1、PAGE PAGE 11上海財經(jīng)大學留學生住宿管理規(guī)定(2012年9月修訂)一、總則1、為規(guī)范留學生住宿管理,創(chuàng)造和諧安全、整潔舒適的學習和生活環(huán)境,特制定本規(guī)定。2、持普通護照并在我校注冊的正式在籍學生,可以入住我校留學生宿舍。住宿時間不得超過學習時間、外國人居留證的有效時間。3、上海財經(jīng)大學留學生宿舍由后勤管理處負責入住安排,由大學生生活園區(qū)管理委員會負責學生管理,由相應的物業(yè)管理單位(中山北一路校區(qū)由上海生樂物業(yè)管理有限公司,國定路校區(qū)由上海綠葉教育服務有限公司)提供日常物業(yè)服務。4、留學生入住留學生公寓,須承認并嚴格遵守本規(guī)定,并按照相關(guān)程序辦理住宿手續(xù),服從管理,配合學校工作。二、房
2、間安排(一)預定5、申請校內(nèi)住宿的留學生按照上海財經(jīng)大學入學須知所告知的網(wǎng)上預定時間,在規(guī)定期限內(nèi)上網(wǎng)預定住房。6、在預定期限內(nèi),因房源不足未能成功預定的學生,學校將不保證提供留學生宿舍。學生可在入學后登記預約,進入候補排隊名單。7、學生選定的房間因發(fā)生特殊情況不能入住,學??蔀槠湔{(diào)劑宿舍。8、每年將視房源情況,于春秋兩季(寒暑假期間),各對自費生(新生、校外居住的老生)開放一次網(wǎng)上訂房。網(wǎng)址為: HYPERLINK / (二)入住9、入住留學生公寓,憑上海財經(jīng)大學錄取通知書和本人護照到服務臺辦理住宿手續(xù),并交納押金800元,預充電費100元,領(lǐng)取鑰匙和遙控器。未經(jīng)允許,不得私自調(diào)換房間。10
3、、凡入住的留學生,須認真填寫外國人住宿登記表,并在簽證有效期之前到上海市公安局外國人管理出入境管理處(浦東民生路1500號)辦理相關(guān)手續(xù)。11、公費生、交流生入住留學生宿舍的,須服從學校對宿舍的統(tǒng)一安排。12、預定宿舍的留學生應在本人設定的入住日期日到校住宿。在學校規(guī)定的入住日期前到達的學生,學校不保證安排入住。13、已成功預定宿舍的學生,如超過本人設定入住日期三天未能入住,或放棄校內(nèi)住宿的,須在開學時到服務臺支付800元人民幣違約金。逾時未辦理入住手續(xù),也未繳納違約金的學生,將記入系統(tǒng)“黑名單”,取消其再次網(wǎng)上訂房的資格。14、留學生入住時,須簽訂上海財經(jīng)大學留學生公寓住宿協(xié)議,并仔細閱讀協(xié)
4、議后面的家具、物品賠償價目表,認真核對房間內(nèi)的家具和物品,如有缺損,須及時通知服務臺。辦理退宿時,總臺將以此為據(jù)清點家具物品。15、留學生住宿最長期限為三個月,若住宿期滿三個月仍要續(xù)住,須到服務臺辦理續(xù)住申請。(三)調(diào)房16、留學生入住后原則上不予調(diào)換房間。17、凡屬自然空缺的床位,統(tǒng)一由宿舍管理人員安排并房,學生應服從調(diào)宿結(jié)果。(四)退房18、畢業(yè)生及應離校者,應在學習結(jié)束后一周內(nèi)搬離公寓,逾期學校有權(quán)處理室內(nèi)遺留物品。19、退房手續(xù)在星期一至星期五期間辦理,退房學生應提前三天通知服務臺,到相關(guān)的物業(yè)管理單位憑押金單辦理退房結(jié)算手續(xù)。退宿前應搬走所有個人物品,并確保房間整潔。退房檢查時房間物
5、品如有損壞,按宿舍物品價目表賠償,或在押金中扣除。20、退房后或?qū)W校取消住宿資格后,勿將私人物品滯留在寢室內(nèi),否則視為無主物品,學校有權(quán)處理。遇到特殊情況不能按時退房者,應及時與公寓取得聯(lián)系。到合同規(guī)定的居住截止日期未退房且未與公寓取得聯(lián)系者,公寓將為其保留房間3天;3天后仍未退房且未與公寓取得聯(lián)系者,其房內(nèi)物品將交相關(guān)學院處理。三、住宿收費21、本校國定路留學生宿舍的房費為50元/床*天(不含水電費)。中山北一路校區(qū)留學生宿舍的房費如下(不含水電費):樓宇房間類型短期(不足90天)住宿費標準(元/床/天)長期(90天及以上)住宿費標準(元/床/天)留學生一號樓單人間9060雙人間60南間42
6、,北間40雙人套間9060學生公寓(八號樓)雙人標間60南間42,北間40三人標間403022、辦理住宿手續(xù)時,一次性支付800元押金和90天房費,并請妥善保管好押金單。23、入住起兩周內(nèi),學生辦理退房,住宿費按實際居住天數(shù)結(jié)算;兩周后學生因個人原因提前退房,住宿費不予退還(除生病、退學、入伍等特殊情況)。24、拖欠住宿費者,除按每天3標準繳滯納金外,學校有權(quán)取消其住宿資格。四、住宿規(guī)定25、不得利用寢室從事違反我國法律法規(guī)和校規(guī)的活動,所住寢室不能私自轉(zhuǎn)讓、轉(zhuǎn)租或留宿他人。愛護公物,正確使用房間內(nèi)及公用部位的各類設施、家具,保管好各類遙控器,發(fā)現(xiàn)設備設施運行不正常,及時到服務臺報修。不得人為
7、污染、損壞、私自拆卸、改裝宿舍內(nèi)設施設備。如有人為損壞或遺失,由使用的同學按照實際價格賠償;如損壞物品無人認可,則由寢室內(nèi)同學共同分擔;公共部位的設施設備,不得隨意挪動。26、寢室內(nèi)統(tǒng)一配備有電視機、空調(diào)、電話、熱水器、小冰箱等。除產(chǎn)品合格、性能安全的臺燈、收放機、充電器、電腦、電吹風個人可自備外,如需使用其它未列明電器的,應向管理部門書面申請,經(jīng)同意后方可使用。禁止改變室內(nèi)墻壁顏色,禁止使用自備的大功率電器,禁止私拉電線、衛(wèi)星天線、有線電視線,如有發(fā)現(xiàn),將追究使用者的責任。27、遵守防火規(guī)定,嚴防火災。嚴禁私自拆取配電箱、消防器材等。室內(nèi)禁止存放易燃易爆物品,不得使用明火,不得亂丟煙蒂。違反
8、上述規(guī)定釀成火災者,須賠償一切損失,嚴重者將由司法機關(guān)追究刑事責任。28、保持室內(nèi)外清潔,不得在走廊等公共部位堆放雜物或私人物品,不得在走廊墻壁處隨意涂劃、張貼,不得向窗外和公用部位吐痰、倒水、亂扔瓜皮果殼、紙屑、煙頭、酒瓶等。29、不得在樓內(nèi)飼養(yǎng)寵物。30、留學生宿舍入住時提供一套床上用品,其他生活用品自備,床上用品的更換自理。宿舍區(qū)內(nèi)公用場所衛(wèi)生由清掃員負責清掃,宿舍內(nèi)衛(wèi)生由留學生自己打掃。物業(yè)為每間宿舍提供必要的清潔工具。31、保持宿舍安靜,維持宿舍秩序,不得在宿舍內(nèi)從事影響他人學習與休息的活動。如酗酒、斗毆、賭博、大聲喧嘩、跳舞、高聲放音等。32、因工作需要(例如,空調(diào)、管道、消防設施
9、等的檢查和維修)要進入留學生房間,公寓會提前通過張貼通知等方式告知留學生;在通知規(guī)定的時間內(nèi),不管留學生是否在房間內(nèi),公寓工作人員都將進入房間施工。遇到緊急情況(例如,火災、醫(yī)療急救、搶險等),公寓工作人員可在未通知同學的情況進入其房間。每次至少有兩個以上的工作人員同時進入房間。住宿學生應予以配合,不得拒絕,更不能私換、私裝鎖具。33、必須遵守學校的作息制度和會客制度,來訪人員如需進寢室,須由被訪人陪同,將本人證件放在值班室或填寫會客單方可入室,離開時證件發(fā)還本人或交回被會人簽字的會客單。來訪客人不得在留學生寢室過夜、洗澡,必須在22:30前離開宿舍。34、留學生需住校外,應向?qū)W院提出申請,并
10、提前三天到服務臺登記。未經(jīng)批準,擅自離宿,住宿校外者,由學生本人承擔相關(guān)責任。35、違反上述規(guī)定,將視違規(guī)情節(jié)輕重,給予警告并通報處分。嚴重違規(guī)者,將被取消住宿資格,所付房費不予退還。五、宿舍水電使用說明36、宿舍內(nèi)請節(jié)約用水用電。離開房間時,應主動關(guān)閉大功率電器。留學生宿舍樓使用智能供電系統(tǒng),先買電,后使用。每套寢室設一個用電賬戶,電費充值須使用校園卡。37、預售電賬戶內(nèi)余數(shù)較低時,系統(tǒng)將自動短信斷電提醒,接到提醒后須及時到服務臺進行充值。賬戶內(nèi)金額用完后,房間將自動斷電。38、用電賬戶內(nèi)余額將在辦理完退房手續(xù)后全額退還。六、附則:39、學校有重要事件與活動都會提前發(fā)布通告,請隨時關(guān)注宿舍樓
11、公告欄及網(wǎng)站 HYPERLINK /student /student40、本規(guī)定(試行)解釋權(quán)歸大學生生活園區(qū)管理委員會。生活園區(qū)管理委員會日常事務辦公室設在后勤管理處。41、本規(guī)定(試行),我們將根據(jù)在實際執(zhí)行情況加以修訂。Regulation for Foreign Students Accommodation in SUFE (Revised September 2012)GeneralThis regulation is drafted to regulate the management of foreign students accommodation, creating a ha
12、rmonious, safe, tide and comfortable environment for learning and living. The students with ordinary passports, who have registered in SUFE, can apply for foreign students dormitory. The length of stay is restricted to the length of learning or the active time of Residence Permit for Foreigners. The
13、 foreign students dormitory of SUFE is arranged by Management & Logistics Section and managed by Management Committee of the living parks. The Administration Section of dormitory property management provides the daily property management. The service of the daily property management by the correspon
14、ding property management unit, that is to say, The North Zhongshan No.1 Road Campus service by Shanghai Shengle Property Management Co.,Ltd, and Guoding Road Campus service by Shanghai Green Leaf Education Service Co.,Ltd.The foreign students living in the dormitory should accept and strictly keep t
15、o this regulation, follow the procedure to check in, conform to the demand of management and work together with school. Room ArrangementReservationForeign Students who apply for campus dormitory should reserve rooms on internet during the time limit notified in SUFE Admission Requirements.For studen
16、ts who are unable to make reservations because of the lack of room during the reservation time limit, school does not guarantee the dormitory. Students can make advance registration after enrollment, and be recorded in the waiting list.If the dormitory students have chosen is not available for extre
17、me cases, school will adjust the dormitory for them.Depending on the source of housing, SUFE will open the Internet reservation for self-financed students (new students and old students living outside the school) in spring and autumn (during the summer and winter vacations). 18、K /Check inForeign students can check in at the information desk with Offer of Admission and passports, pay for the deposit of 800RMB, pre-pay electricity fee of 100RMB and get the keys and remote controller to live in foreign students dormitory. Students cannot change the room without permission.Fo
19、reign students who live in the dormitory should fulfill the Registration Form for Foreign Residence, and go through the procedures in Government Affairs of Exit-Entry Administration Bureau of Shanghai Public Security Bureau (#1500 Minsheng Road, Pudong) before the expiration date of visa.Government-
20、supported and exchange students who live in the dormitory should accept the school arrangement for the dormitory.Foreign students who have reserved the dormitory should check in before the date they have set. School dose not guarantee the dormitory for students who arrived earlier than the check-in
21、date school have set.If the students, who have successfully made reservations, check in after three days of the reserved date or give up the dormitory, they should pay penalty of 800RMB at information desk at the beginning of the new term. Students who do not check in on time or do not pay for the p
22、enalty will be blacklisted and disqualified from Internet reservation.When checking in, foreign students should sign Accommodation Agreement for Foreign Students Apartment of SUFE,and overlook the Price List of Compensation for Furniture and Articles on the behind of the agreement, checking the furn
23、iture and articles in the room. If there are any problems, students should report to the information desk. When the students check out, the information desk will check the furniture and articles based on the list.The maximum living time limit for foreign students is three months. Students who want t
24、o stay on should apply at the information desk.ChangesIn principle foreign students are not allowed to change rooms after checking in.For the automatically vacant beds, the administration will arrange them all together. Student should submit to the arrangement.CheckoutGraduates and the students who
25、are supposed to leave school should move out the dormitory in one week after schooling. School is entitled to handle the remaining articles exceeding the time limit.Students should check out during working days, inform the information desk three days in advance and close the account base on deposit
26、slip at Administration Section for dormitory service of the corresponding property management unit. Students should move away all the personal properties before checking out, and make sure the room is tide and clean. If there is any damage to the articles, compensation should be paid or deducted fro
27、m the deposit according to the price list.Students should not leave any personal properties in the dormitory after checking out or being disqualified from living in the dormitory; otherwise, these properties will be regarded ownerless, and school has the right to handle them. Students who cannot che
28、ck out in time in special cases should contact the dormitory administration. Administration will reserve the room for three days for those who dose not contact before the deadline in the contract. The properties of those who do not check out or contact the administration will hand to their school.Do

31、s should pay the deposit of 800RMB, and 90 days of room charges throwaway and keep the deposit slip properly.The dormitory charge for students who check out in two weeks after checking in is paid by the practical days. The dormitory charge for students who check out for personal reasons (except for
32、special cases like sickness, quitting school, joining the army and so on) beforehand after two weeks will not be returned.Students who are delinquent in paying charges should pay penalty of 3 per day and school has the right to disqualify them from living in the dormitory. RegulationsStudents should
33、 not undertake the activities that violate the Chinese laws and rules or the school regulations in dormitory. Students should not transfer, sublet rooms or accommodate others without permission. Students should take good care of public property,make use of the furniture and facilities in the dormito
34、ry, and well-keep the different kinds of remote controllers. If there is any problem to the equipment, students can report to the information desk for repair. Students should not contaminate, damage, disassemble or repack the equipment without permission. If there is any man-made damage or lost, the
35、 compensation should paid at actual price by the students who use it; if the damaged article is not claimed, the compensation should be shared by all the roommates; equipment in public parts should not be move ad arbitrium.The dormitory is equipped with the TV, air-conditioner, phone, water heater,
36、mini-bar and so on. Except for the qualified and safe reading lamp, radio, charger, computer and electric hair dryer, which can be self-provided, students can use other unlisted appliances with the agreement after applying in written forms to the administration section. Students are forbidden to cha
37、nge the color of the inside wall, use self-provided high-power appliances, string the wire, satellite aerial and the cable line; if it appears, those who use it should be penalized. Students should comply with the fire-prevention regulations and avoid the fire disaster. Students are forbidden to ope
38、n the jack box and extinguisher privately. Inflammable and explosive dangerous goods should not be stored in the dormitory, open flame should not be used and the cigarette ends should not be littered. Students who violate the above-mentioned regulations, leading to the fire disaster should compensat
39、e all the losses; severe violators shall be prosecuted for their criminal responsibility by judicial organs according to law.Students should keep tide inside and outside. Sundries and personal goods are not allowed to place in public areas like the ally. Students should not scribble or paste on the
40、ally wall, and should not spit, pour water, litter the rubbish、paper、cigarette ends or wine bottles outside the window or to public areas. Pets should no be brought up in the dormitory.Students are provided with a reel of toilet paper and a suit of bedclothes when checking in. Other living goods sho
41、uld be self-provided and the replacement of bedclothes should be take care of by selves. There are cleaners responsible for the sanitation of the public areas, and students should take care of the indoor sanitation. Property Management provides each dormitory with necessary cleaning supplies. Keep q
42、uite and keep order in dormitory. Students are not supposed to take activities which would influence others study and rest in dormitory, like excessive drinking, fighting, gambling, making noises, dancing, playing loud music and son on. If there is any necessity to enter students room (for example,
43、the examination or repair of the air-conditioner, pipeline and fire-control facilities), administration would notify students by putting up notices in advance. During the notified time, the dormitory workers would go into the room for construction no matter the students are present or not. In emerge
44、nt cases, such as a fire disaster, medical or rescuer emergences, workers can enter the room without notifying the students. Each time there should be at least two workers entering the room together. Students should take coordinated action, and not refuse or even change or fix the lock without permi
45、ssion.Students should follow the routines of the day and visiting regulations set by school. Visitors should be escorted by the visited, and put the credentials in the duty room or fulfill the guest form. When leaving, the credentials and the guest form signed by the visited would be returned. Visitors should not sleep over or take bath in the dormitory, and leave before 10:30 p.m.Students who need to live outside should apply to the school and register at the information desk three days in advance.
