2、re the revised version of CJ 3082-1999 Discharge Standard for Municipal Wastewater.Compared to CJ 3082-1999, the major changes in technical aspects are as follows:The name of the standards are now changed into Wastewater quality standards for discharge to municipal sewers;Such items following as Tem
3、perature, Fatty Oil, Mineral Oil, BOD, Phosphates, Cyanide, Volatile Phenol, Aniline are now changed into Water Temperature, Plant and Animal Oil, Petroleum, Five Day BOD, Total Phosphate, Total Cyanide, Volatile Phenol, Anilines;The newly added 12 items are: Total Nitrogen, Total Residual Chlorine,
4、 Total Chlorite, Total Beryllium, Total Silver, Formaldehyde, Chloroform, Carbon Tetrachloride, Trichloroethylene, Perchlorethylene, Pentachlorophenol, Adsorbable Organic Halogen(AOX);The item Total Antimonium is removed; The existing 2 classes of limiting value of items are changed into 3 classes;T
5、he Appendix A (Standard Appendix) and Appendix B(Standard Appendix) are both removed;The standards are issued by the Standard Item Institute, Ministry of Housing and Urban-Rural Development of China.The standards are put under centralized management of National Technical Committee on Water Supply an

10、s1. ScopeThe standard hereof has stipulated the quality requirement, sampling and monitoring of the discharge to municipal sewers. The standard hereof is applicable to the quality of discharge to municipal sewers of all the water dischargers.2. References of StandardsAll the articles contained in th

DefinitionThe following terms and definitions are applicable to the standards.3.1 Municipal wastewat
29、er: refer to the discarded water that is discharged from living and production and polluted to different extent.3.2 Municipal sewer: refer to all the pipes and trenches to deliver the municipal wastewater, which consists of discharge channels, ditches and so on.3.3 Wastewater discharger: refer to al
30、l the units and individuals who discharge the municipal wastewater into the municipal sewer.3.4 Primary treatment: refers to the process of removing the floating matters and suspended solids, mainly by use of screen and gravitational settings, including adding such units on top of these two processe
31、s as chemical coagulation or incomplete biological treatment, so as to improve the performance of treatment.3.5 Secondary treatment, biological treatment: refers to the process of further removing the colloid and dissolved organic matters by use of biological treatment, i.e. activated sludge process
32、 and biological membrane process, including the intensified secondary treatment with dephosphorization and denitrogenation functions. 3.6 Reclamation treatment: refers to the purifying process of water which aims to meet certain standards of reclaim water quality and to satisfy the requirement of ce
33、rtain utilization. 4. Technical Contents4.1 General Provisions4.1.1 Strictly prohibit discharging the municipal wastewater that is corrosive to the urban sewer.4.1.3 Strictly prohibit pouring municipal refuse, drifting snow, feces and industrial residues into the urban sewer and discharging the subs
34、tances that are prone to agglomeration and thus block up the urban sewer.4.1.2 Strictly prohibit discharging extremely toxic substances, inflammable and explosive substances and harmful gases as well as steams and smokes.4.1.4 The municipal wastewater containing pathogens from medical and public hea
35、lth, biological products preparation, scientific research, meat packing and other relevant departments must be strictly disinfected. Besides following the standard hereof, they must be in accordance with special standards concerned.4.1.5 The wastewater that is in unconformity with the standard hereo
36、f must be pretreated in accordance with the regulations and requirements concerned. Strictly prohibit diluting this wastewater and then discharging it into the municipal sewer.4.2 Water quality standard4.2.1 According to the treatment degree of the WWTP at the end of the municipal sewers, the limit
37、values of the items are categorized into such grades in Table 1 as: Grade A, Grade B and Grade C. a) When the WWTP at the end of the municipal sewers adopts the reclamation treatment, the quality of wastewater discharged into the municipal sewers shall be in compliance with the stipulation of Grade
38、A.b) When the WWTP at the end of the municipal sewers adopts the secondary treatment, the quality of wastewater discharged into the municipal sewers shall be in compliance with the stipulation of Grade B.c) When the WWTP at the end of the municipal sewers adopts the primary treatment, the quality of
39、 wastewater discharged in to the municipal sewers shall be in compliance with the stipulation of Grade C.4.2.2 When there is no wastewater treatment facility in place at the end of the sewers, the quality of wastewater discharged into the municipal sewers shall at least meet the requirement of Grade

45、the indicators when there is any new construction, renovation or expansion of WWTP and BOD5 / COD 0.4 at the same time.5. Water Quality Monitoring5.1 Water Sampling5.1.1 For total mercury, total cadmium, chromium (VI), total arsenic, total lead, total nickel, total beryllium and total silver, the co
46、ncentration at the water outlet of workshop or treatment equipment shall be monitored at irregular intervals. While for the rest items, the concentration at the water outlet of the water discharger shall be monitored at irregular intervals.5.1.2 For the convenience of sampling, a monitor well shall
47、be equipped at the at outlet of the water discharger, in which the metering device shall be equipped to measure the flowrate of sewage. For the major dischargers, the online monitoring equipment shall be installed to conduct an online monitoring on the temperature, pH, COD and other important parame
48、ters. 5.1.3 The sampling frequency and sampling methods (spot sampling and composite sampling) shall be determined by the municipal discharge monitoring agencies while the storage and management of the samplings shall comply with HJ 493.5.2 Monitoring5.2.1 The municipal discharge monitoring agency s
49、hall be in charge of the water quality monitoring of the wastewater discharged into municipal sewers.5.2.2 The testing method of the items shall comply with the stipulation in Table 2.
