AftertheattacksonSeptember11andthehurricanesthatslammedtheGulfCoastlastyear,you'dexpectourmajorcitiestobereadywithdisasterplansthatwillsavelivesandproperty.There'snodoubtwe'llbehitagain—maybeevenharder—becausethelistofpossiblecalamities(災(zāi)難)islong:fromabirdflupandemictoamassiveCaliforniaearthquake,tomoremonsterstorms,toanotherterroristattack.
Butarewereallypreparedtoprotectpeople,aswellastheirhomesandbusinesses?Everymajorurbanareahasreceivedfederalfunding,muchofitfromtheDepartmentofHomelandSecurity(DHS),inordertomaketheircitiesmoresecure.Buttherearenosetcriteriaformeasuringpreparedness(thefedsareworkingonthat),andthequalityofdisasterplansvarieswidelythroughoutthecountry.
Sowedecidedtodoanindependentassessmentof10high-riskurbanareas,focusingonkeysecurityindicators.Weanalyzedpublicdata,consultedwithfederalandlocalemergencyworkers,andcontactedthemayors'officestogauge(測(cè)量)thereadinessofthesecitiestomeetbothnaturalandman-madedisasters.
