SchoolshootingsfromMississippitoOregonhaveleftmanystudentsfeelingafraidfortheirsafetyinschool.Littletonwasnotthefirstsuchtragedy.Butitwasthemostviolentinrecentyears.AccordingtoRonaldStephens,presidentoftheNationalSchoolSafetyCouncil,"Littletonchangedthelandscape,"onschoolsafetyissues.

SinceApril,politicians,schooladministrators,parents,andstudentshavebeensearchingforanswersabouthowtopreventtragedieslikeLittletonfromhappeningagain.

HowViolentAreSchools?

AlthoughthestoriesfromLittletonandotherschoolshavebeenhorrifying,crimeinschoolsisactuallydeclining.In1993,therewere164crimesforevery1,000studentsages12to18.In1996,thenumberhaddroppedto128per1,000.Furthermore,accordingtotheCentersforDiseaseControlandPrevention(CDCP),lessthanonepercentofallmurdersamongschoolchildrenages5-19happeninoraroundschoolgroundsoronthewaytoorfromschool.Still,manyexpertsbelievethatisnotgoodenough.The

CDCPstudywarnsthat"theoccurrenceofyouthviolenceand

StrongerSecurity

Whatareschoolsdoingtoreduceviolence?"We'vebeeninnumerousmeetingswithschoolcounselors,police,andotherprincipalstodevelopaplantomeettheneedsofourschools,"BertAmmerman,ahighschoolprincipalinNewJersey,said.

He'snotalone.AtWilliamsBayHighSchoolinWisconsin,thepoliceheldpracticeschool-shootingdrillsoverthesummer.

InCowetaCounty,Georgia,studentsmustcarrybooksin

see-throughbagssothattheycan'thideguns.

Otherschoolsareadoptingstrictdresscodesandrequiringthatbackpacksbecheckedoften.Someschoolsaresettinguphotlinesorareencouragingstudentstotellateacherifaclassmatethreatenstohurthimselforherselforothers."Ourkidsarestillourbesteyesandears,"saidAmmerman.

Sometimes,schoolsecuritymeasuresconflictwithpersonalrights.DebraJacobsoftheAmericanCivilLibertiesUnion(ACLU)saidtheorganizationhasbeen"flooded"bycallsfromparentsandstudentswhocomplainthatschoolshavebeenviolatingstudentFirstAmendmentrightstofreeexpression.Forinstance,ahighschoolstudentinMarbleHill,Missouri,wasfailedforawholesemesterbecausehepostedaWebsiteonhishomecomputerthatwascriticalofhishighschool."Banningallexpressionwillmakeitdifficulttoidentifykidswhoreallyneedhelp,"Jacobssaid.HelpingTroubledTeens

Manyexpertssaythataddingmoresecuritymeasuresisnotenough.RonaldStephensoftheNationalSchoolSafetyCouncilsaidthatonegoodwaytostopcrimeistohelpkidsbeforetroublestarts."Teachersneedtolookforearlywarningsignsandprovidecounselingandsupportforkidswhoareatrisk."

Oneexampleishelpingprogramsthatpairatroubledteenwithacaringgrown-up.Suchprogramshavebeenshowntoreducetheriskthattroubledstudentswillbecomecriminals.Programsthatgiveyoungpeopleaplacetohangoutafterschoolhavehelpedto

reducecrime,becausemostcriminalactsbyyoungpeopletake

Manyschoolsareputtingprogramsinplacetoprotectchildrenfrombigger,strongerkids.Accordingtoexperts,childrenwhoarepushedaroundandintimidatedbyotherchildren,andthosewhodotheintimidating,areathigherriskforemotionalproblems.ColumbineHighSchool,whichhashadproblemswiththisinthepast,isaddingaprogramtopreventintimidatingbehavior.FrankDeAngelis,theschool'sprincipal,said,"AtColumbineHighSchool,wewillhavezerotoleranceforcruelty,discrimination,violence,andintimidation."

Society'sResponsibility

ManyexpertsbelievethattheshootingsatColumbineandotherschoolsarenotjustaschoolproblem.TheysaythatproblemsinAmericansocietyalsoplayarole.Someexpertssaythereistoomuchviolenceinthemedia,includingmovies,music,andTV.TheAmericanAcademyofYoungPeople'sHealthhasurgedalimittotheamountofTVkidswatchbecauseitistooviolent.

PresidentandMrs.Clintonrecentlymadeaseriesofpublicserviceannouncementsfortelevision.Inonead,thePresidenttellsparents:"Ourchildrenneedourhelptodealwithtoughissueslikeviolence.Pleasetalktoyourkids.Helpthemunderstand."PresidentClintonalsoannounced$15millioningrantstoschoolsandorganizationsthatfightschool-relatedcrimes.

Noteveryoneagreesthatmediaviolenceisamajorcauseofviolencebykids."Manyyoungpeopleviewviolentmoviesandvideogames,butmostofthemdonotshootuptheirschoolsasaresult,"DebraJacobsoftheACLUsaid.SociologistBonnieBerryagrees."Ithinktheproblemisguns,"shesaid."Alotofpeoplearesayingthatyoungpeopletodayaremoresetapartthantheywere.Idon'tthinkso.Buttheydohaveaccesstolotsofguns,andtodangerousguns."

Thestatisticspaintasadpicture.Nearly90percentofmurdersofpeopleages15to24arecausedbyguns.InJune,abillwasproposedinCongresstolimitsellinggunsatgunshows.Themeasurefailedtopass.

BobLevyoftheconservativeCatoInstitutesaidthathedoesn'tbelieveweneednewgunlaws."Wehaveallthelawsweneed,but

wedon'tenforcethem,"hesaid.EducationSecretaryRichardRiley

said,"Thiscountryhasreallycreatedacultureofviolenceinwhichitisveryeasytohaveaccesstoguns.Americansreallydoneedtostopandthinkaboutwhatishappening."

InexcusableBehavior

ManyexpertssaythatnomatterwhatprovokedtheLittletonshooters,thekillingofyoungpeopleisinexcusable.BertAmmermansaid,"Youdon'tshootpeoplebecauseyourparentsaredivorced,oryou'reintimidated,oryourgirlfriendbrokeupwithyou.It'sunacceptable!"

StudentsTakeAction

Studentsaretakingactiontostopschoolviolence.

Ms.HeatherBeck'ssociologyclassesinLakewood,Colorado,havestartedacampaigntocollect"Iwill"pledgesfromstudentsaroundthecountry.Studentswhosignthepledgepromise,amongotherthings,to"bepartofthesolution"andto"domyparttomakemycommunityasafeplacebybeingmoresensitivetoothers."
