Definitionsusedwithinthisdocument

Part:usedgenericallytomeanproduct,component,assembly,sub-assembly,material,part,kit,oraccessory.Includesfinishedproduct,accessorykits,retailparts,andpartsormaterialsusedassparesforserviceormaintenance,bothGEbrandsandnon-GEbrands,manufactured,sourcedordistributedbyGE.

Drawing:anyformofapart,product,orrawmaterialspecification.

HomogeneousMaterial:Ahomogeneousmaterialisofuniformcompositionthroughoutandcannotbemechanicallydisjointedintodifferentmaterials.Theterm“mechanicallydisjointed”meansthatthematerialscanbe,inprinciple,separatedbymechanicalactionssuchasunscrewing,cutting,crushing,grinding,orabrasiveprocesses.Examplesofhomogeneousmaterialsincludeplasticparts,zincoraluminumcoatingonasteelsubstrate,platingonanelectricalcontact,phosphorcoatingontheinteriorofafluorescenttube,platingontheleadofasemiconductor,heatshrinktubing,thepolymericboardofaprintedcircuitboard(PCB)assemblyexcludingthetraces,tracesonaPCB,solderusedforconnectingwireterminationstoanelectricalcomponent,varnishinsulationonamotorwinding,andadhesive.TheseareallexamplesofwhatGEConsumer&Industrialconsiderstobehomogeneousmaterials.Therestrictionsalsoapplytoresidualmanufacturingprocessfluids,materials,andby-productsthatremainwiththepart.GEdoesnotconsiderafinishedgood,assembly,sub-assembly,component,part,ordevicetobeahomogeneousmaterial.

SpecificNoteonLimitsofHexavalentChromiumConversionCoatings:

Lightlyapplied(<=0.4gramsofcoating/meter2)hexavalent-basedchromiumconversioncoatings(includingrinsesandtreatments)usedtopassivatethesurfaceofsteelsubstratesarereactiveandreducethemajorityofthechromiumtoatrivalentstate.Inaddition,thisreactivecoatingisgenerallynotmechanicallyseparablefromthesteelsubstrate.Therefore,hexavalent-basedchromiumconversioncoatingsandtheassociatedsteelsubstratecanbeconsideredtogetherasonehomogeneousmaterialifthecoatingisappliedontothesteelsubstrateataratethat’slessthanorequalto0.4gramspersquaremeter.Atthiscoveragerate,thecoatingisclear.Coverageratesgreaterthan0.4gramsofcoating/meter2begintovisiblyappeariridescenttoyellowtogreenishincolor.Thisisindicativeofagreatercoatingrateandthicknessthatcouldlikelybemechanicallyseparatedfromthesteelsubstrate.Accordingly,conversioncoatingsappliedatcoverageratesgreaterthan0.4gramsofcoating/meter2areconsideredtobehomogeneousmaterialsandthetotalweightisnottoincludethesteelsubstrate.Therefore,hexavalentchromiumconversiontreatmentsatarategreaterthan0.4grams/meter2aregenerallynon-compliant.

Application

TheexpectationisthatallregulatedproductswillcomplywiththelatestreleaseoftheRoHS(pronouncedross)Directiveincludinganyadditionalormorerestrictivelimitssetbycountriesandstatesthatareintendedmarkets.ExemptproductsarelistedundertheExemptionsprovidedbytheRoHSDirectivesectionofthisSI.

AnynewSKUwithintheScopesectionofthisS.I.andnotspecificallyexempted,mustbecompliantwiththeprovisionsoftheRoHSDirectivepriortobeingproducedforsale,regardlessofmarketlocation.NewSKUisdefinedasanychangetothemodelnumberotherthanachangeonlytotheengineeringsuffix.

Existing/currentpartswillbeassessedforRoHScomplianceusingtheprocessdefinedinthisSI.

DrawingsfornewormodifiedpartsreleasedforNewProductIntroductions(NPI’s)oranyotherreason(anyC-changeproject)shallcontainthenotedefinedunderAdditionofSpecificationNoteandthenecessarydatamustbesubmittedinordertoqualifythepartsthroughthenormalqualificationprocedureforthoseparts.

Exceptions

ExceptionrequestsmustbereviewedwiththeOCE/Legal,asdefinedunderExceptionProcess.

Background

OnJanuary27,2003,theEuropeanParliamentandtheCounciloftheEuropeanUnionpassedthe"RestrictionofHazardousSubstances"Directive,citation2002/95/EC,commonlyknownasRoHS.ThisDirectiverestrictstheuseofsixspecificsubstancesinelectricalandelectronicequipmentsoldintheEUbeginningJuly1,2006.Thesesixsubstancesare:

Lead

Mercury

Cadmium

ChromiumVI

Polybrominatedbiphenyls(PBB)

Polybrominateddiphenylethers(PBDE)

FuturerevisionsoftheSImayberequiredtomeetadditionalRoHSrequirementsinadditionalcountries.

ChinaRoHSimpactsmanufacturersofproductinChinaandproductsoldinChina.ThescopeisdifferentandtherearedifferentrequirementsfromtheEURoHS.Refertothedirectiveforthecoveredproductandspecificrequirements.Ithasrestrictionsontheamountofmaterialallowedandalsohaslabelingrequirements.ExpectedstartdateisMarch12007.

JapanhasaJISstandardonlabeling.Thisimpactsimporters/sellersinJapan.Thiscoverscategoriescontainingthe6hazardousmaterials.Thisisnotabananddoesnothaverestrictionsonthematerials.ExpectedstartdateJuly1,2006.

Manycountriesareworkingonimplementinga“RoHS”standardfortheircountry.Pendingonthecountryofintendedsale,thestandardsimplementedforthatcountryneedtobeincludedforthatproductspecificationanddevelopment.

EquipmentDefinition

"Electricalandelectronicequipment"or"EEE"meansequipmentwhichisdependentonelectriccurrentsorelectromagneticfieldsinordertoworkproperlyandequipmentforthegeneration,transfer,andmeasurementofsuchcurrentsandfieldsfallingwithincertaincategoriessetoutinAnnex1Aofthe"WasteElectricalandElectronicEquipment"Directive2002/96/EC,knownasWEEE,anddesignedforusewithavoltageratingnotexceeding1,000VACand1,500VDCasamendedbytheRoHSDirective.Inaddition,theRoHSDirectivealsoappliestoelectriclightbulbs,andluminairesinhouseholds.

Scope

TheRoHSDirectiveappliestothefollowingproductsmanufactured,sourced,ordistributedbyGEConsumerandIndustrial:

AllapplianceproductswithintheformerAppliancesbusinessthatuseanelectricalpowersource.

AlllightingandelectricaldeviceproductswithintheformerLightingbusiness.Seethelistofexemptionsbelowformaterialsthathaveuniqueconcentrationthresholdsbasedontheproducttype.

ProductssoldbytheformerIndustrialSystemsbusinessasdescribedbelow:

Allinformationtechnologyandtelecommunicationsapplications,

Alllightingfixturesandsystems,and

Allcomponentsorsubassembliesincludedinothercoveredproducts,e.g.appliances,residentialHVACproducts,lightingfixtures,etc.

Literatureandremovablelabelsthatwouldreasonablybeexpectedtoremainontheproductorkeptinthepossessionoftheconsumer,suchasuse&caremanuals,energyguidelabels,installationinstructions,tipsheets,etc.

OutofScopeParts

ThefollowingpartsareconsideredoutsidethescopeoftheRoHSDirectiveandtherefore,arenotsubjecttorequirementsofthisstandinginstruction:

ThisSIandtheRoHSdirectivedonotapplytoproductsandmaterialsspecificallycoveredbythePackagingandPackagingWasteDirective(94/62/EC):

“Packaging”shallmeanallproductsmadeofanymaterialsofanynaturetobeusedforthecontainment,protection,handling,deliveryandpresentationofgoods,fromrawmaterialstoprocessedgoods,fromtheproducertotheuserortheconsumer.“Non-returnable”itemsusedforthesamepurposesshallalsobeconsideredtoconstitutepackaging.

“Packaging”consistsonlyof:

(a)salespackagingorprimarypackaging,i.e.packagingconceivedsoastoconstituteasalesunittothefinaluserorconsumeratthepointofpurchase;

(b)groupedpackagingorsecondarypackaging,i.e.packagingconceivedsoastoconstituteatthepointofpurchaseagroupingofacertainnumberofsalesunitswhetherthelatterissoldassuchtothefinaluserorconsumerorwhetheritservesonlyasameanstoreplenishtheshelvesatthepointofsale;itcanberemovedfromtheproductwithoutaffectingitscharacteristics;

(c)transportpackagingortertiarypackaging,i.e.packagingconceivedsoastofacilitatehandlingandtransportofanumberofsalesunitsorgroupedpackagingsinordertopreventphysicalhandlingandtransportdamage;Transportpackagingdoesnotincluderoad,rail,shipandaircontainers.

Manufacturingandprocessingmaterialsthatareremovedfromthepartpriortoshipmentsuchascleaningmaterials,drawingcompounds,rustinhibitors,lubricants,etc.

MaximumAllowableConcentrationThresholds

Thepresenceofthesixrestrictedsubstancesispermissibleonlyattracelevels.Forlead,mercury,hexavalentchromium,polybrominatedbiphenyls,andpolybrominateddiphenylethers;amaximumconcentrationvalueof0.1%byweightshallbetoleratedinhomogeneousmaterials.Forcadmium,amaximumconcentrationvalueof0.01%byweightshallbetoleratedinhomogeneousmaterials.

Forexample,theconcentrationlevelofleadinapopulatedprintedcircuitboardassemblyshallbebasedupontheamountofleadpresentineachhomogeneousmaterialthatcomprisesthatassembly.Leadmaybefoundinthesolder,wireinsulation,componentleads,oranyotherhomogeneousmaterialsthatmakeuptheprintedcircuitboardassembly.Iftheleadconcentrationisgreaterthan0.1%withinanyhomogeneousmaterial,thenthePCBassemblyisdenotedinthedatabaseas“ExceedsLimit”.

ExemptionsprovidedbytheRoHSDirective

Mercuryincompactfluorescentlampsnotexceeding5mgperlamp.

Mercuryinstraightfluorescentlampsforgeneralpurposesnotexceeding:

halophosphate 10mg

triphosphatew/normallife 5mg

Leadinhighmeltingtemperaturetypesolders(i.e.lead-basedalloyscontaining85%byweightormorelead),

leadinsoldersforservers,storageandstoragearraysystems,networkinfrastructureequipmentforswitching,signalling,transmissionaswellasnetworkmanagementfortelecommunications,leadinelectronicceramicparts(e.g.piezoelectronicdevices).(2005/747/EC)

ThislistofexemptionsshallbemaintainedbytheOfficeofChiefEngineerandupdatedinatimelymanner.ItshallincludethelatestversionofexemptionsapprovedbytheTechnicalAdaptationCommittee(TAC).

DemonstrationofCompliance

Procedureforassessingpurchasedandin-houseparts,components,materials,etc.usedinproductsmanufacturedbyGE.

EachProductLineEngineeringManagershallassignresponsibilitiesforinitiatingandleadingthecomplianceeffort.

Itistheresponsibilityofeachsuppliertosubmitthenecessaryinformation.Thesupplierisincompliancewiththisprocessoncetheinformationissubmitted.Ifitisdeterminedthatchangesarerequiredduetobusinessneeds,thepart/materialnumberwillbechangedandcomplianceshallbere-assessed.

ThisSIshallbereferencedineveryProductTechnicalSpecification.

NewormodifiedpartdrawingsreleasedforNewProductIntroductionsoranyotherreason(anyC-changeproject)shallcontaintheRoHSnoteandthenecessaryinformationmustbesubmittedinordertoqualifythepartsthroughthenormalqualificationprocedureforthoseparts.IfanewSKUasdefinedintheApplicationsectioniscreatedduetothenewormodifiedpart(s)change,thenthenewSKUmustbeRoHScompliantregardlessofmarketlocation.

Thesuppliermayeitherself-certifyorsubmitquantitativedatausingtheformshowninAppendixA.ThecomplianceresultsshallberecordedintheRoHSDatabase.ThisdatabaseshallbeprotectedsothatonlythosepersonsapprovedbytheChiefEngineermaymodifyit.ItshallbestructuredsothatanyGEpartnumbercanbequeriedforRoHScompliance.TechnicalServicesshallberesponsibleformaintainingthisdatabase.

Anypartstatuschange(fromcomplianttonon-compliant)fromapartalreadyinthedatabaseshallrequireaBCR(businesschangerequest).TheBCRnumbershallberecordedinthedatabasecommentfield.

Forin-houseparts,informationshallbesubmittedfortherawmaterial(s)bytherawmaterialsupplier.Thesitemustcross-referenceallpartsusingthatmaterialandsubmitthosepartsusingtheformshowninAppendixA.

Ifthepartisincompliance,thedatabasestatusshallbecoded“RoHSCompliant”.Ifthepartisnotincompliance,thedatabasestatusshallbecoded“ExceedsLimit”.Ifthepartisexemptbydirective,thedatabasestatusshallbecoded“RoHSExempt”.ThisexemptionprocesscanbefoundattheRoHSdatabasesite.

Anypartusedinaproducttobesoldinacountryorregionthatrequirescompliancemustbecompliant.

Ifapartisnon-compliant,anewBCRissubmittedtomakethechangesnecessarytobringthatpartintocompliance.Thedatabasestatusshallonlybechangedto“RoHSCompliant”whenthechangeshavebeenimplementedtomakethepartcompliant.TheclassofthischangeshallbeassessedusingthenormalC-Changemanagementprocess.

RoHSProcedureforEnsuringComplianceofManufacturedFinishedProducts

EachProductLineEngineeringManagershallassignresponsibilitiesforinitiatingandleadingthecomplianceeffort.

AnynewSKUasdefinedintheApplicationsectionmustbeassessedforcompliance.

Todeterminewhetheraproductisincompliance,theBillofMaterial(BOM)foraproductiscross-checkedagainsttheRoHSpartdatabasetoidentifyanypartsthatarenotcompliantormissingdata.

Ifallpartsarecompliant,theproductshallbedeemedcompliant.

Ifanypart(s)arenon-compliantornotinthedatabase,theproductshallbedeemednon-compliant.

Iftheproductisnotincomplianceandcannotbemadecompliantpriortotherespectiveinternaldeadlineforthatproductline,arecommendationforexceptionordeviationisforwardedtotheChiefEngineerforreviewandapproval.IftheChiefEngineerdoesnotconcur,therecommendationisrecycledtotherequestorwithelaboratingcomments.IftheChiefEngineerconcurs,acommunicationissenttotheappropriateProductManagerinformingher/himofthesituation.TheProductManagerwillmodifytheMasterProductPlantoprecludedistributionofaffectedproductsincountrieswithRoHSrequirements.Toensurecompliance,TechnicalReviewsshallrequirere-certificationofcompliancewhenanychangesaremadetoacompliantproduct.

Thestatusofthemodelbeingassessedshallbeenteredintothepartsdatabasewiththetoplevelassemblyasthepartnumber.

AnychangetothecompliancedatabaserequiresaBCRtoensureadequatenotificationofthechange.

RoHSProcedureforSourcedProducts

Includesfinishedproduct,accessorykits,retailparts,andpartsormaterialsusedassparesforserviceormaintenancebothGEbrandsandnon-GEbrandsmanufactured,sourced,distributed,orsoldatretailbyGE.

EachProductLineEngineeringManagershallassignresponsibilitiesforinitiatingandleadingthecomplianceeffort.

IfanewSKUiscreatedasdefinedintheApplicationsection,thenthenewSKUmustbeRoHScompliantregardlessofmarketlocation.

Oneofthreeassessment/certificationapproachescanbecompleted:

Supplierobtains3rdPartyCertificationofcomplianceasdefinedinitem3,or

SupplierprovidesinformationtoGEandGEdeterminescomplianceasdefinedinItem4,or

Supplierself-certifiesasdefinedinitem5.

3rdPartyCertificationMethod

OCE/Legalmustagreewiththeselectionofthe3rdpartyagencyandmayrequirethesuppliertoprovidesufficientinformationaboutthe3rdpartyagency’sanalysisandcertificationpracticespriortothestartofcertificationactivities.

The3rdpartyagencymayberequiredtohaveanauditprocess.

Aletterfromthesuppliercertifyingcomplianceidentifyingthe3rdpartyagencyutilizedshallbeintheformatdefinedinAppendixBandshallincludethe3rdpartyagency’sdocumentindicatingconformance.SubmittalsshallberetainedbyGEinadatabase.GEmayalsorequireacopyoftheInputSheet.

AfterOCE/Legalapprovalofthecertificationletter,theBPCR(brandedproductchangerequest)isapprovedandclosedandtheDatabaseisupdatedtoidentifytheproductasbeing“RoHSCompliant”.

Ifthe3rdpartyagencydeterminesthattheproductrequirespartchangestoachievecompliancewiththeRoHSDirective,then

thesupplierprovidestoGEthedetailsofthepartsandsubstancesthatarenon-compliant,

theBPCRisapprovedandclosedindicatingthatRoHSstatuswasestablished.

theDatabaseisupdatedtoidentifytheproductasbeing“ExceedsLimit”or“Non-Compliant(exception)”,and

ifanexceptionwasnotapproved,asecondsetofBPCR'sissubmittedbythesuppliertoaddresspartsthatrequireachangetobecomecompliant.Note:theriskclassofthechangeisre-assessedforeachoftheseBPCR’s.

Uponfinalsign-offofBPCR’srequiredtoachievecomplianceofpendingproductsincludingreceiptoftheletterfromthesupplierasdefinedinAppendixB,theDatabaseisupdatedtochangetheproductstatusfrom“ExceedsLimit”to“RoHSCompliant”.

SupplierInformationmethod

DetailedinformationisprovidedtotheCIBbythesupplierwhoentersallrequiredinformationintotheInputSheet.InformationfromtheInputSheetisstoredintheDatabase.

Iftheproductiscompliant,theDatabaseisupdatedtoidentifythepart/productasbeing“RoHSCompliant”andtheoriginalBPCRisapprovedandclosedwithnofurtheraction.

Iftheproductisnon-compliant,

theinitialBPCRisapprovedandclosed,indicatingthesubmittedinformationissufficienttodocumenttheproductisnon-compliant.

theSystemsManagerpursueseitherchangestoachievecomplianceoranexception.

theDatabaseisupdatedtoidentifytheproductasbeing“ExceedsLimit”or“Non-Compliant(exception)”.

Fornon-compliantproducts,asecondsetofBPCRsissubmittedbythesupplierforeachpartthatrequiresachangetobecomecompliant.Note:thechangeriskclassificationisreassessedforeachoftheseBPCRs.

Uponfinalsign-offofallBPCRsrequiredtoachievecomplianceofproductsoriginallyassessedasbeingnon-compliant,theDatabaseisupdatedtochangethepart/productstatusfrom“ExceedsLimits”to“RoHSCompliant”.

SupplierSelf-CertificationMethod

OCE/Legalwilldecideifasuppliercanself-certifycompliance.Supplierreputationandhistoricalissuesaretheprimarydeterminants.LettersshallberetainedbyGE.

OCE/LegalmayalsorequireadditionaldetailsoftheRoHSsubstancecontentpertheformatintheInputSheet.

OncetheSupplierSelf-CertificationisapprovedbyOCE/Legal,theSupplierself-certificationshallbecommunicatedusingtheRoHSdataInputFileintheAppendix.

AnychangetothecompliancedatabaserequiresaBPCRtoensureadequatenotificationofthechange.

AnyexceptionstocompliancewiththeRoHSDirectiverequireOCEreviewandapproval.

Thedatabaseisupdatedtoidentifytheproductasbeing“ExceedsLimit”.

InterpretationandOversightofthisPolicy

TheChiefEngineerisresponsiblefortheinterpretationandoversightofthisPolicy.

TheSr.Counsel,ProductSafetyandRegulatoryisresponsibleforinterpretationoflegalstandardsasitappliestothisPolicy.

AnydeviationfromthispolicymustbeapprovedinwritingbytheChiefEngineerandSr.Counsel,ProductSafe
