摘 要隨著貿(mào)易自由化和全球一體化的不斷深入，在國(guó)際貿(mào)易領(lǐng)域，高關(guān)稅和配額限制已成歷史，世界各國(guó)都采用非關(guān)稅壁壘方式來(lái)保護(hù)本國(guó)的利益，技術(shù)性貿(mào)易壁壘正是這種非關(guān)稅壁壘的重要表現(xiàn)方式之一。近年來(lái)技術(shù)貿(mào)易壁壘逐漸演變成標(biāo)準(zhǔn)壁壘、綠色壁壘等一些新的形式，這種形式對(duì)我國(guó)的出口，尤其是農(nóng)產(chǎn)品出口產(chǎn)生了阻礙作用。農(nóng)產(chǎn)品是黑龍江省主要的出口產(chǎn)品，隨著黑龍江省農(nóng)產(chǎn)品的出口的總額不斷增加，出口所遇到的技術(shù)性貿(mào)易壁壘也越來(lái)越多，技術(shù)性貿(mào)易壁壘嚴(yán)重影響了黑龍江省農(nóng)產(chǎn)品的出口增長(zhǎng)率，為此本文提出了“技術(shù)性貿(mào)易壁壘對(duì)黑龍江進(jìn)出口貿(mào)易的影響與對(duì)策”這一論題。國(guó)內(nèi)外對(duì)技術(shù)貿(mào)易壁壘的方法和研究成果基礎(chǔ)之上，本文對(duì)技術(shù)性貿(mào)易壁壘部分進(jìn)行了深入探究，重點(diǎn)闡釋技術(shù)性貿(mào)易壁壘的概念、特征，技術(shù)貿(mào)易壁壘形成的原因，以及技術(shù)性貿(mào)易壁壘的新特征；本文對(duì)黑龍江省農(nóng)產(chǎn)品出口遭遇的技術(shù)性貿(mào)易壁壘的現(xiàn)狀進(jìn)行了分析，分析了黑龍江省農(nóng)產(chǎn)品出口的的現(xiàn)狀，尅龍江省農(nóng)產(chǎn)品在于技術(shù)性貿(mào)易壁壘的原因以及黑龍江省農(nóng)產(chǎn)品遭遇技術(shù)性貿(mào)易壁壘的現(xiàn)狀著重，分析了黑龍江省農(nóng)產(chǎn)品遭遇技術(shù)性貿(mào)易壁壘的現(xiàn)狀；本文結(jié)合技術(shù)性貿(mào)易壁壘的概念、黑龍江省農(nóng)產(chǎn)品出口的現(xiàn)狀、黑龍江省農(nóng)產(chǎn)品出口面臨的主要技術(shù)性貿(mào)易壁壘等情況，分別分析了標(biāo)準(zhǔn)準(zhǔn)壁壘和綠色貿(mào)易壁壘對(duì)黑龍江省農(nóng)產(chǎn)品出口產(chǎn)生的實(shí)際影響，并通過(guò)大量收集相關(guān)數(shù)據(jù)，分析兩種貿(mào)易壁壘形式對(duì)黑龍江省農(nóng)產(chǎn)品出口產(chǎn)生的影響。本文提出了黑龍江省農(nóng)產(chǎn)品出口跨越技術(shù)性貿(mào)易壁壘的對(duì)策，目的是為了促進(jìn)黑龍江省農(nóng)產(chǎn)品出口的快速發(fā)展。關(guān)鍵詞：技術(shù)性貿(mào)易壁壘；農(nóng)產(chǎn)品；標(biāo)準(zhǔn)壁壘；綠色壁壘AbstractAlong with the trade liberalization and global integration deepening, in the field of international trade, high tariff and quota restrictions have become history, all countries in the world adopt non-tariff barriers to protect their own interests, technical barriers to trade is one of the important manifestations of this non tariff barrier type.
