ithinkweareallwellawareoftheimportanceofthissixthwtdc,andiamencouragedtoseesuchahighlevelofparticipation.

whatwedecideanddefinehereoverthenexttwoweekswillshapenotjustthefutureofictdevelopmentoverthenextfouryears,butthefutureshapeoftheveryworldwelivein.

intoday’sfast-movingictsector,fouryearsisaverylongtime.toseehowlongthatreallyis,let’slookbackto2023,whenwelastheldthewtdc,inhyderabad,india.

sincethentheictlandscapehaschangedinextraordinaryandunexpectedways.

wehaveseenthenumberoffixed-linesubscriptionscontinuetofall,andtherearenowaround82millionfewerfixed-linesubscriptionsthantherewereatthebeginningof2023.

thisfallinfixedlineshasbeenmassivelymorethancompensatedforbymobilegrowthoverthesameperiod–withnetadditionsofalmost2.2billionmobilecellularsubscriptionssincethebeginningof2023.

andthegreatnewsforthisconferenceisthatalmostallofthisgrowthhasbeeninthedevelopingworld,whichaccountedfor90%ofthenetadditions–veryclosetotwobillionnewmobilecellularsubscriptionshavebeenaddedinthepastfouryears.

thesamepatternistrueofthegrowthininternetusers,where817millionoftheonebillionnewinternetusersoverthepastfouryearshavecomefromthedevelopingworld.

wehavealsoseensocialmediacontinuetoskyrocket.whenwemetinhyderabad,fouryearsago,therewerearound30millionusersoftwitter,and400millionusersoffacebook.todayhundredsofmillionsoftweetsaresenteveryday,andfacebookhasover1.2billionusers.

andthat’swhywe’reallhere.

whileoverthreequartersofpeopleinthedevelopedworldnowhaveaccesstotheinternet,morethantwothirdsofpeopleinthedevelopingworldstilldonot.

inthedevelopedworld,fixedandmobilebroadbandpenetrationratesatthebeginningof2023stoodat27.2%and74.8%hedevelopingworld,theystoodat6.1%and19.8%.

distinguisheddelegates,

thesearepowerfulnumbers,buttheyalsodemonstratetheextraordinaryopportunitiesthatlieahead.

icts–andinparticularbroadbandnetworks–offerperhapsthegreatestopportunitywehaveeverhadtomakerapidandprofoundadvancesinglobalsocialandeconomicdevelopment.

thisisoftremendousandtimelyimportance,asweapproachthecuspbetweenthemdgsnextyear,andthebeginningofthepost-2023developmentprocess.

andthisofcourseiswhybroadbandforsustainabledevelopment’hasbeenchosenasthethemeforwtdcthisyear.

likeyou,iamconvincedthatbyextendingaccesstobroadband,countrieswillquicklyacceleratesustainablesocialandeconomicprogress.

bydeliveringefficienciesacrosssomanyareas–fromeducationandhealthcaretotransportation,waterandenergy–broadbandnetworkscanquicklypayforthemselves,creatingavirtuouscircleofinvestment,productivityandhumandevelopment.

tohelpworldleadersseethewaysthatbroadbandcanacceleratetheachievementofthemdgs,ituandunescolaunchedthebroadbandcommissionfordigitaldevelopmentin2023,justafewweeksbeforewelastmet,inhyderabad.

inthiscontext,andinthecontextofthisconference,itisespeciallygratifyingtoseebroadbandaccessgrowingsorapidlyinthedevelopingworld–withpenetrationinthedevelopingworldintermsofmobilebroadbandgrowinganincredible50%betweenthebeginningof2023andthebeginningof2023.

ladiesandgentlemen,

iamanoptimist,andihavetremendousfaiththatthepublicandprivatesectorswillworktogethertoinvestin,andtoroll-out,thenecessaryinfrastructure.

theydidthissowellinthecreationofmobilecellularnetworksinthedevelopingworld,andiexpecttoseethepatterncontinuedforbroadband.

iamalsoconvincedthatinpartnership,theywillalsohelpcreatethenecessaryservicesthatpeopleneed,andthatwewillquicklyseeenrichedcontentdevelopedandcreatedthatwillstartoffavirtuouscircleinstimulatingdemand.

asthishappens,wewillrapidlyseebroadbandreachtheremotestcornersofourplanet.

wemustmakesurethatwedonotjustbringbroadbandtothepeople,butthatwedosoresponsibly.thatwepreservecyberpeaceanddelivercybersecurityinaworldthatisalwaysconnected,andalwaysonline.
