ThescenesthisweekfromMozambiquehavebeenincrediblymoving.Idon'tsupposeanyofuswillforgettheextraordinarycourageofthepregnantwomanclamberingforsafetyupatreehavingtogivebirththereandthen,fortunatelymotherandbabybeingwinchedbyhelicoptertosafetyminuteslater.

Thatmother'scouragehasbeenmatchedbysimilaractsofbravery,notjustfromthevictimsofthefloodbutfromthosetryingtorescuethem.

Manyhavebeensaved.Manyothersarestillindanger.Thesearetheworstfloodstohavehittheareaforhalfacentury.It'sbelievedthatthereareasmanyas100,000peopletherestillstrandedandindangerfromthefloodwaters-intrees,onroofsorcrowdedtogetherwithoutfoodordrinkingwaterontheonlyhighgroundtheycanfind.Aroundhalfamillionpeoplearebelievedtohavelosteverythingtheypossessed.

Andit'ssuchatragedyforMozambique:acountrythataftermanyyearsofdifficultywasfinallystrugglingtogetbackonitsfeetagain.

Inthelightofthistragedy,theworldhashadtoactquickly.AndIbelievewecanbeproudofthewaythatBritainandBritishpeoplehavereacted.AndofthewaythatourDepartmentforInternationalDevelopmenthasuseditsenormousexpertiseinordertodotheverybestitcantohelp.Andwe'reluckythatwehavethatexpertiseindealingwithdisasterrelief.

Andwe'veseenitthisweekinaction.

Wecharteredsevenhelicopters-fivelocally,twofromtheUkraine.WearesendinganotherfourRAFhelicoptersofourown.108inflatableboatshavebeenloadedontoaplaneinKenttoflyimmediatelytotheregion.

WehavesentLandRovers,satelliteequipment,RoyalNationalLifeboatpersonnelandafirebrigadeteam.

Thetotalassistance-notjustpledgedbutdonated-fromtheUKgovernmentstandsat￡7.3m.Andtodaywecandomore.Whenthefloodwaterssubside,therebuildingprocesswillhavetobeginquickly.Otherwisethepopulationwillbeatthemercyofcholeraandmalaria

epidemics.ThatiswhywearesendingFortGeorge,aspecialsupplyshipcurrentlyinthegulf,totheregion.Itisequippedwithfreshwater,food,medicine,muchneededaviationfuel,aswellasfiveRoyalNavySeaKinghelicopters.It'sgoingtobeabletoacmodate500evacuatedpeople.InjustoveraweekitwillbeinMozambique,deliveringmoreinthehumanitarianeffort.

Youcanneversaythatyou'vedoneenoughorthatyoucouldn'thavedonemore.ButIdoknowthatourcountryhasactedquickly-puttingitsexpertiseacrosstheboardatthedisposalofMozambique;andshowingonceagainhowBritaincanbeaforceforgoodintheworld.

Iknow,too,thatyouwantthegovernmenttoact.ClareShort,GeoffHoontheDefenceSecretary,andtheirMinistershavebeenworkingflatoutonthis.TheyknowhowmuchtheBritishpeoplecareaboutsufferinglikethis.AndIknowtoothatyouwillallwanttoplayyourpartaswell.YesterdayanemergencyappealwaslaunchedbythecharitiesworkinginMozambique.Itdeservesalloursupport.

BeingPrimeMinisterisadifficultjobbutnothing'smoredifficultthanbeingaparent.

Andtherearefewerbiggerworrieswhenyouareaparentthandrugs.Nomatterhowhardyoutrytobringyourchildrenupwell,nomatterhowsensibleanddecenttheyare,weallofusworry.

WhatiftheyfallinwithwrongcrowdHeroin.

Ecstasy.

Crack.Cocaine.

Lethaldrugswithlethalconsequences.Harddrugsthatleadtoaddiction.Oftenafterstartingfromsocalledsofterdrugs.Thesedrugsruinlives.Theyreplacehopewithdespair,theytearfamiliesapart.Theyshattermunities.

Andtheyfuel,ofcourse,weallknowthat,somuchofourcrime.Itisestimatedthatatleasthalfofallthepropertycrimeinthiscountryislinkedinsomewaytodrugs.

Anditisn'tjustinner-cityhousingestateswhicharepreytodrugs.

There'snotamunity,fromhereinthecentreofLondontothemostremotepartsofourcountryside,whichisfreefromit.Notaparent-richorpoor-thatdoesn'tworry.Notafamilythatisimmunetothethreat.

SonotjustasaPrimeMinister,asaparenttoo,wewanttosupporthardworkingfamiliesandmakesurethatweengageinarealbattletobatthescourgeofdrugsinoursociety.Weallknowthere'snosingle,simplesolution.What'sneededisaraftofco-ordinatedmeasurestotacklethismodernmenace.

Chokingoffthesupplyofdrugs.Catchingandpunishingdrugdealers.Breakingthelinkbetweendrugsandcrime.Treatingproperlythosehookedondrugs.Educatingourchildrenaboutthedangers.

Givingfamilieseverypossiblesupport.

Newlawsarethecrucialfirststep.

We'retakingnewpowerstotestcriminalsfordrugs.

Mandatorytestingofallprisoners.

Newpowerstoensureconvicteddrugoffendersarereferredfortreatment.

Newsevenyearminimumsentencesfordrugdealers.

Butwehavetodomore.Becausenomatterhoweffectivelythepolice,orcourtsorcustomsoperate,theycan'twinthiswarontheirown.We'veallgottoplayourpart.

LondonandtheotherCrimeStopperscampaignsthatareengagingmembersofthepublicinthisbattletoo.

Justtogiveyouacoupleofexamples,inonecaseagrandmothergotsuspiciousaboutthepeoplenextdoor.Fromhercalltotheconfidentialnumber,thepolicewereabletobusta￡1milliondrugsfactory.

Orinanother,vitalinformationprovidedthemissingdetailsthepoliceneededfora￡3millionheroinseizure.Justtwotelephonecallsresultinginthat.

InjusttwoweekscallstotheLondonRatonaRatschemeincreasedfrom70to2,000.Sevenhundreddrugdealersandusershavebeenarrestedsincetheschemebegan.

Initiativeslikethisareworkingsuccessfullyrightacrossthecountry.Sowehavetodomore.NotjustinrelationstocourtsinvolvingthemembersofthepublicbutearlierthisweekIchairedameetinghereintheCabinetroomwithkeyMinisters-JackStraw,MoMowlamandthe

personinchargeofourdrugsstrategy-theformerchiefconstableKeithHellawell,policeandcustoms,whereanumberofspecificconcreteideaswerepresentedwhichwecantakeforward.

There'soneimmediatestepthatIcanannounce-ajointHealthandHomeOfficeplantorecruitmorethan300extraspecialistdrugcounsellorswhocandealproperlyandeffectivelywiththosereferredbythePolicefortreatment.Someofthesepeoplewanttogetoffdrugsbutunlesstheygetthetreatment,theydon'tgetthechance.Ifwegetyoungoffendersoffdrugs,there'llbefarmorechancestoppingthemreoffending.Sincethey'reoftenoffendingtofeedthehabit.Theadvertsforthesenewpostswillgooutinthenextfewdays.

ThecreationoftheNationalHealthServicebackin1948liftedamassiveworryfrompeople'slives.

Forthefirsttime,healthcaredidnotdependonwealth.Need,notabilitytopay,waswhatmattered.

EveryfamilyinBritain-andcertainlymine-hasitsownreasonstothankthecreatorsoftheNHSandtheexpertiseanddedicationofitsnursesanddoctors.

ButwhilesupportfortheNHSremainsstrong-andinparticularforitsfoundingprinciples-inrecentyearsthere'sbeenincreasingconcern.

Concern,forinstance,aboutgrowingdelaysandpatchystandardsofcare.Aboutwhyhealthfundinghasnotkeptpacewithotherparablecountries.

Andtheseconcerns,inturn,havefedfearsabouttheverysurvivaloftheHealthServiceinthenewcentury.

IunderstandthesefearsbutIdon'tsharethem.IbelievethevaluesandprinciplesbehindtheHealthServiceareasrelevanttodayastheywere50yearsago.

ButIalsoacceptthatonlybyrenewingandmodernisingourhealthservicefundamentallycanwere-assurethecountrythattheHealthServicewillcontinuetomeetitshealthneeds

ThishasmeantconfrontingtwoproblemswhichhavehamstrungtheeffectivenessoftheHealthServiceoverdecades-chronicunder-fundingnumberone,andtwo,theshortingsofasystemdesignedreallytomeetthehealthneedsandambitionsof1948.

Wetackledtheunderfundingfirst.

Becausewe'vetakenstepsasagovernmenttorestorestabilitytotheeconomy,publicfinancesbeingputbackinshapeandbecausewe'vecreatedtheconditionswheretherearenowamillionfewerpeoplein

benefitandamillionmorepeopleinworkthecountrycannowaffordtherecord-andsustained-investmentthattheNHSneedsoverthenextfewyears.

Thisyear'sBudgetdeliveredanannualfundingincreaseofmorethan6%aboveinflationforthosefouryears-twicethereal-termsincreasethattheNHShasreceivedoveritshistory.

ButpastlackofinvestmentisnottoblameforalltheshortingsintheHealthService.

Itcan'texplainforinstance,whyservicesinonehospitalcanbesomuchbetterthanthoseinanotherinthesametown.

Indeed,sometimesthewholedebateaboutshortageofmoneyhashelpedmaskotherseriousfailuresinthehealthservicewhichriskwastingtheextrainvestmentthatwenoanttoputin.

SothechallengewelaiddownwhenweannouncedtheextramoneyisthattheGovernmentwoulddelivertheinvestmentbutthemoneyhadtobeacpaniedbymodernisationandreformofthechronicsystem

failuresoftheNHS.

That'swhatthefirsteverNationalPlanfortheNHS,publishedonThursday,delivers.

It'sambitiousbutitisrealistic.Itsaplanrootedintheexperienceofpatientsandthousandsoffront-lineNHSstaff,ateverylevelandineverypartofthecountrywhohavehelpeddrawitup.

Iknow,becauseI'vehaddozensofmeetingswiththemoverthelastfewmonthsasI'veworkedtohelpdrawthisup.
