前言Preface根據(jù)相關(guān)專業(yè)機(jī)構(gòu)的研究報(bào)告,航運(yùn)業(yè)目前每年消耗20億桶燃油,二氧化碳約占全球總排放量的6%。業(yè)內(nèi)人士預(yù)測(cè),到2020年全球航運(yùn)業(yè)將需要更多的燃油,溫室氣體的排放量將在目前基礎(chǔ)上增加75%。氣候變暖已經(jīng)成為全世界關(guān)注的主要環(huán)境問(wèn)題,各國(guó)政府以及各行業(yè)都在采取各種可能的措施減少CO2等溫室氣體的排放。Accordingtothestudyofrelevantprofessionalorganizations,theshippingindustryhasanannualconsumptionof2billionbarrelsoffueloil,andproduces6%oftheoverallglobalcarbondioxideemissions.Industryinsiderspredictthatby2020theglobalshippingindustrywillneedmorefuel,whichwillcausegreenhousegasemissionsincreaseby75%onthecurrentbase.Astheclimatewarminghasbecomeamajorenvironmentalproblemcapturingworldwideattention,governmentsandindustriesaretakingallpossiblemeasurestoreducetheemissionsofCO2andothergreenhousegases.為有效控制船舶營(yíng)運(yùn)對(duì)環(huán)境造成的污染,IMO海環(huán)會(huì)第59屆會(huì)議提出了新造船舶能效設(shè)計(jì)指數(shù)(EEDI)(MEPC.1Circ.681EEDIcalculation)、營(yíng)運(yùn)船舶能效營(yíng)運(yùn)指數(shù)(EEOI)(MEPC.1Circ.682verificationofEEDI)和船舶能效管理計(jì)劃(SEEMP)(MEPC.1Circ.683SEEMP),要求各航運(yùn)企業(yè)將須逐步制定能效管理計(jì)劃。在63屆會(huì)議上又對(duì)Circ.683進(jìn)行了修改,出臺(tái)了新的MEPC.1/Circ.213《船舶能效管理計(jì)劃(SEEMP)制訂導(dǎo)則》。Forthepurposeofcontrollingtheenvironmentpollutioncausedbyshipoperation,theIMOMarineEnvironmentProtectionCommittee(MEPC)hasputforwardthenewshipEnergyEfficiencyDesignIndex(EEDI)(MEPC.1Circ.681EEDIcalculation),operationalshipEnergyEfficiencyOperationalIndicator(EEOI)(MEPC.1Circ.682verificationofEEDI),andShipEnergyEfficiencyManagementPlan(SEEMP)(MEPC.1Circ.683SEEMP)onthe59thmeeting,requiringallshippingenterprisestomakeenergyefficiencymanagementplanstepbystep.Onthe63rdmeeting,theMEPCmodifiedtheCirc.683andpublishedanewMEPC.1/Circ.213(GuidanceForTheDevelopmentOfAShipEnergyEfficiencyManagementPlan).國(guó)際海事組織(IMO)于2008年10月10日在第58屆海上環(huán)境保護(hù)委員會(huì)上,以MPPC.176(58)決議通過(guò)了的MARPOL73/78公約附則VI2008修正案,將于2010年7月1日起強(qiáng)制生效。根據(jù)該公約第14條要求:2015年1月1日及以后在Sox排放控制區(qū)(簡(jiǎn)稱SECA區(qū)域)船舶使用燃油的含硫量為0.10%。MARPOL公約附則六新增一章“船舶能效規(guī)則”,將在2013年1月1日強(qiáng)制實(shí)施“能效設(shè)計(jì)指數(shù)(EEDI)”、“船舶能效管理計(jì)劃(SEEMP)”。由此,全球航運(yùn)企業(yè)將面臨著更加嚴(yán)格的節(jié)能減排履約要求。TheInternationalMaritimeOrganization(IMO)passed,byresolutionMPPC.176(58),2008amendmenttotheMARPOL73/78ConventionAnnexVIonthe58thmaritimeenvironmentprotectioncommitteeholdonOctober10,2008,whichshallbeeffectedonJuly1,2010.AccordingtotherequirementsoftheArticle14oftheConvention:thesulphurcontentofthefueloilusedbyshipsinSoxEmissionControlArea(hereinafterreferredtoasSECA)shallbe0.10%forJanuary1,2015andafter.Anewsectionnamed“regulationsonenergyefficiencyforships”shallbeincludedinMARPOLAnnexVI,andtheEEDIandSEEMPshallbeenforcedonJanuary1,2013.Therefore,globalshippingenterpriseswillfacestricterenforcementrequirementsforenergyconservationandemissionreduction.歐盟2005/33/EC法令,從2010年1月1日起,所有??浚òㄥ^泊)歐盟港口二小時(shí)以上的船舶,將執(zhí)行其使用的燃油含硫量不得超過(guò)0.10%的規(guī)定。對(duì)抵靠歐盟區(qū)域船舶提出了低碳排放的強(qiáng)制性要求。IMO海上環(huán)境保護(hù)委員會(huì)正在研究以海運(yùn)“碳排放交易”、“碳排放稅”為主的七種市場(chǎng)機(jī)制措施。歐盟可能采取單邊行動(dòng),繼航空運(yùn)輸業(yè)之后將海運(yùn)碳排放納入ETS(碳交易系統(tǒng)),收取海運(yùn)碳排放費(fèi)用。IAPH(世界港口協(xié)會(huì))制定了“船舶環(huán)境指數(shù)(ESI)”用于評(píng)估船舶Nox、Sox、CO2的排放情況,根據(jù)評(píng)估結(jié)果采取對(duì)船舶進(jìn)行獎(jiǎng)勵(lì)或在港口使費(fèi)上給予減免等激勵(lì)措施。RIGHTSHIP、OCIMF、BSR(商業(yè)社會(huì)責(zé)任組織)依靠自身在散貨、油輪、集裝箱市場(chǎng)強(qiáng)大的影響力,推出了各自領(lǐng)域的船舶能效評(píng)估、評(píng)級(jí)系統(tǒng),對(duì)散貨、油輪、集裝箱租船市場(chǎng)的影響重大。AccordingtotheEU2005/33/ECAct,sinceJanuary1,2010,allshipsberthing(includinganchoring)onEUportsformorethantwohoursshallperformtheprovisionofitsuseoffuelsulfurcontentshallnotexceed0.10%.

AndmandatoryrequirementsoflowcarbonemissionswillberaisedtoshipsabuttingtheEUarea.

TheIMOMEPCisstudyingthesevenmarketmechanismmeasuresbasedonthe“carbonemissionstrading”and"carbontax"ofoceanshipping.

EUmaytakeunilateralaction,followingtheairtransportindustry,toincludeshippingcarbonemissionsintotheETS(carbontradingsystem),tochargeshippingcarbonemissionfees.

TheIAPH(InternationalAssociationofPortsandHarbors)developedthe"EnvironmentalShipIndex(ESI)"toassessships’Nox,Sox,CO2emissions,andtookincentivessuchasrewardingorgivingreliefonportchargesaccordingtotheresultsoftheassessment.

Relyingontheirownstronginfluenceinthebulk,tankerandcontainermarket,RIGHTSHIP,OCIMF,BSR(BusinessforSocialResponsibility)launchedtheirenergyefficiencyassessmentandratingsystemsintheirrespectivefields,causingsignificantinfluenceincharteringmarket
