2、 cooperation 1、我們，中華人民共和國和50個非洲國家的外長和負責經(jīng)濟合作事務(wù)的部長以及非洲聯(lián)盟委員會主席，于2012年7月19日至20日在北京舉行中非合作論壇第五屆部長級會議。 1. we, the ministers of foreign affairs and ministers in charge of economic cooperation of the peoples republic of china and 50 african countries and the chairperson of the african union (au) commission,

3、met in beijing from 19 to 20 july 2012 for the fifth ministerial conference of the forum on china-africa cooperation (focac). 2、我們對中華人民共和國國家主席胡錦濤閣下與南非共和國總統(tǒng)雅各布蓋德萊伊萊基薩祖馬閣下、非洲聯(lián)盟輪值主席、貝寧共和國總統(tǒng)托馬博尼亞伊閣下、赤道幾內(nèi)亞共和國總統(tǒng)特奧多羅奧比昂恩圭馬姆巴索戈閣下、吉布提共和國總統(tǒng)伊斯梅爾奧馬爾蓋萊閣下、尼日爾共和國總統(tǒng)穆罕默杜伊素福閣下、科特迪瓦共和國總統(tǒng)阿拉薩內(nèi)瓦塔拉閣下、佛得角共和國總理若澤馬里亞佩雷拉內(nèi)韋斯閣下

7、the ministerial conference. we welcome the participation of the republic of south sudan and the au commission for the first time as forum members. 3、圍繞“繼往開來，開創(chuàng)中非新型戰(zhàn)略伙伴關(guān)系新局面”的主題，我們滿意地回顧了中非關(guān)系的發(fā)展歷程，評估了2009年11月在埃及沙姆沙伊赫舉行的論壇第四屆部長級會議后續(xù)行動落實情況，認為論壇第四屆部長會預(yù)定的目標已經(jīng)實現(xiàn)，為中非關(guān)系發(fā)展打下了更加堅實的基礎(chǔ)、開辟了更加廣闊的前景。我們就進一步深化中非關(guān)系的方式

8、和途徑進行了探討，達成了廣泛的共識。 3. under the theme of “build on past achievements and open up new prospects for the new type of china-africa strategic partnership”, we reviewed with satisfaction the development of china-africa relations, evaluated the implementation of the follow-up actions to the fourth ministe

9、rial conference of the forum held in sharm el sheikh, egypt in november 2009, and agreed that the goals set at the fourth ministerial conference had been accomplished. this has further consolidated the basis of and opened up even broader space for the development of china-africa relations. we also h

10、eld discussion and reached extensive consensus on the ways and means to further deepen china-africa relations. 4、我們認為，作為世界上最大的發(fā)展中國家和發(fā)展中國家集團，中國與非洲發(fā)展新型戰(zhàn)略伙伴關(guān)系對促進世界和平、穩(wěn)定與發(fā)展具有重要意義，符合雙方根本和戰(zhàn)略利益。中非合作論壇作為中非之間開展集體對話的重要平臺和務(wù)實合作的有效機制，為促進中非關(guān)系發(fā)展日益發(fā)揮著不可替代的作用。中非雙方愿進一步加強論壇建設(shè)，推動論壇繼續(xù)引領(lǐng)中非關(guān)系取得更大發(fā)展。 4. we believe that the

11、 development of the new type of strategic partnership between china, the largest developing country, and africa, the largest group of developing countries, is of great significance for the peace, stability and development of the world and serves the fundamental and strategic interests of both sides.

12、 as an important platform for collective dialogue and an effective mechanism of practical cooperation between china and africa, focac has played an irreplaceable role in promoting china-africa relations. both sides are ready to strengthen the building of focac so that it will continue to steer china

13、-africa relations towards greater development. 5、我們注意到當前國際形勢正在發(fā)生深刻復(fù)雜變化,和平、發(fā)展、合作成為時代潮流，國際力量對比朝著相對均衡的方向發(fā)展，發(fā)展中國家在國際事務(wù)中發(fā)揮著越來越重要的作用。我們主張推進國際體系、國際秩序變革，使之公正合理，以適應(yīng)國際政治現(xiàn)實。強調(diào)非洲在國際舞臺理應(yīng)擁有合適的地位。 5. we have taken note that the international situation is undergoing profound and complex changes. peace, development

14、and cooperation are the calling of the times. the balance of power in the world is moving towards more equilibrium. developing countries are playing an increasingly important role in international affairs. we call for further changes in the international system and order to make them just and reason

15、able and suited to the political realities of the world. we underscore the importance for africa to assume its rightful place in the international arena. 6、我們對當前一些地區(qū)局勢動蕩深感不安，重申共同維護聯(lián)合國憲章的宗旨原則和國際關(guān)系基本準則，主張通過政治手段和平解決危機和爭端，倡導(dǎo)互信、互利、平等、協(xié)作的安全觀，反對干涉別國內(nèi)政，反對在國際事務(wù)中動輒使用武力或以武力相威脅。 6. we are deeply concerned about

16、 the turbulences in certain regions and reaffirm our commitment to upholding the purposes and principles of the charter of the united nations and the basic norms governing international relations. we maintain that crises and disputes must be resolved peacefully through political means and advocate t

17、he security concept featuring mutual trust, mutual benefit, equality and coordination. we oppose interference in other countries internal affairs and wanton use or threat of force in international affairs. 7、我們主張維護聯(lián)合國在國際事務(wù)中的核心地位和作用，重申有必要對聯(lián)合國進行改革，重申應(yīng)解決非洲國家遭受的歷史不公，優(yōu)先增加非洲國家在聯(lián)合國安理會和其他各機構(gòu)的代表性。 7. we stan

18、d for upholding the uns core position and role in international affairs, and reaffirm the need for reform of the united nations. in this regard, we reaffirm that the historical injustices endured by african countries should be undone, and priority should be given to increasing the representation of

19、african countries in the un security council and other un agencies. 8、我們對當前國際金融危機蔓延深化、世界經(jīng)濟形勢依然嚴峻表示擔憂，主張世界各國同舟共濟，攜手應(yīng)對，以合作謀和平、以合作促發(fā)展、以合作化分歧，共同實現(xiàn)世界經(jīng)濟企穩(wěn)復(fù)蘇。 8. we are concerned that the global financial crisis is still spreading and deepening, and the world economic situation remains grim. we believe tha

20、t countries around the world should work to pursue peace, promote development and resolve differences through cooperation, with a view to achieving stability and recovery of the world economy. 9、我們認為南北發(fā)展失衡是影響世界經(jīng)濟強勁、可持續(xù)、平衡增長的重要原因。重申非洲發(fā)展問題在縮小南北差距進程中具有優(yōu)先地位，呼吁國際社會切實加大投入，支持和幫助非洲國家實現(xiàn)聯(lián)合國千年發(fā)展目標。 9. we belie

21、ve that the north-south imbalance in development is an important factor hindering the strong, sustainable and balanced growth of the world economy. we reaffirm the priority of the issue of african development in narrowing the north-south gap. we call on the international community to earnestly incre

22、ase input, and give support and help to african countries in their efforts to realize the un millennium development goals. 10、我們贊賞2012年6月召開的聯(lián)合國可持續(xù)發(fā)展大會關(guān)注非洲可持續(xù)發(fā)展問題，期待國際社會本著“共同但有區(qū)別的責任”原則采取實質(zhì)行動落實會議成果。我們呼吁國際社會在聯(lián)合國的領(lǐng)導(dǎo)下，重視可持續(xù)發(fā)展領(lǐng)域執(zhí)行力不足的狀況，展現(xiàn)尋求共識的政治誠意和承諾，就后千年發(fā)展目標可持續(xù)發(fā)展框架的實施計劃達成一致，并敦促發(fā)達國家兌現(xiàn)對發(fā)展中國家特別是非洲國家的援助承諾。

23、10. we appreciate the attention paid by the united nations conference on sustainable development, which was held in june 2012, on the issue of sustainable development in africa. we hope that the international community will, in keeping with the principle of “common but differentiated responsibilitie

24、s”, take concrete actions to implement the outcome of the conference. we call on the international community to, under the leading role of the un, take seriously the inefficient implementation in the field of sustainable development, show the political will and commitment to build consensus, and rea

25、ch agreement on the implementation plan of the post-mdg framework of sustainable development. we also urge the developed countries to honor their assistance commitments to developing countries, african countries in particular.11、我們認為，公平、合理、非歧視的多邊貿(mào)易體制對于鞏固世界經(jīng)濟復(fù)蘇和可持續(xù)發(fā)展至關(guān)重要，呼吁有關(guān)各方展現(xiàn)政治誠意，克服困難和障礙，在維護多哈授權(quán)、

26、鎖定已有成果的基礎(chǔ)上，加緊推進世界貿(mào)易組織多哈發(fā)展回合談判，充分照顧發(fā)展中國家特別是非洲國家的利益和關(guān)切。我們呼吁發(fā)達國家避免采取貿(mào)易保護主義行為。11. we believe that a fair, reasonable and non-discriminatory multilateral trading system is of critical importance to consolidating world economic recovery and sustainable development. we appeal to the relevant parties to dem

27、onstrate political sincerity, overcome difficulties and obstacles, actively advance the wto doha development round negotiations on the basis of upholding the doha mandate and locking up the existing achievements, and fully accommodate the interests and concerns of developing countries, african count

28、ries in particular. we call upon the developed countries to refrain from taking steps in trade protectionism.12、我們主張對現(xiàn)有國際金融體系進行必要改革，建立公平、公正、包容、有序的國際金融體系，切實增加發(fā)展中國家在國際金融機構(gòu)和國際貨幣體系中的發(fā)言權(quán)和代表性，加強國際金融機構(gòu)的發(fā)展和減貧職能，縮小南北差距。非方支持金磚國家探討建立一個新的開發(fā)銀行的可能性，為金磚國家、其他新興市場國家和發(fā)展中國家基礎(chǔ)設(shè)施和可持續(xù)性發(fā)展項目籌集資金，作為對現(xiàn)有多邊和區(qū)域金融機構(gòu)促進全球增長和發(fā)展的補充。

29、12. we stand for necessary reform of the existing international financial system, and the establishment of a fair, just, inclusive and orderly international financial system. efforts should be made to truly increase the voice and representation of developing countries in international financial inst

30、itutions and the international monetary system, and strengthen the functions of the international financial institutions in development and poverty reduction, in an effort to narrow the north-south gap. the african side supports the brics countries in exploring the possibility of setting up a new de

31、velopment bank for mobilizing resources for infrastructure and sustainable development projects in brics countries and other emerging economies and developing countries, for the purpose of supplementing the existing multilateral and regional financial institutions for global growth and development.1

32、3、我們對氣候變化、環(huán)境惡化、能源資源安全、嚴重傳染性疾病、重大自然災(zāi)害等全球性問題的威脅和挑戰(zhàn)增加深表關(guān)注。我們祝賀南非成功舉辦德班氣候變化大會，認為有關(guān)各方應(yīng)根據(jù)聯(lián)合國氣候變化框架公約的原則和規(guī)定，切實履行加強行動德班平臺、京都議定書第二承諾期、綠色氣候基金、技術(shù)機制和適應(yīng)等方面的共識。我們愿本著公平和“共同但有區(qū)別的責任”原則，加強聯(lián)合國氣候變化框架公約及其京都議定書的全面、有效、持續(xù)實施，共同推動氣候變化國際合作進程。13. we have followed closely the question of increased threats and challenges brought

33、 by global issues such as climate change, environmental degradation, energy and resource security, major infectious diseases and massive natural disasters. we congratulate south africa on successfully holding the un climate change conference in durban, and believe that the relevant parties would, in

34、 accordance with the principles and provisions of the united nations framework convention on climate change, faithfully implement the consensus on such issues as the durban platform for enhanced action, the second commitment period of the kyoto protocol, the green climate fund, the technical mechani

35、sm and adaptation. we are willing to strengthen the comprehensive, effective and sustained implementation of the united nations framework convention on climate change and the kyoto protocol, and jointly promote the process of international cooperation on climate change in accordance with the princip

36、les of equity and “common but differentiated responsibilities”.14、我們對中非雙方近年來在政治、經(jīng)濟、社會等領(lǐng)域取得的發(fā)展成就感到高興，對彼此未來的發(fā)展充滿信心。非洲方面高度贊賞中國堅持走和平發(fā)展道路及為世界和平穩(wěn)定和經(jīng)濟增長所作的貢獻。中國高度評價非洲方面在維護地區(qū)和平穩(wěn)定、加快經(jīng)濟增長、促進聯(lián)合自強等方面卓有成效的努力。14. we are pleased to see the achievements china and africa have both made in the political, economic, so

37、cial and other areas in recent years, and have full confidence in each others future development. the african side highly appreciates chinas commitment to the path of peaceful development and its contribution to world peace, stability and economic growth. china applauds the effective efforts the afr
