9、產(chǎn)品冷鏈物流發(fā)展“十二五”規(guī)劃發(fā)布時(shí)間：2012-04-09來(lái)源：農(nóng)產(chǎn)品冷鏈物流是指使肉、禽、水產(chǎn)、蔬菜、水果、蛋等生鮮農(nóng)產(chǎn)品從產(chǎn)地采收（或屠宰、捕撈）后，在產(chǎn)品加工、貯藏、運(yùn)輸、分銷、零售等環(huán)節(jié)始終處于適宜的低溫控制環(huán)境 下，最大程度地保證產(chǎn)品品質(zhì)和質(zhì)量安全、減少損耗、防止污染的特殊供應(yīng)鏈系統(tǒng)。近年來(lái)， 隨著農(nóng)業(yè)結(jié)構(gòu)調(diào)整和居民消費(fèi)水平的提高，生鮮農(nóng)產(chǎn)品的產(chǎn)量和流通量逐年增加，全社會(huì)對(duì)生鮮農(nóng)產(chǎn)品的安全和品質(zhì)提出了更高的要求。加快發(fā)展農(nóng)產(chǎn)品冷鏈物流，對(duì)于促進(jìn)農(nóng)民持續(xù)增收和保障消費(fèi)安全具有十分重要的意義。為貫徹落實(shí)國(guó)家發(fā)展改革委制定發(fā)布的農(nóng)產(chǎn)品冷鏈物流發(fā)展規(guī)劃及湖北省現(xiàn)代 物流業(yè)發(fā)展“十二五”規(guī)劃

10、，促進(jìn)湖北省農(nóng)產(chǎn)品冷鏈物流快速健康發(fā)展，特制訂本規(guī)劃。規(guī) 劃期為20112015年。一、現(xiàn)狀與形勢(shì)（一）發(fā)展現(xiàn)狀我省農(nóng)產(chǎn)品冷鏈物流的發(fā)展，除了少數(shù)傳統(tǒng)冷庫(kù)之外，絕大多數(shù)都是近年來(lái)伴隨著農(nóng) 產(chǎn)品流通及出口要求逐步發(fā)展，目前初步形成以優(yōu)質(zhì)、特色農(nóng)產(chǎn)品為基礎(chǔ)，以農(nóng)產(chǎn)品批發(fā)市場(chǎng)、 區(qū)域性冷鏈物流集散地為依托， 以農(nóng)產(chǎn)品生產(chǎn)企業(yè)、流通企業(yè)、加工及出口企業(yè)為載體的多元 發(fā)展格局。1、農(nóng)產(chǎn)品冷鏈物流比例增加較快。我省是農(nóng)業(yè)生產(chǎn)和農(nóng)產(chǎn)品消費(fèi)大省， 2010年蔬菜 產(chǎn)量3131萬(wàn)噸，占全國(guó)總產(chǎn)量6.5億噸的4.8%,水果產(chǎn)量437萬(wàn)噸，占全國(guó)總產(chǎn)量1.31億 噸的3.3%,肉類產(chǎn)量379萬(wàn)噸，占全國(guó)總產(chǎn)量792

20、r otection ande conomicre struct uring plan for62、18.87、19.03、24.16，總體上高于全國(guó)平均水平，冷鏈物流規(guī)模增長(zhǎng)迅速。2、冷鏈物流發(fā)展基礎(chǔ)較好。據(jù)調(diào)查，全省經(jīng)營(yíng)農(nóng)產(chǎn)品冷鏈物流的重點(diǎn)企業(yè)129 家，冷庫(kù) 395 座，公稱容積244 萬(wàn)立方米，儲(chǔ)藏量83 萬(wàn)噸，其中25 家企業(yè)擁有萬(wàn)噸以上冷庫(kù)；重點(diǎn)企業(yè)擁有冷藏車350 輛，載重能力4175 噸。以生鮮農(nóng)產(chǎn)品為加工對(duì)象的食品生產(chǎn)、流通與消費(fèi)冷鏈逐步完善。全省擁有冷鏈業(yè)務(wù)的食品加工與流通企業(yè)324家， 鏈接產(chǎn)地、加工地與終端零售， 為我省實(shí)現(xiàn)農(nóng)產(chǎn)品冷鏈物流網(wǎng)絡(luò)化布局奠定了基礎(chǔ)。目前， 全

21、省農(nóng)產(chǎn)品冷鏈物流以山綠冷鏈、白沙洲市場(chǎng)、武漢肉聯(lián)、三峽物流園、荊州圳韜、黃石聯(lián)海等企業(yè)為龍頭，初步形成了一批區(qū)域性冷鏈物流集散地，集聚了一批包括冷鏈生產(chǎn)加工、批發(fā)市場(chǎng)配套、第三方冷鏈物流、超市內(nèi)部配套、冷鏈管理咨詢以及設(shè)施設(shè)備供應(yīng)的冷鏈業(yè)務(wù)企業(yè)群。3、冷鏈物流技術(shù)水平不斷提高。先進(jìn)冷鏈技術(shù)在我省開(kāi)始大量應(yīng)用，冷庫(kù)建設(shè)由傳統(tǒng)冷庫(kù)變?yōu)楝F(xiàn)代化的鋼結(jié)構(gòu)單體拼裝庫(kù)，以滿足綜合冷鏈物流需要。制冷工藝從高溫、低溫發(fā)展為現(xiàn)在的預(yù)冷、氣調(diào)、超低溫、速凍、恒溫、制冰等。運(yùn)輸車輛從單一制冷發(fā)展為現(xiàn)在的高溫、低溫、常溫“三溫層”冷藏車。物流技術(shù)設(shè)施與先進(jìn)的管理技術(shù)手段包括高層貨架、出貨升降臺(tái)、軟門封、超聲波定位技術(shù)、

22、無(wú)線射頻識(shí)別技術(shù)、全球定位系統(tǒng)、倉(cāng)儲(chǔ)管理系統(tǒng)、危害分析和臨界控制點(diǎn)認(rèn)證、質(zhì)量保證體系認(rèn)證等。一批生鮮農(nóng)產(chǎn)品出口企業(yè)，率先引進(jìn)國(guó)際先進(jìn)的管理技術(shù)，實(shí)現(xiàn)了全程低溫控制。肉類屠宰企業(yè)從屠宰、分割、冷卻等環(huán)節(jié)低溫處理起步，逐漸向儲(chǔ)藏、運(yùn)輸、批發(fā)和零售環(huán)節(jié)延伸，向著全程低溫控制的方向快速發(fā)展。 專業(yè)冷鏈公司綜合應(yīng)用多項(xiàng)技術(shù)，實(shí)現(xiàn)了搬運(yùn)機(jī)械化和精確的冷鏈配送。蔬菜基地企業(yè)采用真空預(yù)冷技術(shù)，探索保鮮營(yíng)銷新模式，發(fā)展反季節(jié)蔬菜，推動(dòng)高附加值農(nóng)產(chǎn)品冷鏈快速發(fā)展。4、城市冷鏈擴(kuò)張勢(shì)頭強(qiáng)勁。武漢、宜昌、襄陽(yáng)、荊州、黃石等地一大批項(xiàng)目建設(shè)實(shí)施， 推動(dòng)農(nóng)產(chǎn)品冷鏈物流迅速擴(kuò)張。武漢市目前較大的冷藏庫(kù)有15 座， 冷庫(kù)總?cè)?/p>

34、彩國(guó)際物流園。香港夏普公司、荊州春祥集團(tuán)在宜城投資興建萬(wàn)景實(shí)業(yè)，集優(yōu)質(zhì)蔬菜基地、冷藏、 物流、 蔬菜深加工等為一體。雙匯、中糧、雨潤(rùn)等國(guó)內(nèi)大型食品生產(chǎn)企業(yè)，在黃石建有完善的冷鏈網(wǎng)絡(luò)。中商、武商、中百倉(cāng)儲(chǔ)等大型連鎖商業(yè)企業(yè)生鮮食品冷鏈配送也在各地有較快發(fā)展。5、冷鏈高端企業(yè)發(fā)展前景看好。我省專業(yè)冷鏈物流的經(jīng)營(yíng)業(yè)務(wù)包括服務(wù)生產(chǎn)自營(yíng)、面向社會(huì)外包、專業(yè)冷儲(chǔ)、干線冷運(yùn)、綜合服務(wù)等多種形式，一是批發(fā)市場(chǎng)用于農(nóng)產(chǎn)品預(yù)冷保鮮和調(diào)峰冷儲(chǔ)；二是食品加工企業(yè)、農(nóng)產(chǎn)品出口企業(yè)以及國(guó)內(nèi)遠(yuǎn)銷企業(yè)的自用冷鏈；三是企業(yè)自用后的富余冷鏈對(duì)外服務(wù)；四是高端市場(chǎng)第三方冷鏈物流企業(yè)的專業(yè)服務(wù)。一批專業(yè)冷鏈物流企業(yè)正日益成長(zhǎng)起來(lái)，成

35、為國(guó)內(nèi)外知名企業(yè)進(jìn)入湖北冷鏈?zhǔn)袌?chǎng)的戰(zhàn)略合作伙伴，推動(dòng)我省第三方冷鏈物流企業(yè)的外包市場(chǎng)迅速發(fā)展。山綠冷鏈以良好的冷鏈物流設(shè)施與管理技術(shù)規(guī)范，綜合服務(wù)于肯德基、麥當(dāng)勞、 雀巢、 雙匯、 和路雪等一批高端零售終端，獲得了良好的經(jīng)濟(jì)效益。隨著人們對(duì)優(yōu)質(zhì)、安全農(nóng)產(chǎn)品的需求不斷增長(zhǎng)，社會(huì)對(duì)農(nóng)產(chǎn)品冷鏈物流發(fā)展重要性已形成共識(shí)，專業(yè)冷鏈物流企業(yè)的市場(chǎng)發(fā)展空間越來(lái)越大。但是，我省農(nóng)產(chǎn)品冷鏈物流發(fā)展尚未形成完備的體系， “有冷無(wú)鏈”現(xiàn)象突出，難以滿足發(fā)展現(xiàn)代農(nóng)業(yè)、居民消費(fèi)和擴(kuò)大農(nóng)產(chǎn)品出口的需求。主要表現(xiàn)在：一是農(nóng)產(chǎn)品產(chǎn)地冷鏈物流發(fā)展滯后。我省農(nóng)業(yè)產(chǎn)區(qū)冷庫(kù)嚴(yán)重短缺，多數(shù)市場(chǎng)只有簡(jiǎn)單的廳棚， 無(wú)法滿足生鮮農(nóng)產(chǎn)品快速檢

47、式冷庫(kù)建設(shè)，輕視產(chǎn)地加工冷庫(kù)建設(shè)；重視大型儲(chǔ)藏冷庫(kù)建設(shè)，輕視批發(fā)零售冷庫(kù)建設(shè)。原國(guó)有企業(yè)冷庫(kù)有的已經(jīng)使用30 年以上，設(shè)施陳舊老化。企業(yè)冷鏈物流的改造升級(jí)工作任務(wù)嚴(yán)峻。大部分生鮮農(nóng)產(chǎn)品仍在常溫下流通，鮮活農(nóng)產(chǎn)品通過(guò)冷鏈流通的比例不到發(fā)達(dá)國(guó)家的一半。冷鏈物流各環(huán)節(jié)缺乏系統(tǒng)化、規(guī)范化、連貫性的運(yùn)作，部分屠宰或儲(chǔ)藏環(huán)節(jié)采用了低溫處理的產(chǎn)品，在運(yùn)輸、銷售等環(huán)節(jié)又出現(xiàn)“斷鏈”現(xiàn)象，組織全程冷鏈的比率過(guò)低。三是專業(yè)冷鏈物流發(fā)育不夠。我省大部分冷鏈物流企業(yè)主要提供冷藏、冷凍等比較單一的服務(wù)，能夠提供冷藏加工、運(yùn)輸、配送等全程服務(wù)的專業(yè)冷鏈企業(yè)比較少。與我省日益增長(zhǎng)的專業(yè)冷鏈物流需求相比，專業(yè)冷鏈物流的發(fā)育程

48、度明顯滯后?，F(xiàn)有冷鏈物流企業(yè)以中小企業(yè)為主，規(guī)模小，實(shí)力弱，服務(wù)標(biāo)準(zhǔn)不統(tǒng)一；大型冷鏈物流企業(yè)較少，且整合行業(yè)資源和帶動(dòng)行業(yè)發(fā)展的能力也有限。第三方冷鏈物流的服務(wù)網(wǎng)絡(luò)和信息系統(tǒng)不健全，大大影響了冷鏈物流的在途質(zhì)量、準(zhǔn)確性和及時(shí)性，造成冷鏈物流的成本和商品損耗率很高。四是冷鏈物流規(guī)范與人才培養(yǎng)跟不上。生鮮農(nóng)產(chǎn)品產(chǎn)后預(yù)冷技術(shù)在我省只有少數(shù)企業(yè)使用， 低溫環(huán)境下的分等分級(jí)、包裝加工等商品化處理手段遠(yuǎn)未普及，運(yùn)輸環(huán)節(jié)的溫度控制常采用冰塊加棉被等原始手段，先進(jìn)的全程溫度自動(dòng)控制沒(méi)有得到廣泛應(yīng)用。冷鏈物流各環(huán)節(jié)的設(shè)施、 設(shè)備、 溫度控制和操作規(guī)范等方面缺少統(tǒng)一標(biāo)準(zhǔn)，冷鏈物流各環(huán)節(jié)的信息資源難以實(shí)現(xiàn)有效銜接，
