32、管理操作辦法第一節(jié) 總則第一條 質(zhì)量檢查分為:日常抽檢、節(jié)點(diǎn)檢查和專(zhuān)項(xiàng)檢查。第二條 質(zhì)量檢查依據(jù):現(xiàn)行國(guó)家及地方或行業(yè)規(guī)范標(biāo)準(zhǔn),有效的設(shè)計(jì)資料、工程合同及相關(guān)補(bǔ)充協(xié)議,批準(zhǔn)的監(jiān)理規(guī)劃、監(jiān)理細(xì)則、施工組織設(shè)計(jì)、施工方案及各種專(zhuān)項(xiàng)方案。第二節(jié) 質(zhì)量檢查標(biāo)準(zhǔn)第三條 日常抽檢標(biāo)準(zhǔn):每月要求對(duì)工程、材料、設(shè)備檢查不少于2000點(diǎn),按樓盤(pán)項(xiàng)目均衡分布。檢查點(diǎn)數(shù)分布依據(jù):各樓盤(pán)的點(diǎn)數(shù)=該盤(pán)工程項(xiàng)目數(shù)量占公司在建總項(xiàng)目數(shù)量的百分比2000。第四條 日常抽檢必須有針對(duì)性地確定檢查內(nèi)容和檢查重點(diǎn),并按子分部工程、分項(xiàng)分類(lèi)要求,制定檢查計(jì)劃。檢查部位必須隨機(jī)選定,并按工程進(jìn)度所涉及的分項(xiàng)均衡分布,以使檢查結(jié)果趨向正

33、態(tài)分布,減少主觀影響。第五條 節(jié)點(diǎn)檢查是對(duì)各項(xiàng)目工程重要實(shí)體質(zhì)量的必檢內(nèi)容,按各專(zhuān)業(yè)質(zhì)量節(jié)點(diǎn)內(nèi)容對(duì)關(guān)鍵工序、重要部位的質(zhì)量進(jìn)行重點(diǎn)抽查。節(jié)點(diǎn)檢查貫穿于日常檢查過(guò)程中。節(jié)點(diǎn)檢查內(nèi)容詳見(jiàn)附件一。第六條 專(zhuān)項(xiàng)檢查是對(duì)影響工程實(shí)體安全、使用功能及觀感較大的重點(diǎn)部位進(jìn)行檢查以及公司指派的專(zhuān)項(xiàng)調(diào)查。第三節(jié) 質(zhì)量檢查辦法第七條 在質(zhì)量檢查過(guò)程中,質(zhì)量監(jiān)督部按照發(fā)現(xiàn)質(zhì)量問(wèn)題的嚴(yán)重程度,分別采取下發(fā)恒大地產(chǎn)集團(tuán)質(zhì)量安全問(wèn)題整改通知單(附件二)、恒大地產(chǎn)集團(tuán)質(zhì)量安全問(wèn)題整改函(附件三)、恒大地產(chǎn)集團(tuán)質(zhì)量問(wèn)題砸掉返工通知單(附件四)等形式進(jìn)行處理,對(duì)于重大質(zhì)量問(wèn)題、事故,必須及時(shí)形成專(zhuān)題報(bào)告上報(bào)集團(tuán)公司領(lǐng)導(dǎo)。質(zhì)量工

34、程師在發(fā)現(xiàn)質(zhì)量問(wèn)題后,應(yīng)當(dāng)時(shí)下發(fā)恒大地產(chǎn)集團(tuán)質(zhì)量安全問(wèn)題整改通知單,經(jīng)現(xiàn)場(chǎng)責(zé)任工程師確認(rèn)歸檔,并在整改期限內(nèi)對(duì)整改情況進(jìn)行復(fù)查; 對(duì)于比較重要的質(zhì)量問(wèn)題在現(xiàn)場(chǎng)簽發(fā)恒大地產(chǎn)集團(tuán)質(zhì)量安全問(wèn)題整改通知單后,還需另外正式下發(fā)恒大地產(chǎn)集團(tuán)質(zhì)量安全問(wèn)題整改函并抄送公司相關(guān)部門(mén)和抄報(bào)公司領(lǐng)導(dǎo)。質(zhì)量工程師在發(fā)現(xiàn)需砸掉返工的質(zhì)量問(wèn)題后,應(yīng)現(xiàn)場(chǎng)簽發(fā)恒大地產(chǎn)集團(tuán)質(zhì)量問(wèn)題砸掉返工通知單,并由責(zé)任工程師簽字確認(rèn)后,對(duì)不合格項(xiàng)實(shí)體進(jìn)行現(xiàn)場(chǎng)砸掉或返工處理,需砸掉的不合格實(shí)體,由保安負(fù)責(zé)實(shí)施,返工完成后,工程部需通知質(zhì)量監(jiān)督部進(jìn)行復(fù)查;對(duì)于重大質(zhì)量問(wèn)題或質(zhì)量事故,質(zhì)量監(jiān)督部應(yīng)及時(shí)上報(bào)集團(tuán)公司領(lǐng)導(dǎo),經(jīng)集團(tuán)公司研究后處理。為維護(hù)

35、公司利益,當(dāng)發(fā)現(xiàn)需砸掉返工的嚴(yán)重質(zhì)量問(wèn)題和可能會(huì)引發(fā)工程糾紛的質(zhì)量安全問(wèn)題后,質(zhì)量工程師應(yīng)及時(shí)進(jìn)行有效取證,取證方式可采取拍照、復(fù)印相關(guān)資料、施工責(zé)任方書(shū)面確認(rèn)等合法手段。質(zhì)量監(jiān)督部每一個(gè)月將本月發(fā)現(xiàn)需砸掉返工的質(zhì)量問(wèn)題匯總形成月度砸掉返工情況通報(bào),并分發(fā)各相關(guān)部門(mén)及抄報(bào)公司領(lǐng)導(dǎo);對(duì)于本月需砸掉返工的質(zhì)量問(wèn)題中比較嚴(yán)重的問(wèn)題另外匯總,報(bào)請(qǐng)主管工程的公司領(lǐng)導(dǎo)批示,按公司的問(wèn)責(zé)處理程序進(jìn)行處理。接工程部砌體驗(yàn)收通知后,質(zhì)量工程師對(duì)驗(yàn)收范圍內(nèi)的門(mén)窗尺寸、砌體尺寸及其相關(guān)定位尺寸進(jìn)行復(fù)核,發(fā)現(xiàn)與設(shè)計(jì)及驗(yàn)收規(guī)范不符的質(zhì)量問(wèn)題,按需砸掉返工的質(zhì)量問(wèn)題處理程序進(jìn)行處理。質(zhì)量監(jiān)督部每半月將本期間對(duì)廣州地區(qū)樓盤(pán)

36、的工程檢查情況匯總形成工程質(zhì)量簡(jiǎn)報(bào),并分發(fā)各相關(guān)部門(mén)及抄報(bào)公司領(lǐng)導(dǎo)。質(zhì)量監(jiān)督部對(duì)外地公司的工程質(zhì)量檢查完畢后,必須立即形成工程質(zhì)量情況通報(bào),并分發(fā)各相關(guān)部門(mén)及抄報(bào)公司領(lǐng)導(dǎo)。質(zhì)量監(jiān)督部每月月底完成集團(tuán)公司相關(guān)質(zhì)量制度考核及上報(bào)工作。 附件一恒大地產(chǎn)集團(tuán)質(zhì)量監(jiān)督部各專(zhuān)業(yè)節(jié)點(diǎn)檢查內(nèi)容土建專(zhuān)業(yè)檢查施工前施工組織設(shè)計(jì)方案、各專(zhuān)項(xiàng)施工方案是否已審批完畢并抽查過(guò)程落實(shí)執(zhí)行情況。檢查監(jiān)理規(guī)劃、各專(zhuān)業(yè)監(jiān)理實(shí)施細(xì)則、旁站監(jiān)理方案及其落實(shí)執(zhí)行情況。檢查施工現(xiàn)場(chǎng)質(zhì)量管理是否有健全的質(zhì)量管理和保證體系、施工質(zhì)量控制和質(zhì)量檢驗(yàn)制度。檢查施工放線測(cè)量成果報(bào)驗(yàn)和復(fù)查確認(rèn)情況。檢查監(jiān)理人員是否經(jīng)常地、有目的對(duì)承包單位的施工過(guò)程

37、進(jìn)行巡視、檢查、檢測(cè)。檢查內(nèi)容主要包括是否按照設(shè)計(jì)文件、施工規(guī)范和批準(zhǔn)的施工方案施工,是否使用合格的原材料構(gòu)配件,已完施工部位是否存在質(zhì)量缺陷。抽查施工現(xiàn)場(chǎng)管理人員尤其是質(zhì)檢人員是否到崗到位,施工操作人員的技術(shù)水平操作條件是否滿足工藝操作要求,特種操作人員是否持證上崗。檢查檢驗(yàn)批、分項(xiàng)、分部工程質(zhì)量的驗(yàn)收確認(rèn)情況。檢查工地例會(huì)紀(jì)要。工地例會(huì)應(yīng)有項(xiàng)目經(jīng)理參加,檢查分析工程項(xiàng)目質(zhì)量狀況,針對(duì)存在的質(zhì)量問(wèn)題提出改進(jìn)措施并檢查成效。檢查監(jiān)理工作程序有否體現(xiàn)事前控制和主動(dòng)控制的要求。檢查進(jìn)場(chǎng)的工程原材料構(gòu)配件的質(zhì)量控制情況。檢查監(jiān)理日記、監(jiān)理周報(bào)、監(jiān)理月報(bào)。檢查監(jiān)理通知單。對(duì)施工過(guò)程出現(xiàn)的質(zhì)量缺陷,專(zhuān)業(yè)

38、監(jiān)理工程師有否及時(shí)下達(dá)監(jiān)理通知單責(zé)令承包單位整改并復(fù)查整改結(jié)果。對(duì)工程質(zhì)量起重要作用的檢測(cè)項(xiàng)目,檢查相關(guān)各方是否參與進(jìn)行見(jiàn)證檢測(cè),確保施工過(guò)程中的關(guān)鍵質(zhì)量得到控制。檢查施工和監(jiān)理資料是否齊全有效并及時(shí)整理歸檔。抽查水泥攪拌樁施工中對(duì)水泥及外摻劑的質(zhì)量、樁位、計(jì)量設(shè)備、機(jī)頭提升速度、水泥注入量、攪拌樁的長(zhǎng)度及標(biāo)高等主要施工質(zhì)量參數(shù)的檢查記錄。核查現(xiàn)場(chǎng)控制情況。檢查靜力壓樁。施工前檢查進(jìn)入現(xiàn)場(chǎng)的成品樁、接樁用電焊條的產(chǎn)品質(zhì)量控制情況。檢查試樁記錄。檢查施工過(guò)程壓樁順序、貫入情況、電焊接樁質(zhì)量、樁體垂直度、電焊后的停歇時(shí)間等施工質(zhì)量控制參數(shù)的檢查記錄。核查現(xiàn)場(chǎng)控制情況。抽查混凝土灌注樁的施工順序、成

39、孔、持力層、清渣、放置鋼筋籠、灌注混凝土等全過(guò)程的檢查記錄。核查現(xiàn)場(chǎng)控制情況。檢查樁位的偏差檢查記錄,抽查現(xiàn)場(chǎng)的實(shí)際情況。檢查樁基的檢測(cè)方案是否經(jīng)有關(guān)單位確認(rèn)后執(zhí)行。檢查樁體質(zhì)量檢驗(yàn)報(bào)告和單樁承載力的檢驗(yàn)報(bào)告。檢查地基基礎(chǔ)子分部的質(zhì)量控制資料,參加階段性中間驗(yàn)收。檢查基坑土方開(kāi)挖的施工方法是否按批準(zhǔn)的施工方案執(zhí)行。檢查深基坑支護(hù)結(jié)構(gòu)的位移監(jiān)測(cè)記錄。檢查基坑開(kāi)挖至設(shè)計(jì)標(biāo)高后的驗(yàn)槽(坑)記錄。檢查錨桿及土釘墻支護(hù)工程施工質(zhì)量收控情況。檢查土方回填施工質(zhì)量的控制情況。檢查模板及其支架的承載力剛度穩(wěn)定性控制情況,是否有脹模、跑?,F(xiàn)象。檢查模板及其支架拆除的順序及安全措施有否按施工技術(shù)方案執(zhí)行。檢查底模

40、及其支架拆除時(shí)的混凝土強(qiáng)度是否符合設(shè)計(jì)要求或規(guī)范要求,有否報(bào)監(jiān)理機(jī)構(gòu)審批后執(zhí)行。檢查鋼筋隱蔽工程驗(yàn)收記錄及主控項(xiàng)目受控情況。檢查受力鋼筋的保護(hù)層厚度控制情況。檢查進(jìn)場(chǎng)的預(yù)攪拌混凝土的質(zhì)量證明書(shū)及試件強(qiáng)度試驗(yàn)報(bào)告。檢查現(xiàn)場(chǎng)攪拌混凝土每工作班復(fù)稱(chēng)抽查結(jié)果記錄。檢查后澆帶混凝土澆筑有否按施工技術(shù)方案進(jìn)行。檢查現(xiàn)澆結(jié)構(gòu)的外觀質(zhì)量存在缺陷的情況。檢查現(xiàn)澆結(jié)構(gòu)的軸線位置、垂直度、標(biāo)高的偏差檢查記錄。檢查電梯井井筒長(zhǎng)寬對(duì)定位中心線的偏差、井筒全高的垂直度偏差的檢查記錄。檢查地下室防水分項(xiàng)工程施工質(zhì)量的控制情況。參加基礎(chǔ)、轉(zhuǎn)換層、標(biāo)準(zhǔn)層、屋面層的隱蔽驗(yàn)收。檢查混凝土結(jié)構(gòu)子分部工程的質(zhì)量控制資料及分項(xiàng)工程施工質(zhì)
