abb目標(biāo)和管理方案管理(Management by Objectives and management programs)編號(hào):QP01-2起草:審核:批準(zhǔn):第1版第1次修訂YvonneBenjamin LiuBenjamin Liu日期:12/04/20071 目的1 Purpose通過(guò)在公司內(nèi)部相關(guān)職能和層次建立質(zhì)量、環(huán)境與職業(yè)健康安全等運(yùn)作目標(biāo)和經(jīng)營(yíng)目標(biāo)及管理方案的制定,定期測(cè)量、分析和診斷,協(xié)調(diào)制訂和實(shí)施必要的改進(jìn)措施,并予以考核、激勵(lì),以持續(xù)改進(jìn)公司的營(yíng)業(yè)額。This procedure is to set up operational and working objectives about quality, environment and occupational health and safety through related functions and levels in the company,to establish the management programs. It can be tested periodically, analyze and diagnose, establish and implement the necessary improvement measures cooperately, meanwhile to audit, motivate in order to improve the turnover.2 適用范圍2 Application Area適用于ABB高壓電機(jī)有限公司的全面質(zhì)量管理體系及過(guò)程。This procedure is applicable to the whole quality management system and process in the ABB Electrical Machines Ltd.3 定義3 Definition N/A N/A4 職責(zé)4 ResponsibilityQEHS部、人力資源部負(fù)責(zé)組織運(yùn)作目標(biāo)管理。財(cái)務(wù)部負(fù)責(zé)組織財(cái)務(wù)目標(biāo)管理。生產(chǎn)部負(fù)責(zé)生產(chǎn)運(yùn)作目標(biāo)管理。各部門制定方案措施、各階段進(jìn)度、各階段責(zé)任人及完成期限, 并負(fù)責(zé)管理方案的實(shí)施QEHS department and humane resource department shall be responsible for organizing the management of operational objective.Financial department shall be responsible for the management of financial objective.Production department shall be responsible for the management of operational objective. Respective dept is responsible for establishing the action, progress, responsible person and deadline of management program, and implementing it.5 程序5 Procedure5.1 目標(biāo)建立5.1.1 QEHS部基于公司方針滿足客戶及法律法規(guī)要求和持續(xù)改進(jìn)的承諾,結(jié)合長(zhǎng)期經(jīng)營(yíng)規(guī)劃和公司實(shí)際,建立年度目標(biāo)、環(huán)境管理目標(biāo)以及職業(yè)健康安全目標(biāo),報(bào)最高管理層批準(zhǔn)。必要時(shí),可通過(guò)管理評(píng)審或經(jīng)最高管理層批準(zhǔn)予以調(diào)整。5.1.2 目標(biāo)可測(cè)量,既有挑戰(zhàn)性又有實(shí)現(xiàn)的可能。一般地,目標(biāo)可分為鞏固保持型和持續(xù)改進(jìn)型兩類。5.1.3 目標(biāo)應(yīng)明確相關(guān)負(fù)責(zé)區(qū)域。目標(biāo)可分解時(shí),應(yīng)分解設(shè)立二級(jí)目標(biāo)及明確所對(duì)應(yīng)的負(fù)責(zé)區(qū)域。應(yīng)針對(duì)環(huán)境與安全目標(biāo),建立環(huán)境與安全管理方案,明確方法、職責(zé)和活動(dòng)時(shí)間表。5.1.4 財(cái)務(wù)目標(biāo)由財(cái)務(wù)部根據(jù)ABB業(yè)務(wù)管理部門(BA)的要求而建立。5.1.5 人力資源部組織各部門/團(tuán)隊(duì)/員工根據(jù)公司目標(biāo)制訂部門/團(tuán)隊(duì)/員工年度目標(biāo),并保持協(xié)調(diào)性。5.1.6 生產(chǎn)部根據(jù)生產(chǎn)運(yùn)作的要求,結(jié)合實(shí)際生產(chǎn)情況,建立車間級(jí)別的環(huán)境管理目標(biāo)以及職業(yè)健康安全目標(biāo)。5.2 目標(biāo)測(cè)量、分析和改進(jìn)5.2.1 QEHS部負(fù)責(zé)定期統(tǒng)計(jì)、分析質(zhì)量目標(biāo)、環(huán)境管理、職業(yè)健康安全目標(biāo)和關(guān)鍵指標(biāo)系統(tǒng),并協(xié)調(diào)相關(guān)負(fù)責(zé)區(qū)域采取必要地改進(jìn)措施。如果有必要,各部門應(yīng)該根據(jù)目標(biāo),來(lái)確定管理方案并實(shí)施,并匯總到QEHS。5.2.2 QEHS部、人力資源部按季度對(duì)各運(yùn)作目標(biāo)的完成情況進(jìn)行綜合分析,并針對(duì)差距大的重點(diǎn)目標(biāo)組織診斷,由相關(guān)負(fù)責(zé)區(qū)域采取改進(jìn)措施。5.2.3 當(dāng)改進(jìn)人力資源培訓(xùn)時(shí),應(yīng)結(jié)合評(píng)估人力資源與培訓(xùn)需求,及時(shí)優(yōu)化人力資源配置和培訓(xùn)安排確保有效改進(jìn)(見QP18-1)。5.2.4 QEHS部、人力資源部、生產(chǎn)部都應(yīng)對(duì)改進(jìn)措施的有效性進(jìn)行跟蹤驗(yàn)證。5.2.5 財(cái)務(wù)部負(fù)責(zé)財(cái)務(wù)目標(biāo)的核算、分析,并提請(qǐng)最高管理層討論、確定相應(yīng)的改進(jìn)措施。5.2.6 人力資源定期和在年底組織進(jìn)行部門/團(tuán)隊(duì)/員工目標(biāo)達(dá)成情況的測(cè)評(píng)。5.3 目標(biāo)考核和激勵(lì)5.3.1 日??己撕图?lì) a)目標(biāo)達(dá)成:根據(jù)目標(biāo)達(dá)成比例,進(jìn)行目標(biāo)考核和分檔評(píng)獎(jiǎng)。 b)目標(biāo)改進(jìn):對(duì)目標(biāo)改進(jìn)作出突出貢獻(xiàn)的團(tuán)隊(duì)、個(gè)人,公司通過(guò)QCC、合理化建議和特別獎(jiǎng)等方式,進(jìn)行持續(xù)的激勵(lì)。對(duì)為公司獲得質(zhì)量管理先進(jìn)企業(yè)、質(zhì)量信得過(guò)班組、優(yōu)秀QCC等榮譽(yù)作出突出貢獻(xiàn)的團(tuán)隊(duì)、個(gè)人,以及獲得各級(jí)優(yōu)秀、先進(jìn)質(zhì)量工作者等榮譽(yù)的人,應(yīng)予以獎(jiǎng)勵(lì)。 5.3.2 年終考核和激勵(lì)每年年底,由人力資源部組織,對(duì)目標(biāo)的達(dá)成和改進(jìn)情況進(jìn)行考核,并與年度獎(jiǎng)金、調(diào)薪、晉升及評(píng)選優(yōu)秀員工等掛鉤。5.1 Establishment of Objectives5 .1.1 QEHS department shall establish the annual objective, environmental management objective and occupational health and safety objective not only according to the company policy which is satisfied with the requirement of customer and law, the commitment to sustainable improvement but also combining the long working project and the practical condition of the company. The objective shall be authorized by the highest level management. They shall be adjusted after being authorized by the management syndic or the highest level management. 5.1.2 The objective shall be measurable, both challenging and practicable. Generally, the objective shall be divided into two kinds: stable and improve continually. 5.1.3 The objective shall clarify the responsible area. The secondary level objective shall be set up and the related responsible area shall be clarified when the objective can be decomposed. An environmental and safe management project shall be established. The method, responsibility and active timetable shall be clarified. 5.1.4 Financial department shall set up the financial objective according to requirement of BA. 5.1.5 Humane resource department shall organize each department/team/ employee to establish the annual objective of department/team/employee according to the company objective, and to keep its coordination. 5.1.6 Production department shall set up an environmental management objective in the workshop and occupational health and safety objective not only according to the operational demands but also combining actual production condition.5.2 The measurement, analyses and improvement of the objective5.2.1 QEHS department shall be responsible for the periodical statistics, analyses of the quality objective, environmental management, occupational health and safety objective. They shall take effective improvement measures cooperate with related responsible areas.If necessary , each department should establish management program according to the objectives and will be collected by QEHS.5.2.2 QEHS department and humane resource department shall make comprehensive analyses according to the condition of each operational objective quarterly. The important objective which has bigger difference shall be diagnosed. The related responsible area shall take improvement measure.5.2.3 The evaluation of humane resource and training demands shall be combined when improve humane resource training. The effective improvement shall be ensured by optimizing the humane resource and training arrangement in time (see QP18-1). 5.2.4 QEHS department, production department and humane resource department shall track and testify the efficiency of improvement measure. 5.2.5 Financial department shall responsible for the audit and analyses of the objective. They shall appeal to the highest level management to discuss and confirm the related improvement measure. 5.2.6 Human resource department shall organize an estimation about the achievement of objective finished by department/team/employee. The estimation shall be organized periodically or at the end of the year.5.3 The audit and motivation of the objective5.3.1 The daily audit and motivation a) The objective audit and reward shall be done according to the ratio of objective achievement. b) The improvement of objective: The company shall motivate continually to the team and individual who make great contribution to the objective improvement by QCC, reasonable advice and special reward. The team and individual shall be rewarded who make a great contribution to the quality trusted advanced enterprise, quality trusted te
