32、管理操作辦法第一節(jié) 總則第一條 質(zhì)量檢查分為:日常抽檢、節(jié)點檢查和專項檢查。第二條 質(zhì)量檢查依據(jù):現(xiàn)行國家及地方或行業(yè)規(guī)范標(biāo)準(zhǔn),有效的設(shè)計資料、工程合同及相關(guān)補充協(xié)議,批準(zhǔn)的監(jiān)理規(guī)劃、監(jiān)理細(xì)則、施工組織設(shè)計、施工方案及各種專項方案。第二節(jié) 質(zhì)量檢查標(biāo)準(zhǔn)第三條 日常抽檢標(biāo)準(zhǔn):每月要求對工程、材料、設(shè)備檢查不少于2000點,按樓盤項目均衡分布。檢查點數(shù)分布依據(jù):各樓盤的點數(shù)=該盤工程項目數(shù)量占公司在建總項目數(shù)量的百分比2000。第四條 日常抽檢必須有針對性地確定檢查內(nèi)容和檢查重點,并按子分部工程、分項分類要求,制定檢查計劃。檢查部位必須隨機選定,并按工程進度所涉及的分項均衡分布,以使檢查結(jié)果趨向正

33、態(tài)分布,減少主觀影響。第五條 節(jié)點檢查是對各項目工程重要實體質(zhì)量的必檢內(nèi)容,按各專業(yè)質(zhì)量節(jié)點內(nèi)容對關(guān)鍵工序、重要部位的質(zhì)量進行重點抽查。節(jié)點檢查貫穿于日常檢查過程中。節(jié)點檢查內(nèi)容詳見附件一。第六條 專項檢查是對影響工程實體安全、使用功能及觀感較大的重點部位進行檢查以及公司指派的專項調(diào)查。第三節(jié) 質(zhì)量檢查辦法第七條 在質(zhì)量檢查過程中,質(zhì)量監(jiān)督部按照發(fā)現(xiàn)質(zhì)量問題的嚴(yán)重程度,分別采取下發(fā)恒大地產(chǎn)集團質(zhì)量安全問題整改通知單(附件二)、恒大地產(chǎn)集團質(zhì)量安全問題整改函(附件三)、恒大地產(chǎn)集團質(zhì)量問題砸掉返工通知單(附件四)等形式進行處理,對于重大質(zhì)量問題、事故,必須及時形成專題報告上報集團公司領(lǐng)導(dǎo)。質(zhì)量工

34、程師在發(fā)現(xiàn)質(zhì)量問題后,應(yīng)當(dāng)時下發(fā)恒大地產(chǎn)集團質(zhì)量安全問題整改通知單,經(jīng)現(xiàn)場責(zé)任工程師確認(rèn)歸檔,并在整改期限內(nèi)對整改情況進行復(fù)查; 對于比較重要的質(zhì)量問題在現(xiàn)場簽發(fā)恒大地產(chǎn)集團質(zhì)量安全問題整改通知單后,還需另外正式下發(fā)恒大地產(chǎn)集團質(zhì)量安全問題整改函并抄送公司相關(guān)部門和抄報公司領(lǐng)導(dǎo)。質(zhì)量工程師在發(fā)現(xiàn)需砸掉返工的質(zhì)量問題后,應(yīng)現(xiàn)場簽發(fā)恒大地產(chǎn)集團質(zhì)量問題砸掉返工通知單,并由責(zé)任工程師簽字確認(rèn)后,對不合格項實體進行現(xiàn)場砸掉或返工處理,需砸掉的不合格實體,由保安負(fù)責(zé)實施,返工完成后,工程部需通知質(zhì)量監(jiān)督部進行復(fù)查;對于重大質(zhì)量問題或質(zhì)量事故,質(zhì)量監(jiān)督部應(yīng)及時上報集團公司領(lǐng)導(dǎo),經(jīng)集團公司研究后處理。為維護

35、公司利益,當(dāng)發(fā)現(xiàn)需砸掉返工的嚴(yán)重質(zhì)量問題和可能會引發(fā)工程糾紛的質(zhì)量安全問題后,質(zhì)量工程師應(yīng)及時進行有效取證,取證方式可采取拍照、復(fù)印相關(guān)資料、施工責(zé)任方書面確認(rèn)等合法手段。質(zhì)量監(jiān)督部每一個月將本月發(fā)現(xiàn)需砸掉返工的質(zhì)量問題匯總形成月度砸掉返工情況通報,并分發(fā)各相關(guān)部門及抄報公司領(lǐng)導(dǎo);對于本月需砸掉返工的質(zhì)量問題中比較嚴(yán)重的問題另外匯總,報請主管工程的公司領(lǐng)導(dǎo)批示,按公司的問責(zé)處理程序進行處理。接工程部砌體驗收通知后,質(zhì)量工程師對驗收范圍內(nèi)的門窗尺寸、砌體尺寸及其相關(guān)定位尺寸進行復(fù)核,發(fā)現(xiàn)與設(shè)計及驗收規(guī)范不符的質(zhì)量問題,按需砸掉返工的質(zhì)量問題處理程序進行處理。質(zhì)量監(jiān)督部每半月將本期間對廣州地區(qū)樓盤

36、的工程檢查情況匯總形成工程質(zhì)量簡報,并分發(fā)各相關(guān)部門及抄報公司領(lǐng)導(dǎo)。質(zhì)量監(jiān)督部對外地公司的工程質(zhì)量檢查完畢后,必須立即形成工程質(zhì)量情況通報,并分發(fā)各相關(guān)部門及抄報公司領(lǐng)導(dǎo)。質(zhì)量監(jiān)督部每月月底完成集團公司相關(guān)質(zhì)量制度考核及上報工作。 附件一恒大地產(chǎn)集團質(zhì)量監(jiān)督部各專業(yè)節(jié)點檢查內(nèi)容土建專業(yè)檢查施工前施工組織設(shè)計方案、各專項施工方案是否已審批完畢并抽查過程落實執(zhí)行情況。檢查監(jiān)理規(guī)劃、各專業(yè)監(jiān)理實施細(xì)則、旁站監(jiān)理方案及其落實執(zhí)行情況。檢查施工現(xiàn)場質(zhì)量管理是否有健全的質(zhì)量管理和保證體系、施工質(zhì)量控制和質(zhì)量檢驗制度。檢查施工放線測量成果報驗和復(fù)查確認(rèn)情況。檢查監(jiān)理人員是否經(jīng)常地、有目的對承包單位的施工過程

37、進行巡視、檢查、檢測。檢查內(nèi)容主要包括是否按照設(shè)計文件、施工規(guī)范和批準(zhǔn)的施工方案施工,是否使用合格的原材料構(gòu)配件,已完施工部位是否存在質(zhì)量缺陷。抽查施工現(xiàn)場管理人員尤其是質(zhì)檢人員是否到崗到位,施工操作人員的技術(shù)水平操作條件是否滿足工藝操作要求,特種操作人員是否持證上崗。檢查檢驗批、分項、分部工程質(zhì)量的驗收確認(rèn)情況。檢查工地例會紀(jì)要。工地例會應(yīng)有項目經(jīng)理參加,檢查分析工程項目質(zhì)量狀況,針對存在的質(zhì)量問題提出改進措施并檢查成效。檢查監(jiān)理工作程序有否體現(xiàn)事前控制和主動控制的要求。檢查進場的工程原材料構(gòu)配件的質(zhì)量控制情況。檢查監(jiān)理日記、監(jiān)理周報、監(jiān)理月報。檢查監(jiān)理通知單。對施工過程出現(xiàn)的質(zhì)量缺陷,專業(yè)

38、監(jiān)理工程師有否及時下達(dá)監(jiān)理通知單責(zé)令承包單位整改并復(fù)查整改結(jié)果。對工程質(zhì)量起重要作用的檢測項目,檢查相關(guān)各方是否參與進行見證檢測,確保施工過程中的關(guān)鍵質(zhì)量得到控制。檢查施工和監(jiān)理資料是否齊全有效并及時整理歸檔。抽查水泥攪拌樁施工中對水泥及外摻劑的質(zhì)量、樁位、計量設(shè)備、機頭提升速度、水泥注入量、攪拌樁的長度及標(biāo)高等主要施工質(zhì)量參數(shù)的檢查記錄。核查現(xiàn)場控制情況。檢查靜力壓樁。施工前檢查進入現(xiàn)場的成品樁、接樁用電焊條的產(chǎn)品質(zhì)量控制情況。檢查試樁記錄。檢查施工過程壓樁順序、貫入情況、電焊接樁質(zhì)量、樁體垂直度、電焊后的停歇時間等施工質(zhì)量控制參數(shù)的檢查記錄。核查現(xiàn)場控制情況。抽查混凝土灌注樁的施工順序、成

39、孔、持力層、清渣、放置鋼筋籠、灌注混凝土等全過程的檢查記錄。核查現(xiàn)場控制情況。檢查樁位的偏差檢查記錄,抽查現(xiàn)場的實際情況。檢查樁基的檢測方案是否經(jīng)有關(guān)單位確認(rèn)后執(zhí)行。檢查樁體質(zhì)量檢驗報告和單樁承載力的檢驗報告。檢查地基基礎(chǔ)子分部的質(zhì)量控制資料,參加階段性中間驗收。檢查基坑土方開挖的施工方法是否按批準(zhǔn)的施工方案執(zhí)行。檢查深基坑支護結(jié)構(gòu)的位移監(jiān)測記錄。檢查基坑開挖至設(shè)計標(biāo)高后的驗槽(坑)記錄。檢查錨桿及土釘墻支護工程施工質(zhì)量收控情況。檢查土方回填施工質(zhì)量的控制情況。檢查模板及其支架的承載力剛度穩(wěn)定性控制情況,是否有脹模、跑模現(xiàn)象。檢查模板及其支架拆除的順序及安全措施有否按施工技術(shù)方案執(zhí)行。檢查底模

40、及其支架拆除時的混凝土強度是否符合設(shè)計要求或規(guī)范要求,有否報監(jiān)理機構(gòu)審批后執(zhí)行。檢查鋼筋隱蔽工程驗收記錄及主控項目受控情況。檢查受力鋼筋的保護層厚度控制情況。檢查進場的預(yù)攪拌混凝土的質(zhì)量證明書及試件強度試驗報告。檢查現(xiàn)場攪拌混凝土每工作班復(fù)稱抽查結(jié)果記錄。檢查后澆帶混凝土澆筑有否按施工技術(shù)方案進行。檢查現(xiàn)澆結(jié)構(gòu)的外觀質(zhì)量存在缺陷的情況。檢查現(xiàn)澆結(jié)構(gòu)的軸線位置、垂直度、標(biāo)高的偏差檢查記錄。檢查電梯井井筒長寬對定位中心線的偏差、井筒全高的垂直度偏差的檢查記錄。檢查地下室防水分項工程施工質(zhì)量的控制情況。參加基礎(chǔ)、轉(zhuǎn)換層、標(biāo)準(zhǔn)層、屋面層的隱蔽驗收。檢查混凝土結(jié)構(gòu)子分部工程的質(zhì)量控制資料及分項工程施工質(zhì)

41、量驗收情況。檢查混凝土結(jié)構(gòu)的觀感質(zhì)量驗收情況。檢查屋面防水層施工質(zhì)量控制情況。參加混凝土結(jié)構(gòu)子分部工程中間驗收。檢查裝飾分部工程施工的樣板先行制度執(zhí)行情況。檢查外墻面、內(nèi)墻面、天花、地面等主要部位施工過程質(zhì)量受 控情況。檢查陰陽角的方正順直及細(xì)部質(zhì)量受控情況。檢查監(jiān)理機構(gòu)對項目驗收前的準(zhǔn)備工作情況。參加項目竣工綜合會驗。設(shè)備給排水消防煤氣工程2.1 檢查施工組織設(shè)計方案是否于開工前經(jīng)審批確認(rèn),抽查落實執(zhí)行情況。2.2 檢查項目監(jiān)理機構(gòu)制定的監(jiān)理規(guī)劃是否全面科學(xué),專業(yè)監(jiān)理實施細(xì)則是否具有針對性,抽查落實執(zhí)行情況。2.3 檢查監(jiān)理工程師對進入現(xiàn)場的設(shè)備,材料在使用前是否嚴(yán)格進行控制把關(guān)。檢查監(jiān)理工

42、程師對隱蔽工程制度的執(zhí)行情況,抽查重要部位的隱蔽管道是否嚴(yán)格按設(shè)計及規(guī)范的要求進行施工。 抽查中間驗收及專業(yè)驗收資料,參加階段性驗收及重要部位專業(yè)驗收。檢查監(jiān)理工程師對工序質(zhì)量的控制情況,抽查已完工序的給排水消防煤氣管道安裝質(zhì)量。檢查監(jiān)理工程師對變頻供水設(shè)備,通風(fēng)空調(diào)等設(shè)備的安裝質(zhì)量是否嚴(yán)格控制把關(guān)。 檢查監(jiān)理工程師在給水管道試壓,排水管道的灌水通水通球試驗時是否嚴(yán)格執(zhí)行旁站監(jiān)理制度。 檢查監(jiān)理工程師在質(zhì)量控制中對發(fā)現(xiàn)問題是否及時下發(fā)監(jiān)理通知單并落實整改。檢查監(jiān)理工程師在質(zhì)量控制資料管理方面是否嚴(yán)格控制把關(guān),資料是否及時整理歸檔。抽查設(shè)備材料使用許可證,給排水管道的試驗記錄等。檢查分戶驗收的質(zhì)量控制情況,抽查已驗收完的項目是否仍存在質(zhì)量問題。參加竣工驗收,抽查項目竣工質(zhì)量控制資料。建筑電氣工程(含弱電部分)檢查基礎(chǔ)接地的隱蔽驗收受控情況
