psc檢查缺失重點(diǎn)分析

1、psc檢查缺失重點(diǎn)分析（2005年1月2006年3月）一、一般（一）搜集2005年1月至2006年3月港口國(guó)管制（psc）檢查 缺失資料（大部份為tokyo-mou者），經(jīng)統(tǒng)計(jì)60艘（2005 年47艘，2006年13艘）共有缺點(diǎn)708項(xiàng)（2005年586項(xiàng), 2006 年 122 項(xiàng)）。（-）將缺失分為15類（防止油污染、防止垃圾污染、船體結(jié) 輸/穩(wěn)應(yīng)/相關(guān)設(shè)備、機(jī)器、電氣、消防設(shè)施、技生裝容、 無(wú)線通訊、航行安全、海事保全措施、ism相關(guān)、避碰 規(guī)則、載重線規(guī)定、ilo規(guī)定、stcw規(guī)定）（三）其中缺失較多之前7類（占所有缺失的83%（589項(xiàng)）為： 消防設(shè)施（23%）、救生裝備（16%）

2、、航行安全（14%）、載重 線規(guī)定©%）、ism規(guī)定（8%）、穩(wěn)度/結(jié)構(gòu)/相關(guān)設(shè)備（7%）、 marpol附錄i防止油污染規(guī)定（7%）等，將列入重點(diǎn)分 析。（四）另下列2項(xiàng)亦一并列入分析：防止垃圾污染（涉及環(huán)境 保護(hù)話題）：海事保全措施（為新穎要求）。注:ism規(guī)定為明（2007）年psc重點(diǎn)檢查活動(dòng)項(xiàng)冃。二、檢查缺失重點(diǎn)分析（劃底線之項(xiàng)冃表示發(fā)生多次之缺失）（一）消防設(shè)施1 燃油快關(guān)閥（quick close device）失效,女口：quick closing valve of d.o. service tank found held in open position by a

3、wood2. 機(jī)艙放層底油艙測(cè)深管自關(guān)閥（self-closing valve）失效 self closing device for sounding pipe of d.b.f.o tank in engine room broken3. 高壓燃油雙層管路系統(tǒng)不存在或故障,如htwo generators（each 400kw）hp fuel pipe not fitted with jacket and drain pipes（注：本系統(tǒng)應(yīng)有雙層管壁、漏油收集及漏油警報(bào)。 1998/7/1 z前建造者之豁免條件為：375kw以下，且 有合適圍蔽，且燃油泵連至2個(gè)以上噴嘴）4. 機(jī)艙內(nèi)積油（
