在穗境外人員告知服務指引

1、編號：NINE在穗境外人員告知服務指引為了保障境外人員包括外國人（含無國籍人）、港澳臺居民、華僑在穗期間的人身和財產(chǎn)安全，根據(jù)中華人民共和國外國人入境出境管理法及其實施細則、中國公民因私事往來香港地區(qū)或者澳門地區(qū)的暫行管理辦法、中國公民往來臺灣地區(qū)管理辦法等法律法規(guī)，境外人員入境抵穗后應遵守以下規(guī)定：一、持有“D、Z、X、J-1”四種簽證的外國人，自入境之日起30日內(nèi)請到廣州市公安局出入境管理處辦理居留許可。外國人在華就業(yè)，請憑“Z”簽證及勞動部門簽發(fā)的外國人就業(yè)證，到廣州市公安局出入境管理處辦理居留許可。二、已辦理居留許可的外國人離開自己住所，臨時到其他地方住宿，請于抵達住宿地24小時內(nèi)（農(nóng)

2、村的72小時內(nèi)）到當?shù)嘏沙鏊k理臨時住宿登記手續(xù)。三、外國人在簽證或居留許可有效期滿后需繼續(xù)在華停留或居留的，請于期滿前向廣州市公安局出入境管理處申請延期。四、臺灣居民在內(nèi)地就業(yè)，請到廣州市公安局出入境管理處辦理居留簽注或多次入出境簽注。五、境外人員入境后需要在穗住宿的，應在到達住宿地24小時內(nèi)（農(nóng)村地區(qū)72小時內(nèi)）辦理境外人員臨時住宿登記手續(xù)，在穗居民家中留宿的，請到住宿地所屬派出所辦理，入住在穗酒店、賓館等旅業(yè)部門的，請在所入住的旅業(yè)部門辦理。六、在穗居留或停留的年滿16周歲以上的外國人，請隨身攜帶護照，以備查驗。七、境外人員依照中華人民共和國機動車駕駛證管理辦法領取機動車駕駛證后，才能在

3、穗駕駛機動車。八、境外人員如有違反上述規(guī)定的，將可能會被依法處以警告、罰款、拘留、限期出境、驅逐出境等處罰，或采取遣送出境等強制措施。情節(jié)嚴重，構成犯罪的，依法追究刑事責任。九、在中國出生的外國嬰兒，請于出生后1個月內(nèi)，由其父母或代理人持兒童出生證明及父母身份證件復印件向廣州市公安局出入境管理處申報、辦理出生登記手續(xù)。十、境外人員所持護照、證件如遺失或被盜（搶），請到案發(fā)地派出所報案。外國人憑案發(fā)地派出所出具的報警回執(zhí)到廣州市公安局出入境管理處辦理出境手續(xù)。十一、境外人員在穗如遭遇被侵害等緊急案（事）件，請撥打110報警。廣州市公安局出入境管理處地址：廣州市解放南路155號聯(lián)系方式：咨詢電話：

Those regulations and rules are taken from Law of the Peoples Republic

6、of China on Entry and Exit of Aliens and Rules governing the Implementation of the aforementioned law, Interim Measure for the Control of Chinese Citizens Traveling on Private Business to or from the Regions of Hong Kong or Macau and the Measure for the Control of Chinese Citizens Traveling to or fr

Aliens holding visas D, Z, X or J-1 shall, within 30 days of entry into China, obtain Aliens Residence Permit from the Division of Entry and Exit Administration of Guangzhou Public Security Bureau.2. Aliens, who seek employment in Guangzhou, shall enter China by holding vi

8、sa Z, and shall obtain Aliens Work Permits from the Guangzhou Labor and Social Security Bureau and obtain Aliens Residence Permits afterwards.3. Aliens having Residence Permit in China who wish to lodge temporarily elsewhere than their own residence, shall report and register accommodation to the lo

9、cal police station within 24 hours of arrival (72 hours in rural areas).4. Aliens who need to prolong their stay or residence in China beyond the expiration of their visas or residence permits shall apply for an extension before the expiration of their visas or residence permits to the Division of E

10、ntry and Exit Administration of Guangzhou Public Security Bureau.5. Taiwan residents who seek employment in Guangzhou are required to apply for residence and multiple entries to the Division of Entry and Exit Administration of Guangzhou Public Security Bureau.6. Any person coming from outside Mainla

11、nd China who wish to lodge in Guangzhou，shall report and finish the temporary accommodation registration proceedings within 24 hours of his arrival (72 hours in rural areas) to the local police station(if lodging at the home of a Chinese resident) or the staying hotel (if lodging in a hotel).7. Alie

12、ns at the age of 16 and upwards who reside or stay in Guangzhou shall carry with them their passports for possible examination by police.8. People from outside Mainland China can drive only after they have obtained their Chinese driving licenses in accordance with the Measures for Administration of

13、Motor Vehicles and Driving Licenses of Peoples Republic of China. 9. People from outside Mainland China who violate the aforementioned regulations may be served a warning, fines, detention, departure within a specified time or deportation, and those whose offenses are serious enough to constitute a

14、crime shall be prosecuted for their criminal responsibilities according to law.10. When an alien infant is born in Guangzhou, the parents or their agent shall, within one month after his birth, report to the Division of Entry and Exit Administration of Guangzhou Public Security Bureau with the birth

15、 certificate, the copies of the parents passports or identifications and complete registration procedures.11. In case of any lost or stolen of passport, traveling document or residence certificate, you should immediately report to the local police station where the lost or stolen happened. Besides,
