TheUnitedStatesArmy’sConceptofOperationsLandWarNetTheUnitedStatesArmy’sConceptofOperationsLandWarNet202311February20232007TRADOCPamphlet525-5-600Thispageintentionallyleftblank.ForewordFromtheDirectorU.S. TheideafortheLandWarNetconceptofoperations(CONOPS)beganinJuly,2006attheU.S.ArmySignalCenterasameanstofocustheU.S.Army’sattentiononthecapabilitiesandpotentialbehindthenetworkanditsgrowingimpactonthecommanderandSoldier.RecentlyapprovedjointandArmyconceptshighlighttheneedfornetworkcapabilitiesthatenableinformationsuperiorityandeffectivebattlecommand. Fromajointperspective,theLandWarNetCONOPSaddressesTier1and2jointcapabilityareasbyidentifyingandlistingtheArmy’snetworkrequiredcapabilitiesinthecategoriesdescribedintheNet-CentricEnvironmentJointFunctionalConcept. ThisLandWarNetCONOPSisuniqueinthatitcapturesthenetworkcapabilitiesidentifiedinthecurrentlyapprovedkeyArmyconceptsandprovidesasingularnetworkreferenceacrossthewarfightingfunctions.ItoutlinesArmynetworkexpectationsinthefutureModularForceof2023.Mostimportantly,theLandWarNetCONOPSprovidesacomprehensiveviewofthecapabilitiesthattheArmynetworkmustprovidetoenablethewarfighter. Transformationisenabledbytechnologicaladvances,butourmostcriticalassetisnottechnology,butthecriticalthinkingofourSoldiersandleaders.AswecontinuetoprovidecapabilityenhancementstotheArmy’sLandWarNet,wemustremainfocusedonenablingourSoldiersfromthe“firsttacticalmile”allthewaybacktotheoperationalbase.LandWarNetisaboutconnectingallofourforces,systems,platforms,andinstallationsintoacollaborativeenvironmentthatenablestheseamlessflowofinformationtoenabledecisionmaking. ThisLandWarNetCONOPSwillberefinedandupdatedonaregularbasisaswecontinuallydevelopnewcapabilitiesandconceptsthatenableourSoldiersandleaderstotacklethemyriadchallengesinaneverchangingglobalenvironment.Weseekinstitutionalinnovationandtheapplicationofcriticalthinkingthatprovidesinsightintothesechallenges.WewelcomeyourcommentsandcollaborationinthisendeavorthatwecallLandWarNet. MICHAELA.VANELieutenant Director,U.S.ArmyCapabilitiesIntegrationHYPERLINKExecutiveSummary Warfightersrequirearobustglobalnetworkthatsupportsjointoperationsinawidevarietyofoperationalenvironments.TheArmymustbeabletooperatewithinthisjoint,network-enabled,globalcollaborativeenvironment. LandWarNetisdefinedastheArmy’sportionoftheglobalinformationgridandconsistsofallgloballyinterconnected,end-to-endArmyinformationcapabilitiessupportingwarfighters,policymakers,andsupportpersonnel.AstheArmy’senterprisesystemofsystems,LandWarNetmovesinformationthroughaseamlessnetworkthatfacilitatesinformation-enabledjointwarfightingandsupportingoperationsfromtheoperationalbasetotheedgeoftacticalformations,downtotheindividualSoldier. LandWarNetisnotaprogramofrecordoranewnetworkforthefuture,itexiststoday.ItisthenamefortheArmy’senterprisenetworkingcapabilitiesthatenableSoldiers,Leaders,andunits–todayandinthefuturetooperateanytime,anywhere,ateveryechelonaspartofthejointforce. LandWarNetprovidestheconstructfortheArmy’stransitiontothefutureandisakeycontributorforinformationanddecisionsuperiority.LandWarNetwillenablevoice,data,andvideototheedgeoftacticalformations—ultimatelypushingthesecapabilitieslowerandlowertoourmodularU.S.Army’sbrigades,battalions,andSoldiers.TheFutureCombatSystemswillhaveawidearrayofnewinformationcapabilitiestoachieveconceptualobjectives;however,itmustbeabletopassthatinformationtoavarietyoforganizationswithdissimilarlevelsofcapability.LandWarNetisthemeanstoprovidelinkagesbetweensensors,shooters,andleaders;seamlessandsecureinteroperability;networkservices;and,end-to-endconnectivitythroughouttheenterprise. FocusedonleadersandSoldiers—LandWarNetintegratesC2capabilitiestoenableleader-centricoperations.TheArmymustviewthefuturejointoperationalenvironmentfromaglobalperspectiveandrealisticallyconsiderwhereoperationscanoccur.Thestrategicenvironmentwillbevolatile,uncertain,complex,andambiguouswithmultipleandcombinationsofoperationalcontingenciesthatrequirejoint,interagency,andmultinationalcapabilities. TheArmyrecognizesthatwehavemultiplestove-pipednetworks,insufficientaccesstoactionableintelligence,limitedbattlecommandon-the-move,andothershortfallstoday.Theseshortfallsarebeingaddressedthroughmultiplemeansfromorganizationalchangestodevelopmentofnewcapabilitiesandsystemsthatwillprovideacommonusernetworkingcapabilitythroughouttheforce.ThisCONOPSaddressesthefullspectrumfutureModularForceandhowLandWarNetenablesnetworkoperationsinaglobalcollaborativecontext.ThisCONOPSisfullynestedintheArmyconceptstrategydocumentsfromthecapstoneconcept,theoperatingconcepts,andthroughthesixArmyfunctionalconcepts.ItisdesignedtoaddressLandWarNetcapabilitiesduringeachofthejointoperationalphasesinthe2023timeframe. AlthoughLandWarNetexiststoenablethewarfightthroughbattlecommand,thenetworkenablesallwarfightingfunctionsandmustbedevelopedasanintegratedcapabilitythatsupportsthecommander’sabilitytomakeinformeddecisions,delegateauthority,andsynchronizethewarfightingfunctions.TheLandWarNetCONOPSwillservetofurtherdevelopandintegratetheoperationalconceptsthatsupporttheArmy’snetworkdevelopmenteffortsthatallowforseamlessdisseminationofthecommander’sintentandunderstandingofthejoint,commonoperationalpicture.Itwillprovidetheopportunitytoexchangeideasonhowtoorganize,train,plan,andrehearsetooperateintheglobalcollaborativeenvironment. TheLandWarNetCONOPSoffersinsightsintohowLandWarNetmustbedeveloped,fielded,andmanagedtoaddressdiversethreatsandthevolatileconditionsthroughoutthejointphasedframework.Coupledwithhigherlevelguidance,theCONOPSwillleverageexistingandongoingdevelopmentefforts,andinformsubsequentfunctionalanalyses,experimentation,architecturaldevelopment,forcedevelopmentrecommendations,andimplementationdecisions. (2)Maintainacommonoperatingpicturewithforcesalreadyintheater. (3)Automateddecisionaids. g.TRADOCPamphlet525-3-4,TheU.S.ArmyFunctionalConceptforStrikeaddressesjointandfutureModularForcefiresatthestrategic,operational,andtacticallevels.Strikeincludesfiresroutinelyintegratedwithinformationoperations(IO)andthreeIO-relatedmilitaryactivities;publicaffairs(PA),civilmilitaryoperations(CMO),anddefensesupporttopublicdiplomacy(DSPD).LandWarNetenablescapabilitiesassociatedwiththeStrikefunctionalconceptforexample: (1)Providingcontinuousaccesstothecommonoperationalpicture(COP). (2)Ensuringseamlessandtransparentcommunicationsandcomputerinterface. (3)Executingroutineemploymentofavailablejointandmultinationalfires. h.TRADOCPamphlet525-3-5,TheU.S.ArmyFunctionalConceptforProtectlaysoutasetofenablingtasksandcapabilitiesbywhichthefutureModularForceprotectspeople,physicalassets,andinformationagainstthefullspectrumofthreats.Thefunctionofprotectwilltakeplaceonland,intheair,onthesea,inspace,andtheelectronicdomains.LandWarNetenablesthecapabilitiesassociatedwiththeProtectfunctionalconceptforexample: (1)ShareprotectioninformationhorizontallyandverticallyinaJIMenvironment. (2)Employsensors,automatedprotectionsystems,androboticsinacombatenvironment,inordertoachieveSUandassisttheabilitytodecideandactagainsthostileforces. (3)Capabilitytoreceiveupdatedornewtrainingsupportpackagesforimprovedsensor,automated,androboticcapabilitiesinaformalandunittrainingsetting. i.TRADOCPamphlet525-4-1,TheU.S.ArmyFunctionalConceptforSustainestablishestheoverarchingframeworkforlogisticssupporttothefutureModularForce.Atthestrategicandoperationallevel,futureModularForcesupportisenvisionedasasinglejointsystemthatsensesandinterpretstheoperationalenvironmentandrespondsthroughnetworkedcapabilitiesandadvanceddistributionplatformswithprecision,fromthesourceofsupporttothepointofeffect.FutureModularForcesupportoperationsincludesupplyandfieldservices,medicalsupport,maintenance,transportation,forcehealthprotection,Soldierservices,andaviationlogisticssupport.LandWarNetenablesthecapabilitiesassociatedwiththeSustainfunctionalconceptforexample: (1)Asinglejointcapablenetwork-enabledlogisticssystem. (2)High-speed,precision,accuracy,visibility,andcentralizedsupplychainmanagementwithminimumessentialforwardstockageandreachbackcapabilities.
