33、理位置在東經(jīng)E108º5144”-109º2618”,N360º3045”-370º1931”。總面積為2950.2平方公里，土地類型豐富多樣。（1）25.2第三產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)分析在圖25.1中，我們可以看到第三產(chǎn)業(yè)雖然處于緩慢增長的狀態(tài)，但其對國內(nèi)生產(chǎn)總值的貢獻比例仍然是比較低的。六年來，第三產(chǎn)業(yè)中發(fā)展最快和攻下最大的三個行業(yè)是交通運輸、倉儲和郵電業(yè)。從98年的11.8%正駕到15.2%增長了3.4%第二，教育、文學(xué)和藝術(shù)、廣播、電視和電影的貢獻率也在逐年增加。這可以從GRAPH，交通運輸，倉儲，電信通訊業(yè)，國家黨政機關(guān)，社會團體，教育業(yè)，文學(xué)藝術(shù)，金融

34、保險業(yè)，房地產(chǎn)業(yè)等處于增長的行業(yè)看出。并且，這種好的發(fā)展趨勢需要繼續(xù)保持下去，但在其內(nèi)部結(jié)構(gòu)中還存在著一些問題。從圖25.2中可以看到，第三產(chǎn)業(yè)中為生產(chǎn)和生活提供服務(wù)的部門如金融保險業(yè)，房地產(chǎn)業(yè)，社會服務(wù)業(yè)等等，雖然最近幾年有逐步增長的趨勢，但其增長速度并不大，而且相應(yīng)比例也很小。第三產(chǎn)業(yè)結(jié)構(gòu)的目標包含傳統(tǒng)工業(yè)運輸業(yè)，郵政倉儲服務(wù)業(yè)等，第三產(chǎn)業(yè)和現(xiàn)代服務(wù)業(yè)中所占比例較大的如房地產(chǎn)業(yè)、金融保險業(yè)、旅游觀光業(yè)等其他新興產(chǎn)業(yè)，發(fā)展卻相對滯后。但是隨著人們生活水平的提高和空閑時間的增加，對消費的質(zhì)量和要求會顯著怎家，人們的精神需求也會越來越多25.3第一、二、三產(chǎn)業(yè)發(fā)展目標的比較經(jīng)濟增長要求產(chǎn)業(yè)結(jié)構(gòu)和

35、經(jīng)濟發(fā)展相協(xié)調(diào)配合，人民生活的改善也會對產(chǎn)業(yè)結(jié)構(gòu)做出調(diào)整，這在所有行業(yè)GDP的貢獻中都有所體現(xiàn)。（2）第三產(chǎn)業(yè)的目標在98年僅占GDP的25.9%在隨后幾年的緩慢增長后，2003年達到35.1%；同時，第二產(chǎn)業(yè)亦呈現(xiàn)上升趨勢，從98年的32.4%上升到43.4%是GDP總量中所占比例最大的產(chǎn)業(yè)。第一產(chǎn)業(yè)的目標和在GDP中所占的比例一直在下降，由此可見，隨著經(jīng)濟的發(fā)展和人民生活水平的改善，產(chǎn)業(yè)結(jié)構(gòu)將會更加合理，三產(chǎn)業(yè)所占比例的偏差會更大。25.4第三產(chǎn)業(yè)目標在經(jīng)濟和社會的影響第三產(chǎn)業(yè)對經(jīng)濟目標的顯著貢獻圖25.1中看到，從98年開始，第三產(chǎn)業(yè)的目標有了較大發(fā)展，增加了價值，三產(chǎn)業(yè)占GDP的比重從41.7:32.4:25.9變?yōu)?1.5:43.4:35.1，第三產(chǎn)業(yè)對經(jīng)濟增長的影響已經(jīng)增加到了35.1%雖然不多，但（對經(jīng)濟總體的拉動效應(yīng)）是非常有效的。隨著第三產(chǎn)業(yè)發(fā)展的逐步穩(wěn)定，市場的目標逐漸也變得活躍起來，這就是說，發(fā)展就是解決問題的最好辦法。其他
