數(shù)字鴻溝與城市老年人的社區(qū)參與——基于多元主體治理的視角摘要

數(shù)字鴻溝已成為制約中國(guó)老年人參與社區(qū)生活的一大障礙。本論文從多元主體治理的視角出發(fā),探討數(shù)字鴻溝如何影響城市老年人的社區(qū)參與,分析影響老年人數(shù)字化程度的因素,并提出相應(yīng)的政策建議。本文采用深度訪談方法,選取具有代表性的城市老年人研究樣本,分析老年人如何認(rèn)識(shí)數(shù)字鴻溝、如何應(yīng)對(duì)及其影響。研究發(fā)現(xiàn),數(shù)字鴻溝不僅限于老年人不熟練操作互聯(lián)網(wǎng),還包括老年人信息獲取能力、語(yǔ)言文化差異以及數(shù)字技術(shù)對(duì)老年人健康的影響等多個(gè)方面。為了解決老年人公共參與方面的問(wèn)題,本論文提出了多元主體治理的政策建議,即政府、社區(qū)組織、企業(yè)和志愿者應(yīng)共同推進(jìn)老年人數(shù)字化信息化建設(shè),以提高老年人的數(shù)字化水平,加強(qiáng)老年人的社區(qū)參與度。

Abstract

DigitaldividehasbecomeamajorobstaclethathinderstheparticipationofChineseelderlyincommunitylife.Basedontheperspectiveofmulti-stakeholdergovernance,thispaperexploreshowdigitaldivideaffectsthecommunityparticipationofurbanelderlyandanalyzesthefactorsthataffectthedigitizationoftheelderly.Thestudyadoptsadeepinterviewmethod,selectsrepresentativesamplesofurbanelderly,andanalyzeshowtheelderlyrecognizedigitaldivide,howtocopewithitanditsimpact.Thestudyfoundthatdigitaldivideisnotonlylimitedtotheelderly'slackofproficiencyinoperatingtheInternet,butalsoincludesmanyaspectssuchastheelderly'sinformationacquisitionability,languageandculturaldifferences,andtheimpactofdigitaltechnologyontheirhealth.Inordertosolvetheproblemofelderlypublicparticipation,thispaperproposespolicysuggestionsformulti-stakeholdergovernance,thatis,thegovernment,communityorganizations,enterprises,andvolunteersshouldworktogethertopromotethedigitalandinformationalconstructionoftheelderly,inordertoimprovetheirdigitalliteracyandstrengthentheircommunityparticipation.

Astechnologyadvancesandbecomesincreasinglyingrainedinourdailylives,thedigitaldividebetweenthosewhoaretechnologicallyproficientandthosewhoarenothasbecomemoreevident.Thisdivideisespeciallyproblematicfortheelderlypopulation,whooftenfacechallengesinaccessingandutilizingmoderntechnology.Therefore,itisnecessarytodeveloppoliciesthatpromotedigitalinclusionforthisvulnerablegroup.

Thispaperdiscussesthedigitaldivideamongurbanelderlycitizensandproposespolicysuggestionsforpromotingmulti-stakeholdergovernancetoimprovetheirdigitalandinformationalconstruction,aswellastheircommunityparticipation.

DigitalDivideamongUrbanElderly

Thedigitaldividereferstothediscrepanciesintechnologicalaccess,knowledge,andutilizationbetweendifferentsocialgroups.Elderlycitizensareoftenamongthegroupsmostaffectedbythisdivide.AccordingtotheNationalBureauofStatisticsofChina,in2017,theinternetusagerateforelderlycitizensover65yearsoldinurbanareaswasonly25.1%,comparedtothenationalaverageof55.8%.Thismeansthatasignificantnumberofelderlycitizensdonothaveaccesstotheinternet,andarethereforeunabletofullyparticipateinthedigitalage.

Besides,evenifelderlycitizenshaveaccesstointernetplatforms,theymaystrugglewithotherchallengessuchasalackoftechnicalknowledgeorunfamiliaritywithusingonlineservices.Thesefactorscontributetothedigitaldivideamongtheelderlyandhindertheirabilitytomakefulluseofmoderntechnologies.

PolicySuggestionsforPromotingMulti-StakeholderGovernance

Toreducethedigitaldivideamongelderlycitizensinurbanareas,amulti-stakeholdergovernanceapproachshouldbeemployed.Thisapproachinvolvescollaborationbetweenthegovernment,communityorganizations,enterprises,andvolunteerstopromotedigitalinclusionandstrengthencommunityparticipationamongtheelderly.Somepolicysuggestionsforpromotingmulti-stakeholdergovernanceandreducingthedigitaldivideamongtheelderlyincludethefollowing:

Itisalsoimportanttorecognizetheimportantrolethatcommunityorganizationsandgovernmentinitiativescanplayinpromotingdigitalinclusionforseniors.Grants,funding,andotherresourcescanbedirectedtowardsorganizationsthatareworkingtoimprovethedigitalliteracyandaccessibilityofelderlypopulations.Inaddition,governmentpoliciesandregulationscanbeenactedtoensurethattechnologyanddigitalservicesaredesignedtobeinclusiveandaccessibleforallpeople,regardlessofageorability.
