1.Overview
Aspartofitsobjectivetobringmoretransparencytothefootballtransfersystem,FIFApublishesanannualreportonfootballagents.Thisyear,thereportpresents:
?anextensiveanalysisoffootballagents’activityininternationaltransfers;
?insightfulinformationaboutthelicensingsystem,itsenforcementandrelateddata;and
?updatesthatarerelevanttotheactivityofafootballagent.
Withrespecttoallfootballagents’activity,thereportcoversanyrepresentationofplayersand/orclubsinemployment?relatedandtransfer?relatednegotiations,collectivelyknownas“footballagentservices”.UndertheFIFARegulationsontheStatusandTransferofPlayersandtheFIFAFootballAgentRegulations(FFAR),clubsarerequiredtoenterthenamesandservicefeesofanyclubagentsinvolvedinaninternationaltransfer,aswellasthenamesofanyfootballagentactingonbehalfoftheplayer,intheTransferMatchingSystem(TMS).Suchdeclarationsmadein2024arethesourceofthedatainthisreport.Thisentailsinformationonengaging?andreleasing?clubagents,butalsoinformationonplayeragentsinconnectionwithinternationaltransfersinmen’sandwomen’sfootball.
Thisinformationwillallowreaderstounderstandhowagents’activitydevelopedin2024.Withrespecttomaleprofessionalplayers,thetotalamountofservicefeesforclubagentsdeclaredininternationaltransfersin2024wasUSD709.6million.Althoughthisisadecreasecomparedtothelevelofspendingin2023,thisamountneverthelessconstitutesthesecond?highest?evertotalforafullyear.AsTMSonlycapturesservicefeespaidforclubagentsininternationaltransfers,thisamountfurthermoredoesnotincludeservicefeespaidinthecontextofdomestictransfers,renegotiationofemploymentcontractsoranyservicefeespaidtoplayeragents.Thefullrevenueofallfootballagentsisthuslikelytobeevensubstantiallyhigher.
Inthecontextofinternationaltransfersoffemaleprofessionalplayersduringthesameperiod,footballagentswereinvolvedin184transfersrepresentingclubsandin515transfersrepresentingplayers.However,therevenuesofclubagentsinwomen’sfootballarestillsignificantlylowerthaninmen’sfootball,withjustunderUSD3.1millioninservicefeesearnedin2024.Nevertheless,therehasstillbeensubstantialgrowthacrossthelastfiveyears,withthefigurefor2024morethan2.2timeshigherthanin2023andmorethansixtimesthelevelof2020.
Finally,regardingenforcement?relateddata,itisworthmentioningthat,duringtheperiodcoveredbythisreport,FIFAopened1,627investigationsthatledtoseverallicenceapplicationsbeingrejectedor–inthecaseofalreadylicensedindividuals–theirlicencehavingbeenprovisionallysuspendedfornotmeetingtheeligibilityrequirementsasestablishedbyarticle5oftheFFAR.

In2024,FIFAopenedafurthertwoperiodsduringwhichindividualscouldsubmittheirlicenceapplicationstobecomefootballagents,asfollows:

Duringthelicenceapplicationprocess,FIFAopened1,606investigationsregardingapotentialfailuretocomplywiththeeligibilityrequirements.Approximately17%oftheinvestigationsledtotherejectionofalicenceapplication.Anoverviewofthereasonsfortherejectionoflicenceapplicationsislistedbelow.

Inaddition,FIFAfound973candidatesthatbreachedtheexamrules(i.e.failedtopaytheexamfee,failedtoattendtheexam,orbreachedtherulesofconductoftheexam).Suchfindingsalsoledtotherejectionoftheirlicenceapplications.
ItisworthnotingthattheFIFAgeneralsecretariatwasabletopreventseveralindividualsfromtakingtheexamonthebasisthattheyhadprovidedfootballagentserviceswithouttherequiredlicence24monthsbeforemakingtheirlicenceapplication.Thoseindividualswerefoundperformingtheseservicesinthefollowingcountries:England,India,USA,Uzbekistan,Indonesia,Israel,HondurasandBelgium.AllthecorrespondingdecisionsarepublishedontheFIFAwebsite.
Continuingprofessionaldevelopment(CPD)
Theperiodbetween1October2023and30September2024marksthefirstCPDcyclesincetheinceptionofthenewFFARon16December2022,fromwhichdateatotalof4,477footballagentshavebeenrequiredtomeetthecontinuingprofessionaldevelopment(CPD)requirements.
Inshort,subjecttothetypeoflicensingpathfollowed,footballagentsmustearnaminimumnumberofCPDcreditsperCPDcalendaryear,whichrunsfrom1Octoberinoneyeartothefollowing30September.Thecurrentrequirementsareasfollows:

?Legacyandnationallawpaths:aminimumof40CPDcreditsforthefirstfivecycles,reducedto20CPDcreditspercyclefromthesixthcycleonwards
Basedonthis,41%offootballagentsmustearn40CPDcreditsinthe2023/2024CPDcycle.
Giventhecriticalrolethatfootballagentsplayintheinternationaltransfersystem,itisessentialthattheystayinformedaboutthelatestregulatoryframeworksandkeydevelopmentsinthefootballworld.
FiveCPDcourses–theFIFAFootballAgentRegulations,RegistrationofPlayers,TrainingRewards,ReleaseofPlayersforInternationalDuty,andRepresentingMinors–wereintroducedinthe2023/2024CPDcalendaryear.Inadditiontothose,coursesentitledAnti?Trafficking,Third?PartyInfluence&Third?PartyOwnership,andRulesfortheEmploymentofCoacheswerereleasedinthenew2024/2025CPDcycle.
Itisworthmentioningthat,inthe2023/2024CPDcycle,RegistrationofPlayerswasbyfarthemost?completedcourse(by95%ofagents),followedbyReleaseofPlayersforInternationalDuty(89%),FIFAFootballAgentRegulations(88%)andTrainingRewards(76%).

Compliancewithongoinglicensingrequirements
On1October2024,anewlicensingperiod(2024/2025)started.Consequently,asprovidedbyarticle17oftheFFAR,thistriggeredtheobligationstopaythelicencerenewalfeetoFIFAandtocomplywiththeCPDrequirementsby30September,asstipulatedontheFIFAAgentPlatform.
IffootballagentsfailtopaytheannuallicencefeetoFIFAortocomplywiththeCPDrequirementsasmentionedabove(orboth),theirlicencewillbeautomaticallyprovisionallysuspended.Failuretorectifythenon?compliancewithin60daysofthelicencebeingautomaticallyprovisionallysuspendedwillresultinthelicencebeingwithdrawn,andfootballagentsmustthencompletethefulllicenceapplicationprocessagain.
On1October2024,2,616licenceswereprovisionallysuspendedforthefollowing
reasons:
Non?paymentoftheannualfee(1,777)
FailuretocomplywiththeCPDrequirements(1,387)
Atotalof1,825licencesweresubsequentlyreinstated(assoonastheabove?mentionedrequirementsweremet),whereas406licenceswerewithdrawn.
Asof5December2024,atotalof7,558individualswerelicensedfootballagents.Oftheselicensedagents:
95%weremale;5%werefemale;
theiraverageagewas42years;and
64.9%wereauthorisedtorepresentminors.
Duringtheperiodcoveredbythisreport,FIFAalsoopened21investigationsintofootballagentswhofailedtomeettheeligibilityrequirements.Outofthose21investigations:
fiveinvestigationswerestillpendingatthetimeofwriting;
onefootballagenthadtheirlicenceprovisionallysuspendedforfailingtocomplywitharticle5paragraph1b)oftheFFAR;
threefootballagentshadtheirlicenceprovisionallysuspendedforfailingtocomplywitharticle5paragraph1a)ii.oftheFFAR;
onefootballagenthadtheirlicenceprovisionallysuspendedforfailingtocomplywitharticle5paragraph1a)i.andiv.oftheFFAR;and
11investigationswereclosed.

Outofthefivefootballagentswithinvestigationsstillpending,threehaveappealedtotheCourtofArbitrationforSport.
AllthedecisionsarepublishedontheFIFAwebsite.
Asafinalpointinrelationtocompliancewiththeeligibilityrequirements,itisworthmentioningthedisputebetweenanagentandFIFA.ThisrevolvedaroundFIFA’srejectionoftheagent’slicenceapplication,citinghisfailuretomeettheeligibilityrequirementsoutlinedinarticle5paragraph1a)ii.oftheFFARandspecificallytheprovisionstatingthatapplicantsmusthaveneverbeenconvictedofacriminalcharge.
BeforeCAS,theagentarguedthatFIFAviolatedhisrighttoadefencebyfailingtonotifyhimofcrucialcorrespondencerelatedtohislicenceapplicationprocess.HeclaimedanexemptionfromtheexamrequirementbasedonhispriorregistrationasanintermediarywiththePortugueseFootballFederation.Additionally,theagentcontendedthathiscriminalconviction,whichwasunderappealandnotyetfinal,didnotconstituteadisqualifyingoffenceundertheFFAR.
TheCASPanelfirstaddressedtheproceduralissuesraisedbytheagent,assertingCAS’sfullpowerofreview,includingtheabilitytorectifyproceduralflaws.Consequently,itfoundthattheagenthadampleopportunitytopresenthis
casebothinwritingandorallyduringtheCASproceedings.Ittherefore
dismissedhisclaim.
Furthermore,thePanelexaminedthevalidityofthenotificationssentbyFIFA,determiningthatelectronicnotificationsthroughtheFIFAAgentPlatformconstitutedvalidmeansofcommunicationunder
theFFAR.
Subsequently,thePanelevaluatedthelegitimacyofrejectingtheagent’slicenceapplication,consideringwhetherhiscriminalconvictionalignedwiththeconditionsoutlinedinarticle5paragrapha)ii.oftheFFAR.Itdeterminedthattheoffenceof“damagewithviolence”qualifiedasa“violentcrime”undertheFFAR.Additionally,itdismissedtheargumentthatonlyfinalandbindingconvictionsapplied,emphasisingthewordingofthearticleandnotingdeliberateomissionsofreferencestofinalityinthedraftingprocess.
Consequently,thePanelconcludedthattheagent’sfailuretomeettheFFARrequirements
justifiedtherejectionofhislicenceapplication.
Asaresult,itdismissedtheappealandupheldtheappealeddecision.

FIFAhasadedicatedfootballagent?relatedsectiononitswebsitewherealltherelevantinformationanddocumentationarepublished.Theobjectivehasalwaysbeentoprovidetherelevantresourcestoeveryonewhoisinterestedinfootballagenttopics.ThispartofthereportprovidessomeadditionalupdatesimplementedbyFIFAinrelationtothesematerials.

Asprovidedbyarticles5and17oftheFFAR,theFIFAgeneralsecretariatisresponsibleforinvestigatingcompliancewitheligibilityrequirementswithrespecttofootballagentsandcandidates.AspartofFIFA’saimofincreasingtransparencyandprovidinginformationonthevariousissuesdealtwithinrelationtofootballagents,FIFApublishesdecisionstakenbytheFIFAgeneralsecretariatregardingcompliancewitheligibilityrequirements.
II.
Nationalfootballagentregulations
Thissectionisatooltosupplypromptaccesstothememberassociations’provisionsregardingnationalfootballagentregulations.Thecontentanddocumentsarethestrictresponsibilityofmemberassociations.Weadviseyoutocheckwiththerelevantmemberassociationthatthedocumentsprovidedinthissectionarethelatestversionoftheregulations.
III.
Legalminimumageforsigningaprofessionalemployment

Toincreaseknowledgeandtransparency,anewsectionhasbeenaddedtotheFIFAwebsite.
Thepurposeofthissectionistoprovideageneraloverviewofthelegalminimumageforsigningaprofessionalemploymentcontractintheterritoryunderthejurisdictionofeachmemberassociation.Pleasenotethatthecontentisthestrictresponsibilityofthememberassociations.Asabove,weadviseyoutocheckwiththerelevantmemberassociationthattheinformationprovidedisconsistentwiththelatestapplicablenationallaw.

InformationanddetailsregardingtheFootballAgentWorkingGroupnowhavetheirownsectiononourwebsite.Thiscontainsdetailsofthemembers,therangeoftopicsthathavebeendiscussedandanumberofmeasuresthathaveeitherbeenimplementedintheaftermathorareintheprocessofbeingputinplace.

In2024,clubagentswereinvolvedinatotalof2,185internationaltransfers:in1,678ofthese,onlytheengagingclubhadanagent;in303,onlythereleasingclubhadone;andintheremaining204transfers,bothclubsemployedanagenttorepresenttheminthetransfer.Thisisanewrecordandrepresentsanincreaseof6.7%comparedto2023.
Whiletheabsolutenumberoftransfersinvolvinganengaging?clubagentissubstantiallyhigherthanthatinvolvingreleasing?clubagents,theyarequitesimilarinrelativeterms.In8.3%ofallinternationaltransferscompletedin2024sofar,therewasanengaging?clubagentinvolved.Similarly,areleasing?clubagentwaspresentin7.8%ofalltransfersinwhichthereleasingclubwasinvolvedinthetransferprocessinTMS.1
Itisworthnotingalsothatonly1,196outofthetotal7,558licensedfootballagentshaveprovidedfootballagentservicestoandreceiveservicefeesfromclubsinaninternationaltransfer.

Byfar,thelargestproportionofallclubagentswereemployedbyclubsinUEFA,whichalsoaccountforthelion’sshareofglobalspendingonclubagents.In2024,clubsaffiliatedtoUEFAmemberassociationsaccountedfor85.4%ofthetotaloutlayforallclubagentservicefeesininternationaltransfersworldwide.Similarly,Europeanclubsemployed90.4%ofallengaging?clubagentsand85.2%ofallreleasing?clubagents.

Injustover91%ofallcases,clubagentsreceivedlessthanUSD1millioninservicefeespertransaction,withservicefeesrangingbetweenUSD10,000andUSD100,000beingthemostcommon.However,the196instancesinwhichtheservicefeesexceededUSD1millionaccountedformorethanhalf(60.5%)ofthetotalamountpaidbyclubstoagents,withisolatedcasesofservicefeesevensurpassingUSD16million.Higherservicefeesforagentswerealsomorecommonamongtransfersthatalsoincludedatransferfee.
Inabsoluteterms,themedianservicefeeswerehigherintransferswithhighertransferfees.Thiswastrueforbothengaging?clubandreleasing?clubagents.Whenexpressedasapercentageofthetransferfee,however,themedianservicefeesdecreasedasthetransferfeeincreased.
