徹執(zhí)行安全生產(chǎn)政策、法規(guī)和標(biāo)準(zhǔn)，建議公司的安全生產(chǎn)管理制度、安全生產(chǎn)教育培訓(xùn)制度和操作規(guī)程。Perform the safety production policy, law and standard; give the suggestion to management regulation of safety production, education and training regulation and operation specification.2) 提出公司安全生產(chǎn)目標(biāo)并組織實(shí)施。Propose the target of safety production in the com

12、pany and organize the performance.3) 組織定期、不定期的安全工作會(huì)議并主持召開(kāi)，研究、部署安全生產(chǎn)工作。Organize regularly or irregularly safety meeting to consider and arrange the safety production work.4) 組織修訂公司的生產(chǎn)安全事故應(yīng)急預(yù)案并定期組織演練。Organize and establish safety production emergency action plan and organize regularly exercise.2.3 安全管

13、理員是安全生產(chǎn)工作的直接執(zhí)行者，其主要職責(zé)如下：Safety management person is the direct performer of safety production work. The responsibility is:1) 在安全生產(chǎn)領(lǐng)導(dǎo)小組、安全負(fù)責(zé)人的領(lǐng)導(dǎo)下，做好生產(chǎn)中的安全管理工作。Obey the arrangement from leader group and safety responsible person, to do the safety management work well.2) 督促公司員工認(rèn)真貫徹執(zhí)行國(guó)家頒布的安全法規(guī)，及公司制定的安全規(guī)

14、章制度、操作規(guī)程等。Supervise staff to abide by law related with safety, company safety regulation, operation specification and so on.3) 經(jīng)常深入現(xiàn)場(chǎng)了解情況，檢查督促生產(chǎn)安全，發(fā)現(xiàn)違章指揮、違章作業(yè)行為應(yīng)馬上制止。不聽(tīng)勸阻的，直接報(bào)告部門(mén)負(fù)責(zé)人。To know the situation in site usually, inspect and supervise the production safety. Stop the wrong operations when it

Report to department responsible if the person wont yield to persuasion.4) 組織定期、不定期安全生產(chǎn)檢查，對(duì)存在的安全隱患，應(yīng)當(dāng)及時(shí)研究，解決事故隱患，把事故消滅在萌芽狀態(tài)。Organize regularly or irregularly safety inspection. Try to eliminate hidden dangers in the bud.5) 按規(guī)定簽訂安全生產(chǎn)責(zé)任書(shū)。Sign the safety production responsibility contract.6)

16、建立安全生產(chǎn)教育培訓(xùn)管理臺(tái)賬，做好新員工的安全教育。Establish the records book of safety production education and training; train to new labor.7) 發(fā)生工傷事故，要保護(hù)好現(xiàn)場(chǎng)，認(rèn)真負(fù)責(zé)參與工傷事故的調(diào)查，不隱瞞事故情節(jié)，真實(shí)地匯報(bào)情況。When the accident happens, protect the site. Investigate the accident and report the accident.2.4 消防安全管理員，其主要職責(zé)如下：The responsibility of

17、fire safety management person:1) 針對(duì)公司的特點(diǎn)對(duì)員工進(jìn)行消防宣傳教育及訓(xùn)練。To give fire fighting education and training to staff consider the company characteristics.2) 定期組織檢測(cè)、維護(hù)，確保消防設(shè)施和器材完好有效。Organize inspection, maintenance regularly to make sure the installations and elements are valid.3) 建立義務(wù)消防隊(duì)伍，加強(qiáng)管理，教育，培訓(xùn)，增強(qiáng)公司的自防

18、自救能力。Establish fire fighting group, strengthen management, education, training to increase the ability of self-helping of the company.4) 制定滅火和應(yīng)急疏散預(yù)案，定期組織消防演練。Establish fire extinguish and emergency evacuation plan; exercise regular.2.5 部門(mén)負(fù)責(zé)人是其所轄范圍內(nèi)安全生產(chǎn)的第一責(zé)任人，對(duì)安全生產(chǎn)管理負(fù)直接領(lǐng)導(dǎo)責(zé)任，其主要職責(zé)如下：Department respons

The main responsibility is:1) 認(rèn)真貫徹公司安全生產(chǎn)的各項(xiàng)規(guī)章制度，認(rèn)真貫徹落實(shí)“安全第一，預(yù)防為主”的方針，按規(guī)定做好安全防范措施，把安全生產(chǎn)落實(shí)到實(shí)處，做到講效益必須講安全，抓生產(chǎn)必須抓安全。Implement the regulations of safety production and the approach of “Safety first, prevention first”; do safety prevention measures acco

20、rding to regulations, to implement the safety production; achieve efficiency under safety; push production in safety principle.2) 加強(qiáng)對(duì)部門(mén)員工的安全生產(chǎn)規(guī)范教育，促其遵章作業(yè)，嚴(yán)格執(zhí)行特種作業(yè)人員持證上崗的規(guī)定。To strengthen safety production education to all the staff, supervise them to do the operation according to regulation; for the

21、special operator must to get the license.3) 負(fù)責(zé)組織本部門(mén)的每周一次的安全檢查工作，發(fā)現(xiàn)隱患，立即整改。嚴(yán)格執(zhí)行重大隱患事故管理規(guī)定，做好急發(fā)性事故的專(zhuān)項(xiàng)處理。Organize the weekly safety inspection to find the risk and to correct immediately. Strict implement the accident management regulation of major hidden danger; do a special processing for emergency i

22、ncidents.4) 負(fù)責(zé)組織生產(chǎn)機(jī)械和電氣設(shè)備的安全檢查工作。保證生產(chǎn)機(jī)械和電氣設(shè)備不帶病作業(yè)。Organize the safety inspection for production machines and electrical equipments to make sure the machines and equipments dont run with error.5) 發(fā)生事故，要保護(hù)好現(xiàn)場(chǎng)與搶救工作，及時(shí)上報(bào)，組織配合事故的調(diào)查，認(rèn)真落實(shí)制定的防范措施，吸取事故教訓(xùn)。 When the accident happens protect the site and report

Organize the investigation of accident, implement the preventive measure and learning experience from accident.2.6 員工職責(zé):Staff responsibility: 1) 必須認(rèn)真學(xué)習(xí)有關(guān)安全生產(chǎn)知識(shí)，提高安全意識(shí)，加強(qiáng)自我保護(hù)意識(shí)。Study knowledge of safety production to enhance safety awareness, strengthen self protect awareness.2) 上崗必

24、須穿戴勞動(dòng)保護(hù)用品，生產(chǎn)過(guò)程中必須嚴(yán)格遵循生產(chǎn)規(guī)范，不違章作業(yè)，克服麻痹思想，真正做到安全第一。To do the production with labor protection elements; do the production process according to production specification; insist safety first.3) 服從主管指揮及安全生產(chǎn)管理員對(duì)安全生產(chǎn)方面的指導(dǎo)監(jiān)督檢查。Obey the supervision and guidance from department manager and safety management pe

25、rson.4) 發(fā)現(xiàn)不安全因素及時(shí)報(bào)告部門(mén)主管，提出改進(jìn)意見(jiàn)，要保護(hù)現(xiàn)場(chǎng)的安全設(shè)施不亂拆亂動(dòng)。Report to department manager on time when the unsafe factors are found, give improvement suggestion, protect the site with movement and assembling.5) 維護(hù)和保管好使用的工器具和防護(hù)用品，使用前進(jìn)行檢查，不符合要求的及時(shí)更換。Maintain and protect the tools and protect elements well; inspect

26、before using; changing it if it can not reach the requirement.6) 有權(quán)制止他人違章作業(yè)。Have the right to stop the wrong operation.7) 發(fā)生人身事故時(shí)，應(yīng)立即搶救傷員、保護(hù)現(xiàn)場(chǎng)并向上級(jí)報(bào)告。在事故分析會(huì)上如實(shí)反映情況。When there is person hurt in accident, rescue the wounded person, protect site and report to superior. Describe the real status in accide

27、nt analyzing meeting.2.7 倉(cāng)庫(kù)管理員職責(zé)如下:The responsibility of warehouse keeper:1) 在上級(jí)部門(mén)的領(lǐng)導(dǎo)下，做好物資保管工作。Keeper the materials in warehouse well under the supervise for superior level.2) 監(jiān)督和檢驗(yàn)貨品數(shù)量和信息、外包裝箱質(zhì)量，對(duì)于劣質(zhì)物品提出拒收和退貨。Supervise and inspect the quantity, information and package of goods; refuse or reject th

28、e defective goods.3) 對(duì)庫(kù)存物資建立賬本，出入庫(kù)手序完備，定期盤(pán)點(diǎn)，做到賬物相符，賬帳相符。Establish the account books for goods, storage procedures complete, inventory regularly to make sure the same on account book and goods.4) 妥善保管各類(lèi)物品，物品分類(lèi)清楚，擺放整齊，防止積壓霉?fàn)€丟失。保持倉(cāng)庫(kù)內(nèi)清潔衛(wèi)生。Keep every goods well, class the goods clearly and stock organizi

Keep the warehouse clean.5) 做好倉(cāng)庫(kù)防火、防爆、防盜等防范措施，發(fā)現(xiàn)事故隱患及時(shí)上報(bào)。Do well the preventive measures such as fire proof, explosion proof, anti-theft. Report in time when the hidden dangers are found.6) 加強(qiáng)與生產(chǎn)部門(mén)的聯(lián)系，摸清消耗庫(kù)存情況，做到合理庫(kù)存。Strengthen the communication with production departme

30、nt, know clearly the stock status and to keep reasonable inventory.三、 公司安全生產(chǎn)領(lǐng)導(dǎo)小組組織圖 SAFETY PRODUCTION LEADER GROUP ORGANIZATION CHART(詳見(jiàn)公司組織架構(gòu)圖See the company organization chart)四、 安全生產(chǎn)工作例會(huì)SAFETY PRODUCTION REGULAR MEETING1) 企業(yè)生產(chǎn)負(fù)責(zé)人組織公司安全生產(chǎn)領(lǐng)導(dǎo)小組要定期召開(kāi)安全工作例會(huì)，各級(jí)安全管理員和部門(mén)負(fù)責(zé)人要準(zhǔn)時(shí)參加會(huì)議。工作例會(huì)每季度不得少于一次。Safety pr

32、he safety production report from every department, analyze the accident reason, improve the safety production management regulation, and define the next key point of safety production work.3) 會(huì)議必須簽到，并有安全生產(chǎn)管理員對(duì)會(huì)議內(nèi)容進(jìn)行記錄。Must sign in meeting and the meeting must have record.五、 安全生產(chǎn)檢查和整改SAFETY PRODUCTIO

33、N INSPECTION AND CORRECTION1) 公司安全生產(chǎn)領(lǐng)導(dǎo)小組組織的安全生產(chǎn)大檢查每季度不得少于一次。 Every season to have safety production inspection cannot less than one time.2) 安全生產(chǎn)的檢查內(nèi)容和方案由安全生產(chǎn)領(lǐng)導(dǎo)小組決定后頒布施行。The inspection content and process are defined by safety production leader group.3) 安全生產(chǎn)檢查由公司安全生產(chǎn)管理員、消防安全管理員一起完成。必要時(shí)應(yīng)有公司員工代表參加。安全檢查

34、成員必須有高度的責(zé)任心、工作認(rèn)真負(fù)責(zé)，熟悉專(zhuān)業(yè)技術(shù)的人員擔(dān)任。The inspection should be done with safety production management person and fire fighting management person. Staff representative will be in the meeting when its necessary. The inspection member must have a high sense of responsibility, serious and responsible work and

35、skilled technical.4) 安全檢查中發(fā)現(xiàn)的各類(lèi)事故隱患，應(yīng)一一登記，發(fā)出整改通知書(shū)，能當(dāng)場(chǎng)整改的應(yīng)立即整改，不能及時(shí)整改的應(yīng)當(dāng)定人員、限時(shí)限期整改，并采取有效的臨時(shí)安全措施。All the hidden accident dangers must be recorded and release the correction notice. Correct immediately in site or define the correction time and by whom, and must have a safety temporary action.六、 安全生產(chǎn)教育培

36、訓(xùn)SAFETY PRODUCTION EDUCATION AND TRAINING1) 新員工上崗前必須進(jìn)行公司安全教育，安全教育必須經(jīng)考核，考核成績(jī)合格后方準(zhǔn)上崗。Before go to position new labor must be trained for safety, and the examination is needed. Start to work after passing the exam2) 公司員工換崗，重新上崗時(shí)，必須進(jìn)行相應(yīng)的崗前教育安全培訓(xùn)。Labor changes to new position must be gave corresponding s

37、afety training.3) 從事特種作業(yè)人員，必須取得特種作業(yè)資格證后，才能上崗作業(yè)。Special operation labor must have the license first.七、 勞動(dòng)防護(hù)用品管理MANAGEMENT OF LABOR PROTECTION ARTICLES公司為員工免費(fèi)提供勞動(dòng)防護(hù)用品，公司承擔(dān)費(fèi)用。The company provides the labor protection articles for free.1) 公司的勞動(dòng)保護(hù)用品有：手套，勞保鞋，工作服Labor protection articles include: gloves, p

38、rotect shoes, work clothes.2) 生產(chǎn)使用手套：由部門(mén)負(fù)責(zé)人申請(qǐng)請(qǐng)購(gòu)，并由部門(mén)負(fù)責(zé)人分發(fā)給部門(mén)員工，發(fā)放時(shí)需登記“發(fā)放記錄”。Gloves for production: requisition and give out by department production, to have the record when give out.3) 線(xiàn)手套：?jiǎn)T工根據(jù)需要，向人事申領(lǐng)。Cotton gloves: give out by human resources (HR).4) 勞保鞋：生產(chǎn)部新進(jìn)員工入職滿(mǎn)3天，人事發(fā)放勞保鞋。Protect shoes: after

39、entry to work for 3days, HR provides protect shoes to new labor.5) 工作服：新進(jìn)員工入職滿(mǎn)3天，人事發(fā)放工作服。Work clothes: after entry to work for 3days, HR provides protect shoes to new labor.6) 員工在工作時(shí)間內(nèi)必須穿戴公司配備的勞動(dòng)保護(hù)用品進(jìn)行生產(chǎn)工作。Labor must ware protect articles during production.八、 安全經(jīng)費(fèi)專(zhuān)項(xiàng)預(yù)算與使用SAFETY FUND BUDGET AND USING為

40、全面落實(shí)安全生產(chǎn)的重大預(yù)防方針，確保安全專(zhuān)項(xiàng)經(jīng)費(fèi)有效投入，安全生產(chǎn)領(lǐng)導(dǎo)小組在每年初需要進(jìn)行討論安全經(jīng)費(fèi)預(yù)算，實(shí)行專(zhuān)款專(zhuān)用。專(zhuān)項(xiàng)經(jīng)費(fèi)主要使用于：設(shè)施設(shè)備維護(hù)、更新改造，教育培訓(xùn)，健康保障等。Do budget at the beginning of every year, the fund only can use for safety issues: maintenance of equipment and installation, updating or modification of equipments, health care and so on.九、 事故管理ACCIDENT MA

41、NAGEMENT1) 員工因發(fā)生事故所受的傷害分為：輕傷、重傷、死亡The injury from accident are three classis: slight wound, serious wound, dead輕傷：負(fù)傷后需要歇工1個(gè)工作日以上，低于國(guó)標(biāo)105日，但未達(dá)到重傷程度的失能傷害。Slight wound: need to rest more than 1day, less than 105days as international standard, does not reach the disability.重傷：指符合勞動(dòng)部門(mén)關(guān)于重傷事故范圍的意見(jiàn)中所列情形之一的傷

42、害；損失工作日總和超過(guò)國(guó)標(biāo)105日的失能傷害。Serious wound: one of the injuries of list in <Arrange of serious wound accident> resting working days more than 105days and loss ability.2) 安全事故造成的人員傷亡或者直接經(jīng)濟(jì)損失，一般分為以下等級(jí)：The casualty or direct economic losses from accident classify as:特別重大事故，指造成30人以上死亡，或者100人以上重傷，或者1億元以上

43、直接經(jīng)濟(jì)損失的事故。Especially serious accident: casualty more than 30persons, or serious wound person more than 100, or directly economic loss more than 100million.重大事故，指造成10人以上30人以下死亡，或者50人以上100人以下重傷，或者5000萬(wàn)元以上1億元以下直接經(jīng)濟(jì)損失的事故。Serious accident: casualty more than 10 but less than 30, or serious wound person m

44、ore than 50 but less than 100, or directly economic loss more than 50million but less than 100million.較大事故，指造成3人以上10人以下死亡，或者10人以上50人以下重傷，或者1000萬(wàn)元以上5000萬(wàn)元以下直接經(jīng)濟(jì)損失的事故。Large accident: casualty more than 3 but less than 10, or serious wound person more than 10 but less than 50, or directly economic loss

45、 more than 10million but less than 50million.一般事故，指造成3人以下死亡，或者10人以下重傷，或者1000萬(wàn)元以下直接經(jīng)濟(jì)損失的事故。Ordinary accident: casualty less than 3, or serious wound person less than 10, or directly economic loss less than 10million上述所稱(chēng)的“以上”包括本數(shù)，所稱(chēng)的“以下”不包括本數(shù)。All above “more than” include the figure, “l(fā)ess than” does

46、not include the figure3) 事故報(bào)告：事故報(bào)告應(yīng)當(dāng)及時(shí)、準(zhǔn)確、完整，任何單位和個(gè)人對(duì)事故不得遲報(bào)、漏報(bào)、謊報(bào)或者瞞報(bào)。Accident report: the report must on time, accurate, and complete, any department or person cannot delay, omit, hide, and prevaricate the report.當(dāng)事故發(fā)生時(shí)，事故現(xiàn)場(chǎng)有關(guān)人員應(yīng)立即搶救傷員同時(shí)保護(hù)現(xiàn)場(chǎng)，如因搶救傷員和防止事故擴(kuò)大，需要移動(dòng)現(xiàn)場(chǎng)物價(jià)時(shí)，必須做出標(biāo)志，詳細(xì)記錄或拍照和繪制事故現(xiàn)場(chǎng)圖，同時(shí)向事故發(fā)生部門(mén)的

47、負(fù)責(zé)人進(jìn)行事故報(bào)告。事故部門(mén)負(fù)責(zé)人在2小時(shí)以?xún)?nèi)上報(bào)事故報(bào)告給公司安全生產(chǎn)領(lǐng)導(dǎo)小組。公司安全生產(chǎn)領(lǐng)導(dǎo)小組接到事故報(bào)告后，應(yīng)迅速展開(kāi)事故調(diào)查，分析事故原因，制定整改防范措施。最后以事故分析會(huì)、安全教育培訓(xùn)活動(dòng)等形式教育員工。When the accident happens, the people in site should rescue the wound person immediately and keep the site at the same time. In case the site need to do the movement due to rescue wounded an

48、d avoid extending the accident, the mark is needed, record in details or take photos and draw the accident site drawing. Meantime the department manager should do the report. Department manager must report to safety production leader group within 2hours. Leader group should investigate the accident,

49、 analyze the reason, and make the correction and prevention plan.
