26、d prom ote social harm ony combined up,andcompletedthe taskcombi ned一、工程概況由我公司承建的上都電廠三期2X660MW擴(kuò)建工程,為國(guó)產(chǎn)超臨界燃煤直接空冷機(jī)組,汽輪機(jī)冷卻方式采用直接空冷,同步配套建設(shè)煙氣脫硫設(shè)施,并留有擴(kuò)建的余地,部分輔助、附屬系統(tǒng)按三、四期 4>60MW級(jí)機(jī)組設(shè)計(jì)。我公司承擔(dān)A 標(biāo)段 5 號(hào)機(jī)組的主體及相應(yīng)附屬建筑安裝工程施工。主設(shè)備簡(jiǎn)況:本工程(2>60MW)機(jī)組的鍋爐采用哈爾濱鍋爐廠生產(chǎn),汽輪機(jī)、發(fā)電機(jī)采用東方汽輪機(jī)廠、東方電機(jī)股份有限公司的產(chǎn)品。鍋爐采用超臨界變壓直流爐、單爐膛、一次中間再
27、熱、平衡通風(fēng)、緊身封閉布置、固態(tài)排渣、全鋼構(gòu)架、全懸吊結(jié)構(gòu)口型燃煤鍋爐。汽輪機(jī)采用超臨界、一次中間再熱、三缸四排汽、單軸、單背壓、直接空冷式??傔M(jìn)度要求:2008 年 08 月 12 日工程開工,2010 年 06 月 01 日 5 號(hào)機(jī)組完成168 小時(shí)整套試運(yùn)行。二、質(zhì)量管理體系運(yùn)行情況工程準(zhǔn)備階段,以項(xiàng)目經(jīng)理為第一責(zé)任者,積極組織進(jìn)行項(xiàng)目質(zhì)量體系建設(shè),配備完善的管理資源與健全的控制網(wǎng)絡(luò)。先后制定了項(xiàng)目質(zhì)量管理制度 、 項(xiàng)目創(chuàng)優(yōu)達(dá)標(biāo)質(zhì)量規(guī)劃、 項(xiàng)目達(dá)標(biāo)投產(chǎn)實(shí)施細(xì)則,編寫各專業(yè)的項(xiàng)目劃分文件、制定各專業(yè)創(chuàng)優(yōu)質(zhì)量保證措施等質(zhì)量管理基礎(chǔ)性文件,做到有策劃和實(shí)施、有檢查和改進(jìn),及時(shí)準(zhǔn)確地指導(dǎo)施工,

34、本施工結(jié)束階段并實(shí) 現(xiàn)順利回填,迅速扭轉(zhuǎn)了項(xiàng)目部質(zhì)量工作不利局面,取得了可喜的成績(jī),為 公司在華能北方聯(lián)合集團(tuán)電建市場(chǎng)贏取了誠(chéng)信、樹立了良好形象: 1、順利通過內(nèi)蒙質(zhì)監(jiān)中心站質(zhì)量監(jiān)檢。工程首次監(jiān)檢、土建階段性監(jiān)檢一次通過,受到了內(nèi)蒙電力工程質(zhì)量監(jiān)督中心站高度評(píng)價(jià),監(jiān)檢組認(rèn)為:東電四公司質(zhì)保體系運(yùn)行正常,混凝土工藝良好,資料齊全工整。2、土建試驗(yàn)室一次順利通過內(nèi)蒙質(zhì)監(jiān)中心站現(xiàn)場(chǎng)認(rèn)證。3、現(xiàn)場(chǎng)施工亮點(diǎn)( 1 )清水混凝土施工技術(shù)成熟。除氧間 B、 C 列基礎(chǔ)、 鍋爐短柱、汽輪機(jī)基礎(chǔ)底板施工前,在充分計(jì)算和考慮周全的基礎(chǔ)上,以多次周轉(zhuǎn)和節(jié)約成本為原則,精心進(jìn)行模板體系設(shè)計(jì),施工中嚴(yán)格把關(guān)、跟蹤管理,
35、混凝土表面平整、色澤均勻、棱角挺括順直,工藝質(zhì)量良好,完全滿足結(jié)構(gòu)使用和工藝要求。( 2)越冬防凍措施超前,冬期施工防護(hù)措施完備。上都地區(qū)年平均最大凍深達(dá)2.7 米, 主廠房基礎(chǔ)標(biāo)高為-6.5 米, 由于大量地下設(shè)施圖紙不到位,不能大面積回填,給地基越冬防護(hù)帶來了難題,為給明年春季盡早開挖創(chuàng)造條件,經(jīng)過精心籌劃采用稻草、塑料薄膜護(hù)底,上覆填土的做法,取得了良好效果。鍋爐基礎(chǔ)二次灌漿于12 月初完成,當(dāng)?shù)匾归g溫度已降到零下30,灌漿料隨時(shí)都有被凍危險(xiǎn),項(xiàng)目部采用電暖覆蓋外加暖棚的方法,利用電子測(cè)溫連續(xù)監(jiān)控、棚內(nèi)調(diào)溫手段,確保了在嚴(yán)寒下所有灌漿材料不受凍害。為 12月中下旬鍋爐鋼架吊裝奠定了基礎(chǔ)。

47、層分解和落實(shí)。每月一次貫標(biāo)工作檢查,每月一次達(dá)標(biāo)情況檢查,把存在的問題和好的一面及時(shí)傳達(dá)到各施工單位,做到整改及時(shí),使管理持續(xù)有效。開工后,項(xiàng)目部重視質(zhì)量培訓(xùn)工作,推行現(xiàn)場(chǎng)質(zhì)量文化建設(shè)。在開工前和施工過程中,利用一切可利用的時(shí)間,對(duì)各級(jí)質(zhì)量管理人員、各專業(yè)技術(shù)施工人員進(jìn)行技術(shù)質(zhì)量管理培訓(xùn)。在主廠房地下結(jié)構(gòu)、汽輪機(jī)基礎(chǔ)施工期間,由項(xiàng)目部組織的專項(xiàng)質(zhì)量培訓(xùn)共達(dá)4 次,使全體職員及時(shí)、清楚的了解到自己身上的質(zhì)量責(zé)任和工作重點(diǎn)。在日常管理中,積極調(diào)動(dòng)各級(jí)管理人員積極性,把質(zhì)量責(zé)任終身制貫徹到每一位管理人員、施工人員心里。監(jiān)督檢查做到及時(shí)、嚴(yán)格,防止管理和施工兩層皮形象,工序管理做到事前、事中、事后三控
48、制,使達(dá)標(biāo)創(chuàng)優(yōu)工作持續(xù)進(jìn)展。六、監(jiān)視和測(cè)量裝置管理及使用情況開工伊始,項(xiàng)目部就配備了各種計(jì)量器具,以滿足檢驗(yàn)測(cè)量需要。項(xiàng)目部及時(shí)建立管理臺(tái)帳、制定檢定計(jì)劃,對(duì)各專業(yè)公司、部室的監(jiān)視和測(cè)量裝置進(jìn)行動(dòng)態(tài)管理,保證投入器具檢定率達(dá)到100。目前項(xiàng)目部(包括專業(yè)公司)檢定的計(jì)量器具達(dá)30 臺(tái)(件) ,滿足現(xiàn)場(chǎng)需求的同時(shí),盡量采用過程比對(duì)的自行校驗(yàn)方式,降低質(zhì)量成本,取得了良好效果。七、在質(zhì)量管理工作中存在的不足和需要改進(jìn)的方面雖然上都項(xiàng)目部在質(zhì)量管理方面取得了一定的成績(jī),但在某些方面還存 在著不盡如人意的地方:1 、合作隊(duì)伍整體素質(zhì)、水平問題,直接影響工程質(zhì)量。有的合作隊(duì)伍在人員投入、工具器械等方面具
49、有相當(dāng)實(shí)力,但就創(chuàng)建精品工程、精細(xì)化施工方面要求進(jìn)行衡量,還具有很大差距,主要體現(xiàn)在人員素質(zhì)、管理意識(shí)方面。在主體結(jié)構(gòu)上,公司應(yīng)投入專業(yè)公司土建力量進(jìn)行施工或引導(dǎo)施工。另外,項(xiàng)目部將積極組織合作隊(duì)伍一線管理技術(shù)人員加強(qiáng)業(yè)務(wù)學(xué)習(xí)和培訓(xùn),使之能盡快適應(yīng)工程需要。2、個(gè)別人員的質(zhì)量意識(shí)還有待提高在管理過程中發(fā)現(xiàn)某些施工人員、管理人員的質(zhì)量意識(shí)不強(qiáng),對(duì)施工質(zhì) 量的要求不能很好地貫徹到施工中去,致使施工的過程質(zhì)量出現(xiàn)偏差,雖然 及時(shí)予以了糾正,但關(guān)鍵崗位人員的質(zhì)量意識(shí)的進(jìn)一步提高卻是當(dāng)務(wù)之急。八、對(duì)公司質(zhì)量管理工作的建議和意見1 、加強(qiáng)對(duì)現(xiàn)場(chǎng)質(zhì)量的管理力度,加大公司質(zhì)量獎(jiǎng)懲方面的投入。2、開展各種質(zhì)量文
