4、定義/Definitions關鍵操作——特指那些因任何人為的過失或疏忽均可能導致人員非法登輪、非法進入限制區(qū)域、威脅船舶及人員安全、非法行動等嚴重后果的所有操作活動。Keymeasurement：Keymeasurementisthosemayresultinseriousresultsasunauthorizedembarking,illegalaccessintorestrictedarea,imperilingpersonnellife,andotherunlawfulactsbecauseofanyneglectinconductingthesemeasurements.限制區(qū)域——是指船上那些一旦有具有非法攻擊行動目的人員進入即可能對船舶、人員、港口設施等造成嚴重威脅的敏感區(qū)域（包括進入這些區(qū)域的通道）。Restrictedareas：Restrictedareasarethesensitivelocationsmayleadtoseriousthreatentoship,personnel,portfacility,ifanyoneaimingtounlawfulattackeverattendsintheselocationsandthegangwaytothem.限制區(qū)域標識——系指為了使船上負有保安職責的人員易于識別和控制，對經(jīng)保安評估確認后認定的區(qū)域按照規(guī)定的顏色和文字采取的標識。在限制區(qū)域的醒目處張貼“限制區(qū)域”“未經(jīng)允許，禁止進入”的中英文字樣，字體規(guī)格由公司統(tǒng)一制作后發(fā)船。Markofrestrictedareas：Markofrestrictareasisparticularsignalsinstandardcolorandwordsfortheareas--whichhavebeenapprovedbyasecuritysurvey--,andthesesignalsaremarkedtofacilitatethepersonbeingresponsibletotheshipsecurityinhisorheractivitiesofshipsecuritycontrolandidentification.Stamped“Restrictedarea”,“Withoutallowance,accessprohibited”inChinese/Englishatobviousplaceofrestrictedareas,thespecificationofmarktobemadebycompanyandissuedonboard.船舶通道——系指外部人員能夠合法或非法登輪的可能的通道。Ship’spassage：Anypossiblepassageaccessibleforlegalorillegalvisitors.保安威脅——系指根據(jù)威脅情景和發(fā)生可能性經(jīng)過船舶保安評估加以確定的對船舶、人員或港口設施形成潛在威脅的狀況。Threatentosecurity：Threatentosecurityisthosemayimperillife,ship,orportfacilitiespotentiallybyasecurityevaluationconsideringconditionofthethreateningandpossibilityofitsoccurrence.保安事件——系指威脅船舶、人員、貨物以及港口設施保安的任何蓄意的可疑行為。Securityincident：Anyintendedactivitysuspectedtothreatenthesecurityoftheshipincludingmobileoffshoredrillingunit,itscrew,passengers,storesandcargo,orofaportfacility.非法行為——系指針對船舶、人員、貨物以及港口設施保安所實施的犯罪行為。Unlawfulactmeansanycriminalactdirectedagainstships(includingmobileoffshoredrillingunits),crew,passengers,storesandcargoonboard.破壞保安狀況——系指由于非法行為對船舶、財產(chǎn)、設施以及人員造成的后果。Breachsecuritycondition：meansresulttoship,belongings,facilityandpersonnelbecauseofunlawfulact.保安等級——系指由主管機關制定并發(fā)布的旨在對船舶所在區(qū)域可能發(fā)生的或已經(jīng)發(fā)生的保安事件的風險級別進行劃分，以便船舶根據(jù)保安等級采取相應的保安措施。保安等級分為以下三個等級/Securitylevelmeansthequalificationofthedegreeofriskthatasecurityincidentwillbeattemptedorwilloccur.Itcanbedividedintothreelevels：保安等級1——系指船舶應始終保持最低限度的適當?shù)姆婪缎员０泊胧┑牡燃?。Securitylevel1meansthelevelforwhichminimumappropriateprotectivesecuritymeasuresshallbemaintainedatalltimes.保安等級2——系指由于保安事件風險升高而船舶應在一段時間內(nèi)保持適當?shù)母郊臃婪缎员０泊胧┑牡燃墶ecuritylevel2meansthelevelforwhichappropriateadditionalprotectivesecuritymeasuresshallbemaintainedforaperiodoftimeasaresultofheightenedriskofasecurityincident.保安等級3——系指當保安事件可能或即將發(fā)生（盡管可能尚無法確定具體目標）時，船舶應在一段時間內(nèi)保持進一步的特定防范性保安措施的等級。Securitylevel3meansthelevelforwhichfurtherspecificprotectivesecuritymeasuresshallbemaintainedforalimitedperiodoftimewhenasecurityincidentisprobableorimminent,althoughitmaynotbepossibletoidentifythespecifictarget.本船的所屬船旗國主管機關——系指中華人民共和國海事局。Ministrationoftheshipflag:meanstheMarineSafetyAdministrationofP.R.C.公司——在本計劃中系指船舶管理有限公司。CompanymeanstheownerShipManagement.高風險區(qū)域——系指經(jīng)船舶保安評估后確定的船舶可能遭受保安威脅的風險相對較高的區(qū)域。經(jīng)評估確認包括下列區(qū)域和港口。Highriskregionsmeanstheareasaredeterminedtobehighriskagainstshipsecuritybyashipsecurityevaluation.Suchareasincludefollowingareaandport：中國南海沿海海域及臺灣海峽/OffshoreregionofSouthChinaSeaareaandTaiwanChannel新加坡海峽海域/SingaporeChannel馬六甲海峽海域/StraitofMalacca安達曼海海域/AnamnesesRegion亞丁灣/GulfofAden索馬里沿海/OffshoreregionnearSomali印度尼西亞沿海海域及各港口/OffshoreregionandPortofIndonesia菲律賓沿海海域及各港口/OffshoreregionandPortofthePhilippines緬甸仰光沿海海域/OffshoreregionoftheRangoon,Burma越南沿海海域/OffshoreregionofVietnam孟加拉國沿海及港口/OffshoreregionandportsofBengal印度東海岸北方港口/TheeasterncoastalregionofIndia,anditsportsinnorth東非、西非沿海及港口/OffshoreregionofEastAfricaandWestAfrica南美巴西、秘魯、哥倫比亞沿海海域及港口/OffshoreregionandportsoftheSouthAmericaasthoseinBrazil,Peru,Colombia美國沿海區(qū)域及其所有港口/OffshoreregionandportsofUnitedState低風險區(qū)域——指“高風險區(qū)域”以外的其他區(qū)域。Lowriskregions：meansexcludingthehighriskregions.

5、本計劃控制要求/Requirementoftheplancontrolling本計劃由船舶保安員負責保管和控制。ThisplanshallbekeptandcontrolledbyShipSecurityOfficer(SSO).必須在船舶保安評估的基礎上編制船舶保安計劃，并經(jīng)主管機關或其授權(quán)的認可保安組織（RSO）批準。Compilationoftheshipsecurityplanshallbaseontheshipsecurityevaluation,andtheplanshallbeapprovedbytheAdministrationorotherauthorizedsecurityorganization(RSO).如定期的保安評估的結(jié)果發(fā)生變化，應對本計劃進行適當?shù)男抻?，如對本計劃進行重大更改，在實施之前，必須經(jīng)過主管機關或其授權(quán)的認可保安組織（RSO）審批。Theshipsecurityplanshallbeamendedaccordinglygiventhatmajorchangesarefoundinaregularsecurityevaluation.Ifsuchamendmentsconcerntheessentialpartsoftheplan,beforebeingimplemented,therenewedplanmustbeapprovedbythebodyonbehalfoftheadministrationtotheshiporotherauthorizedapprovedsecurityorganization(RSO).本計劃采用電子版本（電子光盤），并在光盤的外包裝及光盤表面標識中、英文“機密”字樣，由船舶保安員保管，不得泄露給外部組織以及公司內(nèi)部與保安活動無關的人員。任何人不得違反上述程序而擅自更改計劃內(nèi)容和格式。TheplanispreservedbytheSSOinanelectricversion(compactdisk),andtobelabeledwith“CONFIDENTIAL”(Chinese/English)onthepackageandsurfaceofthedisk.Unauthorizedaccesstothisplanordisclosureitscontenttoexternalorganizationorcompanystuffirrelevanttoshipsecurityisstrictlyforbidden.Nonecanviolatetheaboveproceduretopresumechangingcontentandformatoftheplanwithoutauthority.船舶在接受PSC檢查時，除特定的情況外，本計劃一般不向檢查官員出示，若PSC檢查官一定要查看船舶的保安計劃，必須得到船長的同意。WheneverPSConboard,excludespecialrequirement,theSSPshallnotbeshowntotheinspectors,onlythecaptainapproved,thePSCOfficercanchecktheSSP.用于船舶人員培訓和操作的復制，必須記錄和標識。Copiesfordrillsandexercisesmustberecordedandmarked.本計劃電子光盤由公司安排統(tǒng)一制作并由ISM辦公室負責發(fā)船，應對光盤的制作數(shù)量和發(fā)船情況進行記錄，記錄保存三年。ThecompactdiskoftheplanshallbemadebycompanyandforwardedtoshipbyISMdepartment,numberwithdetailoftheforwardofthecompactdisksshallberecorded,sucharecordshallbekeptforthreeyears.

6、本船與公司、港口設施、其他船舶以及保安當局的責任/Responsibilityoftheshipandcompany,portfacilities,othershipandSecurityadministration關系圖/Relationship締約國政府締約國政府ContactingGov.//ContactingGovernmentContactingGovernmentContactingGovernmentContactingGovernment公司公司Company港口設施Portfacilities本船港口設施Portfacilities本船Theship他船Othership說明/Explain締約國政府/ContactingGovernment：規(guī)定保安等級并為防止發(fā)生保安事件提供指導/Decidethesecuritylevelandsupplyguidanceofpreventingoccurofsecurityincident,在保安等級3時，發(fā)出必要指令，向可能受到影響的船舶和港口設施提供與保安有關的信息/Whentobesecuritylevel3,givingnecessaryinstruction,supplyrelevantinformationofsecuritytotheshipandportfacilitieswhichmaybeofinfluence,委托并授權(quán)經(jīng)認可的保安組織、批準港口設施保安評估、確定須任命港口設施保安員的港口設施、批準《港口設施保安計劃》、依照SOLAS第XI—2章第9條之規(guī)定采取控制和符合措施、規(guī)定關于《保安聲明》的要求/Submittheauthorizedsecurityorganization,approvethesecurityevaluationofportfacilities,confirmtheportfacilitieswhichmayneedappointingportfacilitiessecurityofficer,approvethe《PertFacilitySecurityPlan》,inaccordancewiththeSOLASXI—2,No.9toadoptcontrolandtherequirementsof“DeclarationofSecurity”.公司/Company：確保在船舶保安計劃中寫明強調(diào)船長權(quán)威的聲明/InsuringthestatementoftheauthorityofmasterintheSSP,指定公司保安員和為公司的每艘指定一名船舶保安員；并制定符合ISPS規(guī)則中規(guī)定的各自相應的職責以及培訓、演習和訓練要求/Appointingthecompanysecurityofficerandoneshipsecurityofficerforeachvessel；andestablishingcorrespondingresponsibilityandrequirementoftrain,drillandexercisetosatisfytheISPSCode,確保為公司保安員、船長和船舶保安員為按照第SOLAS第XI—2章和ISPS規(guī)則履行其職責和責任提供必要的支持/Insuringthenecessarysupporttothecompanysecurityofficer,masterandshipsecurityofficertofulfilltheirresponsibilitytobeincompliancewiththeSOLASXI—2andISPSCode.本船/Theship：按照業(yè)經(jīng)主管機關或其授權(quán)的認證組織批準的船舶保安計劃實施，持有有效的國際船舶保安證書/ImplementtheSSPwithapprovalfromAdministrationorauthorizedorganization,withthevalidinternationalshipsecuritycertificate,接受締約國政府根據(jù)SOLAS要求實施的各種控制和符合檢查/AcceptallthecontrolandcomplianceinspectionfromtheContactingGovernmentaccordingtotherequirementsofSOLAS,應備有指明負責船上船員工作及負責船舶各項事務的人員/Appointthepersonwhomshallbechargeofallthecrewmatters,按照主管機關發(fā)布的保安等級啟動相應的保安措施，執(zhí)行締約國政府可能發(fā)布的在保安等級3時的相關指令/AccordingtothesecuritylevelissuedbyAdministrationtostartupcorrespondingsecuritymeasures,implementtherelevantorderofsecuritylevel3possiblyissuedbytheContactingGovernment,與港口設施保持有效的溝通和聯(lián)系，通報船舶保安等級和保安措施實施情況，必要時提交保安聲明/Keepvalidcommunicationandrelationshipwiththeportfacilities,informtheshipsecuritylevelandimplementationofsecuritymeasures,supplyDeclarationofSecurityifnecessary.港口設施/Portfacility：所有為國際船舶?？康母劭趹瓿筛劭谠O施保安評估/Alltheportforinternationalshipberthingshallfinishthesecurityevaluationofportfacilities,根據(jù)評估的結(jié)果確定是否任命港口設施保安員和編制港口設施保安計劃/Accordingtotheresultofevaluation,decidewhethertoappointportfacilitiessecurityofficerandcompiletheportfacilitiessecurityplan,與船舶保持有效的溝通和聯(lián)系，通報港口設施保安等級和保安措施實施情況，必要時提交保安聲明/Keepvalidcommunicationandrelationshipwiththeship,informtheportfacilitiessecuritylevelandimplementationofsecuritymeasures,supplytheDeclarationofSecurityifnecessary.他船/Othership：與船舶保持有效的溝通和聯(lián)系，通報船舶保安等級和保安措施實施情況，必要時提交保安聲明/Keepvalidcommunicationandrelationshipwiththeship,informtheshipsecuritylevelandimplementationofsecuritymeasures,supplytheDeclarationofSecurityifnecessary.7、危險貨物或財產(chǎn)的控制/Dangerouscargoorbelongingsofcontrol船舶必須建立、保持和更新危險貨物或財產(chǎn)及其裝載（存放）地點的清單/Shipmustestablish,keepandupdatethelistofdangerouscargoorbelongingsandtheirstowingplace,大副應將每個航次各個港口裝載的危險貨物列出清單，可直接引用港口提供的船舶實際裝載的“危險貨物裝載清單”?！拔ｋU貨物裝載清單”中必須列明危險貨物具體的裝載位置/TheChiefofficerrshallmakethelistofdangerouscargoloadedfromeachporteveryvoyage,candirectlyusetheactualloading“Dangerouscargoloadinglist”fromtheport.Thedetailofloadingplaceofdangerouscargomustbespecifiedinthe“Dangerouscargoloadinglist”,船舶各部門也應將船上自用的易燃、易爆、有毒、有害的物質(zhì)（如：油漆及其調(diào)制劑、乙炔氣、壓縮氣體等）的品名、數(shù)量和存放地點詳細列出，并及時更新，確保符合帳物相符/Eachdepartmentonboardshallmakealistofalltheeasyburning,explosive,poisonous,dangerouscargo(suchas：paintanditimpregnant,acetylene,compressedgasetc,)withtheirname,quantityandstowingplaceindetail,andupdatingintime,insuringtheactualcondition.上述清單應及時提交給船舶保安員，由船舶保安員以每一個單航次為周期進行匯總并妥善保存。保存期為1年/Theabovelistshallsupplytotheshipsecurityofficerintime,andtheshipsecurityofficershallmakeacollectionaccordingtoeachvoyageandkeepitincareatleastoneyear.

第二章職責、權(quán)限和船長權(quán)力聲明ChapterⅡResponsibility,PowerandStatementofmaster’sright1、公司保安員/Companysecurityofficer利用各種途徑獲取與船舶保安管理活動相關的信息，并根據(jù)公司船舶保安狀況提出要求和建議/Usingappropriatemeasurestogetrelevantinformationoftheshipsecuritymanagementactivities,makingoutrequirementandrecommendationaccordingtothecompanyshipsecuritycircumstance；提供充分的資源支持，組織開展船舶保安評估活動/Providingadequateresourcesupport,ensuringthatshipsecurityassessmentsarecarriedout；根據(jù)船舶保安評估結(jié)果，組織制定船舶保安計劃，并將其提交由主管機關認可（授權(quán)）的認證保安組織進行審批/Ensuringthedevelopmentoftheshipsecurityplancorrespondingtotheresultofshipsecurityevaluation,submittingtheShipSecurityPlanforapprovalbytheadministrationorotherRSO；根據(jù)需要，對船舶保安計劃進行修改，以確保其持續(xù)符合ISPS規(guī)則的要求/Wherenecessary,ensuringthattheshipsecurityplanbemodified,asappropriate,tocorrectdeficienciesandsatisfythesecurityrequirementsoftheindividualshipinaccordancewiththeISPSCode；根據(jù)經(jīng)批準的船舶保安計劃發(fā)布并指導相關船舶實施實際運行/AccordingtotheapprovedShipSecurityPlan,preparingandguidingtheimplementofitonboard；按照規(guī)定的要求，組織開展對保安活動的內(nèi)部審核和評審/Arranginginternalauditsandreviewsofsecurityactivitiesaccordingtotherequirements；向認證保安組織提出規(guī)定要求的各種審核申請并做出相應安排/ArrangingtheinitialverificationandsubsequentperiodicreviewrequiredinISSCCertificatebytheadministrationortheRSO；確保對內(nèi)部審核、定期評價、保安檢查和符合性審核過程中發(fā)現(xiàn)的問題予以迅速有效地處理并制定解決措施/Ensuringthatdeficienciesandnon-conformitiesidentifiedduringinternalaudits,periodicreviews,securityinspectionsandverificationsofcompliancearepromptlyaddressedanddealtwith；確保實施船舶保安計劃的相關人員得到適當?shù)呐嘤柌M足主管機關的相應要求/Ensuringadequatetrainingforpersonnelresponsibleforthesecurityoftheship,satisfyingtherequirementofadministration；確保建立與船舶保安員、港口設施保安員、主管機關以及締約國政府之間的有效溝通和合作/Ensuringeffectivecommunicationandcooperationbetweentheshipsecurityofficer,therelevantportfacilitysecurityofficers,administrationandContractingGovernment；確保船舶保安計劃所規(guī)定的要求與公司安全管理體系的要求的一致性/Ensuringconsistencybetweensecurityrequirements,safetyrequirementsandcompanysecuritymanagementsystem；確保公司的每條船上至少任命一名船舶保安員，并有權(quán)對船舶保安員的任命、撤換以及替代方案（必要時）提出意見和建議/Ensuringdesignateatleastoneshipsecurityofficeroneachship,andhavingrighttosuggestand/oradvisefordesignating,dismissingandreplacing,wherenecessary,ofshipsecurityofficer.2、船舶保安員/Shipsecurityofficer組織船舶保安計劃在船上實施的所有相關活動并服從公司保安員和船長做出的決定/Organizingallactivitiesinshipsecurityplanimplement,meanwhilefollowingthedecisionofcompanysecurityofficerandmaster；按規(guī)定要求定期開展船舶保安檢查，發(fā)現(xiàn)問題及時解決并向船長和公司保安員報告檢查結(jié)果和解決辦法/Undertakingsecurityinspectiononboardregularly,identifyingthedeficienciesandnon-conformities,reportingtheresultoftheinspectiontomasterandcompanysecurityofficercorrespondingly；對船舶保安計劃提出修改意見和建議/Proposingmodificationsupontheshipsecurityplan；根據(jù)在船船員保安培訓計劃的要求，對船上所有與船舶保安活動相關的人員提供適當?shù)呐嘤?Ensuringthatadequatetraininghasbeenprovidedtoshipboardpersonnel,asappropriate,accordingtotherequirementsofshipsecurityofficertrainingplan；根據(jù)保安演習和訓練計劃的要求組織全體船員保安演習和訓練/Undertakingregularsecuritytrainingandexerciseforshipboardpersonnelaccordingtotherequirementsofsecuritytrainingandexerciseplan；向公司保安員報告按照規(guī)定要求開展的各種審核和評審的結(jié)果，并組織船員實施相應的糾正行動/Reportingtothecompanysecurityofficeranydeficienciesandnon-conformitiesoftheshipsecurityidentifiedduringinternalaudits,periodicreviews,securityinspectionsandverificationsofcompliancesandimplementinganycorrectiveactions；guidingthecrewsonboardtakingmeasurementtosmooththedeficienciesornon-conformitiescorrespondingly；按照規(guī)定的要求報告所有在船上及其所在港口發(fā)生的保安事件/Reportingallsecurityincidentshappenedonboardand/oratportaccordingtorequirements；負責與所在的港口設施保安員進行溝通和合作，以協(xié)調(diào)船、港之間的保安行動/Coordinatingtheactivitiesinimplementationoftheshipsecurityplanwiththecompanysecurityofficerandtherelevantportfacilitiessecurityofficer；經(jīng)船長批準，按照ISPS規(guī)則規(guī)定的要求，代表船舶提交或要求相關方提交保安聲明/InaccordancewiththeISPSCode,completingsecuritydeclarationonbehalfoftheshipunderthemaster’sauthorization；負責監(jiān)督和實施對船舶保安設備以及保安報警裝置的正確操作、測試、校準和維護/Ensuringthatsecurityequipmentandsecurityalarmsystemareproperlyoperated,tested,calibratedandmaintained；負責組織迎接港口國組織對ISPS規(guī)則在船實施情況的專項或相關的監(jiān)督檢查/AssistingPortStateControlsurveycarriedoutspeciallyorrespondinginspectioninaccordancewiththeISPSCode.3、船員/Crew接受公司、船長和船舶保安員根據(jù)職責在執(zhí)行船舶保安計劃過程中的指揮、安排、檢查和監(jiān)督，并確保以此而實施的保安行動完全符合規(guī)定的要求/Duringtheimplementationofshipsecurityplan,followingthecommand,arrangement,inspectionorsupervisingconductedbycompany,masterandshipsecurityofficerwithintheirresponsibility,ensuringafullimplementationofsecurityactsatisfyingrequirements；接受各種法定培訓，掌握實施保安活動所需的知識和技能，熟悉船舶保安計劃規(guī)定的相關操作措施以及各自的職責，參與船上保安活動的實施并確保所有的操作完全符合規(guī)定的要求并向船舶保安員負責/Acceptingallthestatutorytraining,learningnecessaryknowledgeandskillsnecessaryinimplementingsecurityactivities,beingfamiliarwithconcerningoperationinShipSecurityPlanandeachownresponsibility；takingpartintheimplementationofshipsecurityactivitiesandensuringallimplementationbecompliancewithrequirements,beresponsiblefortheshipsecurityofficer；有權(quán)向船舶保安員反映在船舶保安活動過程中存在的薄弱環(huán)節(jié)和問題，并就此提出意見和建議/Feedingbackdeficienciesandnon-conformitiesidentifiedofshipsecurityacttoshipsecurityofficerwithsuggestionandadvice；應明確的知道在保安操作活動中因為失職所可能導致的嚴重后果，必須對自己履行本職責的結(jié)果承擔相應的責任/Beingawareoftheseriousnessresultingfrombreachofdutyinimplementationsecurityactivities,beingresponsibleforindividualduty.4、公司對船長在船舶安全和保安方面的決定權(quán)的聲明/Declarationofmaster’sdecisionrightforship’ssafetyandsecurityfromcompany無論船舶保安計劃如何規(guī)定，船長對保安計劃在船上的實施有絕對權(quán)力并承擔最高責任/Howevertheshipsecurityplandefined,masterhasauthorizedtheabsoluterightinshipsecurityplanpracticesandassumedtheultimateresponsibility；為滿足ISM規(guī)則以及其他強制性國際、國內(nèi)等強制性法律、法規(guī)的要求，為了確保船舶、港口設施以及人員的安全，船長有權(quán)綜合考慮當時的實際狀況，根據(jù)自己的專業(yè)知識和經(jīng)驗，根據(jù)船舶所面臨的保安威脅，采取高于船舶所處的保安等級所要求的保安措施，并采取一切必要的行動以避免發(fā)生保安事件，或?qū)o法避免的保安事件所引發(fā)的后果降至之他認為最低的程度，這包括船長的決定有可能與安保計劃的規(guī)定不相一致，無論如何，船長均有權(quán)為確保安全而要求公司保安員直至公司最高管理層提供必要援助/InordertosatisfyISMCodeandothermandatoryrequirementsininternational,civillawandrule,andensurethesafetyofship,portfacilityandpersonnel,masterhasrighttoadoptanyreasonableactivitiesincludingthosebeinghigherthanthatrequiredincurrentlevel,afterconsideringthecomprehensiveconditionsandmakingjudgmentbasedonhisorherownspecialtyknowledgeandexperiences,especiallyinfacingthethreatenagainstshipsecurity,topreventsecurityincidentsfromoccurrence,orlowerthelevelofsuchincidentsiftheyareinevitable.Althoughtheseactivitiesmaybeconflictwithsomerequirementsinshipsecurityplan,themasterhastherighttoasktheaidsofcompanysecurityofficer,eventhetopadminister；船長依照其專業(yè)判斷而做出的或為維護船舶安全或保安所必須的決定，不受公司、承租人或任何他人的約束。這包括拒絕人員（經(jīng)確認的締約國政府正式授權(quán)的人員除外）、物品及貨物裝船/Tokeepthesafetyorsecurityofship,thedecisionmadebymasteraccordingtohisspecialty,isnotrestrictedbycompany,chartereroranyotherperson,includingthoselikedenyingperson(exceptthosebeingauthorizedbyContactingGovernment),goods,cargoembarking；；如果依照船長的專業(yè)判斷，在船舶操作過程中出現(xiàn)了用于該船的安全和保安要求之間發(fā)生沖突的情況，船長應執(zhí)行為維護船舶安全所必須的要求，但是應將臨時性的替代保安措施及時通知主管機關，并盡可能使這些措施適應于當時的保安等級。如情況適宜，還應隨時通知該船所在或擬進入的港口所屬締約國政府/Ifthemasterrealizedsomethingconflictingbetweentheshipsafetyandsecuritybasingonhisorherownknowledgeandexperiences,themastershallexertthosenecessarytokeepshipsafety.Nonetheless,thesetemporaryalternativesecuritymeasurementsshallbeinformedtoAdministration,andmaintainthesecuritylevelaspractical.Ifpractical,theGovernmentoftheportwheretheshipstaysorplantoentershallalsobeinformed；盡管ISPS規(guī)則未對船長在保安計劃中的職責提出具體要求，但船長有權(quán)要求船舶保安員和船上所有的相關人員為其提供一切關于船舶保安活動的信息和內(nèi)容，并有責任對參與船舶保安活動的所有人員提供指導/Althoughthereisnodefiniterequirementsofmaster’sresponsibilityinshipsecurityplanclaimedinISPSCode,masterkeepstherightofaskingshipsecurityofficerandanyotherpersononboardtosubmitallthecontentsandinformationconcerningtheshipsecurity,andisresponsibleto
